B-/ has implemented the project activity 7B.aste heat recovery based captive po.er project"8 in t.o phases. B-/ first set up a (4 )1 plant in -hase 0 & and subseAuently a +4 )1 plant in -haseC&&. 9he phase & of (4 )1 capacity comprises the 12,B 1 D % and Atmospheric <luidised Bed Combustion 7A<BC8 1. -hase && of +4 )1 comprises the 12,B ' D ( and A<BC %. 9he contribution of the 12,Bs to.ards total po.er generation has been estimated at (* )1. 9he -haseC& plant has been in operation since Euly %44* and the -haseC&& plant has been in operation since )ay %44+. 9he D,& !iln gases have adeAuate heat to produce steam up to %4( 9-2. By generating clean po.er: B-/ has replaced po.er generation from a coal: coal .ashery rejects: coal char based C--. 9herefore: the project activity enables reduction in C; % emissions and saves the conventional fuel. 9he project imparts a direct positive impact by improvement of Auality of life of local people by providing inflo. of funds: additional employment: technological and managerial capacity building etc. 9he follo.ing paragraphs illustrate briefly ho. the project activity contributes to the four pillars 7indicators8 of sustainable development of &ndia$ So!i#( #s.e!"s 9he location of the project in rural setting contributes to.ards poverty alleviation by generating both direct and indirect employment. B-/ already had planned % A<BC boilers having steam generation capacities of 6* 9-2 and 1*4 9-2 respectively and to put up a A<BC boiler .ith an additional steam generation capacity of ( O *1 9-2 7i.e. %4( 9-2 eAuivalent to the 12,B system8: .ould have reAuired relatively lesser investment .hen compared to putting up a 12,B of eAuivalent capacity 1 . 9he cost of setting up a 12,B is much more than the cost of setting up an eAuivalent capacity A<BC system. <urther: coal char and coal .ashery .astes 7from their e#isting coal .ashery8 .ould be used in the A<BC boilers as fuel. 9herefore: po.er generation eAuivalent to that generated by the 12,B system could have been achieved by the coal/ coal char/ coal .ashery reject based C-- .ith a marginal increase in cost of A<BC boiler. 9his is also considering the abundant availability of fuel from their e#isting and nearby coal .asheries resulting in lesser capital cost and cost of generation per unit. <urther it is to be noted that B-/ has received sanction for captive coal mines % .hich further strengthens the fact that sufficient coal is available for captive po.er generation and moreover it .ould be more economically attractive to procure coal from their captive coal mines rather than purchase coal. 9his justifies the fact that for B-/: it .ould be most economically attractive for setting up a coal: coal char and coal .ashery rejects based C--. 9his above alternative is in compliance .ith all applicable legal and regulatory reAuirements and may be a part of the baseline. A("ern#"i0e 34$ Diese( 4#se- !#."i0e .o9er 6ener#"ion &n the absence of the proposed CD) -roject activity: B-/ could generate po.er by implementing a dieselCbased po.er plant to meet their po.er demand. 9his .ill lead to emission of G2G gases: by the diesel based captive po.er generation. 9his alternative is in compliance .ith all applicable legal and regulatory reAuirements and may be a part of the baseline. A("ern#"i0e 3!$ G#s 4#se- !#."i0e .o9er 6ener#"ion B-/ could generate its o.n po.er using natural gas based captive po.er plant. Although this alternative is in compliance .ith all regulatory and legal reAuirements: it is not a realistic alternative due to non availability of natural gas distribution net.or! in ;rissa. 9herefore: alternative 'c may be e#cluded from baseline scenario. Comparing .ith similar projects: it can be noted that B-/ is the first in the region to implement a 12,B boiler .ith high pressure and temperature configuration of 55 ata 7designed for ma#imum pressure of 141 !g/cm % 8 and *%4 deg C respectively .hich reAuires greater investment .hen compared to other 12,B configuration 7R+6 ata pressure8 already implemented in the sector. B-/ has provided training to its manpo.er to operate the .aste heat recovery boilers through their technology supplier 9herma# /td + . (?) RisB o "e!2no(o6i!#( #i('re$ As per additionality tool Bthe process&technology failure ris% in the local circumstances is significantly greater than for other technologies that provide services or outputs comparable to those of the proposed $"' project activity, as demonstrated by relevant scientific literature or technology manufacturer information(. 9he project activity i.e. the po.er generation from .aste heat recovery systems has the follo.ing technical hurdles/ challenges .hen compared to other technologies such as A<BC .hich can provide the same output/ service$ (i) C#s"e 6#s ='#(i") ro5 DRI Bi(n$ 9he operation of the D,& @iln and the 12,B are interrelated .ithout any isolation mechanism i.e. the !iln cannot run .ithout the 12,B in operation and the entire gases generated from the !iln is routed through the 12,B. Any instability in the Auality of ra. material of the D,& !iln: .ould affect the flue gases generated. Ssually the hot .aste gases coming out of the !iln contain high level of ;# and >;# and hence the temperature needs to be maintained at a certain level 7above acid de. point8 so as to prevent formation of corrosive acids due to condensation of these gases. Corrosive acids may lead to acute damage in the boiler due to boiler tube failure and subseAuently in the do.n stream eAuipments li!e E-: &D <an: dampers and the e#haust stac! and hence in such a situation boilers .ould have to be shut do.n for maintenance and the D,& !iln also .ould have to be stopped. 9he cooling and heating cycle of the !iln ta!es minimum of about *C+ days .hich further involves substantial e#penditure. CDM Ee!"#i$e %o&r' page 16 operation also hamper smooth functioning of electric furnaces. 