alleged that Gerald Mcclasky made a fraudulent return and a female that he gave a name only of Courtney Gary making two fraudulent returns. Ofc
reviewed Tyler's statements and the security video and Ofc was unable to observe sufficient evidence to file charges at this time.

Officer was dispatched to 887 N Bridge St. Krogers reference Matthew J Buckler age 15 called in to turn himself in as a runaway NIC # M612064625
out of Pickaway Co. However he lives in Washington Court House, Ohio. Officer contacted Matthew who advised he had run away from his foster
parents in Laureleville Ohio at approx 9:00 pm 07/10/2014 and walked to Chillicothe making it here at 0600 07/10/2014. Matthew advised he evaded
deputies and State Troopers along with Troy Thomas, also a Foster child, by going into corn fields. Once in Chillicothe he and Troy hung out around
Scioto Ave until a few hours prior to turning himself in. Matthew advised he and Troy went separate ways and didn't know where Troy was going.
Officer took custody of Matthew and turned him over to his foster parent Christopher Brannon. Officer has nothing further.

#CRB1202684, charging him with P.V. on original charge of Poss. of Drugs. He is also being held on a Pike County S.O. felony warrant
#2008CR000014, charging him with FTA on original charge of Forgery (NO BOND). He will appear in the Chillicothe Municipal Court on 7-14-14 at
9am on the local warrant and will be picked up by the Pike County S.O. when he is finished locally.

Ofc dispatched to the Chillicothe Municipal Court, 95 E Main St, reference a subject being detained for having possible drugs on his person upon arriving
at the court. Upon arriving, Ofc contacted Court Security Ofc Wesley Fletcher who advised upon routine check, he discovered 2 pills in a key chain
container possessed by Michael C Immell. The pills, peach colored with 36|05 on one side and a V on the other, was found to be 7.5mg of Hydrocodone
according to drugs.com. Immell was then detained and this agency was called.
Ofc contacted Immell and Mirandized him, where he stated he understood and wished to speak to Ofc without an attorney present. Immell advised
approx 1 month ago, he received a prescription for the above pills (Hydrocodone 7.5mg) for pain due to a wisdom tooth removal done at Aspen Dental.
The pills were placed in the container and as Immell stated, he forgot they were in there. Ofc was advised he no longer needs the medication for pain.
Ofc seized the 2 pills and placed them in the evidence room for court purposes and further testing. Ofc will submit them to BCI for further testing.
Pictures taken. Ofc will also check records to see if Immell has in fact been prescribed this medication. Investigation continues.

Ofc was dispatched to 736 E 4th St in ref to a Medical Call. Upon arrival, CFD Medic 3 was already on the scene and talking with a Lindsey Latham.
Latham advised she had not taken any medication and had no intentions of harming herself. Ofc then made contact with the caller and Lathams live in
boyfriend, Robert Jackson. Jackson stated they have been arguing lately and when he could not find her medication, he assumed she had taken it. He
further advised Latham's mother had committed suicide and he was afraid she would do the same thing. All of Latham's medication was accounted for
and she refused all medical treatment or to be transported to ARMC. Latham and Jackson then left in separate vehicles to go work. Nothing further.

Ofc was dispatched to 721 Saint Margarets in reference to a trespass complaint.
Starla Shewalter stated that her ex husband, Jason Burnham, was sitting on her back porch drinking. Shewalter stated she did not give Burnham
permission to be at the house and that she wanted him barred.
Ofc contacted Burnham, who was sitting on the back porch drinking a 24 oz Natty Daddy. Burnham had glassy/bloodshot eyes and slurred his
speech. Burnham stated he thought he was allowed to be at his ex wife's house since he used to live there. Burnham stated he is currently homeless and
does not have anywhere to go. Ofc asked Burnham to stand up and walk to the front of the house. Burnham was unsteady on his feet and his eyes
rolled into the back of his head as if he was going to pass out. Burnham then stated he had taken nerve pills in addition to drinking alcohol. Burnham
was placed under arrest for disorderly intoxication for his own safety and taken to the RCJ. Burnham was issued MM citation 5033 and given court date
of 7/21/14 in the Chillicothe Municipal Court. Burnham was left in the custody of jail staff until sober. Burnham was also barred from 721 Saint
Margaret.

Ofc was dispatched to the LEC lobby to contact the complainant, Stella Carroll, ref to local attorney Debra Barrington advising her to come to the LEC
to file a report about an alleged domestic dispute. Ofc arrived and contacted Stella, who advised her husband of 8 yrs and father of her 2 children, Jason
Carroll, was aggressive and controlling and threatened her. Ofc asked if she had been threatened today and she said no, just in the past. Ofc asked how
her husband allegedly threatened her and she said he threatened to take her kids away. She also alleges Jason abuses drugs (snorts pills). She said she
needed a report so she could "file for divorce and get custody of her kids". Ofc advised Stella her accusations would be documented and advised her of
the process to obtain a protection order if she chose to do so. She said she would contact the DV Coalition on Monday and try and obtain a TPO against
her husband. Ofc will also forward a copy of this report to Children's Services due to the alleged drug abuse and alleged threats being made in the home.

and his Ohio driver's license. Mr Smith stated he last saw this at 2 S Walnut St at the church parking lot and noted it was missing several hours later
when he was somewhere in Indiana. Mr Smith stated he has already canceled the credit cards and reported no activity on them. Ofc informed Mr Smith
he would be contacted if any of these items were located. At this time, these items have not been turned into police.

