Background:
The Construction ndustry in ndia is a!ongst the country"s !ost vi#rant and
#oo!ing sectors. n recent years$ this sector has gro%n at tre!endous rates.
A &e% key &acts a#out this key sector are as &ollo%s'
The si(e o& the Construction ndustry today is over )* 2$4+$000 crore.
t generates e!ploy!ent &or over ,, !illion people in ndia.
-ro! 2000 to 200+$ the sector has gro%n at a rate o& over 11..
/o%ever$ large parts o& this industry re!ain unorgani(ed. There is a lack o&
any de0ned career path or structured training %ithin this sector. There is very
li!ited clarity a#out the re1uired vocational skills and 1uali0cations that an
individual can develop in order to enter and su#se1uently gro% %ithin this
high gro%th sector.
2ith the ne% Govern!ent$ there has #een a strong &ocus on n&rastructure
3evelop!ent$ as a !eans &or driving gro%th. Additionally$ this Govern!ent
has placed a high value on skill develop!ent. Co!#ining #oth these pillars
&or gro%th$ the Govern!ent o& ndia and various State Govern!ents have
engaged the services o& Accenture to conduct a pro4ect on the analysis o&
e5isting and re1uired skills %ithin the Construction ndustry. This pro4ect o&
national i!portance %ill help address the t%in goals o& in&rastructure led
gro%th and actuali(ation o& the de!ographic dividend.
Overall Project Scope:
The overall indicative approach to #e &ollo%ed &or this engage!ent is as
&ollo%s'
Phase 1 (As-Is Assessment of the Construction Industry): This
%ould &ocus on understanding si(e$ pro0le and key su#6sectors o& the
Construction Sector. Aspects like pro4ected gro%th rate$ si(e o&
%ork&orce &or speci0c 4o# roles$ e5isting career path and anticipated
changes in e!ploy!ent patterns %ill #e assessed. -urther$ a data#ase
o& e5isting training courses and institutes 7vocational and acade!ic8
&or the construction sector %ill #e prepared to understand key skills
that are already #eing developed. The ai! o& this e5ercise %ill #e to
1uanti&y a de!and6supply gap o& skilled !anpo%er &or each key 4o#
role identi0ed.
Phase 2 (Deep Dive for Occupations): This phase %ill involve a
co!prehensive study o& 4o# roles$ career paths$ gro%th avenues$
e!ploy!ent opportunities &or the youth$ etc.

Phase 3 (unctiona! "e#uirement Ana!ysis): This detailed analysis
%ill &ocus on tasks to #e per&or!ed #y an individual in each key 4o#
role9 occupation &or the sector. An understanding o& :%hat a person is
e5pected to do" &or!s the #asis &or the skills and kno%ledge re1uired
#y an individual to per&or! at a high level in the sector.
Phase $ (%&A Ana!ysis): This is the 0nal link to co!plete a
co!prehensive Skill Gap Analysis as envisaged in the phase 1 o& the
pro4ect. This phase %ould #uild on all the previous phase to co!e up
%ith standardi(ation across the identi0ed 4o# roles in ter!s o& %hat an
individual is e5pected to do as part o& the 4o#$ and %ould then #uild on
the ;no%ledge$ Skills and A#ilities 7;SA8 re1uired to #e a#le to per&or!
the 4o#. This %ill #e o& great value &or the Govern!ent %hile
&or!ulating training courses in the &uture &or this sector and !ake the
people in the sector %orld6class so that they are good enough to take
care o& the rapid industriali(ation that the country is e5pected to see in
the co!ing years to co!e.
In order to complete any of the above analysis, all participants
within the Live Project will have to engage with key stakeholders in
the State from industry (large scale frms and S!s" and training
providers of courses catering to the #onstruction Sector$
%e would also be conducting a few workshops across some of the
major cities and the students working on the project may be asked
to join these workshops$
