JOB FRAMEWORK

JOB TITLE: Development Cooperation
Programme Officer
JOB LOCATION: EU Delegation in Hanoi

SITUATION:

JOB CONTENT:

Overall purpose:

To prepare, implement and monitor of cooperation
activities, including policy dialogue, programmes and
projects supported by the European Union in Vietnam,
particularly in the field of health and social sectors.

Functions and duties:

Policy Dialogue
- To assist in the policy dialogue with the Government
of Vietnam, civil society organizations and other
Donors in the areas of responsibilities and to
communicate EU views in meetings with Government,
EU Member states, civil society organizations, and
other Partners
- To contribute to EUD position in Vietnam in the area
of responsibility


Programme/project management:
- programme and project preparation, including the
identification of concepts, drafting TORs for
identification/preparation missions, follow-up and
monitoring of these missions, preparation of
programme and project documents (e.g. action
fiches) and negotiations with project partners and
beneficiaries;
- managing for results and impact through follow-up,
monitoring and evaluation of programme and project
implementation, including the review and approval of
workplans and related documents, field missions,
conflict resolution as needed, monitoring project
compliance with the Practical Guide to EC External
Aid Contract Procedures, monitoring the performance
of the project managers and partners, assessing
contractual obligations and targets and activities
against agreed project workplans, drafting terms of
reference for Mid-term Reviews and Evaluations etc;
- ensure timely and effective contract procurement

Cross-cutting issues

- To contribute to EU Delegations internal and external
reporting
- To actively ensure EU visibility through public
relations activities, including the production of
information materials, updating the information on the
Delegation website, receive visitors, provide
information to the public as requested, newspaper
articles and press releases etc.
- To foster aid effectiveness for EC funded programmes
and projects through donor harmonization and
alignment;
- To ensure that cross-cutting issues such as gender,
environment, civil society and disability are addressed
and mainstreamed in EU programmes, projects and
activities.

Coordination:
- to co-ordinate closely with the Contracts and Finance
Section of the Delegation throughout the
programme/project cycle;
- to coordinate and interact with the Political and Trade
section;
- to co-ordinate activities with EU partners and other
external organizations notably in relation with area of
responsibility

The job-holder can be asked to support other priorities of the
Delegation as defined by the Head of Delegation for up to
20% of his/her total working time.

He/she acts as an operational initiator within the financial
circuits applicable in the EU Delegation and assumes all
responsibilities attached to this role.

JOB REQUIREMENTS


EDUCATION & TRAINING

A relevant university degree or higher.

KNOWLEDGE & EXPERIENCE
- at least four years working experience after university
studies in an area related to public health and social
sectors in Vietnam;
- at least two years' experience in direct project
management and monitoring, including project cycle
management, logical framework analysis, economic
and financial analysis, policy dialogue;
- Field experience of project management would be an
asset
- Experience with international organizations/other
Donors would be an asset
SKILLS

Language skills
- Proficiency in English and Vietnamese (written and
spoken)

IT skills

- Familiar with Microsoft Word, Excel and Power Point
- Knowledge of innovative software and media tools
would be an asset


Communication skills
- capacity to communicate clearly and speak in public
and at institutional level with public authorities

- Ability to draft briefs and concept notes in English
concisely and clearly
