Rigger/Signalperson certification offered by Crane Institute Certification. The policies and
procedures in this handbook are in effect as of July 1, 2009 and were updated March 22, 2013.

Thank you for choosing Crane Institute Certification (CIC) as your certifying organization
for Qualified Rigger/Signalperson.

This Candidate Handbook contains important information regarding eligibility requirements for
applying for certification, including both the Written and Practical Exams. Please read this
document thoroughly and keep it for reference throughout your certification process.



About CIC and its Purpose


Crane Institute Certification (CIC) was founded in 2007 to provide objective and impartial
assessments for the crane and rigging industry. CICs Qualified Rigger/Signalperson certification
program is the result of the experience and input of experts from a broad range of rigging-related
companies, industry groups, and assessment experts. Subject matter experts include riggers and
supervisors, inspectors, manufacturers and training professionals. The rigging experience and
wisdom represented by these experts is unparalleled. The Rigging Committee is comprised of

and reliability of its written and practical exams as well as a flexible and user-friendly exam

Non-Discrimination Policy


Crane Institute Certification does not discriminate on the basis of race, age, gender,
disability, religion, or national origin.

Accommodations for Disabilities


Crane Institute Certification will provide reasonable accommodation to its testing process to
individuals requesting such an accommodation in compliance with the Americans with
Disabilities Act (ADA).

In general, an accommodation will be made in the event that a disability is relieved by an
auxiliary aid or a procedural change in the administration of an exam.

It is the responsibility of the applicant seeking an accommodation to provide the documentation
listed below to Crane Institute Certification via the online registration system at least 4 weeks in
advance of the exam for which the candidate is seeking accommodation.

The applicant must provide the following:
The exam types specific to the accommodation request
Name the disability and when it was first diagnosed
List any previous accommodations provided for the
disability and a description of the specific accommodation
requested.

In the event that an individual is requesting an accommodation that is recognized under the ADA
and the request has been submitted in a timely and accurate manner, Crane Institute Certification
will grant the accommodation at no cost to the individual requesting the accommodation. The
intent of the ADA is to provide equal access to all individuals to the testing process and to ensure
that reasonable accommodations are provided to gain access to the process. Crane Institute
Certification will not grant any accommodation that limits its ability to measure the ability of an
individual to safely perform their job as defined by the ASME Standard for Slings, B30.9-2012,
Hooks B30.10-2011 and Below Hook Lifting Devices, B30.20-2011 and applicable mobile and
tower standards related to rigging.

Eligibility for Certification


Eligibility for Crane Institute Certification as a Qualified Rigger/Signalperson includes the
following:

Candidates may question their eligibility determination or certification status by
writing or emailing the CIC Executive Director. The Director will provide
additional explanation. If desired, the candidate or the Director may refer the
matter to the Governing Committees Examination Committee for review and
reconsideration, as appropriate.

Registration Procedures

Overall Process
Candidates will complete the following overall process to register for Certification:
Go to www.CICert.com to find information on the certifications offered.
Select Registration and walk through the registration steps online. (Candidates may
register over the phone for an additional fee.)
o Set up profile including user name and password.
o Register the candidates desired certification.
o Select the desired exam location, date, and time.
o Purchase the exam using a credit card.
The candidate will then receive a confirmation email that includes the following:
o Location and time for the exam
o The candidates ID
o Instructions for what to bring and what not to bring to the exam site
o Address and map to the site
o Copies of the Confidentiality Policy, Medical Verification Form, and Code of
Ethics Agreement including the Substance Abuse Policy that the candidate will be
required to sign to qualify
o Instructions for emailing a digital photograph for Certification Card

Arrive at chosen exam location.
o Provide government issued photo ID (i.e., drivers license, passport).
o Read and sign the Medical Verification Form and Code of Ethics Agreement
(which among other things incorporates the Substance Abuse Policy).
Complete appropriate exam(s).
Review certification status and update contact information at www.CICert.com. The
system also provides updates through emails after every exam.
Receive a CIC Certification card.

