Brief History of Barangay Centro East

Barangay Centro East is one of the 37 barangays of Santiago City. Dating back
from the history of Spanish Friars who made the Philippines as a colony of Spain,
Santiago City was then called Pueblo de Carig and later named Santiago in honor of
San Tiago de Apostol, the patron Saint of Santiago City.

Barangay Centro East was formerly called BISCALANG and later named
Centro East due to its geographically located at the heart of Santiago City. It is bounded
by the north by Barangay Calao East at the east by Barangay Villasis, South, by Victory
Norte and by the West by Dubinan East. Terrain is impressively flat and alluring. Its
area covers 150,000-square meters more or less.

The inhabitants of Barangay Centro East during the Spanish Era was mostly
Ibanags and Gaddangs with some mingling Aetas and Tagebs with the town folks of
Santiago City coming from the nearby boundary of Quirino Province and Nueva
Vizcaya until after the Common Wealth Government of the American Regime, people
from other Provinces like Ilocos Region, Tgalog Region and even from the Visayas
came wave by wave and came to Santiago City with the most number at Barangay
Centro East.

Only a few hundred residents occupied Centro East during the Spanish and
Japanese Regime until after the grant of Philippine Independence by the government of
America. With the grant of Philippine Independence people from provinces traveled
without fear and settled to other provinces including Santiago City formerly Santiago
Province of Isabela.

Records show that the population of Barangay Centro East in 2007-2008 2,214;
2009-2020 was 2952mand swelled at present 2011, 3366 with 3000 or more or less
voters.

With the introduction of Christianity by the Spaniards, most of the people in
Barangay Centro East is mostly Catholics which is true to other Barangay and other
provinces followed by INC, Muslim, Protestant, Saksi ni Jehova and other religions.
After Spanish and American Occupation in the Philippines, Catholicism still out-
numbers all religions founded in the country.

Like in other parts of the Philippines, the Filipino Culture prevailed in Barangay
Centro East with a n accent of Spanish and American Culture. The natives and
descendants still clings to the old customs and traditions left to them by their ancestors.
Traditional customs on marriage and wedding ceremonies, anitos, birthdays and
baptism celebrations, and other amenities surfaces occasionally. Time will tell if these
old beliefs will still exist.

The main products of Santiago City are palay and corns. Vegetables such as
string beans, eggplants, petchay, mustard, pumpkins, upo, patola and others are raised
in the far flung areas mostly at the nearby river banks. All these products are brought
and sold at the public market located in Barangay Centro East. Products from Manila
including imported canned and bottled goods from other countries; also products from
Baguio and other surrounding provinces of Santiago City were brought and sold
particularly at Barangay Centro East where the public market is located made this place
a commercial center which catapulted the city into very progressive, and fast developing
and peaceful place to live in Lucrative businesses were put up like the mushrooms and
made fortunes for business tycoons.

Along with the progress of business enterprises, transportation showed a great
leap as a source of income. Motor vehicles such as tricycle, jeeps and buses number close
to 5 thousand ply the roads from Santiago city to the neighboring province including
the City of Manila. These transportation greatly improve the economy of Santiago City
The unbeatable rise of Santiago City into the stardom of a premier city was made
possible through the relentless of the city officials render the leadership of City Mayor,
Honorable Amelita S. Navarro who is now in her 3rd term as City Mayor. Her great
desire to improve her fellowmen, Her constituents, the Santiaguenos brought her to the
pedestal of an endearing and lovable leader. Many stories can be told her great
accomplishments, her heroic deeds that anybody could say Without her Santiago City
is maybe nothing

The Barangay Hall of Centro East is located beside the Santiago Water
District (SANWAD) on a lot donated by then Mayor Antonio M. Abaya at Purok 4,
Carreon Street. It was first an old building made of wood and galvanized iron roof
during the first Barangay Captain and a great changes of the old barangay building
from temporary to a big concrete 4-storey building occurred during the term of
Barangay Captain Maximo Villaflores. It was put with the assistance of the late
Congressman Antonio M. Abaya and Governor Faustino M, Dy. The 3
rd
and 4rth floors
of the building were constructed by Congressman Giorgidi Gigi B. Aggabao through
the initiative of the barangay officials. Tagapamayapa, Sangguniang Barangay Session
Hall, Sangguniang Kabataan, Barangay Health Worker, Library and storeroom and the
firstfloor is an open area for conterences, seminars, mettings, programs, general
assembly, and other relations activities.

On its finality, Barangay Centro East, as a commercial center must be
mentioned as a contributing factor to the rise of Santago City. Dating back from the
ratification of the 1987 Philippine. Constitution and promulgation of the local Barangay
Code of 1991 which paved the way to the formal elections of Barangay Officials with
vested authority to operate and implement all the programs and projects of Santiago
City. Needlessto say, all the elected Punong barangays and Sangguniang Barangay
Members including Sangguniang Kabataan extended their best efforts for the
development and progress of Barangay Centro East.

At this juncture, it is an honor and worthy to mention the following elected
Barangay Chairman as a tribute to their invaluable accomplishments in Barangay
Centro East, to name in the order of their elections:

With the election of Dr. Maurice S. Navarro as Barangay Chairman on the
latest Barangay Elections on October 25, 2010 together with the elected SB Members
and Sangguniang Kabataan, it is hoped that barangay centro East will attain a more
significant development and progress with the populace as the center of interest in the
implementation of social justice, eradication of the poor and sickly and, ultimately to
enrich the economic and religious life of the community.
