Annex 7 of this Memoran3um of "n3erstan3ing= !he %onor &tates an3 the 7eneficiar8 &tate
ma8 consult on possi-le an3 specific programmes -efore a formal programme proposal is
su-mitte3 to the Financial Mechanism ,ommittee=
2= !he 7eneficiar8 &tate shall assure the full co-financing of programmes that -enefit from
support from the EEA Financial Mechanism 2009-2014 in accor3ance .ith Annex 7 an3 the
programme agreements=
:= !he Financial Mechanism ,ommittee shall manage the EEA Financial Mechanism 2009-
2014 an3 taAe 3ecisions on the granting of financial assistance in accor3ance .ith the