Scheduling Exams
Candidates, or their employers, complete the online registration process that includes registering
a user password, contact information, desired exams, exam date(s), exam time(s), and making a
payment. Written and practical exams can be scheduled in any order, with no waiting period
required between exams. However, all exams for a certification program must be completed
within 12 months; otherwise the candidate will need to restart the process.

CIC recommends that candidates schedule exams at least 4 weeks in advance. However,
candidates may register in as little as 7 days in advance without a rush fee.
Registration or rescheduling in less than 7 days incurs a $50 fee and is not confirmed until the
site affirms availability. The registration system that is set up online will show the closest
exam locations to the candidate along with the available dates for the exams. Call
770.783.9262 or email help@cicert.com for assistance. Technical registration support is
available from CIC by telephone and emails Monday-Friday, excluding holidays.

Be sure to follow the directions and view all email communication carefully when registering.
Incorrect registrations, payment, or documentation will delay scheduling your exam and may
incur additional fees. All deadlines are based upon receipt of payment with your final completed
registration. Candidates or the individual registering the candidate (i.e., their employer) is
responsible for making sure that accurate registrations are completed online at least 7 days in
advance of the desired exam date.

CIC offers certification exams. CIC does not require or provide training for accreditation for
educational programs nor does it provide a course of study that leads to certification. CIC only
offers certification exams. CIC has no legal or financial or other obligation to organizations it
recognizes for training options.

The website www.CICert.com does provide references for gaining knowledge and skills for safe
crane operation.

Fees
The following fees will be due during the registration process and prior to confirmation of
candidates exam schedule:

CIC exams are affordable. Candidates choose what they want and CIC's online registration
provides candidates with the full cost of written exams up front; thus, avoiding unpleasant
surprises and extra effort of paying multiple times.

Exam registration fees are not refundable.
Pricing is for all written tests that are registered at one time and taken on the same day, if
a candidate wants to take tests on different days they will need to register on subsequent
days restarting at the top price category.
Certain sites may have a 5 person minimum.
Beginning Spring 2013 requests for paper exams at electronic sites incur a $12.50/exam
handling fee.
Written exam site and examiner fees are collected at time of registration for convenience.
If testing site schedule allows for this many exams in one day.

CIC scoring fees for Practical Exams also include reporting and maintaining records
for each candidate.
Practical Exam Sites and Practical Examiners set their own fees for
administering Practical Exams.
Site and examiner fees are charged separately, per the exam site.

Rush Registration

CIC exams can be registered with only 7 days advance notice of the exam date for
no additional fee.
Requests for a rush registrations 6 or fewer days prior to the exam, are made directly
with Rush Exam Sites.

CIC charges $50/candidate to process rush registrations
Rush Exam Sites may have additional fees.
CIC cannot guarantee site availability.

Rescheduling

Exams can be rescheduled anytime up to 1 year from the initial registration invoice
date. Exams can be rescheduled at any available exam site.
To reschedule an exam, the buyer simply logs in to www.CICert.com, clicks
on the Candidate Exam Site tab, selects the new location, date, and completes
payment.

Examination Administration Procedures
When the registration has been successfully completed and payment has been received, CIC will
send an exam confirmation email to the candidates registered email address.

The Exam confirmation email must be bought to the exam center and includes the address,
reporting date and time, the examination(s) registered for, candidate ID, and items the candidate
needs to bring:
Admission email
Government issued photo identification (passport, drivers license)
(2) #2 pencils with eraser

No other materials are allowed in an exam site.
Exam timeframes are as follows:
Qualified Rigger/Signalperson
60 minutes to complete the 59-item Written Exam
15 minutes to complete the 15-item Practical Exam

These timeframes have been determined to provide more time than needed to complete each
exam. An exam comment form will be available with each written exam if you wish to provide
feedback. In addition, candidates are invited to provide feedback on any other aspect of the CIC
offering (registration, exams, examiners, support, process and pricing) at any time at

Certification Policy
Crane Institute Certification provides certification and recertification exams to assess and certify
a riggers knowledge and practical ability to rig loads that may be moved and placed by a wide
variety of crane types. Certifications are valid for five years and re-certification may be
completed in the 12 months prior to certification expiration.

