SECTION 1 SYSTEM DETAIL

Overview

The system specified is for the College Library. The controller and power supply (with battery
back-up) will be located in the storeroom as discussed and provide for controlled access to the
main Library door at times to suit the College. This access will by way of a magnetic stripe
reader located on the wall or doorjamb on the left hand side of the door. Internally on the inner
right hand side of the door will be located a request to exit button and an emergency break
glass unit. Cabling will be contained in white mini-Trunking where required.

It should be noted that the initial cost of the installation is more expensive for the first door. Any
subsequent doors (up to a maximum of 4) that are added to the system are considerably more
cost efficient owing to the reduced equipment requirement. The remaining doors if required,
require a single cable connection to your existing controller and a power supply and other door
accessories located near the new doors.

Existing power supplies are located in the vicinity but we would require a single unswitched
fused spur at the proposed controller and power supply location and the network point next to
the storeroom door should have another connection point added if possible, otherwise the
college would need to provided a network hub to enable the sharing of this network point.

Supplementary to our first proposal we will install an additional 4-door controller and power
supply in the servery area and connect this to 1no swipe card reader. This reader will give
either a green or red man indication depending on whether the person has had the validity set
in the database for their meal entitlement.

We will provide and install the client software onto the operations manager’s PC located in the
office near to the kitchen.

SECTION 3 PRICE SUMMARY

3.1 Pricing Detail

To supply and install the system equipment as described including all necessary system
cabling, test and commission:

TOTAL BASIC COST: £2,757.00

(Additional doors would cost approximately £1350.00 each excluding cabling between controller and door station)

3.2 Value Added Tax

All prices are subject to VAT

VALIDITY: 30 days from date of quotation


PAYMENT TERMS: 30 days
TERMS & CONDITIONS: All other Terms & Conditions are as BLE's normal
terms of Trading for installation (a copy of which
is available on request).

3.3 Warranty

The system shall be warranted against defects in materials or workmanship for a period of 12
months following the date of partial/final handover; or practical completion, whichever is earlier.

3.4 Memberships and Accreditations

BLE are BS EN IS0 9001:2000 registered, a member of the British Security Industry
Association and are NSI Gold approved company for the design, installation and maintenance
of Access Control, CCTV and Security systems.

We are also accredited to the Contractors Health and Safety Scheme (CHAS) and are a Safe

SECTION 4 MAINTENANCE SERVICES

Upon completion of the installation and handover the system will enter into its 12-month
warranty period, covering materials and labour for failure on installed equipment.

Failures and defects during this period should be reported through the BLE service desk,
whereby an engineer will be allocated to attend usually within twenty-four hours of the call
being placed.

The warranty period will cover all genuine faults, and failures on the equipment installed by
BLE, and all labour incurred carrying out the repairs. The warranty period does not cover
faults with equipment due to vandalism, act of god, or any other failure not due to fair wear and
tear.

Approximately one month before the warranty period is due to expire, BLE will write to the end
user offering the opportunity to enter into a service and maintenance agreement. The level of
cover depends on the requirement of the user, but is normally offered in three basic packages
of Gold, Silver, and Bronze. These packages are detailed as follows:

Gold Cover – Comprehensive

 5 day cover – Monday to Friday (8.30am to 5.00pm)


 2 Preventative maintenance visits including labour and consumables
 All replacement materials and labour caused by failure or breakdown.
 Response within 24 hours during normal working hours

Silver Cover – Standard

 5 day cover – Monday to Friday (8.30am to 5.00 pm)


 1 preventative maintenance visit including labour and consumables
 Report requiring chargeable works (where applicable)
 Response within 24hours during normal working hours
 Labour for fault call outs
 Parts, materials and/or repair are chargeable

Bronze – Retainer

 5 day cover - Monday to Friday (8.30am to 5.00pm)


 1 preventative maintenance visit including labour and consumables
 Response within 48 hours during normal working hours

The three packages cover a wide range of options, however we can tailor contracts to suit
each individual user. For example we can offer in addition to the above packages options such
as faster response times for areas of high security. These responses can be anything from a
4-hour response upwards depending on the individual requirement.

SECTION 5 METHOD STATEMENT

5.1 Organisation Procurement Planning

Upon placement of a contract, a project team will be formed and responsibilities attached.

Personnel nominated to the following roles: -

Project Leader
Site Project Engineer
Site Safety Officer/First Aider
Installation Team
Commissioning Team

(This is a generic example of our operational procedure)

• Within one week of formal contract acceptance, in-house design teams to commence
final system schematics, bracket and preliminary console layout. Submit the above to
in-house CAD department. Acquire engineering drawings from a specialist Architectural
Column manufacturer.
• Finalise cable routes in conjunction with the Client System and Electrical Contractors.
• Submission of final design packages to the client for approval.
• Monthly progress reports will be issued throughout contract period.
• On receipt of formal design approval from the client, internal sales order retailed and
stock order summaries completed and forwarded to purchasing department together
with planned dates and goods receipt.
• Orders placed with nominated sub contractors and start date for the relevant sub
contract trades established. Weekly progress meeting arranged with contractors to
ensure satisfactory progress. Video and data cables installed by contractor under the
supervision of site project engineer.
• On receipt from manufacturers, equipment prepared for pre-assembly after first passing
through inspection to check conformity.
• Cameras, lenses, housings, pan & tilt heads and telemetry receivers workshop prepared
as sub-assemblies and set-up in soak test area for a minimum period of 72 hours.
• Control and equipment temporarily wired for soak test purposes.
• The new control equipment would be assembled into control rack and wired.
Preliminary system checks would then take place to set limit stops etc. and ensure basic
system operators.
• All camera end installations would be complete.
• Commissioning team would then take over to fully align system, set levels at each
camera head and ensure operation to specification.

