The Town Show will close the Epping Festival (29th June7th July) with a
variety of outdoor activities for the whole family to enjoy, including arena
displays, circus skills workshop, funfair rides, mobile petting farm, Birds of Prey
and more. The beer tent will be on hand to offer refreshment to thirsty adults
whilst Churchs Butchers will be cooking their famous sausages and providing
the ever popular hog roast. Come and see the many new attractions on offer this
year including a Sports Zone showcasing local sports clubs which aims to get as
many of you involved in sport as possibletheres something for everyone!

Welcome from the Town Mayor
I am extremely proud to have been elected by my fellow Town Councillors to serve as your Town
Mayor this year. As a community, Epping is strengthened through the large number of clubs,
voluntary groups and associations that together provide a wide range of activities for residents and
visitors to the town. Many of these organisations are represented within these pages or will be
taking part in the 2013 Epping Festival. I am looking forward to the opportunity I have been given
to meet many of you over the forthcoming months so if you see me at any of the various events
taking place in and around the town come and say hello! In the meantime, I hope you enjoy
reading this latest edition of Talk About Epping which is packed with local news and helpful

Public transport information relevant to Epping is available on

under Epping Town Information / Public Transport. The
website is updated as notification of changes are received.
Creepy House - Essex Libraries' Summer Reading Challenge 2013
This summer, Essex Libraries will open the door of the Creepy House. Children can visit any Essex
Library during the holidays to pick up a Creepy House poster and choose some exciting stories to start
them on their spine tingling journey around this house of unlikely inhabitants! To unlock the secrets of
the house, all children need to do is read six books. There are stickers to collect along the way and
some of them are stinky! Children who read six books will receive a medal. Everyone will receive a
certificate. Children of any age can take part in the Summer Reading Challenge, regardless of reading
ability. Creepy House will be running in all Essex Libraries from Saturday 20
th
July to Monday 2
nd

September with children able to complete and collect their medals until 7
th
September. There will be
some early joining days where you can get your Creepy House before the rush, when the schools break up! Check with your local
library to see if there are some creepy adventures happening on the 13
th
July. Mobile libraries will start the Summer Reading
Challenge from early July. Children aged 10 and over can take part in a separate challenge called Mystery Street. They will be asked
to solve the mystery of a strange street scene by reading books, writing stories and answering questions to earn rewards.

Do you have a relative or know of someone who loves reading but it unable to come to the Library? Did you know that Essex
Libraries have fully trained volunteers who will visit and provide books, Large Print and Audio Books direct to your home? If you or

Annual canvass of electorsDid you ring, click or text in 2012?

If you did, many thanks - you were one of over 15,000 households with no changes to their details which used the telephone, internet
or text to confirm their electoral registration details. However, a further 20,000 households COULD have used the automated
responses but didn't.

The annual canvass of electors will start on 1 October this year (slightly later than usual) so watch out for the form and deal
with it as soon as it arrives.
Ian Willett, EFDC's Electoral Registration Officer commented
"In 2012 we introduced registration by telephone, internet and text. While I was pleased that many people did use the new
automated responses, I was disappointed that more households, which could have, didn't give it a try. I would urge everyone,
whose details are the same as last year, to use one of the automated responses. I tried it and it's really quick and easy to use. You
also get confirmation of your registration rather than wondering if a form sent by post arrived in the office. The economics are
simple. It costs 12p for an automated response whereas posting the form back costs the Council 28p return postage plus admin
processing costs. Rather than having staff spending time on forms which could/should have been dealt with by internet, telephone
or text they can concentrate on dealing with queries or processing forms which have changes to the details. This makes much better
use of their time. This year, let's try and make registration by internet, telephone and text the norm for households with no
changes.
Another way to help the Council save on costs is to register as soon as you receive the form. Sending out reminders is a costly
exercise especially where there are no changes to the details. People think that because their details are the same they don't have

St Georges Day - Tuesday 23rd April 2013

Councillor Ken Avey judged the winners of the 2013
St Georges Day window display completition. The
Competition is organised by the Town Council with
the aim to encourage the shops to participate as a
means of lifting the profile of the town. The winner
this year was Lanes Dress Agency (pictured right)
with Piccola and the Wardrobe Mistresess joint

