ORMOC CITY An estimated 3,000 people joined the
116th Independence Day parade here which is also the
first day of a series of daily and nightly activities that
would culminate on June 29, the city annual fiesta in
honor of Sts. Peter and Paul.
It was a triple celebration this year as it was also the
Araw ng mga Barangay as well as the culmination of
the Gawad Kalinga Bayani Challenge in Leyte, which
the city hosted this year.

component was the re-establishment of common service

enterprises and industry associations.

Operations Officer Herminio Coloma Jr.
came out with what turned out to appear in
the headline news of Philstar issue of Sunday,
1 Jun 2014. He lamented over public outrage
directed to Malacanang on the pork barrel
scam which has been hugging the news for
quite a long time now. He wanted it known
that the President has nothing to do with
the scam and that the Palace is one with
the people in efforts to ferret out the truth
about allegations of fund misuse by government officials in line with its daang matuwid
(straight path) or good gover-nance policy.
He said they could not join calls for the resignation of all those implicated in the pork barrel
scam with no evidence to prove the alle-gations
against them. All quoted items were what appeared in the newspaper mentioned above.
How come that the papers keep repea-ting
only three Senators as the culprits when it is
a known fact that there are 20 Senators, three
Cabinet men plus their staff and 123 Congressmen involved in the scam. The government is
even preparing a jail to house the three known
Senators: Enrile, Jinggoy and Revilla.
Before we go any further, please allow this
corner to lay beforehand its stand on the said 3
Senators. Enrile is a carry over of martial law
which committed a lot of human rights violations. This was the period that can be considered as a black period for the nation. Estrada
reminds this corner of the disgraceful way his
fallen father, Erap, was dislodged as President
and Revilla came into the limelight on the
strength of his popular rating in the movies. It
can even be said that he won on the strengthof
his populairy with his numerous fans. They
also happen to be in the Opposition party and
eliminating them will make it much easier for
the LP to push for their candidate next election.
By eliminating possible friction for their annointed candidate, the road to success is not
far behind.
Let us be impartial in approaching this
explosive issue. Why is it when it involves the
opposition, the government is very quick is
passing judgment? Even up to this writing, no
solid charge has been found. If the administration people in the list are free to roam around,
the same should have been applied to those of
the opposition. To quote the Constitution, all
should be considered innocent until proven
otherwise.

NOW THAT the rainy season has started,
the Department of Health reminds everyone to avoid the WILD.

sanitation must be observed in preparing food

body weakness is also common during the
cold rainy days. Flu is a viral illness which
is treated by hydration. To avoid it, water
intake must be more than 8 glasses a day to

if not to prevent Flu infection, it can reduce
disease severity.

PREFATORY STATEMENT
THEREAS, Republic Act No. 10068 otherwise
known as Organic Agriculture Act of 2010 was
enacted by the Senate and House of Representatives
of the Philippines for the purpose of promoting,
propagating and implementing the practice or Organic
Agriculture in the Philippines.
WHEREAS, there shall be a comprehensive program for promotion of a community based Organic
Agriculture systems in Ormoc City.
WHEREAS, promoting and supporting organic
products as a high value crop will redound to the
benefit of the farmers.
WHEREAS, the Organic Agriculture practice
minimizes the health risk to farmers by not being
exposed to toxic and hazardous chemicals used in
fertilizer and pesticides that are present in conventional farming;
WHEREAS, there is a need to promote overall
food and nutrition security in our city;
WHEREAS, there is a need to promote sustainable agriculture with the necessary package of public
investments made available;
WHEREAS, policy direction and incentives must
be provided to our small farmers engaging in Organic
Agriculture;
WHEREFORE, FOREGOING PREMISES CONSIDERED, on motion of Honorable SP Member Tomas
R. Serefica, Chairman, Commimttee on Agriculture &
Fisheries, severally sconded by Honorable SP Members Eusebio Gerardo S. Penserga, Mariano Y. Corro,
Antonio M. Codilla, Pedro Godiardo P. Ebcas and
Vincent L. Rama; be it.
ORDINANCE NO. 007
AN ORDINANCE ENACTING THE ORMOC
CITY ORGANIC AGRICULTURE ORDINANCE
OF 2014.
BE IT ORDAINED by the Thirteenth Sangguniang Panlungsod ng Ormoc in Session assembled,
THAT:
SECTION 1. TITLE This ordinance shall be
known and cited as the Ormoc City Organic Agriculture Ordinance of 2014:
SECTION 2. DECLARATION OF POLICY. It is
hereby declared the policy of the City to promote,
propagate, develop further and implement the
practice of Organic Agriculture in the City that will
cumulatively condition and enrich the fertility of the
soil, increase farm productivity, reduce pollution and
destruction of the environment, prevent the depletion of natural resources, further protect the health
of farmers, consumers and the general public, and
have program for the promotion of community-based
Organic Agriculture systems which include, among
others, farmer produced purely organic fertilizers
such as compost, pesticides and other farm inputs,
together with a citywide educational and promotional
campaign for their use and processing, as well as the
adoption of Organic Agriculture system as a viable
alternative shall be undertaken.
SECTION 3. DECLARATION OF RPINCIPLES.
To guide the implementation of this ordinance the
practice of Organic Agriculture shall adhere to the
following principles;
a. Organic Agriculture does not co-exist with
the genetically modified crops, chemically produced
crops and related organisms;
b. All existing policies on agriculture in the
City Government should adopt and integrate all
aspects of Organic Agriculture;
c. The integrity of organic products through
the approved organic certification process and organic production, handling and processing standards
should be ensured; and
d. Integration of Organic Agriculture in the
basic education agriculture subjects in all levels in
public and private schools.
SECTION 4. DEFINITION OF TERMS. As
defined in this ordinance, the following words shall
mean;
a. Accreditation is the procedure by which
a government agency having jurisdiction formally
recognizes the competence of an inspection and/or
certification body to provide inspection and certification services.
b. Agricultural Waste shall refer to waste generated from planting or harvesting of crops, trimming
or pruning of plants and waste or run-off materials
from farms or fields.

