I am pleased to introduce to you
the new look CONTACT South
East. We have decided to
reorganise this publication to
refresh the layout and include
new features so as to connect
with you better.
Some of the new features
include Chatroom, a
conversation-style interview
between three or four residents
from different walks of life,
talking about a subject that
reflects the issues theme. In
this first issue, readers were
asked What makes us uniquely
Singaporean? and they happily
shared their insights.
Other new sections include
the Of Service article, in
which we celebrate the spirit
of community service in the
district through our community
organisations. We hope you will
enjoy the magazines revamped
format. Do give us your feedback
on our new look and the features
that weve presented to you.
We will soon be celebrating
our nations birthday, and next
year, were poised to celebrate
our Golden Jubilee. There
has been a lot of buzz about
what we can do for the SG50
celebrations. Indeed, theres
lots to reflect on and document
over the course of our 50-year
journey our struggles, our
growing pains, our resilience.
By doing so we will discover the
strengths that have made us
what we are as a people today:
confident global citizens who
compete on the international
stage, yet remain rooted as
Singaporeans entrenched in our
core values of justice, equality,
multiracialism and meritocracy.

achievements, projects and upcoming plans
during its 2014 Annual District Meeting.
A GLOWING
REPORT CARD

ELD AT THE CONCERT HALL OF THE
Singapore School of the Arts on 28 May,
the South East District Meeting 2014 gathered
some 360 partners, stakeholders, volunteers
and friends of the South East Community
Development Council (CDC) for a sharing of
the achievements and community-building
developments in the South East. Among other
things, the meeting, which opened with a dance
performance by 20 volunteers from various
youth groups, also celebrated Dr Mohamad
Maliki Osmans reappointment as Mayor of
the South East District.
Dr Maliki, who will continue on as Mayor
for the next three years, spoke to CONTACT
South East about his reappointment. I am very
humbled to have been given the opportunity to
continue in this role and look forward to three
more years where I can build on the progress
that we have made in the South East, said the
Minister of State at the Ministry of National
Development & Ministry of Defence.
MAKING STRIDES
South East CDC General Manager Kia Siang Wei
gave a presentation on the many community
projects that the CDC and its partners have
embarked on in the past year, as well as
reaffirmed the CDCs commitment to further its
work based on the CDCs three strategic thrusts.
These include Project 4650, a community
programme designed to help low-income
residents in interim rental housing with the aim
of settling them in permanent housing (featured
on Page 12); Neighbours for Active Living,
where community members are trained to
help vulnerable seniors who have long-term
health problems; and Community Laboratory
@ South East, which presents opportunities
for students to explore and take ownership of
community service.

for a talkshow segment where
they shared their experiences
in the community and
talked about how
volunteering has helped
prepare them for new
challenges in the future.
PLANNING AHEAD
Looking forward, Dr Maliki
hoped that the South
East CDC would be able to
inspire more residents to take an
active role in the community.
Residents will be more
passionate about projects that
they have taken ownership in,
such as the Homework Caf for
Project 4650, where they came up with the
idea to provide homework help for children
from needy families, he said.
The meeting ended with Dr Maliki
providing an overview of his future plans,
which focus on four key pillars (see
infographic). Community development is
an ever-evolving problem, and its critical
for everyone to work together to meet new
challenges, he said.

to another level
at the recent 3M
Step-Up Challenge

N 21 MAY 2014, ABOUT
2,000 students, senior
citizens and pre-schoolers from
the South East District stepped up
to do their part for the community
literally! They were at ITE
College East to launch the 2014
installment of the annual 3M
Step-Up Challenge @ South East
by climbing designated stairwells
in the school.
This programme is a
collaboration between the South
East Community Development
Council and 3M Singapore to
encourage individuals to take part
in a healthy activity while giving
back to the community.
THE ONLY WAY IS UP
Participants of all ages, races
and walks of life took to the
stairs in support of the campaign.
They included preschoolers from
PAP Community Foundation
(MacPherson), members from the
Community Outreach Program for
the Elderly, 3M staff and almost
a third of the ITE College East
cohort. There was even Team
Strong Silvers, a group of
bodybuilding seniors aged
between 55 and 68!
Also lending their support
and feet to this cause were
Guest-of-Honour and Deputy
Speaker of Parliament Mr Seah
Kian Peng; Minister of State,
Ministry of National Development
& Ministry of Defence and Mayor
of South East District Dr Maliki
Osman; and Managing Director
of 3M Singapore Mr Arthur Fong.

