Statement of Intent and Purpose



The purpose of the submittal is to request Planned Development zoning in a manner that meets the
current market demand for residential and office development. Proposed land uses and the acreages
are as follows:

Total 93.2 acres

The proposed zoning includes development standards for the single family residential and office uses
are described herein. The residential tract will be developed to straight zoning for SF-15 (as described in
the Town of Prosper Zoning Ordinance No. 84-16, as amended) with no modifications The office tract is
to be developed to the office standards (as described in the Town of Prosper Zoning Ordinance No. 84-
16, as amended) with the uses being limited to the following; Administrative Medical or Professional
Office, Insurance Office, Bank, Credit Union, Private School with SUP, Daycare with SUP and Assisted
Adult Care with SUP.

PLANNED DEVELOPMENT The Falls at Prosper

INTRODUCTION

SUMMARY AND INTENT
This zoning submittal addresses the disposition of approximately 82 total acres of land within the more
fully described on Exhibit A (the Property). The uses proposed for the Property follow the intent of
the Town of Prosper Comprehensive Plan dated 2012. It is the intent of the Planned Development (PD)
to offer greater flexibility for residential development.

The property (approximately 90 acres) is currently agriculture and allows for low-density single-family
residential uses. This amendment delineates the overall property size and locations of the zoning uses
as shown in Exhibit D.

This zoning submittal promotes development that will improve the balance of land uses in the area by
rezoning portions of a agricultural tract and adding a small Office use to the tract adjacent to a
residential development.

PROJECT LOCATION
As shown in Exhibit C, the proposed PD is located in northeast Prosper. A legal description (Exhibit A)
and boundary survey for the Property is provided in this document.

The property is located at the northwest corner of the intersection of two major arterial roads. This
proposed Planned Development offers greater flexibility in Single Family detached development than
what can be accommodated with the agriculture zoning district established in the Town of Prosper
Ordinances as existing or amended. Therefore, to achieve this flexibility and to provide greater housing
choices

EXISTING CONDITIONS

The existing conditions surrounding the Property are primarily agricultural with low residential housing.
The Property is zoned Agriculture and SF-15 .

EXISTING THOROUGHFARES/THOROUGHFARE PLAN
The property is accessed by Prosper Trail to the south and Coit Road to the east. The Prosper Master
Thoroughfare Plan has designated each as a arterial roadways (100 and 120 right-of-way section).

PROPOSED CONDITIONS

PROPOSED LAND USES
The proposed development is in accordance with the Town of Prosper Comprehensive Plan dated 2012
by supporting the Low Density Residential land use category. The following land uses are proposed:
Low Density Residential
o Single family detached dwellings with varying lot sizes of 15,000 SF and greater
Open Space/Park Space
Portions of property to be zoned PD-Office and portions of the tract zoned SF-15 .






CONCEPT PLAN
Exhibit D identifies and locates the proposed land uses outlined within the Property. All land uses shall
conform to the District Regulations in place at the time of platting unless modified herein. The proposed
development should have unified and consistent design elements and provide an integrated
development that follows the Comprehensive Plan dated 2012 and compliments the Town of Prosper.

DEVELOPMENT REQUIREMENTS

PARCEL 1 - Office
PERMISSIBLE USES
The requirements and types of commercial uses allowed for commercial lots within this PD shall follow
of the Town of Prosper Zoning Ordinance , as amended, which details the requirements of the O
Zoning District. Uses allowed under the O zoning districts as established in the Town of Prosper Zoning
Ordinance, as amended, are hereby restricted to the following uses under this PD:

Uses permitted by right:
1. Assisted Adult Care with SUP
2. Day Care with SUP
3. Private School with SUP
4. Administrative, Medical or Professional Office
5. Insurance Office
6. Government Office
7. Bank or Credit Union

PARCEL 2 Residential

IV. RESIDENTIAL REGULATIONS:

The residential portion of this property will conform to the regulations set forth by the Prosper Zoning
Ordinance as it exists today for the SF-15 classification and will meet or exceed all minimum standards.