9hus all these technical difficulties lead to colossal operational barriers: .hich need to be properly addressed to ensure smooth functioning of the unit. 9he operational barriers can probably be handled/ managed by providing appropriate training to personnel .ho .ould operate the 12, boilers 7discussed above8. 1hereas all these technical barriers do not appear or arise for the baseline alternative i.e. the A<BC boiler as it can operate smoothly through coal injection .hich is controlled by the operators. (ii) Te5.er#"'re !on"ro( re(#"e- team temperature control in 12,B is one of the critical functions in the operation of .aste heat recovery boiler used .ith sponge iron !iln. Snli!e A<BC: steam temperature of 12,B depends on the steam flo. and the temperature of flue gas generated from sponge iron !iln .hich passes through 12,B boiler. ome times the flo. of flue gas from sponge iron !iln could rise abruptly and rush through 12,B .hich could result in sudden rise of steam temperature in 12,B. 9o control steam temperature: the temperature of flue gas from sponge iron !iln must be controlled. 9his could be controlled by spraying .ater on flue gas in the After Burning Chamber 7ABC8 .hich in turn could pose many problems in 12,B"s operation. 9he .ater sprayed on flue gas could vapori=e and form ca!es along .ith dust particles of the flue gas. 9hese ca!es can get carried over and get deposited on evaporators and economi=er coils of 12,B. ;ver a period of time these ca!es could get accumulated and form heavy masses. 9hese heavy masses could fall on the other tubes of the boiler causing severe damage to it. ome times it could fall on the .et scrapper and damage its chain lin!. 2ence the 12,B reAuires e#tra care and precautions to minimi=e the above operational problems related to temperature control. ;n the contrary: controlling of steam temperature in A<BC boiler is simpler as it is controlled by fuel injected to the boiler .hich is entirely dependent on the operator. 9herefore: this barrier is more relevant to the project activity and does not affect the baseline i.e. the A<BC boiler.
(iii) ?oi(er o.er#"ion#( .ro4(e5s At the time .hen B-/ decided to go ahead .ith the 12,B boiler for steam generation at a relatively high pressure and temperature configuration .hich .as the first of its !ind in the tate of ;rissa: the management had envisaged operational difficulties and ris!s due to its technical configuration 6 Considering its high pressure and temperature configuration: B-/"s project activity did face some operational problems post commissioning. 9o sort out the problems associated .ith operating 12,B at a high pressure 755ata8 and *%4 4 C temperature: B-/ had to shut do.n the !iln many a times leading to substantial financial losses. 9he other production units of the plant could also not be run due to nonC availability of po.er. 9he boiler failure too! place due to repeated problems encountered in the screen tube circuit 5 . 9herma# /imited: a global solution provider in energy and environmental engineering: have designed the 12,Bs in the project activity .ith the high pressure 755!g/cm%8 and temperature 7*%4 deg C8 configuration. 9he operating parameters of the boilers .ere the first of the !ind to be used .ith a *44 6 ,eference$ Document provided to D;E 5 ,eference$ creen tube failure records provided to the D;E This template shall not be altered. After several deliberations bet.een B-/ and 9herma# /td: modifications .ere proposed in the 12,Bs considering repeated screen tube failures. As apparent from the above discussion the problems .ere uniAue to the project activity considering its high technical configuration. As evident from the above discussions: boiler operational problems occurred in the 12,B .hereas an A<BC boiler does not face such operational problems. 9his has apparently also increased the operation and maintenance cost of a 12,B .hich is much higher than that of A<BC boiler. (i0) O"2er e='i.5en"s$ Any disruption in the operation of the pollution control eAuipment li!e E- or any other do.n stream au#iliaries .ill lead to boiler failure and hence the operation of the D,& !iln also .ill be disrupted due to interconnectivity of the !iln .ith the boiler .ithout any isolation scheme. 9hus it demands e#act functioning of all the do.n stream eAuipments so as to ensure hassle free operation in all the production facilities. A fully condensing turbine has been installed so as to ma#imise the electrical output. Besides this an economiser also has been set to operation .ith an aim to maintain lo.est possible e#haust gas temperature .hich .ill enable ma#imum heat recovery from the .aste gases. 9hus designing of the economiser demands additional technical sophistication so as to ensure gas temperature is maintained above acid de. point before the gas leaves through the e#haust stac!. (0) Lo9 !#.#!i") '"i(is#"ion o CHR?$ &t is to be noted that despite the 12,Bs having a capacity of *1 9-2 each: the capacity utilisation ? as evidenced during the year %44+C46 .as only about *5.?P as compared to the A<BC boilers .hose capacity utilisation .as about 54.*P. 9his reduced capacity utilisation of 12,Bs can be attributed to various problems associated .ith the availability of flue gases from the !ilns and other related operational difficulties as detailed above. 9he same problems cannot be encountered .ith the A<BC and therefore there .ould be assured supply of steam from A<BC as against the 12,B system. 2ad an eAuivalent capacity A<BC boiler been installed in place of the ( 12,B boilers: correspondingly the po.er generation from the captive po.er plant .ould have been much higher. <urther: as surplus po.er from the captive po.er plant is sold to the state grid: the revenues from the sale of po.er .ould also have been higher. 9his further justifies the fact that B-/ could have opted to implement A<BC in place of 12,B considering better capacity utilisation of A<BC as compared to 12,B.
