The following queries were raised by some of the intending tenderers towards the subject work. The point wise clarification for the same is as follows and to be noted by all intending tenderers.

It will also be low in peak time due to high temperature in peak time. Hence please relax the clause for guarantee of only Energy performance ratio. Does the class I licence for electrical contractor required shall be of Karnataka or licence of other states work as well? Approved make list Page No.95 of 110 Tenderer should supply items as per Approved make if available. Otherwise, tenderer can supply any standard make meeting technical specification with prior approval of HAL. 4 MNRE Subsidy arrangement is fine to be done by the EPC, but whether HAL would bring the subsidy from MNRE directly(being government organization, they have this option). This is not clear from the RFP. Technical Specification Para 1 Page 68 of 110 Tenderer to make necessary arrangements for claiming the subsidy from MNRE. 5 Whether HAL would allow SECI bidders to bid for their project? If yes, then it is not a level playing field for all the bidders since bidders who won SECI project would have a clear advantage. The tenders are called in open mode. Clarification is not required. 6 A lot of trees around Building rooftop which may cast shadows at different points on the roof throughout the year. The RfP asks for a contracted performance against which we need to provide a guarantee. We believe that we will not able to provide such guarantees unless we do a thorough shadow analysis or we get a guarantee from you that such obstructions will be cleared for the project and will remain clear during the period of the contract. Technical specification para. 3.1.11 b of page 70 of 110 Para 3.10 of Page 75 of 110 The power plant layout should be optimized based on the results of shadow analysis to derive the maximum output. 7 Extend the Date of opening of tender Not agreed 8 The channel partner cannot execute the project without getting approval from MNRE. Hence HAL clause of finishing the project within a time frame of 5months, can be a trouble. As we know that MNREs window for subsidy opens once in a year and we depend on their discretion for subsidy, its our sincere request the time taken by MNRE for subsidy approval additional to time provided for installation and commissioning of the project. General Conditions of Contract Clause No.20 Page 32 of 110 Special conditions of Contract Clause No 23 Page 48 of 110 The time period of 5 months includes the time required for MNRE sanction and commissioning of the plant. Any delays will be dealt with as per the terms of the contract.
