For the purpose of these rules, the
ofcers and employees of National
Agricultural Cooperative Marketing
Federation of India Ltd. shall e classi!ed

more practicale routes.

mileage allo"ance at the rate
mentioned under 'ule *.

In recent months, I have found a lot of Officers are
moving by Air without prior permission. In this connection
please refer to clause 3 of Office Order No.
HO/A/!/"#/!$$!%$3 dated &

'anuary( !$$3, which clearly
states that admissibility of air )ourney stands withdrawn for
all Officers. As such, all Officers are re*uested to resort to
air travel only when no alternative is possible. +urther, low
fare schemes are now available with most of the Airlines
and whenever air travel has to be resorted to these low fare
schemes should be ta,en advantage of.
7. Daily Allowance and Lodging Facilities
-a. aily allowance is an allowance granted to
an employee on tour for halt away from
Head*uarters with a view to enable him to
cover the ordi%nary charges which he is
re*uired to incur on such tour.

Federation, in lieu of disturance

terms and conditions regarding grant of &A
on transfer of the Federation?s employees
shall e the same as are applicale to the
employees of the Central 9overnment

admissile on transfer.
It is, therefore, clari!ed that in terms of
rule (+ of &A 'ules, the ma=imum
entitlements of employees of di1erent
grades for transportation of personal
e1ects y goods train, on transfer from old
to ne" head<uarters in the Federation
shall e the same as indicated in 2.'. ((.

In accordance "ith the e=isting rules,
transfer &A is admissile to the employees
and his,her family only for the 0ourney
performed from the old Cead<uarters to
the ne" Cead<uarters. It has een
oserved that an employee on transfer
initially goes to the ne" place of posting
alone. After !=ing up his residence there,
he comes ack to his old station of posting
to shift his family and personal e1ects to
the ne" place. Gith a vie" to mitigate the
difculties and to make good the !nancial
loss eing su1ered y the employees in
such cases it has een decided to e=tend
the facility of to and fro single fare to the
employees from the ne" station to old
place of posting, y the entitled class of
travel. &his facility "ill e in addition to
the normal transfer ene!ts admissile to
an employee and "ill have to availed

"ithin si= months of the date of issue of
transfer orders.

'ules (+ of the travelling allo"ance
rules of NAF87 provide that the terms and
conditions regarding payment of &A on
transfer to the employees of the
Federation shall e the same as applicale
to the employees of the Central

Allo"ance.
In terms of the 'ule (+ of the &A 'ules of
the Federation, the 8=ecutive Committee

granted at Lat rates and is in the nature of
lump sum transfer grant. &he grant of this
allo"ance is not related to the <uantity of
personal e1ects transported.

In accordance "ith the practice
eing follo"ed in the Federation, transfer
ene!ts are not admissile to the
employees in cases of re<uest transfers.
Co"ever, in such cases, representations
have often een received, re<uesting for
grant of transfer ene!ts, as admissile in
the case of normal transfers. Heeping in
vie" the !nancial difculties eing faced
y the employees o"ing to inadmissiility
of transfer ene!ts on re<uest transfers,
the matter has een e=amined and it has
een decided that employees "hose
re<uest transfers are acceded to after

and return to the place of his stay, and not
that he should leave the hotel or the place
of stay to one place of usiness and
return, and then go to another place and
return, and so on.

:. In future, "hen an employee is
deputed to attend to any urgent important
"ork "here he is to claim y a mode of
conveyance "hich he is not entitled, the
&A claim relating to local conveyance of
each day should e veri!ed y the
supervisory ofcer concerned on the
follo"ing day. For this purpose a record
should e kept y each supervisory ofcer
of the local 0ourneys made y the
employee and also the mode of transport
allo"ed to e used. In the asence of such
veri!cation certi!cates, the local
conveyance ills "ill not e entertained.
). Further, under rule * of the &A rules,
actual fare y ta=i or scooter, as entitled
under the rules is admissile for road
0ourneys performed from residence to
airport,station and ack, oth at the
head<uarters and at the place of visit. It
has een reported that auto-ricksha" are
not availale at certain cities like Mumai,
Holkata etc. and, therefore, ofcers and
sta1 of the Federation are visiting such
places on tour,transfer y ta=i from
airport,rail"ay station to residence and
ack. In such cases "here the employees
are not entitled to travel y ta=i, e=-post
facto approval of the Managing 7irector is
eing otained at the time of settlement
of &A ills. For this purpose, it has een
decided that in future at all places "here
auto-ricksha"s are not availale,
employees "ho are not entitled to travel
y ta=i may e allo"ed reimursement of

prescried for ordinary localities.

According to 'ule 6 of &ravelling
Allo"ance and 7aily Allo"ance 'ules, the
terms and conditions regarding grant of &A
on transfer of the Federation?s employees
shall e the same as are applicale the
employees of the Central 9overnment.
Co"ever, it is oserved that the
employees of the Federation are eing
paid incidental allo"ance at the
prescried rates for 0ourneys undertaken
in connection "ith oth tour as "ell as
transfer. &his position is not in conformity
"ith the 9overnment 'ules. According to
2upplementary 'ule ((. $III% relating to
payment of transfer incidentals to the
employees of the 9overnment of India,
the 9overnment servant, in addition to the
fare for himself and memers of the
family, dra" one daily allo"ance for
himself and each memer of family for
every completed day occupied in the
0ourney from residence reckoned from