Valero. Sabrina advised that she had a male she only knows as Brian come into the store and attempt to steal a can of soup. Sabrina told Ofc. that she
observed Brian conceal the soup and walk outside of the store. Sabrina confronted Brian and asked what he had taken. Brian told Sabrina " I took this

Ofc. was dispatched to 104 Prospect, reference to a theft of a bicycle.
Ofc. contacted Carol Scott and Tyler Sullivan (owner of the bicycle). Ms. Scott stated that Tyler had left his bicycle in her side yard and was in the
house. Ms. Scott stated that at approximately 8:20p she went outside and found that Tyler's bicycle was gone. Ms. Scott and Tyler stated that while
they were outside looking for it, a female (later to be identified as Miranda Smallwood) had told them that she saw a male take the bicycle from the side
yard and ride it e/b on E. Water St.
Tyler described the bicycle as a 20 inch Mongoose that was originally orange in color. Tyler stated that his bicycle was recently spray painted bright
red, but you could still see the orange under the red. Tyler stated that the handle bars and rims were black and the petals were metal and black in color.
While speaking with Tyler, Miranda Smallwood came to the scene. Ms. Smallwood stated that she was traveling e/b on E. Water St. when she
observed Christopher Detty walking past 104 Prospect St. Ms. Smallwood stated that Mr. Detty was walking slowly and kept staring at the bicycle in
the side yard. Ms. Smallwood stated that she circled the block and when she returned back to 104 Prospect she observed Mr. Detty obtain the bicycle
and ride it e/b on E. Water St. Ms. Smallwood stated that she knows Mr. Detty from all of the years they went to school together and growing up in
Chillicothe.
Ms. Smallwood completed a witness statement.
Ofc. was unable to locate Mr. Detty or the bicycle. Ofc. will request a warrant for Mr. Detty's arrest for Theft.

Ofc dispatched to Super K-mart on a theft complaint.
Ofc contacted Steven Thompson (employee) who stated a W/M subject now known as Tony Carmona came into the electronics department, selected
a Blackberry grey Jam Speaker (valued at $39.99), removed it from its packaging and concealed the speaker in his pocket. Mr. Thompson stated he
stopped Mr. Carmona after Mr. Carmona passed all points of sale without attempting to pay for the speaker. Mr. Thompson stated he began escorting
Mr. Carmona to the Loss Prevention Office and Mr. Carmona then turned and ran out the front doors towards Zane Village. Mr. Thompson stated three
boys were with Mr. Carmona and were also stopped. Mr. Thompson stated the three unknown boys told him who the subject was. Ofc went into the
trailor court and located Mr. Carmona at his residence where he resides with his Grandmother. Mr. Thompson stated he would provide statements and
pictures as soon as they were available.
Ofc contacted Tony Carmona who was Mirandized. Mr. Carmona stated he understood. Ofc asked Mr. Carmona if he was at Super K-mart. Mr.
Carmona stated "yes, I was buying a new phone". Ofc asked Mr. Carmona if he took a speaker without paying for it. Mr. Carmona stated "no". Mr.
Carmona stated "Don't you have to find the speakers to charge me", on the way to the cruiser. Ofc detained Mr. Carmona and transported him to Super
K-mart to review the video. Ofc. positively identified Mr. Carmona from the video and Mr. Thompson also positively identified Mr. Carmona. Ofc
observed Mr. Carmona select and conceal the speaker. Ofc observed Mr. Carmona coming back into the store with Mr. Thomson and then turn and run
out. Ofc then arrested Mr. Carmona for theft. Mr. Carmona then began getting irate and threatening this Ofc making statements such as "If you didn't
have that gun and handcuffs, we'd see what you were all about". Ofc began escorting Mr. Carmona to the cruiser when Mr. Carmona pulled from this
Ofc in an attempt to run and slammed himself into the locked back door. Ofc then escorted Mr. Carmona to the floor and restrained him until he was
calm enough to place into the cruiser. While escorting Mr. Carmona to the floor, Mr. Carmona's right shoulder hit the wall at Super K-mart putting a
large hole in the wall. This incident was also captured on video which was provided. On the way to the cruiser, Mr. Carmona continued pulling away
from this Ofc. Once placed inside the Cruiser, Mr. Carmona kicked the passenger side door repeatedly and banged his head and shoulder into the rear of
the cage. Ofc advised Mr. Carmona he is now barred from Super K-mart and Sears. Mr. Carmona did not acknowledge the barring so the order was
repeated to Mr. Carmona. Ofc asked Mr. Carmona where the speakers were. Mr. Carmona refused to cooperate in locating the speakers. Ofc
transported Mr. Carmona to the Ross County Jail charged with Theft, Resisting Arrest and Obstructing Official Business. Ofc advised Mr. Carmona of

Ofc responded to 865 Adams Ave in reference to a domestic complaint. Upon arrival Ofc contacted Samantha Morris whom stated she and her mother,
Natalie Parker, were involved in a verbal altercation that escalated into Natalie allegedly punching Samantha in the abdomen.
Samantha stated Natalie was upset with her because she failed to transport 15 yoa, Ashley Lallen, back to their residence so she could be picked up by
her family. Samantha stated Ashley witnessed the altercation between she and Natalie. Samantha stated she was not injured, refused treatment, and had
no visible injuries.
Ofc contacted Natalie inside the residence whom denied the allegation. Natalie stated the altercation was only verbal and was due to Samantha's
disrespectful behavior towards her. Ofc contacted Ashley whom stated she only witnessed the subjects verbally arguing and never witnessed Natalie
punch Samantha.
Samanthan voluntarily left the residence to prevent further incident. Nothing further.

Ofc responded to 141 Race St in reference to a juvenile investigation. Ofc was informed by dispatch that the complainant's (Julio Gutierrez) child,
Damien Gutierrez, was left outside his mother's (Crystal Rexrode) residence for at least 10-15 minutes without adult supervision.

