Ofc. was dispatched to 678 Pine Street in reference to a possible Burglary. Upon arrival Ofc. contacted the resident Roger Moore Jr. who stated
sometime between 7pm yesterday and 12:30am today, someone broke into his home. He stated he had already checked the home and found no one
inside. He also stated nothing was missing from the home. Ofc. observed the rear door frame to be broken around the door knob. The door knob was also
damaged upon entry.
Ofc. photographed the scene and dusted the area for latent prints. Ofc. located a possible print with sufficient ridge detail and recurve. However after
having successfully lifted the print it was determined that the print was unusable. The print was taken from the top of the outer portion on the door
knob.
Ofc. checked with the neighbors at 680 Pine Street and they stated they did not see or hear anything. Mr. Moore stated he did not know who the
insurance company on the house was nor did he have an estimate for the damaged property. Ofc. asked him if he knew who may have done this and he
stated possibly Trevon Harris who lives on Arch Street here in Chillicothe. He stated Mr. Harris is the only one he has had an issue with recently. Mr.
Harris has been barred from his property however Mr. Moore stated Harris told him "he would be back". Mr. Moore construed this as a threat that Mr.
Harris might attempt to break into his home at a later time. Ofc. will attempt to contact Trevon to interview him as a possible suspect. There are no
known witnesses to the incident.

While checking a building alarm on Douglas Ave, ofc could hear two males arguing coming from Steele St. Ofc was then dispatched to the area and
responded to 99 and 101 Steele St. At 99 Steele St, ofc contacted Bruce Sparks who had extremely loud music playing from his house that could be
heard from the street. Ofc had him turn down the music and ofc observed that he was very unsteady on his feet, had bloodshot glassy eyes, slurred
speech and a strong odor of an alcoholic beverage on or about his person. Ofc also observed he had blood on his head and on his right cheek. He stated
he fell. Ofc asked him if he was alone and he stated yes. For his safety and the safety of others he was arrested for Disorderly Conduct-Intox.
At 101 Steele St, ofc contacted Steven Vanhooser, who had a small fresh cut near his right eye that was bleeding. He stated he and Mr. Sparks got into a
fight but he stated they are friends and he did not want to pursue any criminal charges. He was transported to ARMC for further treatment by CFD
Medic 3.
Mr. Sparks was transported to the RCJ where he was issued MM Citation #5889 charging Disorderly Intox with a court date of 8/15/14 at 9am. He will
be held until sober or released to a responsible person.

Ofc. was dispatched to 236 St Clair Blvd ref the above report. Ofc. arrived and spoke with Cathy L Sparks who said that she had recently purchased a
blue 26" Electra Towney 21D from River's Bend. She said the bicyle was stored in her garage and sometime during the night someone had gone into the
garage and taken the bike. She said she did not know if they went in through the regular entry door which Ofc. found to be unlocked or if they went in
the overhead door. She said there was nothing disturbed in the garage and that her helmet which had been sitting on the bike was on the floor so it was
not taken. Cathy did not know the serial number for the bike. She advised she would try to obtain that information for Ofc. There was no damage to
the garage. Cathy is insured by State Farm.

Ofc was dispatched to the Glatfelter Security Shack in reference to a theft complaint. Ofc contacted Angela K Speakman who stated her vehicle was
entered and items were taken while she was working last night. Ms Speakman reported a Samsung Tablet ($200.00) and a DS-2 hand game ($200.00)
were both stolen from her vehicle, which is a 1999 red Mercury Mountaineer (Ohio Reg# FWH-3849 / insured by Western Reserve). Ms Speakman
reported no other items missing and stated there was no damage done to her vehicle. Ms Speakman stated she locked the vehicle prior to going inside to
work. Ms Speakman was unable to provide serial numbers for either stolen item at this time, but stated she might be able to provide these at a later time.
Glatfelter Security had video of this incident, showing it occurred at 0225am on the parking lot at 401 S Paint St. The video showed a younger white
male in dark clothing, but the detail of the video was not clear enough for any further detailed information regarding the suspects identification. Video
showed this subject opening the vehicle door, entering it, then walking away.