stronger community, said

A NUMBER FOR HOPE
Project 4650 represents a glimmer of
hope for families in need of housing help.
W
HEN THE HOUSING
Development Board (HDB)
was set up in 1960, one of its
earliest programmes was the
Home Ownership for the People
Scheme. It was a goal that has
been met successfully, with
90 per cent of Singaporean
households living in self-owned
homes, a figure that is one of the
highest in the world. However,
there are some Singaporeans
who have not been so fortunate
in this regard, and they are the
ones for whom Project 4650 has
been designed for.

Housing (IRH) scheme

Families that remain in the
Interim Rental Housing scheme
tend to enter a vicious cycle
where they have no motivation
to improve their livelihood, said
Dr Maliki at the Project 4650
Symposium held on 19 April at
the Lifelong Learning Institute at
Paya Lebar. Families are unable
to own their homes without
a regular income, yet
those with no motivation
do not take steps to
upgrade their skills and
look for better jobs.
This is a reinforcing
loop that keeps them
in this state.
The symposium
was a chance for the
many stakeholders
involved in the project, such
as the South East Community
Development Council (CDC),
Siglap Constituency Office (CO),
HDB, the Ministry of Social and
Family Development and the
Social Service Agency (SSA),
to share how they are coming
together to help such families.
BREAKING THE CYCLE
The key to addressing this
problem, in the view of several
of the stakeholders, is to prevent
an over-reliance on welfare.

on their visits to the Project 4650
families and get to know them
personally, check on their progress
and lend a listening ear.

Although
most families
living in the IRH are
generally keen to work on their
issues, there is a small pool
who become rather complacent
upon receiving tangible help as
they see it as their rights, said
Dr Sudha Nair, Executive Director
of PAVE, the SSA that coordinates
the Project 4650 efforts. What is
essential is for all the respective
organisations to work from a
collaborative practice so that
we all sing the same tune and
wean these families off this
dependent mentality.
Currently, 313 families in
the programme can receive
help with tuition as well as other
childrens programmes from
Mendaki, Singapore Childrens
Society and Siglap GROs, as well
as employment help from the
South East Career Center and
financial assistance from the
Social Service Offices.
Dr Maliki also stressed that the
project is a cross-collaborative
effort as it involves the provision
of financial aid, housing subsidies
and family counselling as well
as skills improvement. A single
agency might not be able to
solve all the problems, but when
the agencies come together, it is
easier to help the residents put
their lives on track.

When Sally (not her real name)
first moved to Blk 46,
she was in dire straits.
Her twin babies were
only a few months old
at the time, and her
then-boyfriend had just
made off with most of her
valuables. She had no job,
almost no money and her children,
who were born prematurely,
needed medical help.
SHAPING UP
Fast forward a year, and Sally
is in the process of turning her
life around, and its all thanks
to Project 4650. When I
approached Dr Maliki, he referred
me to Dr Nair at PAVE. It was with
Dr Nairs help that Ive slowly
put my life in order, Sally said.
Through the efforts of PAVE,
Sally, 38, was able to put her
babies into infant care at a
heavily-subsidised rate. This has
enabled her to get a part-time
job and take up training courses.
Dr Maliki and PAVE arent just
about giving out money they
want to improve our lives and
motivate us to do better, said
Sally, a diploma holder.
A BRIGHTER FUTURE
The divorcee, who has two other
children with her ex-husband,
credits the project with keeping
her head above water. Im now
looking forward to getting a full-
time job and working towards
getting my own place. Without
Project 4650, I dont think there
was any chance that Id have been

Do you agree?
Justin: I think it only appears
like we dont have an
outstanding identity because
Singapore has a mix of so
many heritages and cultures,
all brought into one. Yet it is
this blend that has made us
special in the first place.
Noelene: We have the rojak
heritage like this dish in front
of us! (laughs) Seriously
though, sure, many European
countries have their distinct
culture and rich history, but
Singapore by comparison is
still quite a young country.
But its getting ever more
rojak (mixed)! Just in my
estate alone there are
many residents of varied
nationalities besides Chinese,
Malay, Indian and Eurasian.
Justin: Were where the
world meets!