As Ofc responded to the area, Ofc was informed that Damien is now at Julio's residence at 161 W 5th St. Ofc arrived at that residence and contacted
Julio whom explained the incident. Julio stated he received a text message from Crystal stating that she needed to leave and that Damien needed to be
picked up at her residence asap. Julio stated Crystal never mentioned in the text that she would be leaving the residence without Damien having adult
supervision.
Julio stated they arrived at Crystal's residence to discover Damien had came to their vehicle from a friend's house at 154 Race St. Julio stated he was
informed by Damien that he did not know Crystal had left the area when she told him to wait outside for his father.
Ofc contacted Damien whom stated he went to his friend's residence at 154 Race St when he discovered the door to his mother's residence was locked
and she was not home. Julio estimated the time Damien was outside to the time he was picked up was approx 10-15 minutes. Damien sustained no
injury during the incident and he claimed he was at his friend's residence most of the time he was alone.
Investigation continues pending contact with Crystal. Ofc will forward this report to children services for review.

Ofc. was dispatched to the area of E Fourth and S Rose St in reference to an OSHP unit out with a driver who was acting strange. Ofc. arrived and
found that the driver, later identified as David Lemaster, was intoxicated and the trooper was testing him and placing him under arrest for that offense.
While at the scene Ofc. discovered that Mr. Lemaster lives at the location he pulled in front of where a female was cleaning up glass. Ofc. contacted
her and identified her as Tina Price. Ms. Price stated that they had been out with friends and Mr. Lemaster became too intoxicated and they returned
home. Once there a verbal argument started and Mr. Lemaster went outside. He returned and began to kick the front door. In the process he broke the
glass and some wood from the door. No one was injured. Ms. The next thing she noticed was the Trooper behind him. Price stated that there was no
physical violence and she did not want to pursue any charges against him. She stated that there were three children in the residence at that time. Jameson
Dykes (14 yo), Joseph Price (11 yo) and Madison Lemaster (9 yo). Ofc. advised Ms. Price to call if there were any further problems.
Mr. Lemaster was transported to the RCJ by the OSHP and Ofc. cleared without incident. A copy of this report will be sent to Children Services
for review.

Ofc. was dispatched to 146 E. Fourth Street in reference to an alleged Assault. Upon arrival Ofc. contacted Sarah Sams who stated she was punched
in the face by her room mate Zenobia Gore. Ofc. observed Ms. Sams to have a mark on her lower lip. Ms. Sams stated the two were arguing over money
that Ms. Gore thought Ms. Sams had taken from her.
Ofc. contacted Ms. Gore who stated Ms. Sams was the aggressor in the argument over money. She stated Ms. Sams punched her in the mouth and
she defended herself by hitting her back. Ofc. observed a mark on her upper lip as well. While on the scene Ofc. ordered each to stop shouting at each
other so that Ofc. could investigate the incident. Immediately after this warning Ofc. again ordered them to stop arguing and each was separated.
Ofc. was unable to tell who the primary aggressor was during the altercation due to similar injuries, no independent witnesses, and each subject
claiming to be the victim. Both Ms. Gore and Ms. Sams wanted to pursue charges against each other. Ofc. then placed both under arrest for persisting
Disorderly Conduct (M4) after each continued to fight after having been warned not to several times. Each was transported to the Ross County Jail
where there injuries were photographed. Each refused medical treatment and did not want to fill out a statement form. They will be held at the jail in lieu
of bond pending their appearance in court on 07-14-2014 at 9am.

While walking in the area of 342 W Water St looking for an injured female Ofc. noticed a black wallet in the middle of the alley. Ofc. picked it up and
could see the bottom of an Ohio ID card. Ofc. discovered that the wallet belonged to Jarrett Goss and also contained $80.00 cash. Ofc. took the wallet
and went to Mr. Goss' last known address of 389 E Seventh St.
Ofc. contacted Mr. Goss' mother, Stephanie. Ofc. advised her of the situation and she stated that Jarrett was not there. Ofc. released the wallet to
her and cleared without incident. The injured female was not found.

she could stay there. Shanon told Ofc that she wanted Megan to go home so Ofc escorted Megan to 602 Sherman Park.

Ofc was dispatched 980 Columbus St in ref to a possible Breaking and Entering. Upon arrival, Ofc made contact with the caller Joycelyn Gallaugher.
Gallaugher stated she noticed the back door of 980 Columbus St was standing open and it has been vacant for several weeks. She also advised that she
thought the house had been foreclosed on and the previous occupant, Jonathan Helford had moved out. Gallaugher stated she observed a man at the
residence a couple days ago taking photographs.
Ofc checked the residence and found all the doors closed but the back door was unlocked. Ofc searched the residence but did not locate anybody
inside. Ofc notes that there were no appliance in kitchen, although there was still mail, addressed to Helford laying on a computer desk. There was also
miscellaneous furniture and clothing still in the residence. Ofc also observed that the coil was missing from the furance. Ofc secured the back door as
best as possible by placing a ladder against it and the wall. There was no bank information left on the property, although the The Ross County Auditors
website has Helford as the owner and there was current mail still in the mailbox. Ofc was not able to contact Helford but a message was left on his
voicemail in ref to this incident.
A short while after clearing the scene, Ofc made contact with Steve Crawford. Crawford advised he observed three male subjects at the rear of 980
Columbus St. He further advised that they had loaded two large speakers, one red guitar and a glass fish tank in a white Toyota Camry (OH-FZK5022)
from the rear of the residence. Crawford stated he asked them what they were doing and one of the males told him that he was picking up his property
that had been left behind during the move. Crawford described two males as white, tall and thin, in the their mid thirties, with tattoos on both arms and
the third was a short black male wearing glasses and a white shirt. He further advised the driver was also wearing glasses and a bandana. They were last
seen in the area of Sack and Save, where one of the white male's exited the vehicle. Ofc checked and found the Toyota is registered to Shawn Harmon,
who's phyiscals are W/M, 6'03", 340 lbs with brown hair and green eyes. Ofc checked both addresses on file for Harmon but was advised he had moved.
Ofc makes note that on June 11, 2014, Harmon refused to leave the Chillicothe Inn because he had no place to go and was barred by Ofc Yoder. The
phone number we have on file for Harmon has been disconnected. Investigation pending contact from Helford.

