ceremony.Naidu took oath in the name of God in Telugu

oath.Braving the blistering heat, lakhs of people attended
the unprecedented grand ceremony on a sprawling 70-
acre open site opposite Acharya Nagarjuna University.
Union ministers Rajnath Singh, M Venkaiah Naidu, Ananth
Kumar, Kal raj Mi shra, Prakash Javadekar, Ni rmal a
Sitharaman attended the function. Chief ministers Parkash
Si ngh Badal of Punj ab, Manohar Pari kar of Goa,
Vasundhara Raje Scindia of Rajasthan, Raman Singh of
Chhattisgarh, TR Zeling of Nagaland were also present
along with senior BJP leaders LK Advani, Murli Manohar
Joshi and several others. Deputy chairman of Rajya Sabha
PJ Kurien and Punjab deputy chief minister Sukhbir Singh
Badal were also present. Bollywood actor Vivek Oberoi and
Telugu film stars Pawan Kalyan, NTR Junior and Kalyan Ram
also attended the ceremony. Art of Living guru Sri Sri Ravi
Shankar, badmi nton star Pul l el a Gopi chand, top
industrialists like G Mallikarjuna Rao of GMR Group and a
host of other VIPs attended the ceremony.Chandrababus
wife Bhuvaneswari, son Lokesh, daughter-in-law Brahmani

HisCouncilofMinisters
Vijayawada, Andhra Pradesh: Andhra Pradesh Chief Minister
Chandrababu Naidu constituted his council of ministers tonight,
considering their experience and social equations, giving due
representation to women as well as backward castes.
In all, 19 ministers, including two ministers from Telugu Desam
Partys (TDP) ally BJP, were sworn in along with Mr Naidu at a public
function at Nagarjuna Nagar, which is 18 km from Vijayawada.
Governor E S L Narasimhan administered the oath of office and
secrecy to the ministers.Senior legislators K E Krishna Murthy,
Yanamal a Ramakri shunudu, Ayyannapatrudu, Devi neni
Umamaheswara Rao, N China Rajappa, Palle Raghunath Reddy,
Pattipati Pulla Rao, and Bojjala Gopalakrishna Reddy, who
remained loyal to the TDP through thick and thin, were inducted
i nto the new states fi rst cabi net.
Ganta Srinivasa Rao, who served as a minister in the erstwhile
cabinet of Kiran Kumar Reddy and returned to the TDP on the eve
of the recent el ections, has also been made a minister.
Women legislators Paritala Sunita, Kimidi Mrunalini and Peethala
Suj atha found pl ace i n the counci l of mini sters.
Educationist P Narayana, who is not a legislator yet, has also been
sworn in as minister. He is expected to be nominated to the AP
Legislative Council soon. BJP MLAs Kamineni Srinivas and P
Manikyala Rao were also given cabinet berths, making the TDP ally,
a partner in the state government.
Late Union minister K Yerran Naidus younger brother and three-
time MLA Atchannaidu has been made a minister for the first time.

officiallyannouncedtheportfoliosofhiscabinetministers,whileretaining
someimportantdepartmentssuchasinfrastructure,investment,industries,
energy,tourism,cinematography,generaladministration,lawandjusticeand
publicenterpriseswithhim.Alltheseportfolioshavemajorstakesinvolved
inthecontextofstatebifurcation.AccordingtoTDPsources,theCMis
likelytokeepthesedepartmentswithhimforsomemoretime,unlessthere
ispressurefromdissidentswhodidnotgetberthsinthecabinet.
Interestingly,Naiduretainedthecinematographyportfoliothathehadheld
whenhefirstbecameministerattheageof28inTAnjaiahsCongress
governmentin1978.
WhileNaidu,itissaid,hasmadesurethatministerswithbusinessinterests
inacertainfieldarenotallottedtherelatedportfolio,politicalobserversfeel
thatsomepostingsarestilllikelytodrawcriticism.Hehasalsodirectedall
ministerstoshowresultsinthenext100daysorfaceseriousreviewof
theirportfolios.Intheirfirstreporttheyareexpectedtohavemetwithat
least80%oftheexpectations.Meanwhile,GantaSrinivasRaofrom
Visakhapatnam,whobroughtmanyCongressleaderswithhimintotheTDP
fold,hasbeenrewardedwithalltheeducationdepartments.Aftermerging
primaryeducationwithsecondary,higherandtechnicaleducationtoform
thehumanresourcesdevelopmentdepartment,Naiduhandedoverits
chargetoGanta.Hehasnotbeengivenindustriesandports,ashehas