Marion F Moss came on station ref his vehicle was damaged last night at his home. He advised sometime during the night someone keyed the vehicle.
Ofc. observed the 1999 Jeep Cherokee Laredo, OH PC GER4428 (Newman's Ins) and noted there were multiple scratches consistent with being "keyed"
all the way around the vehicle. It also appeared someone had tried to pry off the right rear tail light assembly. Mraion said he did not see who did this
nor did he have any idea who might do such a thing but did hear the neighborhood dogs acting up around 4:00am. Most of the scratches on the car were
3-4 inches in length.

Ofc was dispatched to 183 Whaley Place reference to a Theft that occurred in the park annex. Ofc contacted Chris Mullins who stated he had driven
the green 2001 Dodge Ram 1500 FMX9886 to the annex to take a walk. He advised he left it around 8:30am and returned around 10:00am when he found
that the passenger window had been busted out. He advised that the Kenwood Stereo had been taken and he was missing his Visa credit card. Mr Mullins
stated he then drove home before calling Police. The vehicle is owned by Gloria Honline and insured by OMNI. Ofc could not locate any evidence and
there are no suspects. Ofc has nothing further.

HAS BEEN STEALING THOUSANDS OF DOLLARS FROM HIM AND THE COMPANY, CELL PHONE # IS 937-360-9897
Ofc. was dispatched to 27 N Paint St. ref. a theft. On arrival Ofc. contacted Jeff Brown. He advised that an agent, Mitchell Boggs has been stealing
money from Ross Co Bail Bonds. He said that he was contacted by an insurance company reference a bond that had skipped. Jeff said that as far as he
knew the bond had not been issued yet and he had no record of it. The bond was for $25000.00 for Octavious Peake in Scioto County Common Pleas
Court. Jeff said that he contacted Mitchell Boggs who had apparently written the bond. Mitchell is an agent that contracts work out of his Chillicothe
office. He said normally Mitchell would receive 50% of the fee received on bonds but because of a prior incident he said that Mitchell was supposed to
pay his company 80% of the premium which is equivalent to $2000.00. He said he contacted Mitchell about the bond and he said he would "look into
it". Jeff said that he told Mitchell this morning that he wanted all bonds that Mitchell has written and the unwritten bonds. Jeff said at that time
Mitchell offered to sign a tentative contract in efforts to make up for the funds that were not submitted to the office. He said that when this happened
before they had worked out an agreement for repayment and Mitchell was assuming this was going to be the case again. Jeff said when that incident
occurred he set up an account at Huntington Bank in Chillicothe for Mitchell to deposit bonds into. He said that once a bond was written, fees were to
be deposited within 24 hours during the work week and on Monday if bonds were written over the weekend. Jeff said that Mitchell brought in a partial
amount of the bonds he was assigned that had been executed. The total amount of bonds he wrote was $125,500.00 of which he was to collect
$12,550.00 and pay Ross Co Bail Bonds 80% or $10,040.00. Jeff said Mitchell brought in a contract he wanted him to sign and in the contract he
admitted to having collected premiums and not paying the company nor reporting the written bonds to Ross Co Bail Bonds or to Surety Companies (a
copy is attached). Mitchell gave Jeff all the bonds that he claimed to have written and a copy of the bonds are attached. Jeff said Mitchell still has 13
bonds (forms) that he was assigned but claims to have no knowledge. Jeff said the total value of those bonds is $125,000.00 and he has no way of
knowing if they have been written at this point. He said he might not have learned about this problem for a long time had Octavious Peake not skipped
bond . Ofc. asked Jeff how the bonds work and he said that a "bond" is a form that is assigned a number. He said the number assigned determines the
amount of bond that can be written on that form. Of the forms that are unaccounted for, six can be written for up to $5000.00; two for $15,000.00; two
for $25,000.00; two for $50,000.00; and one for $100,000.00. He said once the forms are written they are sent to the main office and reported to the
security companies. Investigation continues.