Ofc responded to 45 River Trace Ln (Kohl's) in reference to a female shoplifter in custody.
Upon arrival Ofc contacted Kohl's LPO, Phil Coen, who stated he observed Renee Rittenhouse select jewelry, clothing, and perfume from the
merchandise shelves and enter the women's dressing room where Renee removed all security tags from the merchandise and concealed the items in and
under her clothing, her pockets, and her purse.
Phil stated Renee then exited the store passing all points of sale without ever attempting to purchase the items. Phil stated he contacted Renee in the
Kohls parking lot and escorted her back to the LP office where all stolen items were retrieved. Phil stated Renee was accompanied by her boyfriend,
Hershel Rose, but Phil failed to provide evidence of Hersel's involvement in the theft.
Ofc contacted Renee and informed her of her Miranda Rights which she understood and waived. Renee then provided the same account as Phil by
admitting to the theft but she could not provide a reason why she attempted to steal the items. Renee was then placed under arrest and transported to
RCJ where she was charged with Theft with Court Date: 07/14/2014 at 9am.
Renee and Hershel were both barred from Kohl's (per LP) which they both understood. All items were returned to LP in exchange for a sales receipt.
Phil will provide further evidence once it becomes available. Nothing further.

Katrina Rossiter stated she is receiving harassing phone calls from an Amber Queen. Rossiter stated the calls are not threatening in nature but are
bothering her. Rossiter stated she would like the calls to stop.
Rossiter also stated that the last time she was at the home of Queen, the home was full of dog feces and in deplorable condition. Rossiter that in
addition to the condition of the home and the safety of the children living there, she is also concerned about Queen being an animal horder.
Ofc contacted the Pike County Sheriff's Office and informed them of the complaint. The dispatcher stated she would send a Deputy to check the
welfare of the children and animals.
Ofc was unable to reach Queen by phone. The investigation continues.

Faith Vaught contacted Ofc. at the LEC in reference to her daughter, Rebecca Vaught, being assaulted by Rebecca's great-grandmother, Judy Carroll.
Judy has legal custody of Rebecca and her sister Samantha Vaught.
Faith stated that she received a telephone call from Rebecca on this date. Faith stated that Rebecca told her that she left Judy's house because Judy had
assaulted her and needed Faith to pick her up. Faith stated that she contacted the Crisis Center, who advised her to contact the police. Faith stated that
she then brought Rebecca to the LEC.
Ofc. contacted Rebecca. Rebecca stated that she was sitting outside of Judy's house (509 E. Main St.) while on a cell phone. Rebecca stated that Judy
does not allow her to have a cell phone. Rebecca stated that Judy came outside and saw her on the cell phone and began yelling at her. Rebecca stated
that they had a short verbal argument and then Judy grabbed her by her shirt and bra strap and began dragging her on the concrete and through the yard.
Rebecca stated that her bra strap came unhooked, which allowed her to get away from Judy. Rebecca stated that she then attempted to get into the
house when Judy grabbed the back of her left arm and the back of her shirt and ripped it. Rebecca stated that she was able to get the front door open and
that is when their dog came out of the house and jumped on Judy. Rebecca stated that Judy then let go of Rebecca and she ran up the road to a friend's
house to contact her mother, Faith.
Ofc. observed a red mark on both sides of Rebecca's neck. The marks appeared to have come from Rebecca's shirt. Ofc. also observed several
scratched on Rebecca's back. Ofc. also observed two small bruises on the back of Rebecca's left arm. Ofc. also observed Rebecca's pants to be grassed
stained. Ofc. also observed Rebecca's green t-shirt to have two holes in the back and the left sleeve to be ripped. Ofc. obtained photographs. Ofc.
seized the t-shirt for evidence and placed it in the evidence room for safekeeping. Rebecca completed a witness statement.
While speaking with Faith and Rebecca, Robin Dunlap (relative of the family) contacted Ofc. and stated that she would be willing to keep Rebecca and
Samantha if needed.

Ofc. contacted Children Services worker, Dominique Ray, and advised her of the incident. She advised that Samantha and Rebecca were to stay with
Robin for the weekend until a Children Services worker could contact the family next week.
Ofc. and Rebecca went to 509 E. Main St. to gather some of her belongings. Ofc. contacted Judy and advised her of her Miranda Rights which she
stated she understood and waived. Judy stated that she went outside of her house on this date looking for Rebecca when she observed her sitting on the
ground on a cell phone. Judy stated that Rebecca is not to have a cell phone. Judy stated that she and Rebecca had a verbal argument over the cell phone
and Rebecca wanting to spend time with her boyfriend. Judy stated that when she went outside the dog followed her. Judy stated that because Rebecca
was raising her voice, the dog attacked her and that's where the marks on her and the damage to her shirt came from. Judy stated that the dog eventually
stopped attacking her and Rebecca then left the premises. Judy stated that she was unsure where Rebecca went afterward.
While Ofc. was speaking with the neighbor, Rebecca was standing outside and Judy was standing on her door step. Ofc. observed Judy say something
to Rebecca, however, did not hear her. When Ofc. returned to where Rebecca was standing, Rebecca stated that Judy told her, "just wait until you come
back home." Judy stated that she did not say anything to Rebecca.
Ofc. contacted a neighbor of Judy's who wished to remain anonymous. The subject stated that they heard yelling and two people fighting outside of
509 E. Main St. The subject stated that they never heard a dog outside while the two people were arguing. They subject always stated that they did not
see anything.
Ofc. advised Judy that Rebecca was going to be with a relative for the weekend and that Children Services will be in contact next week. Ofc. issued
Judy a citation (5905) for Domestic Violence with a court date of 7/18/14. Judy did not want to complete a witness statement.
Rebecca stated that Samantha was with a friend for the weekend and was unsure when she was coming home. Ofc. attempted to contact Samantha,
however, was unsuccessful. Ofc. advised Dominique. Rebecca was released to Robin.

