Barker for Sheriff

The people expect their sheriff,


as the chief law enforcement
officer in the county, to monitor
himself as well as all other
elected and appointed officials,
their deputies, and assistants to
insure they are also compliant
with state law. It is imperative
that the Peoples confidence in
their public servants be restored
and that all public servants
pledge to not violate or infringe
upon the Peoples unalienable
rights. For it is the sovereign
people by whom and for whom all
government exists and acts. -U.S.

The effectiveness and survival of
any government depends upon
the Peoples confidence in their
public servant's ability to adhere
to the principles to which they
are sworn; especially to their
Oath of Office. When elected
public servants stray from those
principles, the People begin to
question their knowledge of the
law, ability and duty to follow
the law, and competency to ad-
minister the law. In other words,
the People lose confidence in
their public servants ability to
honestly and fairly perform the
duties entrusted to them. As
time goes by, the People become
increasingly troubled with the
double standard and appearance
of superiority, ultimately leading
to a perception of arrogance
which works to disconnect the
People from their servants.
The People hold the power in the
county, not the elected servants.
This fact has been lost to most
people. I believe it is time to
restore the People to an under-
standing of their rightful position
as the creators of government.
This is necessary so that the Peo-
ple may maintain control over
the instruments of their own
creation. Even the Revised Codes
of Washington acknowledge this.
In America, and in Stevens
County, the people retained their
sovereignty and governments
were established for the express
purpose to help secure the natu-
ral rights given to the People by
their Creator nothing more.
However, many people today
feel that their public servants
have worked a deception to
change the Peoples status from
being a free, peaceful and sover-
eign people, into that of being a
fearful subject, compelled to be
compliant to every whim of
every government agency.
The Sheriff is the chief law en-
forcement officer of the county.
When a sheriff is, himself, found
to be non-compliant with state
law, as was our current sheriff
who finally took his full term
oath of office over 3 years late,
it creates a cloud on his knowl-
edge of the law, his ability and
duty to follow the law, and his
competency to administer the
law equally to all. As former
Senator Slade Gorton said
(when he was Washingtons
Attorney General), quoting a
Washington Supreme Court
Justice, ... if an officer is so care-
less of the requirements of the law
under which he is elected that he
neglects to qualify, it is a fair indi-
cation that he will be neglectful in
the transaction of the duties of his
office. Any officer of the county
found to be in non-compliance
with state law regarding the
duties of his or her office,
should not be re-elected.
As Sheriff, my first priority is to
be worthy of the publics trust
by being fully compliant with
state law for the office I hold.

As Sheriff of Stevens County, I
will diligently strive to restore
public confidence in not only the
office of Sheriff, but, all elected
offices in the county. I will work
to insure that compliance with
the law starts with the elected
officials.
As state Representative Matt Shea
said recently, We need to be look-
ing ahead at how we will restore a
God Honoring Constitutional Repub-
lic. I agree with Mr. Shea. Hon-
oring God and my oath to the
People; complying with state
law, and protecting the sovereign
Peoples rights is my solemn
commitment to the People on
Stevens County.
This is my pledge and my word is
my bond.

Spent 4.5 years in the 70s as an investigator tracking sto-
len property in Washington, Oregon, California and
Texas later working undercover as a narcotics agent in
Western Washington.
From 72 to 81, worked at Bonnie Lake and Kirkland
Fire Departments earning the position as Station Officer.
Move to Stevens County in 1982. Started as Station 15
assistant chief/training officer for Stevens County Fire 1.
Promoted to station chief/training officer in 1990 and
then shortly after that promoted to district training offi-
cer.
92 to present: Started communications and electronics
repair business for Sacred Heart & Holy Family hospitals.