Epping Town Council has launched an email media service to keep people up-to-date with its work.
Anyone can register free of charge to receive the councils media releases which will be sent out at the same time as they are sent to
the local media.
Those that sign up for the service can expect to receive regular updates about the Town Councils work in serving the local
community. Using the email service is a great way for the council to communicate with the public, to highlight important local issues,
our meeting information, decisions taken, and to encourage responses from local people.
To register for the free service, simply email eppingtowncouncilnews@gmail.com No email addresses will be forwarded on and
subscribers can ask to be removed from the circulation list at any time.
Epping Horticultural Society stalwart is Epping Town Councils Townsperson of the Year
A gardening enthusiast who has been credited with saving Epping Horticultural Society from folding,
and helped lead its revival, has been named Epping Town Councils Townsperson of the Year.
Lawrence Lewis received his award from mayor Jon Whitehouse at the Town Mayors At Home
evening which is held by the council each year to thank local organisations for the contribution they
make to life in Epping. Mr Lewis was nominated by Epping Horticultural Society chairman Christine
Burgess who described him as a valuable member of our community. Mr Lewis, who was chairman
of the society for many years, is the current vice-chairman. With the help of his wife, Shirley, Mr
Lewis has dealt with the collection of subscriptions and organised the delivery of the societys
newsletter which he has written for many years. He still runs the societys Meadow Road trading hut
so that the societys membership of more than 400 families can benefit from buying their gardening
requisites at much less than retail prices. Mr Lewis is at the hut each Sunday morning throughout the year and also sources and
buys supplies and takes in deliveries. He is also on hand to offer gardening advice. Mrs Burgess said: In 1983 Lawrence, again with
Shirleys support, saved the society from near collapse and by his tireless work for the society has brought it to its present size and
strength. She added: Without him there would be no society and Epping would have lost a very valuable community asset. Mr
Lewis also organised the societys annual show from 1983 to 2002 and with his advice and expertise
the event was revived last year. He is a listed Royal Horticultural Society judge and continues to be
in demand at shows across Essex, Suffolk and Hertfordshire. St Clare Hospice has also benefited
from his voluntary work. He originally helped decorate the hospices Epping High Street shop and for
many years, until about 2006, served there two days a week whilst regularly helping with the upkeep
of the hospice gardens at Hastingwood.
A presentation was also made to Epping Hall caretaker Jeanette Tappenden who retired at the end
of March after 34 years service. Jeanette will be staying with the town council on a casual basis to

refurbishment which has been
undertaken at the former pub saying the quality and design
of the work was in keeping with the style and heritage of

Epping residents have been presented with Epping Town Council awards for the high standard of their allotments. Frances and
Roger Hughmans efforts on their Lower Bury Lane plot were recognised for the first time. The couple, of Bell Common, have had
the allotment for about seven years and now grow a wide variety of fruit and vegetables. Roger said: It was a wilderness when we
took it on. The brambles were 6ft high. It took a couple of years to get it going and now its great. You get a years supply of onions,
you can truly be self-sufficient! He added: Its lovely. Its a little oasis. Stephen Lye, who tends a plot on the Meadow Road site,
received a council award for a third time, and the second time in two years. Im flattered, he said. I do like to keep it looking as
smart as possible. His produce ranges from beans and potatoes to rhubarb, carrots and beetroot as well as flowers, including
daisies, tulips and lilies. Not a lot of people grow flowers (on
their plots) but it adds a bit of variety. Mr Lye, who has tended
his plot for about seven years, added: There are now some
younger allotment holders which is good to see and I hope they
will be working to keep it up. The awards were presented by
Epping mayor Jon Whitehouse at the annual town meeting held

POTS AND PLANTS WARNING!!
Summer is here along with the usual crime trends that
accompany it. Last year, we reported that garden thieves
had been seen on several occasions, pulling up outside
houses in vans and pickup trucks. Individuals, or sometimes two
men, walk into the garden, then lift the pot into the vehicle and drive
off. It's all over in a few seconds. The thieves seem to be targeting
large pot plants (some of the ones stolen in the past were valued at
over 200 each), garden ornaments and mature hanging baskets
were also easy pickings for the thieves. Almost without exception
the thefts have occurred from FRONT gardens. There are very few
ways by which you can secure a large terracotta pot to the floor and,
if you chain hanging baskets to their brackets, past offences, have
shown that the thieves may simply pull the brackets from the wall
causing more damage. The best advice is not to display such items
where passing thieves will be able to see them from the highway. If
you have valuable pots and hanging baskets display them in the
BACK garden. The thieves know that there is big money to be made
in stolen pot plants, hanging baskets, garden furniture, lawnmowers
and other gardening equipment at this time of the year.
Hospice services to
patients and
families boosted by
472,000 grant
A Space to Breathe project which will see a refurbishment of St
Clare Hospice to benefit patients and their families has been
given vital funding from the Government. The Hospice has been
awarded 472,098 from a Department of Health capital grant to
create revitalising and inspiring spaces and enhance the sensory
and therapeutic environment of the Hastingwood site. The
refurbishment, which began in April, will include many areas of
the Hospice building, modernising and developing spaces for
patients and families. The Space to Breathe project will in many
ways allow patients and their families to be themselves, giving
people greater independence, said chief executive Tanya Curry.
The refurbishment will give areas of the Hospice a real uplift,
injecting light and space, incorporating modern facilities
especially in the older parts of the building.Im delighted that the
Department of Health has endorsed the changes we are
desperate to make: their grant means that more of the money
that our fantastic supporters raise for us day in and day out can
be spent on providing care in much improved facilities.Running
the Hospice costs 2.8 million a year and these costs still
remain. The NHS only funds 30% of the Hospices costs. The
Space to Breathe project was crafted following discussions with
patients, families, volunteers, staff, trustees and other
stakeholders. Tanya added: We recognised that people need
room and space, which is open and inviting, yet intimate enough
to respond to changing needs. We hope that once complete our
clinical services will be modern, inspiring but above all a
therapeutic environment finished to the same excellent standard
we achieved for our Inpatient Unit bedrooms.The work is
expected to be completed by March 2014 and all the Hospices
services will remain open during the refurbishment project.