Ofc responded to Sears in reference to a theft.
Sears LP associate, Jeremiah Winchell, stated he witnessed Mikal Woods conceal several pairs of women's underwear and bras in a baby stroller.
Winchell stated he stopped Woods as he exited the store without paying for the clothing.
Ofc contacted Woods and advised him of his Miranda Rights, which he stated he understood. Woods admitted to the theft and stated he is homeless
and does not have any money to buy things for his fiance.
The property was photographed and returned to Winchell. Woods was placed under arrest and taken to the RCJ where he was booked on one count
of petty theft and will remain in lieu of bond. Woods was barred from K-mart and Sears. Ofc obtained statements from Winchell and will be obtaining
security video at a later date.

I was dispatched to 805 Adams Ave. in reference to an overdose. Upon arrival, CFD Medic #3 was taking a subject they identified as Derrick Martin
from the house on a stretcher. There appeared to be no odor of alcoholic beverage and no visible track marks. He had his eyes open but was not
responding to answers. Medic #3 was taking him to ARMC to be checked.
I made contact inside with resident, Richard Hardin, and guest ,Larell Netter. Netter identified the subject as Martin and said they met up 20 minutes
earlier at Madison/Jackson and they came to 805 Adams so Martin could use the phone. He stated that Martin then passed out. As far as he knew,
Martin was not under the influence of anything and thought that he might be diabetic.
No drugs or drug abuse instruments were located in the area. Nothing further at this time.

Ofc was advised of a possible intoxicated female passed out in the alley at the rear of 53 E 2nd St. Ofc responded to the area and located that female
(later identified as Jessica Poole) lying on a set of steps in the alley at the rear of United Health Way. Ofc shouted and tapped on Jessica's shoulder
several times before she became responsive.
Ofc noted Jessica had a strong odor of an intoxicating beverage on or about her person, had slurred speech, glassy blood-shot eyes, and was very
unsteady on her feet. Jessica continued shouting she is a "drunk passenger" and was sleeping because she couldn't drive. Jessica stated she lives in Texas
and was in Chillicothe drinking intoxicating beverages in bars. Ofc noted Jessica's purse was laying next to her but Ofc was unable to locate a photo id.

young black male, grabbed him by the head. Terry stated he jumped up and threw a punch then turned to run away. Terry stated the suspect did not

Ofc. was dispatched to 620 Allen Avenue in reference to threats. Upon arrival, ofc. contacted Jennifer Sickles and Angela Hayburn.
Ms. Sickles stated she was on the front porch of 620 Allen Avenue when a small black car left the Papa John's parking lot (376 N High Street) and
accelerated rapidly westbound on Allen Avenue. Ms. Sickles estimated the vehicle speed to have been 50 miles per hour. When the vehicle reached the
Church Street intersection, it did a U-turn and accelerated rapidly eastbound, back towards High Street and nearly struck a vehicle parked in front of 620
Allen Avenue. As the vehicle passed, Ms. Sickles stepped onto the street to tell the driver to slow down.
Ms. Sickles said the vehicle then pulled back onto the lot of Papa John's. Ms. Sickles approached the vehicle and told the driver (later identified as
Adrian Burgin) there are children in the area that could have been outside. The driver then threatened to run her over with his car and "beat the fuck out
of her". The vehicle then left the area northbound on High Street. As he was leaving, the driver told Ms. Sickles to stand in front of his car and he would
run her over.
Ms. Sickles provided a possible license plate for the vehicle, CGY9973. Ms. Sickles described the driver as a thin, young, black male. She stated the
passenger was a heavier, lighter skinned male. Ms. Sickles provided ofc. with a written statement.
Ms. Hayburn, who was also on the front porch of 620 Allen Avenue, gave the same account of the incident. Ms. Hayburn provided ofc. with a
written statement.
Ofc. then contacted Shawn Dixon, Papa John's employee. Mr. Dixon stated a customer had came in arguing about a pizza order. He said the customer
peeled out from the parking lot, then was back in the store within thirty seconds. Mr. Dixon then walked out the back door of Papa John's and heard
someone arguing with Ms. Sickles, calling her a "bitch" and threatening to run her over before speeding from the area, northbound on High Street. The
customer later called back swearing at Mr. Dixon about his pizza order, causing Mr. Dixon to hang up on him.
Mr. Dixon provided ofc. with the last name for the pizza order, "Coleman". He stated the address listed was 632 Buckeye Street. Mr. Dixon
completed a written statement.
Ofc. observed a black Ford Focus bearing Ohio license plates GCV9973 parked in front of 632 Buckeye Street. Ofc. contacted Adrian Burgin and
Cameron Coleman. When asked, Mr. Burgin and Mr. Coleman stated they were at Papa John's at around 11:00 PM. Mr. Burgin stated he was driving.
Ofc. advised Mr. Burgin of his Miranda Rights, which he stated he understood. Mr. Burgin stated he did not drive on Allen Avenue at all. Mr. Burgin
also stated a woman had jumped out in the road in front of him and he nearly struck her. Mr. Burgin said the woman then began yelling at him and he left
the area. Mr. Burgin stated another car had been speeding on High Street and that Ms. Sickles was yelling at the wrong vehicle. Mr. Burgin also
complained about Mr. Dixon telling him that he did not have to listen to him and hanging up the phone on him.
Mr. Coleman stated he was seated in the passenger seat holding pizzas while Ms. Sickles was yelling at Mr. Burgin. Mr. Coleman gave the same
account of the incident as Mr. Burgin.
Mr. Burgin was issued minor misdemeanor citation #5822 charging Disorderly Conduct (509.03a5) and advised of his municipal court date on
7-18-2014 at 9:00 AM, which he stated he understood. Mr. Burgin and Mr. Coleman were provided with written statement forms and advised to
contact ofc. or return them to this department when completed, they were advised that they were not required to complete the statements.