Ofc was dispatched to Menard's (1570 N Bridge St) in reference to a shoplifter being detained. Ofc contacted Mendy S Kellough (Loss Prevention)
who stated she stopped a male subject exiting the business with unpaid-for merchandise. Ms Kellough stated she observed this subject selecting multiple
items and placing them into his pants pockets. Once this subject passed all points of sale and began to exit the business, she stopped him and returned to
the security office. At the office, she found him to be in possession of two flashlights ($7.94 total) and one Socket Puck wrench ($4.00). Ms Kellough
then notified police. Ofc photographed these items and returned them to Ms Kellough. Ofc obtained a copy of the sales receipt, which was placed into
records for future reference.
Ofc identified this subject as Jerry R Allen II. Ofc first advised Mr Allen of his Miranda Rights, which he stated he understood. Ofc questioned Mr
Allen about this incident and he stated, "I put these items into my pockets and just forgot to pay for them". Ofc advised Mr Allen that he had exited the
business in possession of unpaid-for merchandise and this constituted theft. Ofc placed Mr Allen under arrest and transported him to the RCJ. At the
jail Mr Allen was booked for Theft (2913.02) and left in the custody of the jail staff pending his appearance in court on 8/6/2014. At the request of
Menard's, Mr Allen was barred from returning to their property and advised that returning there could result in his being cited or arrested, which he
stated he understood.

Ofc was contacted by Kevin L Moody at the LEC reference to a misuse of his credit card complaint. He advised on this date he had found that his
card number had been used 4 times for $165 that he did not authorize. Ofc was provided paper work showing that his card was used 7/28 for $25.48,
7/28 for $22, 7/29 for $38.52 and 7/31 for $79. Mr Moody stated after looking into it he was provided a receipt from Christy's Pizza showing the
subject that ordered its phone number. He advised that the number 656-2434 matched the number to Brandy L Cawood.
He advised at first he had known Ms Cawood through a friend of a friend that he had allowed in the beginning of July to use his credit card to pay
off her phone bill. He advised this was the only time she was authorized to use it and stated she must have wrote down his debit card number and was
now using it. He later said that he knew her better and that they had been "talking" some. Mr Moody denied trading favors with her and stated it was not
that type of relationship. Mr Moody stated he had attempted to contact her regarding this incident however she had not gotten back with him. He
advised he wished to pursue charges against her if possible. Ofc provided him with a written statement.
Ofc noted the card was used at Domino's, Papa John's and Christy's pizza. Ofc is attempting to locate Ms Cawood for questioning. Mr Moody had
canceled his card. One order was delivered to 575 Eastern Av.

Mary Strouth reported that her home was broken into sometime between 11:30 AM and 3:45 PM today. Strouth stated both her front and back
doors were locked. Strouth stated someone pushed the screen out of a window at the rear of her home. Strouth stated the individual stole a .22 Caliber
revolver from her bedroom and 3 boxes of costume jewelry as well. Strouth did not have a serial number for the gun and did not have any exact
descriptions of the pieces of jewelry. Strouth stated nothing else appeared to be missing.
Ofc was unable to recover any physical evidence from the scene. Strouth stated she will check the local pawn shops for her stolen items.
Ofc has no suspects or leads at this time. The stolen items were not insured.

Officer was dispatched to 154 Cadwell Street apartment 2B in reference a damaged vehicle. Upon arrival Officer contacted Alisha Reno who stated when
she left for work this morning her friend that picked her up noticed that the driver side to her father's car she has, appeared to have had acid thrown on it.
She advised her father, Marty Woodfork, has allowed her to use his 2000 Chry. 300, ohio license plate number FEY8402 for last couple of months and
she saw the damage but was unable to file a report until she came home from work.
Officer saw and photographed the damaged which did appear to have had some thing thrown on it that made the plastic bubble up and ate away at the
paint. All the damaged was on the driver side of the vehicle.
Alisha had mentioned while Officer was there that she is going through a divorce and that her husband has a checkered past however he lives about two
hours away.
Officer called Alisha's husband, Mike Reno. He advised he has not been to Chillicothe since he moved.
Alisha did not have insurance information available while taking this report. She was asked to call if she found her insurance information.