Jannah: The food! Our local
dishes like sup tulang (bone
soup) for example, are hard to
find abroad. They are so
unique and hard to replicate.
We Singaporeans love our
food! I think its the number
one marker of identity on
most of our minds.

I could be on a holiday in
Thailand for example, and
be able to single out a fellow
Singaporean just by hearing
Singlish being spoken. Its

What do you miss most
about Singapore when you
are overseas?
Noelene: Again, the food! I
lived abroad for more than
15 years for work. And
when my other Singaporean
friends and I met up, we
would always talk about
the food back home. Even
the festivals organised and
catered to Singaporeans
living abroad revolved
around our local delights.
Jinesh: Its true. The first thing
I do whenever I get home
from a trip is to unpack
and then go get a bowl
of mee pok or any of our
local dishes.

In your travels, have
you ever encountered
people who dont know
anything about Singapore?
What is the first thing you
tell them about our country?
Jannah: That its hot!
Jinesh: (laughs) Yes, very hot
and humid!
Noelene: Many years ago,
yes, there were people who
would not know anything
about Singapore, but not
lately. Ive had people asking
me which part of China is
Singapore located, and after
having to explain so many
times, I just said, South!
Jinesh: I think its still lodged
in some peoples minds that
Singapore is part of China.
When I clarify that were not,
they get curious but not in
an offensive way.

Noelene: Maybe Im biased
because I grew up here I
lived in a kampung near the
current Bedok Camp which
used to be by the beach
but I feel theres more
culture to be experienced
here than in other parts
of Singapore. The South East
has a retro appeal. The
many old shophouses here
for example are reminiscent
of what SIngapore looked
like when I was a child.
Justin: Just go to any of
the hawker centres here!
Youll get a taste of that
chapalang (random) mix of
people and good food that
weve been talking about.
Youll get the best sampling
of our unique local dishes
here in the South East
East Coast for chilli crab
and Katong for laksa as well

like 3G Sports Days and movie nights
to foster closer bonds within the
community. It sounds tiring, but Im
not alone in this, says the Bedok North
Street 2 resident, citing his fellow
committee members. Whether its
contacting vendors or keeping track of
the logistics, everyone plays their part.
IN THE BEGINNING
Wilsons involvement with the
community began when he enrolled in
Tampines Junior College in 2004 and
was disappointed to find that it didnt
have an AV (Audio Visual) Club. That
was my CCA (Co-Curricular Activity)
when I was in Bedok South Secondary
School, which was where I learned to
use video and sound equipment, he
explains. I wanted to put my technical
knowledge to use and visited Fengshan
CC which is only a few minutes walk
from my flat to see if there were
opportunities to do so there.
One such activity was the monthly
three-hour karaoke night, which
Wilson regularly volunteered for.
It was fun fiddling around with the
equipment and I made friends with
many of the middle-aged participants,
as well as the organisers, who were
grassroots leaders.
Wilson enjoyed his time at Fengshan
CC so much that he worked there
part-time after his GCE A levels in
2005. One aspect of the job that really
affected him was when he processed
applications for financial assistance.
Reaching out to these residents who
were facing difficulties was very moving,"
says Wilson, who got married in
September 2013. It made me grateful

for everything I had, and
for my parents who worked
hard to make my life a
comfortable one.
A PASSION FOR
CONNECTING PEOPLE
This experience of working at the
CC stuck with Wilson, so much so that
he volunteered to be a grassroots
leader in 2007. Under the guidance
of his more experienced peers, hes
learned to better manage people,
coordinate events and delegate tasks.
However, he feels that the most
important lessons have been to be
patient and a good listener.
You wont be able to please
everyone all the time, he says. But
the key is to stay composed and hear
people out. Address their concerns
where possible and use what theyve
told you to improve the next event.
The YEC organises as many as
four events a month one every
weekend and these vary in themes.
For example, on 17 May 2014 a sports
day was held at Bedok Stadium with
families competing in events like
relay races.
One of the most memorable
events was a Christmas-themed
party in December last year. I was

bear! Wilson says. I felt like a
celebrity because so many people
wanted to have their picture taken
with me. But this is exactly why
organising these events will never
be monotonous theres always
something new and different to

faces of participants is what keeps
me going.

