NATIONAL ELECTION INTEGRITY GROUPS CALL ON MAJORITY LDR. CANTOR
TO STOP LEGISLATION FORCING VOTER SEGREGATION BASED ON RACE

WASHINGTON, DC - JUNE 9, 2014- Leaders of national election integrity organizations
today delivered a letter to House Majority Leader Eric Cantor, asking for an urgent meeting to
discuss HB-3899, a race based amendment to the Voting Rights Act that relegates five states;
Texas, North Carolina, Georgia, Mississippi, and Louisiana, for election restrictions based on
Dept. of Justice pre-clearance requirements and that codifies racial discrimination into law;
protecting only certain categories of citizens, by specifically and explicitly excluding non-
minorities from the full protection of the Voting Rights Act. The groups will call on Cantor to
stand up for the hard won civil rights of all Americans by stopping the Voting Rights Amendment
Act (HB-3899).

In the letter delivered to Cantor today, national groups and leaders, including True the Vote,
VotersTrust, SOSforSOS, Election Law Center, American Civil Rights Union, and Black
Conservatives Fund, outlined the risks and dangers of this legislation and the VRAA's partisan

HR-3899, Voting Rights Amendment Act, is a vast and dangerous new expansion of the powers
of the Federal government, particularly those of the Attorney General. This Bill establishes the
use race as a political weapon to justify Federal control of state and local elections., said
Election Law Center founder, Christian Adams.

When the Supreme Court ruled in Shelby v. Holder, it was a recognition of the racial progress
America has made, said Ken Blackwell, chairman of SOSforSOS, The Court ruled to remove
what had become a culturally obsolete provision in the Voting Rights Act that separated states
based on discriminatory practices existing prior to 1965. The Court rightly recognized that
continuing to segregate states using 50 year old data was no longer valid in present day America.
Now, instead of embracing opportunities to come together as a truly united and equal electorate,
HR-3899 proposes to give the Attorney General and the Obama Justice Department sweeping
new powers to declare any state or locality to be guilty of racial discrimination, based on
arbitrary standards.

Under the provisions of HR-3899, Eric Holder and the Obama Justice Department will be
entitled by law to exercise Federal control over every aspect of that state's voting laws and
standards, including redrawing legislative districts, gerrymandering to achieve racial goals, and
eliminating state laws requiring voter identification and citizenship requirements. It's shocking
that Majority Leader Cantor has not publicly committed to stop the unconscionable race-based
segregation of voters that this bill is attempting to codify into law., said True the Vote founder,