Ofc responded to the area of Camp Sherman Rd in reference to a possible intoxicated subject on the floodwall.
Upon arrival, Ofc located that subject, Stephen North, sitting on a park bench beside the bike path. Stephen had a strong odor of an intoxicating beverage
on or about his person, had glassy-blood shot eyes, extremely slurred speech, and was unsteady on his feet. Stephen initially denied consuming any
intoxicating beverages on this date, but later admitted to drinking alcohol earlier today. Stephen had his Schwinn bicycle parked next to the park bench
and informed Ofc he resided on Hanover Dr.
For the safety of Stephen, he was placed under arrest and transported to RCJ where he was issued MM citation# 6110 with Court Date: 08/15/14 at
9am. Throughout the transport to RCJ, Stephen asked several times what he was being charged with after this Ofc repeatedly informed him of the exact
charge. Stephen appeared indifferent to the situation and at one time asked Ofc what he was pulled over for.
Ofc located a red colored pocket knife in Stephen's back pack which was placed in the knife locker of the LEC. Stephen's gray colored Schwinn road bike
was placed in the Maintenance bay at the LEC for safekeeping until Stephen's release.
Nothing further.

Don Barton stated he witnessed Joshua Ison cut the security cable off of 3 wrenches and conceal them in his boot. Barton followed Ison and
stopped him as he left he store. Ison was led back to the LP office, where he removed the stolen wrenches from his boot and returned them to Barton.
Ofc contacted Ison and advised him of his Miranda Rights, which he stated he understood and waived. Ison admitted to stealing the wrenches and
stated he only did so because he had no money to purchase them. Ison apologized and stated that he was using the wrenches to repair cars to make
money.
Ison was placed under arrest and taken to the RCJ where he was booked on one count of petty theft and will remain in lieu of bond or his appearance
in court. Ison was barred from Walmart.

Officer was dispatched to Walmart in reference to a shop-lifter that took off running. Dispatch advised the white male ran toward Nourse and that a
white Jeep Cherokee was also involved.
Upon arrival Officer saw the white Jeep turning north on to Bridge Street and Officer Newsome was able to get them stopped.
Officer then contacted loss prevention, Don Barton from Walmart who advised the suspect, a white male wearing a orange shirt, dark shorts with facial
hair was last seen running toward Bridge Street through Nourse. Officer(s) patrolled the area and was unable to locate the suspect.
Officer Newsome advised the suspect is possibly Carl Evans and provided an Ohio License number and that he was also in contact with Tiffany Reese;
the person in Jeep.
Officer then contacted Barton again and he advised the white male suspect, showing Officer a picture advised was at the cash register and asked an
associate if he could take to television outside to show his wife. The picture Barton showed Officer match that of Carl Evan's driver license photograph.
He advised Evans then walked outside leaving the television and walked past the white Jeep saying something to the driver. Barton advised Evans
returned to the store and the white jeep drove around the parking lot and stopped in front of the general merchandise doors. Evans again was trying to
talk the associate to allow him to show the television to his wife and then Evans tried cart the TV out the door, passing all point of sales at which time
Barton stopped him. Barton advised Evans said he was not stopping and ran out the door. Barton advised the Jeep also drove off.
Officer photographed the 40 inch Sony television flatscreen valued at $448 and released it back to Walmart. Officer will request a warrant for Carl Evans
arrest for theft. Also, Tiffany Reese whom Officer Newsome had contacted was barred from the business.

Officer was dispatched to Poland Park in reference to a person possibly passed out on a park bench. Upon arrival Officer saw a white male sitting
upright. Officer approached that person whom was asleep and had an order alcohol coming from his person. Officer woke that person up whom was
identified as Randy Pollond. He had slurred speech and was unable to finish sentences. Officer was found out he was attempting to walk home which
was on the east side of town about one mile away and do to his intoxicated state he was arrested for disorderly conduct intoxication for his safety. Randy
was taken to the Ross County Jail and given to their custody. He was issued a mm citation for disorderly conduct intoxication with a court date of
August 15, 2014 at 9am.

CAD Dispatcher comments :08/05/2014 23:34:04 - subject making threats
Ofc. was dispatched to 634 Orange Street in reference to threats. Upon arrival, ofc. contacted Mika Hardesty and Patrick Hardesty. Both stated a red
two door hatchback (possibly a Hyundai Accent) pulled up. Sammi Welch (smaller blond female) and a black male (about 5'9", 230 pounds) got out of
the vehicle asking where "Jeremiah" was. When Mika and Patrick told the black male that Jeremiah was not there and they did not know how to reach
him, the black male became irate and said he was going to "spray the house" and went to the trunk of the car for a minute. Both then got back into the car
and left the area.
Mika and Patrick stated nothing was needed at this time. Ofc. advised them to call this department if the vehicle is seen in the area again.
Nothing further.
