LOCAL LEGISLATION AS POWER

Pursuant to the principle of separation
of powers among the 3 branches of
government, local legislation refers to
the power of a local legislative body to
make rules in the form of ordinances
and resolutions of local application that
have the force and effect of law.


LOCAL LEGISLATION AS A PROCESS


It involves the interaction of the
government with the people to ensure
that policies, ordinances and
resolutions formulated are strategic,
responsive to the felt-needs of the
citizens, promote the general welfare,
and contribute to the attainment of the
shared vision of the LGU and its
constituents.



How did we operationalize the concept
of local legislation as a governance tool
to promote citizens participation?

Our legislative and policy
formulation process is always in
consultation with the basic sectors
We encourage peoples initiative,
which means, the people
themselves may propose specific
policies, ordinances and resolutions
that concern their sectors and
submit these measures to our office
for sponsorship

How do we ensure that our legislations
and policies are development-focused,
responsive and contribute to the
meaningful development and the
improved quality of lives of our local
communities?

Resolutions
Filed and co -sponsored almost 800
resolutions.

More than 500 resolutions were
directed at protecting and promoting
the rights and welfare of the
vulnerable sectors

Beyond policy making and reforms:
We have pursued other tracks and advocacy
which aimed to make meaningful contributions
to lives of our constituents.

Fund Allocation
We lobbied and facilitated for the allotment
of the following budget to implement
various development projects

P75 million site development fund for
relocation/resettlement sites (2012-
2013 budget)
P100 million lot acquisition fund (2013-
2014 budget)
Effective and responsive local legislation and
policy formulation are anchored on community
work in order to bring governance at the
doorsteps of our constituents.

communities

The role of legislators is not only confined to
legislation and policy formulation.

Our mandate also requires us to become
constituency builder and genuine
representatives of our constituents we are
their articulators and enablers.
Effective and responsive legislation and policy
formulation is not the exclusive domain of
government but a SHARED RESONSIBILITY.

and positively affect their lives
