1. Differentiate training from development.

In any organizations, employees are the best asset and the main key to achieve its
goal and success. To make the employees become more competent and productive, training
and development must be well monitored and taken it more seriously. However, it must be
familiarized that this two has different facet because training is an organized event in a
given duration that focuses on the teaching and acquisition of new knowledge, skills,
and competencies for direct application in a particular task. Training is based as task-
oriented that molds ones capability, capacity, productivity and performance. While
development is a continuous and ongoing process that focuses in perfecting on existing
skills to their maximum potentials of an employee. It is also a future and growth oriented
enabling the employee to attain interpersonal competence leading them to become better in
life. We need to look training and development as partners; they are a process and both
value driven.
5. Difference of Vestibule Training from On the Job Training.
Training involves organized events for transferring technical expertise to motivate
employees to increase their knowledge and skills for doing specific jobs with proficiency.
Thus, training is very important for both new and existing employees. There are several
methods of training programs may be offered to employees and this includes vestibule
training and on the job training. Vestibule Training is a method of job education that
attempts to duplicate the actual set up of the company and equipped with actual production
apparatus in a company classroom. The workers are trained but it does not interfere the
production of the company however this method is quite expensive for the company while
on the job training is quite cheaper, less time consuming and considered as the most
effective method of training for personnel. Under this method, training is given at the actual
work place conducted by the immediate supervisor to impart knowledge and skills to his
subordinates.

1) Discuss the differences of the three major classifications of positions in the civil service.

At present, The Civil Service of the Philippines is structured in three major
classifications of positions namely Career Service, Non-Career Service and Lateral Entry or
Accession. Under the career service, entrance to the positions is based on merit and
fitness. Its features are competitive examination, or based on highly technical
qualifications; opportunity for advancement, and security of tenure. Moreover, this
service may further classified into three levels. On the other hand, the non-career service,
in contra-distinction to the career service, pertains to the part of the civil service
characterized by entrance not based on the usual tests of merit and fitness, and tenure is
otherwise limited depending to a period as specialized by the law or appointing authority
or time frame of a particular project for which purpose employment was made. Lastly,
the lateral Entry or Accessions, this qualifies any personnel to move from one position
for which they are qualified.
2) The Career Services shall include:

a. Open Career positions- those positions, where appointments requires prior qualification in
an appropriate examination
b. Closed Career positions- Positions which are scientific or highly technical in nature which
shall establish and maintain their own merit systems;
c. Positions in the Career Executive Service- under this category, positions are appointed by
the President of Republic
d. Career officers-other than those in the Career Executive Service, who are appointed by the
President, such as the Foreign Service Officers in the Department of Foreign Affairs;
5. Commissioned officers and enlisted men of the Armed Forces which shall maintain a
separate merit system;
6. Personnel of government-owned or controlled corporations, whether performing
governmental or proprietary functions, who do not fall under the career service; and
7. Permanent laborers, whether skilled, semi-skilled, or unskilled.

1. Discuss The Recruitment And Selection Process In The Civil Service.
Civil Service Commission is known as one of the vital agencies of the Philippine government
for they are focusing on the production of high caliber employee landing into public service. The
aforementioned agency implements recruitment, examination and placement programs to ensure
that only finest are eligible for the appointment.
There are three phases in recruitment process and this includes; (A) Open recruitment,
under this scheme government shall attract all potential aspirants to indulge into public service. (B)
Recruitment for military service- unlike to the others, applicants shall be qualified based on his
merit and fitness for its future field of work is in military service which is very tough. (C)
Recruitment for members of the faculty and staff, screening and selection process is based on
the guidelines of the institution however it requires applicants to undergo to various testing;
physical and on its teaching capability. The rule of three is also considered on this scheme.