Certification Programs
Crane Institute Certification offers the following rigger/signalperson certification program:

Qualified Rigger/Signalperson

Exam cover two basic areas what a person needs to know to perform the job and the persons
skill and ability to actually perform the job. Candidates reveal their knowledge in written exams
and demonstrate their skills and abilities during Practical Exams.

Written Exams
Written exams include the following:

Practical Exams
In addition to passing the written exams, candidates must successfully complete a Practical Exam
within 12 months of passing the Written Exam. Extensions beyond the 12 months are rare and
granted only in extreme cases. To request an extension, read and complete the Extension
Request Form at the end of this Handbook.

The Practical Exams require the candidate to perform tasks similar to those required on the job.
Practical exams include the following:

Certification Cards
Candidates earning a passing score on the Written and Practical Exams required for their selected
certification and completing administrative requirements, receive a Certification Card from
Crane Institute Certification.






















An individual may request a Replacement Card from Crane Institute Certification by calling
770.783.9262. Crane Institute Certification mails replacement cards within two weeks and charges
$25 to produce and mail a new certification card.

Violation of the Code of Ethics Policy or the Substance Abuse Policy may result in an
individuals certification being suspended or revoked. Should an Action of Discipline occur,
individuals understand and agree to surrender their certification card and not to attempt to work
as a rigger/signalperson certified by Crane Institute Certification. For more information on
Action of Discipline, see the Disciplinary Policy and the Appeals Policies and Procedures in the
CIC Policies and Procedures document on their website at www.CICert.com.

Confidentiality of Candidate Information


Confidentiality Policy
CIC candidates individual information and results are held strictly confidential by CIC.
Candidates maintain this confidentiality by registering their own contact information through the
CIC website. A candidate who registers their own certification, controls access to their
certification status, score results, and Certification Card.

Candidates may choose to give their results to others by:

1. Physically giving their results to another person or party
2. Registering contact information different than their own to receive results
3. By having an employer or other party, register them for the exam

If candidates want the convenience of having an employers representative, register for their
exam, that employer will have access their exam status, results and Certification Card.

Further, employers, potential employers, regulatory agencies and other interested parties may
request the names of operators who are currently certified by Crane Institute Certification.
Names of certified operators may be published or provided in response to a written online
request, however, Crane Institute Certification, and 4ROI keep actual scores confidential.

At any time, Candidates may request and receive a duplicate Certification Card. A small
shipping and handling fee will apply for duplicate cards.

Determination of Passing Scores
CIC exams are criterion-referenced exams. This means that pre-determined cut-off scores must
be reached or exceeded in order for an examinee to pass. This pre-determined score is established
by experts in the crane and rigging industry.

The passing scores for each exam are found in the chart below. Scoring has no relation to the
performance of other examinees; therefore everyone who takes the exam may pass based on their
individual performance.

Our testing partner, 4ROI, scores and records all exams, written and practical. 4ROI sends an
email, with exam score, within 10 business days and immediately for online written exams.
Candidates, or the coordinator who registered them on their behalf, may also log in to their
account on CICs website and check the status of exams taken.

Eligibility Requirement Policies
This section describes CIC requirements for certification eligibility.

Code of Ethics Policy
Individuals certified by Crane Institute Certification are expected to maintain a Code of Ethics.
The Code of Ethics includes being positive role models for safety, operating with best practices
and perpetuating the respect of the profession. Individuals certified by Crane Institute of
Certification demonstrate the value of their work and profession by signing the Code of Ethics
Agreement.