Amonghiswomenministers,theAPCMallottedcivilsuppliestoParitala
Sunita,whilePSujata,aformerteacher,wasgivenwomenwelfare
departmentalongwithmines.ThethirdwomanministerinNaiduscabinet,
KMrunalini,managedtogetruraldevelopmentaspartoftheBCequationin
thecabinet.WhilespeculationswererifeaboutSunita,widowofTDPleader
ParitalaRavindra,beinggivenhome,sourcessaidthatsherequestedtheCM
toinsteadgiveheradepartmentthatwouldallowhertoservethepublic
directly.Further,firsttimeminister,KolluRavindra,walkedawaywiththe
prizedepartmentofexcise,thoughhejoinedtheTDPonlyin2009.
Apparently,hiscaste,aBCfishermanfromKrishnadistrict,playedakey
roleinhimgettingtheplumppost.AnotherfirsttimeMLA,aformerIRS
officer,andrecententrantintotheTDP,RavelaKishorefromGunturdistrict,
gotwelfaredepartment.HehappenstobeacloserelativeofformerDGP,B
PrasadRao.Thesurpriseelementofthecabinet,however,wasBGopala
KrishnaReddy,saidtobeaconfidantofNaidu.Hegottherelativelyeasy
departmentsofforest,environmentscienceandtechnology,whichTDP
sourcessaidwasbecauseofhisillhealth.
TheCMsdecisiontoallotthekeydepartmentsofhealthandmedical
educationtoBJPs,KSrinivas,wasaclearindicationofthestate
governmentsintentiontomaintainagoodrapportwiththeNDAgovernment
attheCentre.PManikyalaRao,anotherBJPMLA,wasgiventhe
endowmentsdepartment.
TDPsourcessaidthatNaidusdelayinannouncinghiscabinetwasrootedin
thetoughtaskofbringingdownthetotalcountofdepartmentsto25froma
staggering50.

longdaystofinalizetheportfoliosofhiscabinetministers.But
theextracautionnotwithstanding,someofhisappointments
haveraisedmanyaneyebrow.Infact,politicalanalystsfeelthat
duetoconflictofinterestincertainportfolios,Naidumayfind
ithardtodefendhismantrisinthecomingdays.
Takeforinstance,PrattipatiPullaRaoofGunturwhohasbeen
designatedasagricultureandmarketingminister.Considering
PullaRaobeganhiscareerasacottonmerchantandowns
multiplespinningmills(whicharetechnicallyhandledbyhis
relativesafterhejoinedpolitics),analystsfeelthathemight
influenceofficialsoftheagriculturemarketyardswherethe
priceofallagriculturalproduce,broughtinbythefarmers,is
decided.Giventheministerstraderbackground,marketing
officialsmaynotsupportfarmers.Thatwillbebadnewsforthe
poor,ananalystexplained.TDPleaderMSubbaRao,however,
maintainedthatitwasunlikely.Instead,hisexperiencein
cottonbusinesswouldhelphimformulatefarmer-friendly
policies,hesaid.
SimilarconcernswereraisedoverPNarayanasappointmentas
MA&UDminister.This,asheisalsoowneroftheNarayana
educationalgroupthathasinstituteslocatedacrossmunicipal
towns.Whenofficialsdonotactagainstcorporateschoolsand
collegesowingtotheirmoneypower,howcanyouexpectthem
tobeimpartialagainsttheminister,wonderedsenioradvocateP
GouthamReddy.Interestingly,thelatestreportsubmittedby
VijayawadaRegionalInspectionOfficer(RIO)ofIntermediate
Board,revealsthatmanyofNarayanascollegesdonothavefire
safetycertificates.Somearenotstructurallysoundeither.
Yetanotherportfoliothatmaykickupacontroversyisthatof
SiddaRaghavaRaowhowillbeheadingtheroads&buildings
Vizagtobedevelopedintofinancialcapital:Minister
ThestatesnewlyappointedPanchayatRajministerAyyannaPatruduhas
statedonWednesdaythatVisakhapatnam/Vizagwouldbedevelopedintothe
financialcapitalofAndhraPradesh.

theportcity,calleduponindustrialiststosetuptheirbusinessesandindustries

Mr Shiv Kumar Rungta, Managing
Director, Rungta Glasstech Pvt Ltd was today unanimously elected
as President and a renowned Industrialist and Technical Director
in plastic industry. Anil Reddy Vennam elected as Senior Vice
President of FAPCCI for the year 2014-15. Both were elected at the
97th Annual General Meeting of FAPCCI held at Federation
House here today. Shiv Kumar Rungta, who received a Bachelor of
Science (Hons) degree from BITS, PILANI and Post Graduate
Diploma in Management (MBA) from reputed Indian Institute of
Management, Ahmedabad, has been associated with FAPCCI for
more than 12 years as Managing Committee Member.
He was Chairman of various expert committees, which includes
Banking and Insurance, Membership, International Trade, IT
Committee. He is a member of Selection and Budget Committee. He
was Vice-President of FAPCCI for the year 2012-2013 and Senior

irrigationwatertotailendfieldinthestate.
HesaidTDPwillcompleteallthemajorandmediumirrigationprojectswith
thefundsofbothUnionandStategovernmentanditisestimatedthatabout
Rs2,000croreisrequireforcompletionof13projects.
MrRaostatedthatmanyirregularitiestookplaceintheawardingof

resourcesandgeographicallocationwaspoisedfordevelopmentasthe
industrialhubsoon.
Atanewsconferencehere,theMinistersaidthedistrictwaslocatedalmostin
acentralplaceinthestateanditsproximitytoseaportsandairportsandboth
nationalhighwayandmainrailwaylinepassingthroughitbesidestheoiland
gasrichKGbasinmadeitamajorpotentialgrowthcentre.