c. Biodiversity is the degree of variation of life.
This can refer to genetic variation, species variation,
or ecosystem variation with an area.
d. Certification is the procedure by which
official certification bodies or officially recognized
certification bodies provide written or equivalent assurance that foods or food control systems conform
to the requirements.
e.
City shall refer to Ormoc City.
f. Composting shall refer to the controlled
decomposition of organic matter by microorganisms,
mainly by bacteria and fungi into a humus-like product.
g. Endemic/Indigenous would mean plant or
animal native to a certain area;
h. Organic refers to the particular farming and
processing systems, described in the standards and not
in the classical chemical sense. The term Organic
is synonymous in other languages to biological or
ecological. It is also a labeling term that denotes
products considered organic based on the Philippine
National Standards for Organic Agriculture.
i. Organic Agriculture includes all agricultural systems that promote the ecologically sound,
socially acceptable, economically viable and technically feasible production of food and fibers. Organic
Agriculture dramatically reduces external inputs
by refraining from the use of chemical fertilizers,
pesticides and pharmaceuticals. It also covers areas
such as, but not limited to, soil fertility management,
varietal breeding and selection under chemical and
pesticide free conditions.
j.
Organic Center shall refer to a place owned
by the government or private entities that showcases
and promotes varied organically raised products.
k. Organic Gene/Seed Bank shall refer to a
storage area of organically raised seeds that could
supply and produce these indigenous seeds to farmers.
l. Small Farmers include all marginal and
sub-marginal farm household and/cultivating not
more than three (3) hectares.
m. Solid Waste Management is the generation,
prevention, characterization, monitoring, treatment,
handling, reuse and residual disposition of solid
wastes.
n. Watershed is the area of land where all of
the water that is under it or that drains off it goes into
the same place.
SECTION 5. COVERAGE. This ordinance shall
apply to the development and promotion of Organic
Agriculture and shall include, but not limited to, the
following:
a.
Policy formulation of regulation, registration, accreditation, certification and labeling on
Organic Agriculture.
b. Research development and extension of
appropriate, sustainable environment and gender
friendly Organic Agriculture.
c. Promotion and encouragement of the establishment of facilities, equipment and processing plants
that would accelerate the production and commercialization of organic fertilizer, plan based pesticides,
herbicides and other appropriate farm inputs.
d. Implementation of Organic Agriculture
programs, projects and activities including the provision and delivery of support services with focus on
the farmers and other stakeholders.
SECTION 6. ORGANIC AGRICULTURE PROGRAMS. Organic Agriculture program shall embrace
the following;
a. The promotion and commercialization of
organic farming practices, cultivation and adoption
and processing methods which have already been
developed or to be developed;
b. The continuing research and development
of Organic Agriculture Agenda;
c. Upgrading thereof, the capacity building or
farmers and the education of consumers thereon; and
d. The extension of assistance to all stakeholders including individuals and groups who are
practicing and promoting the methods as well as those
who are willing to do other pertinent activities and
documentation and evaluations of the programs.
SECTION 7. ORGANIC AGRICULTURE COMMITTEE. An Organic Agriculture Committee is hereby
created, which shall be composed of:

Secretariat : City Agriculturist, or his duly authorized representative
Members: City Director, Department of Interior
and Local
Government (DILG), or his authorized representative
-Chairman, Independent Component City
Agricultural & Fishery Council (ICCAFC), or
His duly authorized representative

Superintendent, School Division, or his duly
authorized Representative
-
City Health Officer, or his duly authorized
representative
-
Director, Department of Trade and Industry
(DTI), or his duly authorized representative
-
Head, City Environment & Natural Resource Office (CENRO), or his duly authorized representative
-
Presidents of not more that three (3) duly
accredited
-
Organic farmers associations of the City
to be appointed by the City Mayor for a term of two
years.

Heads of NGOs of not more than two (2)
duly accredited by the City that are involved in sustainable agriculture for at least three (3) years.
The Existing Local Technical Committee on Organic Agriculture created pursuant to Executive Order
No. 29 series of 2011, shall continue to function until
the new LTCOA created herein has been constituted
