Introduction

The Key Performance Indicators (KPIs) are used to measure the performance of
the network operated by Managed Services Vendor (MSV) in a consistent and
unified manner. MSV should always maintain the performance and quality of the
SSTL CDMA Network to match the KPI requirements.

KPIs will form the basis of hierarchical dashboards for operational as well as
management usage. The general principle for maintaining KPI is to ensure the
network performance is always within the designed KPI.

Network Elements

Different network elements are measured to understand the performance and
quality of network services offered. Assessment of MSVs performance is
based upon the target thresholds set for each node at different intervals. The
different network elements measured are:

Cell/ BTS
BSC
MSC / MGW
HLR
PDSN

Measurement Intervals
KPIs are measurement at different intervals:

Network Busy Hour (NBH)
Is the interval of a day when traffic in Erlangs is maximum.
Bouncing Busy Hour
Is the interval for each entity when traffic in Erlangs is maximum.
Complete 24hrs
Cumulative statistics of whole day.

Evaluation of reward / penalty is prepared every month which is called as Monthly
Average (MA) which should be presented by MSV to the SSTL circle team which
will provide signoff for acceptance of the same. All accepted exclusions should be
deducted from the MA value. Monthly signoff should be completed at circle level by
end of each month i.e. last working day while the formulization is given here as:

MA[n] = ( (Day1 + Day2 + + DayN)) / X

Day1 = KPI value for Day1
N= 1, 2, 3.30 or 31 (depending upon the month)
X= number of days for which report is generated
