Pursuant to the principle of separation of powers among the 3 branches of government, local legislation refers to the power of a local legislative body to make rules in the form of ordinances and resolutions of local application that have the force and effect of law.
LOCAL LEGISLATION AS A PROCESS
It involves the interaction of the government with the people to ensure that policies, ordinances and resolutions formulated are strategic, responsive to the felt-needs of the citizens, promote the general welfare, and contribute to the attainment of the shared vision of the LGU and its constituents.
How did we operationalize the concept of local legislation as a governance tool to promote citizens participation?
Our legislative and policy formulation process is always in consultation with the basic sectors We encourage peoples initiative, which means, the people themselves may propose specific policies, ordinances and resolutions that concern their sectors and submit these measures to our office for sponsorship
How do we ensure that our legislations and policies are development-focused, responsive and contribute to the meaningful development and the improved quality of lives of our local communities?
