In this connection please refer to clause 3 of Office Order No. HO/A/!/"#/!$$!%$3 dated & th 'anuary( !$$3, which clearly states that admissibility of air )ourney stands withdrawn for all Officers. As such, all Officers are re*uested to resort to air travel only when no alternative is possible. +urther, low fare schemes are now available with most of the Airlines and whenever air travel has to be resorted to these low fare schemes should be ta,en advantage of. 7. After !=ing up his residence there, he comes ack to his old station of posting to shift his family and personal e1ects to the ne" place. Gith a vie" to mitigate the difculties and to make good the !nancial loss eing su1ered y the employees in such cases it has een decided to e=tend the facility of to and fro single fare to the employees from the ne" station to old place of posting, y the entitled class of travel. &his facility "ill e in addition to the normal transfer ene!ts admissile to an employee and "ill have to availed 5 "ithin si= months of the date of issue of transfer orders. &his order shall e e1ective for transfers ordered on or after :+.+5.(64.. $'ef. 3.3. Co"ever, instances have come to notice "here ofcers have travelled y air "ithout otaining prior approval,telephonic approval of the Competent Authority, "hich has een vie"ed seriously y the Competent Authority. Normally daily allo"ance is supposed to meet the e=penditure incurred y touring ofcers on local 0ourneys. Co"ever, in order to avoid hardship to ofcers, it has een decided that hereafter, the e=penditure on local 0ourneys undertaken at the station of tour y an ofcer, "ill e admissile in the follo"ing manner. $i% Conveyance charges for 0ourney et"een 'ail"ay 2tation, Airport to the place of stay, !rst point of usiness and vice versa. $ii% &he touring ofcers should plan their movement in such a manner that the distance covered is reduced to the minimum. $iii% &he ofcers should proceed from one point of usiness to a second point from "here they can proceed to a third one and so on, "ithout returning to the place of stay, on a particular day. $iv% &he 0ourney et"een $i% place of stay and the !rst point of usiness and $ii% the last point of usiness and place of stay on any day "ill not e paid for as daily allo"ance is supposed to take care of this part of the 0ourney. $v% A touring ofcer may undertake local 0ourneys in the interest of the Federation at the station of his tour accord-ing to his entitlement in the local conveyance rules of the Federation. 'ule 6 of &A 'ules provide undertaking of local trips y touring ofcers to places of usiness in the city of halt "hich means that once the touring ofcer leaves his place, he is e=pected to complete the ofcial usiness of the day and return to the place of his stay, and not that he should leave the hotel or the place of stay to one place of usiness and return, and then go to another place and return, and so on. :. It is herey ordered that only one trip from the place of stay to the place of usiness and ack during one day, "ill hereafter e allo"ed to the touring ofcers at the halting station. &his order comes into force "ith immediate e1ect. $'ef. It has een oserved that in a numer of cases, the &A ills sumitted y the employees sho"ed that reimursement of large amounts had een claimed on account of local conveyance for 0ourneys undertaken at procurement centres etc. y ta=i, scooter etc. y "hich they "ere not entitled to travel. In particular, it "as noticed that several ofcial had visited docks, godo"ns and other places engaging ta=is though the places of visit are connected "ith local trains. :. In future, "hen an employee is deputed to attend to any urgent important "ork "here he is to claim y a mode of conveyance "hich he is not entitled, the &A claim relating to local conveyance of each day should e veri!ed y the supervisory ofcer concerned on the follo"ing day. For this purpose a record should e kept y each supervisory ofcer of the local 0ourneys made y the employee and also the mode of transport allo"ed to e used. In the asence of such veri!cation certi!cates, the local conveyance ills "ill not e entertained. ). Further, under rule * of the &A rules, actual fare y ta=i or scooter, as entitled under the rules is admissile for road 0ourneys performed from residence to airport,station and ack, oth at the head<uarters and at the place of visit. It has een reported that auto-ricksha" are not availale at certain cities like Mumai, Holkata etc. and, therefore, ofcers and sta1 of the Federation are visiting such places on tour,transfer y ta=i from airport,rail"ay station to residence and ack. In such cases "here the employees are not entitled to travel y ta=i, e=-post facto approval of the Managing 7irector is eing otained at the time of settlement of &A ills.
