The Junior Police Call Scheme (JPC) was launched by the former Chief Superintendent of the Police
Public Relations Branch (PPRB), Mr. Rennie, in 1974. With its membership expanding rapidly over the
years, the JPC has become one of the largest youth organizations in the world with strong Police ties.
Objectives

1. To encourage and improve communication and mutual understanding between the Police and
the youth of Hong Kong
2. To foster Police-youth partnership in the fight against crime
3. To develop young people's sense of responsibility towards the society and to instill positive
values in them
4. To provide a wide range of activities and training for young people in order to equip them as
future leaders and develop their leadership potential

Vision

"We strive to become one of the best youth organizations in Hong Kong and to assist Hong Kong to
remain one of the safest and most stable societies in the world"

Mission

"To help our members to work in partnership with the community and other agencies to fight against
crime. We are committed to training our members and equipping them with the abilities necessary to be
future leaders who can serve our community. We promote positive peer influence in tackling juvenile

Development
JPC has been developing rapidly, and its membership expanding steadily. Since 1974, over
1,000,000 young people have joined the JPC. It is the largest youth organization in Hong Kong,
with the current membership of nearly 140,000 being distributed territory-wide.

Since 1975, JPC has striven to develop School Clubs in primary and secondary schools. Presently the
number of School Clubs is 781. The formation of School Clubs is for the purposes of:

• Recruiting JPC members


• Disseminating the anti-crime message within schools
• Promoting JPC activities within schools
• Training students to perform crowd control duties in schools
• Providing suitable students for the school prefect system