Code of Ethics Agreement
I agree to uphold a Code of Ethics that includes the following:
1. Using my knowledge and skill to accomplish my work in the manner that best safeguards
myself, co-workers, employers, the public and the workplace

2. Being honest with employers, the public and co-workers and not willingly misleading anyone
with regard to work experience, skill, experience or capability in performing the job or the status
of certification

3. Promoting competence and prestige of the industry by following applicable OSHA
Regulations, ASME Standards and industry guidelines to perform job operations safely and
efficiently

4. Working with integrity and without bias regarding race, color, creed, religion, age, gender,
national origin, physical ability or ethnicity

5. Abiding by the Substance Abuse Policy including:

Never reporting to work under the influence of alcohol, an illegal drug or substance

Never using alcohol or illegal drugs while at work or on any work/job site

Never working while under the influence of alcohol or an illegal drug or substance

Never engaging in the unlawful manufacture, distribution, sale, or possession of illegal drugs in
the workplace

Never abusing prescription drugs

Never performing job operations if taking a prescription drug, if the label, or attending
physician, indicates the medication may impair mental or physical performance. However, I may
perform job operations and take the prescribed medication without an adverse effect on
maintaining certification, when, and if, an attending physician advises that the drug or substance
will not adversely affect my ability to safely perform job duties.

For purposes of the Substance Abuse Policy, under the influence means the detectable
presence of any drug or substance in the individuals body that impairs the individual's ability to
perform their duties safely.

Substance Abuse Policy
The craning industry has a clear obligation to do its utmost to ensure a safe, healthy and efficient
working environment for operators, their co-workers, the customers and the public. The unlawful
or improper presence or use of controlled substances or alcohol in the workplace presents a
danger for everyone. For these reasons, as a condition of achieving and maintaining certification,
operators seeking certification sign the Code of Ethics Policy, which includes the agreement to
avoid substance abuse. In so doing, operators agree to the following: Never reporting to work
under the influence of alcohol, an illegal drug or substance

For purposes of the Substance Abuse Policy, under the influence means the detectable
presence of any drug or substance in the operators body that impairs the operators ability to
operate the crane safely.

Violation of this Substance Abuse Policy may result in disciplinary action up to and including
revoking the operator's certification. Operators should expect their certification to be suspended
or revoked for engaging in the unlawful or unauthorized manufacture, distribution, sale, use or
possession of illegal drugs and use of alcohol in the workplace.

At the sole discretion of the Ethics Committee, an operators certification that was revoked due
to violation of the Substance Abuse Policy may be reinstated under certain conditions.
Conditions for reinstatement include, but are not limited to, the following:

Proof of participation in and successful completion of a treatment, counseling or
rehabilitation substance abuse program that is professionally run and operated
No other incidents of Substance Abuse Policy violations
Taking the General Knowledge, Supplemental and Practical Exams for new
certification(s).

Disciplinary Policy
Grounds for disciplinary action may include, but are not limited to, the following:
Misrepresentation of any information provided to CIC or its representatives

1. Non-compliance with Code of Ethics
2. Non-compliance with Substance Abuse Policy
3. Any infringement of exam security.

Disciplinary action may include one or more of the following: reprimand, revocation of
certification or potentially civil sanctions. In the event that disciplinary action is taken or decided
upon by the Ethics Committee, an operator may appeal the decision to the Governing Committee
within 30 days of written notification of the decision.

A written appeal must be sent by traceable courier or certified mail, return receipt requested, to
the Executive Director. Specific grounds as to why the appeal should be considered must be
stated.

Appeals Policy and Procedures

Appealing Eligibility Determination or Certification Status
Candidates may question their eligibility determination or certification status by writing or
emailing the CIC Executive Director whose address is at the bottom of this page.
The Director will provide additional explanation. If desired, the Candidate or the Director may
refer the matter to the Governing Committee for review and reconsideration, as appropriate. The
Governing Committee will make a final determination within thirty (30) day or receipt of the
request and provide that decision in writing to the Candidate.

