Re: Canton Public Works Bid Review

Dear Committee Members:

We have evaluated the bid submissions which were opened publicly on June 20,
2014. After review with town staff and interviews with the apparent low bidders,
we have narrowed down the evaluation to Borghesi Building and Engineering of
Torrington, Ct. Borghesi submitted the proposal as a voluntary alternate for the
building and the site.

The proposed site is located on Albany Turnpike, Rte 44 on an undeveloped lot
that will need to be sub-divided. We have evaluated the new the site using the
same methodology and objectiveness we performed for you during the site
evaluation phase.

Below describes and compares the differences between the submission and the bid
documents.
SITE:
The undeveloped site is fairly level.
The towns GIS Mapping does not show any flood plain or wetland
contours.
A zone change is required.
The site is absent of public utilities (natural gas, water, storm sewer and
sanitary).
The site does have good access directly to RTE 44.

BUILDING:
The buildings superstructure will be a pre-engineered low sloped structure,
without a mezzanine and clearstory windows.
The foundation and slab will need to be designed to support the
superstructure and loading of vehicles.

They have eliminated the sprinkler system by creating a 3-hour separated
mixed use building.
The wash bay is being constructed out of water resistant sheetrock/stud
wall instead of masonry.
All door frames are knock down vs fully welded.
Individual propane unites are proposed as natural gas is not available.
Salt and Sand Shed is a pre-fabricated lighter weight fabric system.
Longevity of the system shall be considered and discussed further.

To conclude, the site and building alternative as noted above illustrate differences
between design intent plans and 325 Commerce Drive. The submission was
complete with enough detail to evaluate the alternative systems and site. Below is
a comparison of the two apparent bidders for your consideration.
