Sub : Schedule No.49 of Warehousing charges effective from 01/9/2008.


The previous Schedule No.48 of Warehousing Charges had come into effect from
1/09/2007, because rise in the expense on insurance charges, & other miscellaneous
expenses, the Corporation has taken decision to revise its rate of storage charges for the
storage of various commodities in its various Warehouses with effect from 1/9/2008.

This Schedule No. 49 of warehousing charges for the warehousing centers of this
Corporation will thus come into force with effect from 1/9/2008.

As the Schedule No.49 will be applicable for the goods accepted with effect from
1/9/2008, a concession of time is given for the stocks accepted prior to 1/9/2008. The new
Schedule No.49 will be applicable for the stocks accepted prior to 1/9/2008 on the
following conditions:

The revised Schedule No.49 will be made applicable on 1/9/2008 to the stocks
stored under Warehouse Receipts in force as on the close of 31/8/2008. If any depositor
disputes this arrangement and continues the stock further in storage beyond 31/8/2008
then he shall have to withdraw the stocks within a period of one month from the date of
introduction of Schedule No.49 with effect from 1/9/2008. Otherwise he shall have to pay
the storage charges as per Schedule No.49 w.e.f. 1/9/2008.

1) The rates for storage charges for food grains will now be as

Storage charges for 100 kgs. standard bag per month
a) Rs.4.30 ps. per bag per month for low rated warehouses;
b) Rs.4.50 ps per bag per month for average rated warehouses;
c) Rs.4.80 ps per bag per month for standard rated warehouses.

The storage charges rates for different commodities and packages will also stand
revised as indicated in the Schedule.

2) The minimum warehousing charges to be recovered, even after granting rebate to
the primary producers will be Rs.5/- irrespective of commodity, period of storage, nature
of delivery ( part or complete ) respectively for the low rated, average rated & standard
rated centers.

3) The rates of storage charges on reservation basis for fertilizer stock will now be

a) Rs.22/- per MT per month for the reservation period of one year and
above;

b) Rs.23/- per MT per month for the reservation for 6 months & above;

c) Rs.30/- per MT per month for the reservation less than 6 months;

d) Any stocks remaining in storage over and above such reserved space will
be charged @ Rs.32/- per MT per month. The stocks remaining in storage
after cancellation of such reservation or stocks stored on actual basis will
be charged @ Rs.36/- per MT per month.

4) As regards the rates of storage charges per sq.ft. per month for the space reserved
on floor area basis, the same will be charged as-

However, the stocks stored in excess area or not on reservation basis, the rates for
such business will be 15% more than above reservation rates.

After cancellation of reservation or actual stocks stored (i.e. without reservation)
will be charged on weekly basis i.e. first week 44%, first two weeks 68%, first three
weeks 88% and beyond three weeks upto one month 100 %.

NOTE : In addition to the storage charge indicated above ad-valorem charges @ 5 Paise
per 100 Rupees value or part there of per month for non hazardous stocks 8 ps. Per 100
Rupees value or part thereof per month for hazardous stocks ( Category 1 as per Insurance
Schedule ) and @ 12 Paise per 100 rupees value or part thereof per month for extra
hazardous stocks ( Category 2 & 3 as per Insurance schedule ) shall be charged extra.
Ad-valorem charges in such cases shall be charged on monthly basis.


5) The storage charges for the open space shall be charged for storage of non
perishable goods only (rates Rs. Per sq.ft. per month) are as follows:-

However, the stocks stored in excess area or not on reservation basis, the rates for
such business will be 15% more than above proposed reservation rates.

The depositor will have to make his own arrangement for watch and ward and
security of such stocks and for providing insurance covers for such stocks. As the
depositor is himself fully providing security arrangements and insurance covers for his
stocks no additional ad-valorem charges will be charged extra. However instructions
issued vide Head Office Circular No.:MSW:BD:80 dated 12/1/2000 are in force.