Epping Evergreen Club
The organisers and members of the Evergreen Club celebrated
the Clubs 65th Birthday in March, with an afternoon tea provided by
Club members. This friendly social club meets every Thursday
afternoon, 2pm to 4pm at Pelly Court Hall, Hemnall Street, Epping
and is organised by two volunteers, June OBrien and Anita
Cheatle. The meeting generally starts with refreshments and has a
wide variety of speakers, entertainment and other activities,
arranged each week. Some of the topics we have enjoyed include :
- East End of London, The History of Harrods, Trying out Origami,
Remembering Bygones and Wildlife Photography. In April club
members enjoyed a visit to the Brick Lane Music Hall, for their St
Georges Day Matinee and Afternoon Tea. If you are interested in

Parkinsons UK Harlow & District Branch
After a long winter, a number of us enjoyed a group
holiday to Warners at Sinah Warren in May. A few weeks
later we are going to Southend on Sea and to the theatre
to see "High Society". We are pleased to welcome new
members from Epping, Nazeing and
surrounding areas. At our club, there are many activities
and games to enjoy. We have recently purchased a new
curling game which was bought with the money kindly
donated in memory of George Pamphilon. We also have
a pool table and bowls, all of which are proving to be quite
popular. We will have a stall at the Epping Town Show on
July 7th at Stonards Hill and look forward to meeting old
and new friends. Please come along and say hello. For

our club but volunteer drivers are needed to bring us

Epping Art Society.
Fridays are usually for members but anyone thinking of
joining the Society is welcome to come to one of the Friday
meetings (which are held weekly. Cost 2.00, visitors
3.00). The annual subscription is 13.00. For further details

Epping Weather Station
Winter 2012-2013 weather in Epping as recorded at the
Epping Weather Station
(Note that winter covers the months of December 2012,
January and February 2013). Overall this winter was a cold
one in Epping. Although the winter began with winds from
the south-west and temperatures close to normal, December
was notable for having a rainfall total almost double the
monthly average, helping to make 2012 the second wettest
year in the Epping Weather Station record which began in
1979. During January and February the winds were often
from the north-east leading to much colder conditions with
snow. Heavy snow fell in mid-January with a continuous
snow cover lasting for 17 days, the longest such period here
since the winter of 1990/91. The maximum snow depth was
17cm on the 20
th
with temperatures remaining below
freezing from the 18
th
to the 20
th
. The cold conditions
continued into February with more heavy snow. On the 10
th

rain turned to heavy wet snow producing a covering of 11cm
depth by the morning of the 11
th
. When the morning
measurements were made they showed a rainfall equivalent
of 23.4mm making the 10
th
the wettest February day since
1990. One other measure of this cold February was that the
maximum temperature failed to reach double figures on any
day. The last time this happened in Epping was in 1979.
Season statistics for winter 2012-2013: Mean temperature
3.5C (-1.0), precipitation 200.0mm (123%) and sunshine
157.9hours (77%). The past five winters in Epping have all
displayed above average numbers of days of air frost, snow
falling, snow cover and snow depth. Further information can

Epping Bowls Club - Summer is nearly here. Why not try
some healthy outdoor exercise. Bowls is a good way of
keeping fit and healthy without doing too strenuous an
exercise and it can be enjoyed by all ages. The EBC is
seeking new members, whether experienced or complete
beginners. The minimum age for membership is 12 years
old and there is no upper limit, so the whole family can be
involved. Please wear flat soled shoes/trainers. A reduced

coaching sessions are provided on Friday afternoons. So
come along and meet our members in the friendly, sociable

