GLOBAL EXPRESSION OF INTEREST (EoI) UNDER INTERNATIONAL
COMPETETIVE BIDDING (ICB) FOR 3097 MW ETALIN HYDRO ELECTRIC
PROJECT

Etalin Hydro Electric Power Company Ltd.(EHEPCL), a joint venture company of Jindal Power Ltd. (JPL)
and Hydro Power Development Corporation of Arunachal Pradesh Ltd., is establishing the 3097 MW
Hydro Electric Project at Etalin in Arunachal Pradesh, India. EHEPCL is currently in the process of
obtaining requisite Statutory/Government clearances/approvals for the project like Environment &
Forest Clearance, Land Acquisition etc. which are in progress at various stages.

EHEPCL invites Expression of Interest (EoI) from interested reputed, technically & financially sound
bidders under International Competitive Bidding Process for implementation of the project through
following packages.

1 Dri: Package A
EPC Execution of Dam Complex of DRI limb consisting of River Diversion
Works, Dam-Spillway, Dam-Toe Powerhouse, Intake, 1.6km length of
HRT, and all related HM works as well as EM and HM Works of the Dam-
Toe Powerhouse including associated roads and bridges of the project
covered under the package
2 Dri: Package B
EPC execution of 7.8 km length of HRT including associated Adits, HM
works and Roads and Bridges of DRI limb
3 Dri: Package C
EPC Execution of Civil Works of the Dri limb Powerhouse Complex
consisting of 1.26km of HRT, Surge Shaft, Butterfly Valve Chamber,
Pressure Shafts along with Steel Lining, Machine Hall, Transformer Hall,
Downstream Expansion Chamber, Tailrace Tunnel and its Outfall
Structure including associated Adits, both MATs, Access Roads and
Bridges as well as Hydromechanical Works, all related to the Dri limb of
Powerhouse (Some of the excavation and all concreting related to the
power plant of Tangon limb will not be part of this package).
4 Dri: Package D
Electro-mechanical works related to Dri Limb of the project (except that
of the dam-toe powerhouse of this limb) consisting of design,
procurement, fabrication / manufacturing, supply, transportation,
loading & unloading, receipt at site, site storage, site handling, erection,
testing, and commissioning of Penstock Butterfly Valve, Main Inlet Valve,
Turbines, Governor, Generator, static excitation, isolated phase bus
duct, cooling water system, Drainage and Dewatering System, Fire
fighting system, Heating, ventilation and Air conditioning system, EOT

5 Tangon: Package A
EPC Execution of Dam Complex of Tangon limb consisting of River
Diversion Works, Dam-Spillway, Dam-Toe Powerhouse, Intake, and all
related HM works as well as EM and HM Works of the Dam-Toe
Powerhouse including associated roads and bridges of the project
covered under the package.
6 Tangon: Package B
EPC execution of 11.4 km length of HRT including associated Adits, HM
works and Roads and Bridges of Tangon limb
7 Tangon: Package C
EPC Execution of Civil Works of the Tangon limb Powerhouse Complex
consisting of 1.67km of HRT, Surge Shaft, Butterfly Valve Chamber,
Pressure Shafts along with Steel Lining, Machine Hall, Transformer Hall,
Downstream Expansion Chamber, Tailrace Tunnel and its Outfall
Structure including associated Adits, MAT, Access Roads and Bridges as
well as Hydromechanical Works, all related to the Tangon limb of
Powerhouse (Some of the excavation and all concreting related to the
power plant of Dri limb will not be part of this package).
8 Tangon: Package D
Electro-mechanical works related to Tangon Limb of the project (except
that of the dam-toe powerhouse of this limb) consisting of design,
procurement, fabrication / manufacturing, supply, transportation,
loading & unloading, receipt at site, site storage, site handling, erection,
testing, and commissioning of Penstock Butterfly Valve, Main Inlet Valve,
Turbines, Governor, Generator, static excitation, isolated phase bus
duct, cooling water system, Drainage and Dewatering System, Fire
fighting system, Heating, ventilation and Air conditioning system, EOT
Cranes and Elevator, Compressed Air System, Oil handling System,
Mechanical workshop equipments etc.

EoI for each package must be received up to 14:00 hrs. (IST) on 31.07.2014. Interested bidders are
advised to send their queries, if any, to below mailing address 15 days prior to EoI submission date.

Interested bidders should submit documentary evidences to their credentials vis--vis their technical
capabilities, financial soundness, capabilities, experience, quality systems & other strengths for the
following details along with Expression of Interest. EoI documents shall include, among others, the
following information:
1. Company profile,
2. Core Strength of the Organization,
3. Organizational Structure,
4. Location of office(s) in India,
5. Financial status with details of annual Turnover and Balance sheet for the last 3 years,
6. Reference List,
7. Experience list of execution of similar work,
8. Order value of some of jobs that were executed recently,
9. Present work in hand along with brief scope of work, order value, balance scope of work and
value thereof, likely completion time etc.