6-a) The grant of rebate on storage charges to primary producers as well as Farmers
from notified tribal area and SC/ST category depositing their stocks on Warehouse
Receipts, rebate will be 50% with effect from 1/9/2008 at all centers.

6-b) 25% rebate given to TDC is withdrawn w.e.f. 1-9-2008.

7) The rate of storage charges for storage of sugar has been uniformly fixed as
Rs.31.10 ps. per MT.

8) The rates for initial fumigation charges is Rs.20/- per M.T. and for outside
fumigation charges is Rs. 25/- per M.T. with effect from 1/9/2008.

9) Cotton Bales : Private purchases of Cotton has started from last year. This storage
has been attracted by giving rebate on case to case basis during last years, to promote this
storage. The rates of cotton bales storage will be @ Rs.9.50 per bale per 15 days
including insurance charges and @ Rs.8.50 per bale per 15 days excluding insurance
charges if the depositor insures the stock and submits the Insurance Policy to MSWC for
all categories of Centers. The said charges are chargeable for a minimum of 15 days
period of one cycle, for one Cotton Bale (FP).

10) Rebates structure Considering the size of the business and payments made in
advance, Corporation has given the rebate as per Annexure-I.

11) Reservation for general custom :
The minimum reservation period shall ordinarily be for not less than 3 months.
However, for the reservation below 3 months, the proposed rate shall be as follows:

a) For 2 months reservation, rate may be 7.5% more than schedule rate.
b) For 1 month or less reservation, rate may be 12.5% more than schedule rate.
c) Reservation for the period less than 1 month may not be accepted. However,
special powers of Chairman & Managing Director for giving reservation of 15
days to one month may be continued.

d) No cancellation of reservation will be allowed, if the reservation is for 2 months
or less period. In case of reservation made for a period exceeding 2 months, the
depositor may cancel the same by giving 15 days notice. However, in such case
the cancellation will be made effective after 15 days from the date of receipt of
notice on the condition that the depositor pays 10% of amount of storage charges
for the remaining period of reservation of the space / quantity reserved. (This Para
will not apply to storage of bulk depositors of fertilizers who will be covered by
Para 3 above).

e) Incentive :

The depositors making reservation for a period not less than three months
with date of start of reservation not later than 1-11-2008 may be charged as per
our old rates as per Schedule No.48 provided they make the application for
reservation and deposit the full amount of reservation prior to 1-9-2008.

The facility for cancellation of reservation as per second Para of 11(d)
above will not apply under this scheme.

f) This Schedule No.49 may be made effective from 1-9-2008. However,
the reservations for which agreement have already been made or will be made
prior to 1-9-2008 as per the provision of Para-11(e) above will be governed by old
Schedule No.48.

g) General Customs Reservation:

Reservation of storage space by tiny depositor will. come into force only
on confirmation from the competent officer of The Corporation (Center Incharge,
Regional Head, Manager (B D) as the case may be) & on signing of the duplicate
copy of the confirmation letter by the depositor or his authorized representative In
token of accepted the terms and conditions. The Centre Incharge is authorized to

grant reservation for 100 M.T./300 Sq.Ft. on collection of storage charges in
advance and for a minimum period of one months. Depositor should intimate 15
days in advance in order to cancel the reservation/extension of reservation.

If depositor wants to reserve the space, the space can be reserved at the
storage rate of general customs and Warehouse Receipt can be issued as per
demand of depositor. Storage rate should be considered for per MT i.e. per 100
kg bag per month X 10 bags for general customs or per 50 kg bag per month x 20
bags for general customs and accordingly other conversion of MT into bags will
also be applicable in the similar manner at the rates/bag mentioned in the
Schedule.

12) The reservation confirmed by the MSWC authorities can be cancelled / extended /
reduced / increased only if the depositors inform in writing 15 days in advance for the
proposed change.

13) It is mandatory, to insure stocks under storage. The claims of losses, if any will
be settled at par with the claim amount settled by the insurer.