While in the area of N Bridge St and E Second St, Ofc observed a subject, Brent Krafthefer, sitting on the curb in front of 61 N Bridge St (Valero) holding
a large Styrofoam cup in one hand, and a beer in the other hand. Mr Krafthefer appeared to be pouring the beer into the cup. Ofc contacted Mr
Krafthefer and confirmed this is what Mr Krafthefer was doing. Ofc asked Mr Krafthefer about this and he stated yes, that is what i was going to do.

Ofc. contacted Robin Dunlap at 78 S Walnut Street in reference to threats. Ms. Dunlap advised ofc. that there had been issues between Rebecca
Vaught and her great grandmother, Carroll Judy (see report #14-12471). Ms. Judy has custody of Rebecca and her sister, Samantha Vaught. Ms.
Dunlap now has Rebecca for the weekend and is trying to get temporary custody of Samantha.

Ms. Dunlap allowed ofc. to view a Facebook message sent to her from Samantha. The message read "FUCK YOU STUPID FUCKING BITCH
YOULL NEVER SEE ME FUCK WITH MY FAMILY WATCH WHERE IT GETS YOU". When asked why Samantha would say this to her, Ms.
Dunlap stated she Samantha feels she is trying to keep her away from her boyfriend.
Ofc. also contacted Rebecca Vaught. Rebecca mentioned that Ms. Judy charges her boyfriend money to go on dates with her.
Given the recent incident with Ms. Judy, Ms. Dunlap wanted to report this in the event there are further issues with Ms. Judy or Samantha. Ms.
Judy also wanted this report forwarded to Children's Services along with the prior report.

Ofc. contacted Jared Robertson in front of 230 W Water St in reference to a Theft from his vehicle. He stated that he noticed his interior had items

Ofc. was dispatched to the area of Water Street and Watt Street in reference to a burglary in progress. Upon arrival, ofc. observed people in the area
pointing in the direction of the rear of 120 N Watt Street. As ofc. approached the corner of Water and Watt Street, ofc. observed two people running
northbound on Watt Street, near the north end of the street. Ofc. attempted to approach the people on foot and observed them get into a vehicle (blue
Chevy Malibu OH FWH5137). The vehicle began driving southbound on Watt Street, drove past ofc., and stopped after being blocked by another
responding unit.
Ofc. then contacted Tyler Osborne (driver's seat) and Jacob Skeens (DOB 11-11-1996, Age 17 (front passenger seat). Both were removed from the
vehicle and detained separately for the duration of this investigation.
Ofc. advised Mr. Osborne of his Miranda Rights, which he stated he understood. When asked what he was doing, Mr. Osborne said he and Jacob had
done something stupid. Mr. Osborne gave ofc. consent to search his person, during which ofc. discovered a winter hat stuffed under the blue sweatshirt
Mr. Osborne was wearing.
Ofc. then contacted Jacob Skeens and advised him of his Miranda Rights, which he stated he understood. Ofc. noted Jacob was wearing a blue hat with
a chin strap. Jacob gave ofc. consent to search his person, during which ofc. discovered a wallet containing Dylan Shaw's driver's license, debit cards, and
$95 cash. The wallet also had a white pill smashed onto it. Jacob stated he had taken the wallet from the house on the corner of Watt Street and Water
Street.
Ofc. was advised three Xbox games had been stolen from 120 N Watt Street. Upon checking the vehicle, ofc. observed three Xbox One games (FIFA
14, Wolfenstein, and Metal Gear Solid) in plain sight on the front passenger floor. Ofc. then searched the front seats of the vehicle where Jacob and Mr.
Osborne were seated. Ofc. found an orange and black bag which contained an unlocked lockbox, a prescription vial labeled Amlodipine (prescribed to
Douglas Roby), and two bongs. The lockbox contained a bag of marijuana, a grinder, rolling papers, marijuana pipe, scale, cutter, lighter, and razor
blades. Also on the front passenger floor, ofc. discovered a large Cobalt brand knife, pair of blue and black gloves, and an empty black and blue back
pack. All of these items were seized as evidence. Ofc. also seized Jacob and Mr. Osborne's sweatshirts and hats as evidence.
Ofc. then asked Jacob about the items found in front of his seat. Jacob stated he was trying to get money that was owed to him by Dylan Shaw and he
had broken into Mr. Shaw's residence. Ofc. attempted to contact Jacob's mother, Elizabeth Skeens, by telephone but received no answer.
Ofcs. noted the back door of 120 N. Watt Street was ajar and an air conditioning unit had been pushed partly through a window. While clearing the
residence, ofcs. discovered residents Dylan Shaw and Cody Moonen asleep upstairs. Mr. Shaw stated his wallet and a knife were missing. Mr. Moonen
stated three Xbox games (FIFA, Metal Gear Solid, and Wolfenstein) were missing. Both denied any knowledge of drugs or drug paraphernalia.
While conducting an inventory of the vehicle, ofc. located a wallet containing Mr. Osborne's driver's license in the center console. Inside the wallet, ofc.
located a plastic bag containing four small blue pills marked 031 and a package of rolling papers. Ofc. seized these items as evidence. The wallet was
returned to Mr. Osborne. The vehicle was towed from the scene by Vest's towing.
Mr. Osborne was placed under arrest for Complicity to Burglary (2911.12) and transported to the Ross County Jail where he will be held without
bond pending his municipal court appearance on 7-14-2014 at 9:00 AM. Further charges will be pending laboratory results.
Jacob was first transported to the LEC, where he completed a written statement. Jacob stated Mr. Osborne did not enter the residence with him. Ofc.
contacted Magistrate Drotleff and informed him of the incident. Mag. Drotleff advised ofc. to book Jacob into Juvenile Detention Center. Jacob was
transported to JDC for Burglary (2911.12), where he will be held pending his court appearance.
Ofc. then contacted Mr. Osborne at the Ross County Jail. Mr. Osborne was again advised of his Miranda Rights, which he stated he understood. Mr.
Osborne stated he did not enter the residence with Jacob, but did act as a lookout and driver. Mr. Osborne said he waited around the outside of the
house and had gone near the street corner.

