A BILL
To provide for the conveyance of certain lands in Las Vegas,
Nevada, for the development of a nonprofit work center
and affordable housing for people with intellectual dis-
abilities, and for other purposes.
Be it enacted by the Senate and House of Representa- 1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the Opportunity Village 4
Conveyance and Expansion Act of 2014. 5
SEC. 2. DEFINITIONS. 6
In this Act: 7

(1) SITE.The term Deer Springs/Thom/ 1
Rome/North Decatur Site means the 2
approximately17.49 acres leased to the City under 3
the Recreation and Public Purposes Act and ap- 4
proximately 9.45 acres patented to the City under 5
the Recreation and Public Purposes Act generally 6
depicted as the Deer Springs/Thom/Rome/North 7
Decatur Site on the map titled Opportunity Vil- 8
lage Conveyance and Expansion Act and dated 9
lllll. 10
(2) CITY.The term City means the city of 11
Las Vegas, Nevada. 12
(3) OPPORTUNITY VILLAGE.The term Op- 13
portunity Village means Opportunity Village, a 14
nonprofit organization described under section 15
501(c)(3) of the Internal Revenue Code of 1986, the 16
principal place of business of which is at 6050 South 17
Buffalo Drive, Las Vegas, Nevada. 18
(4) SECRETARY.The term Secretary means 19
the Secretary of the Interior, acting through the Di- 20
rector of the Bureau of Land Management. 21
SEC. 3. LAND CONVEYANCE. 22
(a) ACCEPTANCE.The Secretary may accept the re- 23
linquishment by the City of all or part of the Deer 24

Springs/Thom/Rome/North Decatur Site for conveyance to 1
Opportunity Village, if the City 2
(1) prepares a survey and legal description of 3
the Deer Springs/Thom/Rome/North Decatur Site; 4
and 5
(2) the survey prepared under paragraph (1) 6
conforms to the Bureau of Land Management cadas- 7
tral survey standards and meets the approval of the 8
Secretary. 9
(b) CONVEYANCE FOR CERTAIN USES.Not later 10
than 180 days after a request by Opportunity Village, the 11
Secretary shall convey to Opportunity Village, subject to 12
valid existing rights, all portions of the Deer Springs/ 13
Thom/Rome/North Decatur Site relinquished to the Sec- 14
retary by the City under subsection (a). Land conveyed 15
to Opportunity Village under this subsection shall be used 16
only for the following: 17
(1) The development of a nonprofit work center 18
and affordable housing for people with intellectual 19
disabilities. 20
(2) Ancillary use compatible with the mission of 21
Opportunity Village. 22
(c) TRANSACTION COSTS.All land conveyed by the 23
Secretary under this Act shall be at no cost, except that 24
the Secretary may require the recipient to bear any costs 25

associated with transfer of title and any necessary land 1
surveys. 2
(d) REVERSION.Any portion of the land conveyed 3
pursuant to this Act that ceases to be used for the pur- 4
poses specified in subsection (b) shall, at the discretion 5
of the Secretary, revert to the United States, along with 6
any improvements thereon or thereto. 7