14) The centers, which will be added/started as new center, will be incorporated in C
category at first instance for the rate applicability considering new center status.

The Deputy Manager (Complex) / Storage Superintendents are requested to go
through the revised Schedule No.49 very carefully and in case of any difficulty in the
application of the rates, they may refer the matter to H.O. or Regional Heads for
guidance. However, if any doubts arise, they may approach Regional Office / Head
Office within 7 days from the date of this letter and get the doubts cleared. They are
advised to inform their depositors locally about the revision in rates of storage charges
coming into force w.e.f. 1/9/2008 and also display the schedule on their notice board.

N O T E S
PART-I

1. In case of storage charges on CFT basis additional Ad-valorem charges @ 5
Paise per hundred Rupee value or part thereof are to be charged for non-
hazardous stocks.

In case of storage charges on CFT basis additional Ad-valorem
charges @ 8 Paise per hundred Rupee value or part there of are to be charged for
hazardous stocks (Category 1 as per insurance schedu1e).

In case of Storage charges on CFT basis additional Ad-valorem
charges @ 12 Paise per hundred Rupee value or part thereof are to be charged
for extra hazardous stocks. (Category 2 & 3 per insurance schedule).

2. The basis for calculating the Ad-valorem charges should be as under
i ) Individual Unit/package accepted on CFT basis.

ii) Every Galvanized/C.G.I sheet accepted under item J-8 is to be considered as
one unit.

iii) In respect of stocks accepted under item J-9, unit should be taken as 100
kgs.

3. Ad-valorem charges to be cacu1ated on the basis indicated at Sr,No.2 above
would be per unit / package and added to the warehousing Charges as clarified
below

4. The package accepted for storage on CFT basis should be of standard size. The
ca1cultions of Warehousing Charges for such packages the dimensions are to be
actually measured to ascertain the volume per package. These dimensions are to
be recorded on warehouse Receipt. The rate of Warehousing Charges package
accepted on volume basis should be at as below:

i)Rate per CFT multiplied by the vo1ume of package, plus adva1orem charges @ 5
Paise, 8 Paise or 12 Paise as the- case may be on the value per package
(Adva1orem charges should be rounded of to the next 5 (five) Paise).

ii) The Warehousing Charges arrived at after adding ad-valorem charges should be
rounded off to the next five paise and should be recorded on the each Warehouse
Receipt.

PART - II

(A) Rebate of 50% on the Warehousing Charges shall be given to all the primary
producers/farmers for their agricultural produce deposited in the Warehouse.


(B) While granting the rebate the proof of land holding (7/12 & ) & crop must
be obtained from Primary producers and kept along with Form No.6 (Application
for depositing). Instructions vide Circular No.MSW/BD/Sch/820,dated 27-9-2007
should be followed strictly.


(C) The minimum Warehousing Charges to be recovered even after granting rebate as
above will be Rs.5/- irrespective or Commodity, period storage & nature of
delivery (Part or complete).

PART - III

All incidental charges viz.- handling, stacking, weighing, cleaning, re-bagging,
etc. as laid down by the local Agricultural Produce Market Committee will be charged.

NOTES FOR PART IV

i) Column 2 of the above schedule indicates rate of Warehousing Charges per
month.

ii) Column 3, 4, 5 & 6 indicate rates of Warehousing charges for short term
storage periods less than a month for the corresponding rates of Warehousing
Charges shown in Column No,2.

iii) Column 7 indicates warehousing charges for broken period per week for the

vi) The Warehousing Charges arrived at should be rounded off to the next five Paise
and should be recorded on the cash receipt.

G E N E R A L N O T E S
1. Cereals include Paddy, Rice, Wheat, Jawar, Bajari, Maize, Barley, Kodra,
Nachni/varai/Sava, Rale, Rajgira, Oats, Badbada and Millets of all kinds.
2. Pulses, include Tur, Gram/Chana, Mung/Mug, Urad,Udid, Kultha/Kulith,
Chola/Chavli, Peas/Vatana, Masur, Val/Pavta, Math/Matki, Ghevda, Gawar and
all other kinds of seeds / beans.