SECTION 6 HEALTH & SAFETY PLAN

Contract Information
This Safety Plan has been designed to ensure that all Bradley Lomas Electrolok employees,
whilst engaged in contract work on client premises comply with the Client's specific safety
requirements. To ensure that where practicable, all work is carried out safely and without risk.
All work must be carried out in accordance with the approved installation Method Statement for
the contract.

Bradley Lomas Electrolok will supply all relevant information required for the Health and Safety
construction file, where applicable under the CDM Regulations 2007.

Risk Assessments and Method Statements


A contract specific risk assessment and method statement will be undertaken on receipt of
order. Prior to the commencement of works the Health and Safety documentation will be
issued to the client for approval.

Existing Environment
The proposed works will take place whilst the building:

Is occupied by client staff


Is occupied by client staff and members of the public
Has been handed over to the main contractor

Bradley Lomas Electrolok will be responsible for:-

Ensuring the building is secure during the works


Ensuring the works are suitably cordoned off using bollards and tape
Ensuring the works are suitable cordoned off using warning signs and tape
Ensuring suitable warning boards are displayed at point of works
There are no provisions included of segregation of the works.
There are no high-risk activities involved with the proposed installation

The known risks involved with this project and proposed control measures are:-

External locations will be accessed via vehicle mounted access platform

When working on a building roof without edge protection a suitable harness will be worn
connected to a certified anchor point. It is the client's responsibility to provide such
anchor points or systems

SECTION 7 INSTALLATION DETAILS

7.1 Equipment & Cabling


Our proposal is based on the supply and installation of all equipment specified including
all necessary system cabling, testing and commissioning.

7.2 Cable Installation


Our proposal is based on installing cables with new cable containment provided by BLE
BLE. Please note our system cables can be run with other low voltage cables.

7.3 Supply of Power


It is assumed that a single common phase 220/240 Volt 50 Hz AC supply will be made
available as necessary, which can be isolated at each position.

Electrical Interference and Lightning Protection

No allowance has been made for ground loop induction equipment, or lightning surge
protection equipment. Should it prove necessary to utilise such equipment we will
advise you as soon as possible. The equipment is not included within our costs.

No allowance has been made for RCCD's or MBC's unless otherwise stated.

7.4 Telecommunication
It is assumed that others will do the provision or upgrading of the network points. We
require a network point near to each controller location.

7.5 Specialist Works


It is assumed that all necessary civil works will be the responsibility of others at no cost
to Bradley Lomas Electrolok Limited.

In addition to this:

No allowance has been made for diamond drilling, unless otherwise indicated.
No allowance has been made for re-sealing penetrated building structures
No allowance has been made for above or below ground surveys.
No allowance has been made for any specialist works.
No allowance has been made for the pedestrian gate.
No allowance has been made for the vehicle gate or the automation of these.

7.6 Continuity of Work

The costs illustrated within this proposal are based on assured continuity of work and
access. Should either be denied, then we reserve the right to amend our costs in line
with current day-work rates.

7.7 Site Restrictions


It is assumed that Bradley Lomas Electrolok Limited will be advised of any site
restrictions prior to work commencement.

This proposal is based on day work rates (Monday to Friday 8am - 5pm) and no
allowance has been made for out of hours working.

7.8 Wayleaves
BLE accepts no responsibility for obtaining wayleaves. Failure to do so by others prior
to commencement of site works will negate our programme of works and contractual
liability.

7.9 3rd Party Delays


BLE accepts no contractual liability for delays caused by British Telecom or any other
third party.

7.10 Hazardous Material


At the time of preparing this proposal, no hazardous materials, chemicals or substances
were identified. The costs stated in our quotation reflect the situation and scope of the
works specified at the time of our visit. If our understanding of the site conditions are
incorrect or the site conditions change, we request that the customer advises the
Company in writing so that we may reassess the situation. Where a change in site
conditions is identified either by our own personnel or the customer, this may result in
an increase in cost and/or refusal to undertake certain areas of the specified work.

Please note, if hazardous materials are identified by either party while work is being
carried out, the Company reserves the right to cease work immediately and to only
recommence upon receiving written confirmation that any hazardous materials have
been removed or made safe.

7.11 Information to be provided by others


You are asked to advise our installation engineers of the location of any concealed
water, gas, electricity, telephone or other services, wiring or pipes before work
commences. In the absence of any such advice, the Company cannot accept liability
for any damages to these services or for consequential damage.

The Client is asked to advise all Bradley Lomas Electrolok employees of any Health &
Safety requirements/hazards, including notification of any asbestos materials, the
handling of/working with/removal of, is excluded from our offer.

It is assumed that there are no hidden circumstances that may affect the installation
process, which could not have been ascertained during the site survey.

7.12 Lighting
All closed circuit television systems require a minimum level of lighting to operate
satisfactorily. Unless specified within this proposal, this specification does not allow for
any changes to existing light levels. Any additional lighting required will incur additional
costs.

7.13 Subcontractors
Where applicable, Bradley Lomas Electrolok reserve the right to employ subcontractors,
in accordance with the NACOSS Code of Practice (Management of Subcontracting).
This occurs where specialist skills from allied trades may be required or customers
nominate in writing contractors from the site concerned.

7.14 Drawings
Where drawings have been offered one copy will be provided in hard copy format
unless otherwise agreed in writing.

7.15 Manuals
Where manuals have been offered one copy will be provided in hard copy format.
Engineering (CAD) drawings can be supplied at additional cost.