Friends of St Margarets Hospital
Thanks to great support and
generous donations, nearly 1200
was raised at the annual Quiz
Night presented by the Friends of St
Margaret's Hospital. The committee
of the League of Friends was very
grateful for all the support and
generous donations from the
enthusiastic audience - over 100 of them - who gathered in
the Catholic Church Hall, Epping in early March. They
answered questions on a wide range of topics, mostly light
-hearted - and one on the identity of various people with
the name of Margaret! As usual, at the interval a range of
home-made sweet and savoury refreshments was
provided by the Friends. Thanks were also given to
members of the Radio Forest team - who broadcast in the
Hospital - for providing the PA system for the evening.
The Friends of St.Margaret's are now looking forward to
the Epping Town Show on July 7th. Look out for us, next
to the Radio Forest stand, and we can show you how cash
raised in the community is used to meet requests from
wards and departments in St. Margaret's. Just recently,
special name plates for the doors of in-patients in the
Mental Health wards have been purchased, and also
slippers for patients who arrive on the wards without safe
footwear. Over the past year, four beds were bought for
use on the wards for nursing patients with special needs.
On August 11th the Friends will be holding our
popular annual Summer Lunch at the home of Mrs Di
Collins - Garnish Hall. Again, all funds raised from this
event will be used to buy the items of equipment and
comforts which the NHS cannot provide,for the wards and
clinics of our local Hospital.The Friends would also be
grateful if local people would give support in other
ways. Could you hold a fund-raising event for St.
Margaret's - a coffee morning, a lunch, sponsored run -
knit - abseil - headshave...? Look at our website for ways
in which you can help and news about past gifts to the
Hospital , as well as information about what services are in

profiting from our operation. We are always very grateful for any donations and grants. We provide volunteering opportunities
for everyone and work with a range of local agencies to provide support for individuals that have been marginalised either
through ill health, long term unemployment or life experiences. Volunteering can help gain confidence, rebuild self esteem and
it is rewarding. We provide a caring, professional and supportive service without prejudice or discrimination, and recognise our
community is socially diverse. We also believe that all people regardless of race, culture, age, disability, religion, gender or
lifestyle should be respected and treated equally. Our service is driven by the needs of our clients and is delivered by
individuals with a total commitment to community service.
Who can use the schemewe are open to everyone.
Do we deliverYes. There is a one off charge for home deliveries (based on postcode) regardless of the number of items
purchased. What do we collect ? Collections of clean domestic furniture, appliances and other reusable items generously
donated by local people and companies. There is no charge for this service. Upholstered furniture must comply with fire safety
regulations and be in good clean condition to meet Trading Standards requirements. Our workshop staff
recondition, repair and test all electrical items to ensure they function correctly, work as designed and
are electrically safe. We are always grateful when donors deliver to us direct (preferably by prior

Let off Steam - Become a Volunteer on Your Local Heritage Railway
Local people are being invited to get involved as a volunteer in one of Essex's newest
heritage railway attractions. The railway is hosting special days when members of the public
can find out more about the huge range of volunteering opportunities on this local
community project. No prior railway experience is required as full training can be given and
there is no minimum commitment. The events commenced at North Weald Station, on the
11 and 12 May, (so look out for future dates). The Railway won three national awards in
2012 in recognition of the hard work our volunteers have put into restoring the railway and
running services last year. Local businesses have welcomed the return of the Railway due
to the additional custom that they have seen. Colin Dye, Chairman and a founder member
of the society said:Our volunteers come from many different backgrounds and with full
training given there is no need to be from a railway background. There are opportunities for
people to volunteer as porters, catering staff, guards, signallers and station masters but also
for people to volunteer during the week maintaining the stations, signalling, locomotives,
carriages and wagons. The events themselves are free but spaces are limited. Places must
be pre-booked by calling Dean Walton on 07880 748259 beforehand. Further details will be
given at the time of booking. The Railway is totally reliant on volunteers in order to run its
heritage trains, and they undertake all tasks include drivers, firemen, signallers, station
masters, guards, porters, catering staff, booking office clerks, shop staff and all the staff
needed to run a successful railway. Simon Hanney, General Manager said:
The Railway has won three national awards, overwhelmingly due to the dedication of our volunteers. The Railway is reliant on
its volunteers and we need more to join our friendly and welcoming team to ensure that we can continue to operate trains and
as we look towards re-establishing rail services to connect at Epping.