Request for Scoring Review
Multiple safeguards are in place to prevent scoring errors. Candidates who do not pass an exam
may request that their exam(s) be reviewed and re-scored by completing an online form titled
Request for Exam Score Review. Requests must be submitted within ninety (90) days of the
original result date and a re-scoring fee of $50 per exam requested will be applied for scoring
review. Re-score reports provide the same information as a Score Report. To maintain exam
security, specific questions missed are not revealed. Scan sheets with incorrect markings do not
qualify as an incorrectly scored exam. However if, a scoring review reveals that an exam was
incorrectly scored, Crane Institute Certification will notify the candidate and employer
immediately and refund the review fee. Scoring reviews may be requested for online exams,
paper and pencil exams, and practical exams.

Disciplinary Appeal
An operator may appeal a disciplinary decision by the Ethics Committee to the Governing
Committee within thirty (30) days of written notification of the decision.

A written appeal must be sent by traceable courier or
certified mail, return receipt requested, to the Governing
Committee c/o the Executive Director whose address is
below. Specific grounds as to why the appeal should be
considered must be stated.

Candidates may appeal to the Governing Committee if
they are in disagreement with how a policy is enforced in
their individual case. The Governing Committee shall
only overrule the Ethics Committees recommendations
and conclusions in the event of the following:

The Code of Ethics was incorrectly applied
The findings of facts by the Ethics Committee were clearly erroneous, arbitrary or
capricious and/or disproportionate to the facts surrounding the violation
The disciplinary sanctions imposed by Ethics Committee were grossly disproportionate to
the facts surrounding the violation
New information, relevant and not available at the time of the original decision, is
provided

In the event that an appeal is timely and properly prepared, the Governing Committee shall
constitute and serve as an Appeals Panel and shall notify the operator of the date and location of
the appeal hearing. The appeal hearing will be scheduled as soon as possible after receipt of the
notification of appeal. The hearing shall be conducted at the Crane Institute Certification
Headquarters or another location designated by the Governing Committee. The operator is
responsible for their expenses. The operator has the right to have representation at the hearing
but in no event will counsel be allowed to provide testimony in lieu of, or on behalf of, the
operator.

The hearing is closed to third parties with the exception of witnesses, experts, consultants and
legal counsel. The Governing Committee will consider all evidence provided, including the basis
for the original decision reached by the Ethics Committee.

The Governing Committee will reach a decision within thirty (30) days from the appeal hearing
and will notify the parties involved, in writing, of its decision. If the discipline remains, the
Committee will report the name(s) of the disciplined operator(s) and the violation(s). Such
information will become part of the records kept by Crane Institute Certification. This
information will be made available, upon request, to any interested person or public agency
deemed necessary to protect the public. The Governing Committee decision is final and not
subject to further appeal. Once the final decision is made, the matter shall be closed and the files
shall be retained at Crane Institute Certification Headquarters. Members of the Ethics
Committee, the Board of Directors, and others in contact with materials related to the
investigation shall return all information received during the investigation to CIC Headquarters,
where one set of records will be maintained and the remainder destroyed.

Content Description for the Qualified Rigger/Signalperson Practical
Exam

Skills Tested
The skills tested are hand signals to direct the crane operator in the placement and movement of
the load.

Scoring
Scoring is based on whether the candidate performs the signal properly according to ASME
standards. Each signal is weighted equally. Practical Exams are scored by 4ROI on a straight
Pass/Fail basis.

The passing score is 70 out of 100 points.

Reporting
The examiner will not be able to provide feedback on your performance. However, your result
will be emailed to your email address of record within 10 days of completing the exam.



Exam Check-in
When the candidate arrives for the Practical Exam, the examiner will do the following:

Introduce himself
Check the candidates government issued ID to verify candidate is person registered for
exam
Give the candidate needed instructions or materials (forms to sign, instructions, etc.).

Candidates may not watch other candidates taking a Practical Exam. The main reasons are that
onlookers may distract the candidate, and/or watching the exam could possibly give other
candidates an advantage. Candidates wait in a waiting area until called to the exam site.