3. Seeds : All grains are seeds but the grains specifically offered for storage as seeds,
i.e. to be used for sowing purpose, should be accepted as seeds. The seeds should
be of uniform size of the same variety and free from infestation/insects. The
details pertaining to the seeds accepted for storage viz. treated with insecticides /
fungicides / certified / 'E Mark Seeds / Truthful Seeds / conventional seeds and
whether the packages are sealed/levelled or otherwise should be indicated on
Warehouse Receipts. The stock should be fumigated immediately on receipt,
initial Fumigation charges are not to be charged.
4-a) Storage period for calculating Warehousing charges :-
A storage month shall extend from the date of deposit of the Calendar month to,
but not including the same date of the next and all succeeding months, but if there
is not corresponding date in the month of delivery, it shall extend to and includes
the last day of that month,
4-b) For the purpose of calculation of Warehousing Charges week/weeks are to be
considered as below -

Three Weeks 22 days
4-c) The storage period shall be deemed to have Expired on the next succeeding
business day if the date of expiry of storage period falls on 2nd and 4th - -
Saturday and Sunday or Legal Holiday. Storage period will start from the date

5. Deposit of vegetable Oil should only be accepted from the Manufacturers and in

remark SAID TO CONTAIN should be passed in Column of kind and variety.
The packed goods, where there are no means to determine the quality, quantity,
etc. should be accepted on SAID TO CONTAIN basis and such remark must be
passed on the Warehouse Receipts.

should be taken as mentioned against respective commodity.

Sub : Revision in the rates of Storage charges for stocks stored in the
godowns of M.S. Warehousing Corporation at various Centers.
Dear Sir,

The existing Schedule No.48 of storage charges is in force with effect from
1-09-2007. However, there has been continuous rise in the prices such as on account of
establishment, administrative costs, cost of construction of godowns and also in addition
increase in insurance premium due to increase in the values of stocks stored in the
warehouses. Therefore, the Corporation has taken decision to increase the rates wherever
necessary and simultaneously has tried to keep the storage charges at very reasonable
rates for certain other commodities as per shown in the enclosed Schedule No.49-B of
Storage Charges.
It is therefore, requested to go through the terms & conditions of storage, storage
charges, reservation, rebates and payment terms & conditions. If any corrections/queries
needed this Office may please be informed immediately within 15 days, so that if
necessary and if deemed fit by the Chairman & Managing Director of the Corporation,
required changes could be introduced.
It may please be noted that the storage charges bills will be claimed at revised rates
with effect from 1/9/2008 and we are sure that our depositors storing their stocks against
reservation of space will please appreciate the reasonableness of the revision, pay the
storage charges accordingly and please co-operate with the Corporation

(*) (The handling

& transport charges will be claimed for reimbursement on actual
basis and as per the Schedule of rates approved by the Corporation from time to time. The
depositor will have to pay the H&T charges at the rates approved by the Corporation or at
the revised rates if any may be revised by the Corporation from time to time, irrespective
of the period of H & T contract. (The supervision charges will be charged extra as
indicated above).

NOTE
1) Computation of storage charges for the excess stocks stored over and above the
reservation of space will be done on the basis of maximum opening stocks on any day
during the calendar month minus the reserved space and will be charged for the whole
month accordingly.



2) Computation of storage charges for the stocks remaining in storage after
cancellation of reservation or storage charges for stocks remaining in storage without
reservation (i.e. on actual basis) will be done on the basis of opening balance plus receipt
during the month and will be charged for the whole month accordingly.

3) Service Tax or any other statutory tax will be levied as per prevailing rates.

4) The reservation confirmed by MSWC can be cancelled/extended/reduced/increased
only if depositor informs in writing 15 days in advance for the proposed change.