Ofc. was on patrol in the area of Mulberry and Main Sts. Ofc. was flagged down by a subject who said he had just seen two small boys, about two or
three years old in their underwear crossing the street going to a gas station. Ofc. asked which station and he said the one on the corner, pointing over his
shoulder. Ofc. started checking for the kids at Valero and was directed to Speedway, Bridge and Main. Ofc. was then dispatched to that location ref the
kids.
Ofc arrived and made contact with Wendy S. Perry. She was trying to contain two small children in the store. Both were in their underwear and the
youngest one had soiled his pants. Both were dirty. They advised their names are Danny and Jason. They could not tell Ofc. what their mothers name
is or where they lived. They both said they were going to the bathroom and that was why they were at the store. While speaking with them a female
subject, Sherri Shafer arrived and advised the kids were her friends and that they had been looking for them.
Ofc. made contact with Sheri Shafer. She said she did not know how the boys got out of the apartment but that they do know where the bathroom is in
the apartment. She said she lives across the street in an upstairs apartment and the kids and their mother were visiting for a birthday party she had for
her child. Sheri said the kids, Danny W. Etterling (3) and Jason W Etterling (4) had been sleeping in the living room with two adults, one of them their
mother, Linda Etterling. She said she didn't know how they got out of the building because the security door is very heavy. She said she knows they
didn't leave before 7:00am because her boyfriend left for work then and they were there then. Sheri said that she was taking Linda and the boys to
Portsmouth at 5:30pm as they go to their dads house every other week for shared parenting. She did not know where Linda would be after that as she
was not returning to her residence.
Linda Etterling arrived and made contact with Ofc. She advised she was visiting and did not know why the boys left the apartment. She said she
currently lives on Tong Hollow Rd but is relocating to an apartment in Bainbridge. She did not have an address. Linda said she did not know they could
even get out of the building as it has a security door at the entrance. Ofc. advised Linda that Ofc. is going to refer this matter to Children's Services. She
said she understood. She took custody of her children and took them back to Sheri's residence.

Ofc contacted Glenn Winfield, Roger Cadwallader, Russell Hartley, and Jeffery Bode sitting on a guardrail along the alley at the rear of the AMVETS
located at 317 E Main St, and all 4 had open containers of alcohol. Jeffery, Roger, and Russell all 3 had open containers of 24oz Old Milwaukee ICE
beer that were more than half full and cold to the touch. Glenn had his Old Milwaukee ICE in a red Wendy's cup and said "I thought you were allowed
to walk down the street with beer in a cup, but not a can or bottle". Ofc disposed of the open containers and issued MM Summons/ Citations #5077,
#5686, #09-0936, and #09-0534 to Roger, Glenn, Jeffery, and Russell, charging them all with Possession of an Open Container of Alcohol in a Public
Place and all 4 were advised of their Chillicothe Municipal Court date of 7-21-14 at 9am. All 4 departed the area on foot without any further incident.

Ofc. was dispatched to 596 W.Fifth St. Apt. 30 ref. a possible DOA. Ofc. sspoke to Mark Justice who advised that he found his roommate Robert
Sutton unresponsive and called 911. Mr.Justice stated he had talked with Mr.Sutton at around 11:30AM and he advised that he was going to go ly down
because he was cold. Ofc. checked the scene and did not observe anything out of place.
Ofc. spoke with EMS personal from Squad4 and they advised that Mr.Sutton was pronounced at 1307HRS.
Ofc. recontacted Mr.Justice ref. Mr.Sutton's medical history. Mr.Justice stated that Mr.Sutton had diabetes,high blood pressure, high
chol es t er ol , CHD, and Pul monar y Embol i s m and was t aki ng a var i et y of medi cat i on i e. bus pi r one, phos i d,
carvedilol,citalopram,coumadin,isosorbide,lantus,metoclopramide,simvastatin,trazadone,alprazolam, and ondansetron. Ofc. confiscated all of the
medication to be put into evidence to be destroyed. Mr.Justice advised that Dr.Easterday was Mr.Sutton's doctor. Ofc. contacted Mark Gray the on
call Coroner's Asst. who was advised of Mr.Sutton's medical history. Mr.Gray advised Ofc. to release Mr.Sutton to Haller's and have him taken to the
morgue. Haller's arrived and was advised of Mr.Gray's decision.
Ofc. spoke to Brenda Farmer, Mr.Sutton's next of kin(SISTER) and Ms.Farmer advised that they would contact Haller's ref. making funeral
arraignments. Nothing further.

Officer was dispatched to the Poland Park in reference to a large kid being disruptive by flipping picnic tables over. Upon arrival Officer made
contact with Alexander (Alex) Gee matching the description. Officer contacted Alex and asked him "why is he flipping over tables?" Alex said "I only
flipped over one." Officer had Alex correct the table, Officer then advised Alex that he is now barred from all Chillicothe City Parks until August 13th,
2014 and if he returned he could be arrested or cited for Criminal trespass. Alex asked "why?" Officer advised him his actions will not be tolerated.
Alex said "fine" and left to return home. Officer will contact Jodie Gee and advise her of Alex being barred and to contact Dave Tenner of the Chillicothe
Parks and Recreation if she wishes to appeal the barring. Nothing further needed at this time.