many children are deprived of
the warmth of family love that
is so vital for their growth and
development. Luckily, hope is
available through the Ministry of
Social and Family Development
(MSF)s Fostering Service.
ABOUT THE SCHEME
Since 1956, MSFs Fostering
Service has administered the
Fostering Scheme for children
below the age of 21 who are not

a child are legally transferred
from the biological parents to the
adoptive parents.
The fostering process begins
with interested applicants filling
out a form on which they can
indicate the age and gender of
children whom they feel they
can best care for. MSF will then
assess the applicants to make
sure that they are suitable
candidates, with medical
screenings and home visits
among the required steps.

approved, prospective foster

child with special needs

enrichment classes such as
swimming and ballet lessons.
Training is conducted on a
regular basis as a refresher
course for foster parents or
to help them fulfil the childs
developmental needs. Each
family is assigned a Foster Case
Officer who maintains close
contact with them and carries out
monthly home visits to see how
both the foster parents and the
child are doing. There is also a
Fostering Emergency Hotline open
24/7 that foster parents can call
after office hours to reach their
Case Officer if they need to.
To date, more than 5,000
children have benefited from the
Fostering Service, and there are
currently 309 foster children and
245 parents registered under
the scheme.

Binte Sabtu, 54, signing up for the

words, one of the best decisions
I have ever made. With three
adult children of her own and eight
grandchildren, the Bedok resident
is also foster mother to three
children aged seven, 11 and 13, all
of whom have lived with her since
they were babies and are under her
permanent care.
I joined the Fostering Scheme
more than 10 years ago, when my
youngest child now 28 was in
secondary school. At the time,
I was alone at home a lot and had
nothing to do. I heard about the
scheme from a friend and it sounded
very appealing, so after discussing
it with my mechanic husband and
children, I signed up, says Mdm
Halijah. Now I cannot imagine my
life without my foster children in it.
Having never known any
other parents, the foster children
affectionately address Mdm
Halijah as Mama and they are
just as important to her as her
own children. Oddly, though, they
follow my grandchildren and call
my husband Datuk [Grandfather
in Malay], she says with a laugh.
They are so close in age to my
grandchildren that they act like
siblings. They do practically
everything together!
In Mdm Halijahs experience,
raising foster children has brought
untold joy to her own life and that
of her familys. Because of that, she
urges all those who are thinking
about joining the Fostering Scheme
to Go for it, 100 per cent. It may be
difficult and challenging at times,
but the Case Officer is always there
to assist if you have any problems,
so youre never on your own.

be a time to step back and take
it easy but it wasnt the case
for Mr Paul Amuruthanathan.
Even after retiring in February
2011 at age 74 from his job as an
aerospace technician, the Circuit
Road resident felt that he was still
healthy enough to work.
Im still very active Ive
been practicing yoga since I was
13, and do it every day, he said.
I still want to contribute to the
household and will not be happy
being cooped up at home.
TAKING THE FIRST STEP
Mr Amuruthanathan applied for
several positions listed in the
classifieds but was not called
for any of them. Undaunted, he
sought the South East Career
Centre for help in November
2011, after reading about the job
assistance it provided. Handling
his case was Career Consultant
Mr Shawn Moi.
Mr Amuruthanathan stood
out from other mature job

Rather than retire, Mr Paul Amuruthanathan,
77, wanted to stay in the workforce and the
South East Career Centre helped him make it happen.

and explain that employers might
have reservations about hiring
someone his age.
Mr Moi coached Mr Amurutha-
nathan in highlighting his strengths
during interviews. Mr Moi would
also follow up withMr Amurutha-
nathan and update him on job fairs.
Mr Amuruthanathan declined financial
aid as he still had his savings as well
as an allowance from his daughters
aged 45, 42 and 39 who had moved
out of his three-room flat.
THE WAIT IS OVER
In November 2013, Mr Amurutha-
nathan was offered a position as a
landscape technician. He now tends
the gardens at the Malay Heritage
Centre at Sultan Gate. I love being
close to nature and building up a
sweat under the sun its good
for the mind and body," he said.
"Im very thankful to Mr Moi and
the South East Career Centre
for making the effort to find
me employment.