Description of Exam
The practical exam includes demonstrating standard hand signals from ASME standards
relevant to each crane type Mobile B30.5, Tower B30.3, Articulating B30.22 or Overhead
B30.2.

The exam is administered privately one-on-one.
The examiner says the name of the signal aloud and you must demonstrate the hand
signal
You will be tested on a total of 15 signals.
The exam is a maximum of 15 minutes.



Procedures Following the Exam
After the exam, the candidate must leave the exam area. They are not to discuss the exam with
anyone else. Candidate results will be emailed to the email address on record within 10 business
days.

Security Procedures

Candidate Security
Security procedures are mandatory to preserve and protect personal civil rights, business
property rights, and the public trust. Candidates must have an email that confirms the
candidates exam date, location, Candidate ID, and verification of fees paid to take their exam(s).
In addition, the candidate must provide required documentation and meet additional
requirements for Eligibility for Certification.

Exam Security
Candidates should not bring, or expect to store, bags and personal items not permitted in the
exam area. Items not permitted include cameras, scan or transmitting equipment, cell phones,
pagers, beepers, books and paper.

Candidates may not use or bring their own calculators to the exam area. Crane Institute
Certification provides calculators that perform only basic math functions. Since other types of
calculators may pose a security risk, only the calculators provided, at no charge, by Crane
Institute Certification are permissible.

Exam content is the intellectual property of Crane Institute Certification and is protected by
Federal Copyright Law. Thus, persons who scan, copy, steal, reproduce without permission, use
or relay memorized content, or attempt to do so, are acting illegally. Such a person can expect to
have certification revoked and be prosecuted. A person who finds a way to cheat on an exam or
assist another person with cheating is also violating the intended use of the exam. Crane Institute
Certification will revoke the certification of any operator and/or prosecute to the full extent of
the law anyone who cheats or helps another person cheat the testing process or who makes any
unauthorized reproduction or copy of an exam.

As a candidate taking a CIC Certification Exam, I, the undersigned, accept responsibility for
maintaining the strict confidentiality of all examination-related materials.

Take exam materials from the exam room
Make copies, photographs, or notes of exam questions
Discuss, reproduce or communicate exam questions in any form to any other person or
entity before, during or after the exam
Use any unauthorized notes or aids during the exam
Cheat in any way, including receiving or giving assistance or copying from another
persons exam materials

Recertification Procedures
Crane Institute Certification certifies the Qualified Rigger/Signalperson for a period of five
years. Crane Institute Certification welcomes and offers recertification to individuals who have
valid certifications from other accredited certifying agencies. Recertification is valid for five (5)
years from the original date of certification.
Recertification requirements include the following:
Passing the written and practical exams
Verify ongoing ability to comply with the Code of Ethics and Substance Abuse Policy.

Appendix

and returning it to CIC does not guarantee that the accommodation will be made, however, CIC
attempt to accommodate legitimate requests.



Request for Accommodation
Crane Institute Certification will provide reasonable accommodation to its testing process to
individuals requesting such an accommodation in compliance with the Americans with
Disabilities Act (ADA).

In general, an accommodation will be made in the event that a disability is relieved by an
auxiliary aid or a procedural change in the administration of an exam.

In the event that an individual is requesting an accommodation that is recognized under the ADA
and the request has been submitted in a timely and accurate manner, Crane Institute Certification
will grant the accommodation at no cost to the individual requesting the accommodation. The
intent of the ADA is to provide equal access to all individuals to the testing process and to ensure
that reasonable accommodations are provided to gain access to the process. Crane Institute
Certification will not grant any accommodation that limits its ability to measure the ability of an

Extension Request Form
Crane Institute Certification (CIC) allows 12 months from the time the candidate passes the
written exam to take and pass the associated Practical Exam or vice versa. Extensions beyond 12
months may be granted case-by-case in extreme situations. Examples of an approved extension
are a military person called to a long-term, oversees tour of duty or a documented long-term
illness or injury. Typically, if an extension is granted, the maximum allowed extension is 12
months.