Ofc dispatched to Sears on a theft complaint.
Ofc contacted Jeremiah Winchell (employee) who stated he observed an unknown female subject select several items and conceal them into a silver
bag. Mr. Winchell stated the female was walking through the women's section at a fast pace, and once she had concealed the items inside the bag she was
carrying she headed straight to the exit passing all points of sale and exiting the store without attempting to pay for the items. Mr. Winchell stated he
caught up to the female outside the store when he identified himself. Mr. Winchell stated the female then threw the bag of merchandise at him and
jumped into a 1998 Nissan Maroon in color (FNE 5944). Mr. Winchell stated the female subject struck another vehicle parked in the parking lot with
her door. Mr. Winchell provided video, receipts, and statements. Recovered were 4 sets of Bras, 4 sets of panties, 4 shirts, 3 pair of pants (valued at
$160.58). Ofc photographed the merchandise and returned it to Loss Prevention.
Ofc contacted the driver (Melanie Slaughter) of the 2005 Chevrolet (FHQ7288) that was struck by the unknown female's car door. Ofc noted a small
area of paint transfer and some scratches in the plastic molding. Ms. Slaughter stated the vehicle belongs to her mother Linda Slaughter and is insured
with State Farm. Ofc advised Ms. Slaughter if the female was identified, this Ofc would provide insurance information.
Ofc attempted to contact the registered owner of the Nissan (Johnathan Ritchie) but was only able to leave a message at this time for Mr. Ritchie to
contact this Ofc. Ofc has not heard back from Mr. Ritchie at this time. Ofc will attempt again at a later time. More as it becomes available.Ofc

Ofc. was dispatched to 663 Linn St., reference to a juvenile investigation.
Ofc. contacted Amber Hambirck. Ms. Hambrick stated that she has full legal custody of her son, Joshua Richardson Jr. Ms. Hambrick also stated that
there is no court order that Joshua Jr.'s father is to have visitation.
Ms. Hambrick stated that on 7/9/13 she took Joshua Jr. to his father's Joshua Richardson (298 Mechanic St.). Ms. Richardson stated that on this date
she picked up Joshua Jr. and observed several marks on his neck. Ms. Hambrick stated that she asked his father about them and he told her it was from
playing in the pool and having pillow fights. Ms. Hambrick stated that she later asked Joshua Jr. what happened and he told her that his dad's girlfriend,
Lagenna Knight, was mad and grabbed him by his neck and slammed him on the bed.
Ofc. observed the marks on Joshua Jr.'s neck. They appeared to be an old wound and to be in the healing process as they are scabbing over. Ofc.
obtained photographs.
Ofc. advised Ms. Hambrick that Ofc. would forward this report to Children Services. Ms. Hambrick stated that she would be staying at 663 Linn St.
for several days and would contact them herself tomorrow as well.
Ofc. contacted Mr. Richardson who stated that he, Ms. Knight, and Joshua Jr. went to Sandusky from 7/10/14 - 7/12/14. Mr. Richardson stated that
he was not positive where the marks on Joshua Jr.'s neck came from. However, Mr. Richardson stated that he had long nails and could have scratched
him while playing in the pool or having pillow fights. Ofc. advised Mr. Richardson that Ofc. would be forwarding this report to Children Services.
Ofc. was unable to make contact with Ms. Knight.
Ofc. will place a copy of this report in Children Service's basket.

Ofc contacted Rachel Karshner who stated her soon to be ex husband (Bryan Karshner) pulled into her yard and told her he was going to kill her. Ms.
Karshner stated Mr. Karshner was drunk and as soon as he found out she called this Dept, Mr. Karshner began apologizing to her for the statement.
Ms. Karshner stated Mr. Karshner has made similar statements to her in the past. Ms. Karshner stated she would like Mr. Karshner barred from her
property at 100 Fruit Hill Drive.
Ofc contacted Bryan Karshner who stated he never made any threats to Ms. Karshner. Ofc advised Mr. Karshner he is now barred from 100 Fruit
Hill Drive, and if he returned he would be arrested for Criminal Trespass. Mr. Karshner stated he understood. Nothing further at this time.

Officer was dispatched to 366 E Fourth St in reference to a disturbance. Upon arrival Officer made contact with Wesley Brown. Wes said an
unknown person came to the house and began banging on the door. The guy attempted to open his door and Wes said he came outside and stopped him.
The man began to challenge him to a fight and calling him names like "Bitch" and accusing him of making meth. Wes said he went back inside to call the
police and his window was then broken with an unknown object. Wes said the man then ran. Wes showed this Officer inside the house and Officer saw
glass all over his floor and large holes in the glass.
George Dills contacted this Officer and said the man was about 5'9" thin build, he was not wearing a shirt, but he had a hat, shorts and tattoos on his
back. Officer was unable to locate any witness that could give a name for the subject. Officer obtain written statements. No further action can be taken
until Officer has the subject's name. Officer was not able to find anyone who stated Chad Johnson was involved as the caller was anonymous and no
door was kicked in. Officer found a Chad Johnson that did not match the physical description given to this Officer. Nothing further at this time.

was running loose from her property and walked towards Skya's children. Skyla stated her children are afraid of dogs so she called the Police. Skyla
stated the dog was never vicious to her children but she was concerned for their safety.
Ofc contacted April Wheeler at her residence and informed her of the complaint. April stated the dog is kept inside their residence but somehow
managed to enter the front yard of April's property and walk down the sidewalk past Sheila's residence. April stated the dog is not vicious and denied
the fact that the dog approached Skyla's children. April stated she became upset when Skyla and Sheila informed April's child that they were going to
kill her dog. April stated at that time a verbal altercation ensued between she and the residents at 1090 Theater St.
April was warned for Dog at Large and all subjects were warned for Disorderly Conduct. The dog was contained to the property upon Ofc arrival and
departure. Nothing further.