ncik Paul Amurutanathan, 74 tahun,

sebagai Juruteknik Kapalterbang pada tahun
2011. Walaudemikian, beliau berpendapat
bahawa dia masih sihat lagi untuk bekerja.
Dengan hati yang cekal, Encik
Amurutanathan melangsungkan
permohonan pekerjaan yang setiaada di
suratkhabar. Tetapi usahanya tidak berhasil
kerana beliau tidak terima panggilan untuk
ditemuduga. Beliau tidak berputus asa
dan mengambil keputusan untuk meminta
bantuan pekerjaan dari Pusat Kerjaya South
East pada November 2011. Dari situ, Encik
Amurutanathan telah mendapat bantuan
dan bimbingan dari Konsultan Kerjaya Encik
Shawn Moi.
Encik Moi berpendapat bahawa Encik
Amurutanathan menunjukkan sikap positif
semasa mencari pekerjaan. Lebih dari itu,
beliau tidak merasakan yang usia adalah
halangan untuk mendapatkan pekerjaan.
Dengan bimbingan Encik Moi untuk
menangani temuduga dan memberikan
peluang untuk menghadiri sesi temuduga,
Encik Amurutanathan ditawarkan jawatan
sebagai juruteknik landskap pada November
2013. Dia sekarang ditugaskan untuk
menjaga taman di Pusat Warisan Melayu
di Sultan Gate. Saya sangat berterima
kasih kepada Encik Moi dan Pusat Kerjaya

While Linahs long-term plans
to give her family a better life
suffered a bump in the road, her
goal still remained within reach
thanks to help from the Social
Service Office @ Geylang Serai.
A WORK IN PROGRESS

INCE 2010, LINAHS
husband Yan, a trainee
sailor, had been earning an
allowance of $750 a month.
This amount was just enough to
support her and their three young
children, as well as cover the
rent of their two-room flat in
Eunos Crescent.
While this wasnt an ideal
situation, Linah and Yan were
looking at the bigger picture
the plan was for Yan to clock
18 months at sea, after which
he would be issued a Letter of
Eligibility (LOE) by the Maritime
and Port Authority of Singapore.
This would allow him to do a
Diploma in Nautical Studies with
which he could secure work as a
maritime officer a position he
claimed would have him earning
more than $2,000 a month.
GOOD AND BAD NEWS
But this plan ran into a hurdle
when Linah, then 32, found that
she was pregnant in April 2012.
Realising that Yans allowance
would no longer be sufficient,
the couple approached the
Social Service Office (SSO) @
Geylang Serai for help.
Ms Nuruljannah Harith from
SSO @ Geylang Serai handled
their case. This was a family
that had a plan to improve their
financial situation and did not
just want a handout, recalled
Ms Nuruljannah. It was a goal
that would ultimately see them
giving their children better lives.
They were highly motivated and
just needed some support while
going through this difficult time.
From May 2012, the SSO
provided the family with interim
financial assistance to help with
their household expenses and
rent. The housewife gave birth
to a healthy baby girl in October
2012, and in early 2014, Yan
finally clocked 18 months at sea.
STILL GOING STRONG
However, the 37 year-old has
not received his LOE yet and is
looking for a part-time job until
he can start on his diploma. And
while financial assistance is still
being rendered, Linah has not
taken it for granted. She currently
helps out at her mothers Malay
food stall five days a week to

Many times, we were jostled
around by the crowd and would
get separated. Once, my slippers
got stepped on and were torn but I
still made my way to the stands to
catch the action! The atmosphere
was exhilarating. The National Day
Parade (NDP) also used to be held
here. Who would have known Id
one day be invited by the NDP
Organising Committee to be one
of the official photographers for
the celebrations?
I was already in my 30s when I first
set foot in the SINGAPORE INDOOR
STADIUM. It was for a basketball
match, and I remember sitting at
the back of the gallery. The players
seemed very small from where I
was! Catching sporting events here
is always an enjoyable experience
mainly because the venue is air-
conditioned and provides a respite
from the hot weather.