ThecentralgovernmenthasalreadyannouncedtheKolkata-Chennaipetro
corridordevelopmentproject.AddedtoitistheVisakhapatnam-Kakinada
coastalpetroleum,chemicalandpetrochemicalinvestmentregion.
InboththecorridorsEastGodavaridistrictoccupiesapivotalplacefor
acceleratedindustrialdevelopment.Sincetheexistingairportat
VisakhapatnamisundertheDefencecontrol,thegovernmenthasplansfor
constructionofagreenfieldinternationalairportsomewherebetween
KakinadaandVisakhapatnam,hesaid.Anotherairportandseaportalso
wouldcomeupinthepetrocorridortocopeupwiththegrowingtraffic,he
added.Onthenationalhighwaydevelopment,hesaidanothersixlaneroad
paralleltotheexistingnationalhighwaywouldcomeupbetweenSrikakulam
andNellore.Developmentoffasttrackrailwaylinelinkingallthedistricts
wasalsoproposed.TheADBroadfromKakinadatoRajanagaramwould
beextendedlinkingtheMadhurapudiairport.
TwoLNGprojectsproposedtocomeupatVisakhapatnamandKakinada
wouldcatertothefuelrequirementsoftheexistingpowergeneration
projectsandalsotheotherindustriesgivingupafilliptoaccelerated
industrialdevelopment,headded.
WhenaskedabouttheplightoftheKakinadaSEZaffectedfarmers,hesaid
thegovernmentwouldrenderjusticetothembyprovidingreasonable
compensation.HeclarifiedthattheTDPneveropposedsettingof
petroleum,chemicalsandpetrochemicalsinvestmentregion(PCPIR)but
onlyinsistedthatthepetro-chemicalindustriesproposedshouldbemade
freefrompollution.

thoroughlyoverhauledandstrengthenedweedingoutthecorruptpractices.

Rajahmundry,theMinistersaid,thenewtrustcommitteesofalltemples
wouldbeconstitutedgivingdueweighttothegenuinepeoplewithintegrity
anddevotion.

Guest.TheCommodorereviewedtheparadeandpresentedtheCNS
TrophyfortheFirstinOverallOrderofMerittoAssistantCommandantNRN

PANELTOMOOTCHANGESINEDUCATIONSYSTEMTheState
Governmentwillappointacommitteeofexpertsandintellectualstobring
aboutchangesintheeducationsystemandmaketheState100percent
literate,MinisterforEducationGantaSrinivasaRaohassaid.The
recommendationsofthecommitteewouldbetakenupforimplementation

COLLECTORSAPPEALDistrictCollectorSolomonArokiarajhascalled
uponpeople,particularlyseniorcitizensandchildren,tobealertinviewof
thesevereheatwaveinthedistrictduringthepastfewdays.Inastatement

dailychoresbefore10a.m.orafter4p.m.Henotedthataholidaywas

BELTSHOPS:BANIMPACTHINGESONENFORCEMENT
ChiefMinisterN.ChandrababuNaiducalledforabanonbeltshopsduring
hisswearing-inceremonyonJune8atGuntur,andhemadeitclearthatthe
banwasbeingimposedasmanyfamiliesintheruralareasareindoldrums
duetotheliquormenace.Butthevitalquestionsthatcometoforeare:why
thereisaneedtobansomethingthathasalreadybeencategorisedasan
illegalbusiness.HastheProhibitionandExciseDepartmentnottakenitsjob
seriouslyorhadtheearliergovernmentsencouragedtheflourishingofillegal
beltshopswiththeinterestofearningmorerevenue?InExciseparlancebelt
shopsareunauthorisedliquorsellingoutlets.Itcouldbeasinglepersonora
groupofpersons,whobuyliquorinbulkfromlicensedretailshoplocatedin

licensedshops.TheaveragesaleofliquorisaboutRs.100crorepermonth
andofwhich80percentisremittedbacktothegovernmentintheformof

expectedtodropby30to40percent.RoleofsyndicatesSyndicatesplaya
majorroleintheflourishingofbeltshopsandtocheckmatethesyndicates,a
limitonthesalepershopshouldbefixed,saysaseniorExciseofficial.There
isnolimitonsalepershop,butthereisaceilingonindividualprocurement.A
personcannotprocuremorethansixfullbottles,12halfbottles,24nips(180

artificialscarcitywasdecriedbyBJPMLA-electfromViskahaNorthP
VishnuKumarRaju.AddressingmediahereonWednesdayhesaidthatthe
cementmanufacturershadformedintoacartelandwereirresponsibly
hikingthepricesandpointedoutthatinthelastfortnightitselfthepricehad
beenhikedbynearlyRs.100forallgradesofcement.HeurgedtheState
Governmenttotakestepstobreakthecartelandhelptheconsumers.The