DAKOTA CRESCENT
is one of the few
remaining old-school
playgrounds in Singapore
with its sand pit, mosaic
tiles and tyre swings. The
playground is no longer as
crowded as it used to be,
probably because many young
families have moved out.

didnt look this modern when I was a
teenager, but my neighbours and I often
played basketball at the outdoor court here.
It was convenient because we could walk
home afterwards. My previous block was
just across the CC, but it has since been
demolished to make way for new flats.
I didnt go to KONG HWA PRIMARY
SCHOOL but many of our former
neighbours sent their children here.
The school was so near our flat that we
could always hear the national anthem
being blasted during the flag- raising
ceremony every morning. It became
my familys alarm clock! And when the
school became extra noisy, wed know
it was recess time!

Celebrations are in order with National
Day and Hari Raya just around the corner.
What better way to mark the occasions than
with these signature local dishes?
CHILLI CRAB
Many local chefs will concede that it was Cher Yam Tian and her husband
Lim Choon Ngee who started the ball rolling on chilli crab. One day back in
the 1950s, Mdm Cher was making the couples favourite crab dish when her
husband decided to shake things up a little and added chilli sauce to the mix.
The couple began selling the dish from a pushcart in 1956. Business was
so good they opened Palm Beach Restaurant in 1962 on Upper East Coast
Road. They then opened Roland Restaurant, also in the South East District,
after Palm Beach was sold off in 1984. Roland Restaurants current Director
Justin Lim, 28, is the couples grandson. He shares the famous chilli crab
recipe without revealing the secret ingredient in the chilli sauce**.
INGREDIENTS
(Serves 4)
1 kg crab
100 g olive oil
20 g garlic, minced
900 ml chicken stock broth
200 g chilli sauce**
100 g tomato ketchup
1 tsp salt
3 tsp sugar
30 g vinegar
50 g chilli oil
10 g potato our
3 eggs, beaten
METHOD
1. Clean and chop the crab into pieces.
2. Heat up a wok. Add the olive oil and minced
garlic and cook until garlic is fragrant.
3. Pour in the chicken stock, chilli sauce and tomato
ketchup, followed by salt, sugar, vinegar and chilli
oil. Stir for a few minutes.
4. Add in the crab pieces, cover the wok and let the
crab cook for 15 minutes.
5. Mix the potato flour with water and pour it into
the wok.
6. Add in the eggs and cook for a few minutes.
7. Garnish and serve piping hot with a side of
mantou (Chinese steamed buns).

FEAST
BEEF RENDANG
A must-have during Hari Raya festivities, rendang can be made
with beef or replaced by chicken or mutton. The meat is usually
cooked in gravy for several hours until the liquid evaporates,
leaving it tender and redolent with the variety of spices used.
INGREDIENTS
(Serves 4)
2 stalks lemon grass, ends trimmed and
slightly bruised
5 cm knob galangal (a member of the ginger
family), peeled and slightly bruised
5 ka r lime leaves
1 turmeric leaf
500 g beef, cut into 4 cm lengths
2 tbsp rendang beef ready-made powder mix
300 ml water
200 ml coconut milk
3 tbsp roasted coconut (kerisik)
salt to taste
vegetable oil as needed
FOR THE GROUND PASTE:
10 dried chillies, soaked to soften, then cut
4 red chillies
2 onions, peeled
5 cloves garlic, peeled
5 cm knob ginger, peeled
1 tbsp coriander seeds, soaked for 10
minutes; drained before use
tsp fennel seeds, soaked for 10 minutes;
drained before use
tsp cumin seeds, soaked for 10 minutes;
drained before use
METHOD
1. Prepare ground paste. Combine
all ingredients in blender and
process into paste.
2. Heat some oil in heavy saucepan
over medium heat. Add ground
paste and stir-fry until light
browned and fragrant.
3. Add lemon grass, galangal, kaffir
lime leaves and turmeric leaf
one ingredient at a time. Bring
to boil.
4. Add rendang beef powder and
mix well. Add water a little at a
time, stirring well.
5. Add beef and cook over low heat
for about an hour
6. Add coconut milk a little at a
time and mix well. Season with
salt. Cook for another 45 minutes
to an hour or until meat is
tender. Leave gravy to boil until
reduced to desired thickness.
7. Add roasted coconut and stir
until well combined. Serve
while hot with rice or ketupat
(rice cakes).
