PART 1 - GENERAL
1.1 General .1 Include in mechanical section, provision of labour, new materials, tools, transportation, services and facilities for a complete mechanical installation. The installation shall be left complete in all respects and ready for operation. Installation shall be installed to the complete satisfaction of the responsible Professional Engineer.
.2 Provide for the complete installation of high pressure washer system including: .1 Gas fired heater w/ side-by-side stand, remote control boxes (2), control panel, prewash system w/ proportioner, modulatnig gas valve w/ prosafe controls, track and roller system, high temperature/high pressure flexible hoses, trigger spray guns (2), water softener, chimney w/ power venter. .2 Provide 25mm compressed air supply to proportioner (prewash system); coordinate with equipment supplier for quick-connect coupling. Pressure regulator to be provided by Pressure Washer Supplier and install 1/4 turn isolation ball valve. .3 Route new 32mm gas supply (395 Mbh output based on 7" w.c. from existing gas main (serving new radiant heaters) to new pressure washer boiler. Coordinate gas pressure and boiler connection with equipment suppliers. .4 Provide for complete installation of new water softener to mezzainine; coordinate with high pressure washer supplier for exact equipment connection locations. Water softener provided by Waterite/Filter Soft. .5 Route new insulated (PVC jacket) 20mm domestic cold water from nearest tie-in location to new water softener unit, c/w 1/4 - turn isolation ball valve and back flow prevention. Direct water softener backwash discharge and brine tank overflow hose to existing funnel floor drain. .6 Route insulated (PVC jacket) 20mm diameter piping from water softener to pressure washer soap reservoir, c/w 1/4 - turn isolation ball valve. Each track sy stem to be complete with 3-8' flexible hose loops per 10' track section (total of 120' per side). .10 Provide for installation of high temperature/high pressure hose from boiler discharge to hose rack loops and each of two spray wands at ground level. Hose, spray wands, wall hooks, and all associated components as provided by Pressure Washer Supplier. .11 Contractor to allow cost for start-up, commissioning and operating training by Pressure Washer Supplier. .12 Coordinate with electrical and structural for wiring installation and track and roller system installation, respectively.
.3 Provide for the cmplete installation of grease transfer system including: .1 Grease transfer pump w/ filter/pressure gauge, down cover, spring rewind hose reel, 100' hose, grease nozzle, compressed air quick connect. .2 One manual air shut off ball valve, one manual fluid isolation ball valves, new 20mm compressed air supply to pneumatic pump. Tie in to nearest available existing compressed air supply. .3 Locate grease reel/pump at gridline 6E/B. .4 Install to manufactures recommendations.

.4 Provide for complete installation of new gas fired tube-type radiant heaters: .1 Two radiant heaters c/w glow coil, potted ignition, stainless steel housing, 900mm Type-2 double wall gas/propane flex connectors. .2 Sealed combustion kits for each unit; 100mm combustion air intakes to extend above roof with downward long sweep elbow and birdscreen. Bottom of intake opening to be 900mm above roof. Use existing roof penetrations where applicable. .3 Modify existing gas piping and provide regulator as required to accommodate intercon nection of new heaters. .4 Space temperature shall be controlled via space temperature sensor and existing Johnson controls DDC system; modify/extend existing DDC system, components, and programming necessary to provide a fully operational system. Provide a weather proof cover and sensor suitable for humid environments. An alarm status output signal shall be provided upon failure of radiant heaters. All control wiring to be run in water proof PVC conduit. .5 Provide 150mm chimney flue vent up through roof; ensure discharge maintains 3m clearance from intakes.
.5 Modify/extend existing 500mm supply duct to discharge towards main floor level at a 45-degree angle . Balance as indicated.
.6 Existing structural concrete grit interceptor to be enlarged from 750x750x1900mm to 150x750x1900mm. Modify existing under-slab drainage system to accommodate new pit sizes.
.7 Provide new water proof PVC jacket for all existing insulated domestic water piping; confirm on site exact size and pipe length.

Extend 38mm to adjacent vehicle storag e bays; provide 38mm drops down to future hose reels column mounted at grid lines 6E, 4E, 2 E, c/w 1/4 turn isolation ball valves. .2 Terminate piping so as to mount future hose reel 150mm A.F.F.
.10 Provide new insulated combustion air/ventilation air ducts from roof hoods into washbay area; extend/install to CAN/CGA-B149.1.
.11 All piping penetrations at fire wall between Washbay and Vehicle/Equipment storage area to be fire stopped.
.12 Remove existing ceiling fans and assocaited controls; coordinate with division 16 for electrical disconnection.
.13 Existing chimney openings in roof not scheduled for reuse shall be sealed water tight (above and below roof line) insulated and abandoned in place.
.14 Remove all existing hangers and piping abandoned during construction/renovation.

1.2 Scope of Work .1 Work described in this division shall be performed in accordance with Architectural Specification Section 01010 "Summary of Work - Phasing".
.2 The Contractor shall work under the direction of the ContractOrs in constructing the mechanical systems in the building structure as outlined on the plans and described in this specification.
.3 The Contractor shall be responsible for visiting the site. Examine site, existing building and local condition affecting work under this contract. The Contractor shall read all contract documents (drawings, specifications, addenda, etc.) including the documents of the other disciplines, as required to accurately determine the extent of the work required by his forces, his contractors and other disciplines. The Contractor is expected to have the expertise to coordinate his work with that of all other contractors to ensure a completely coordinated mechanical system. In case of conflicting requirements, contractors shall be governed by the most severe interpretation of the contract documents. No allowances will be made later for necessary changes, unless notification of interferences have been brought to the Contract administrator's attention, in writing, prior to closing of tenders.
.4 The Contractor shall ensure that where piping, ductwork, equipment is installed in the building that ceiling heights and required clearances are maintained. City of Winnipeg Mechanical General Section 15010 Provisions Tender No. 15-2003 Page 2
1.2 Scope of Work .5 The Contractor shall be responsible for any (Cont'd) cutting or patching required to accommodate the work of Contractor.
.6 Existing Mechanical Systems shall be extended to accomodate new requirements. Where connection to existing systems occurs site confirmation shall be necessary to ascertain existing piping condition prior to connection. If site confirmed that existing piping connection cannot be achieved due to poor condition of existing piping then refer to Mechanical Section 15010, Item 1.33.
1.3 Coordination .1 Coordinate work with work of other sections to avoid conflict.
.2 Locate distribution systems, equipment and materials to eliminate interferences, conserve headroom and leave maximum usable space.
.3 If interference should occur, Contract administrator must review relocation of equipment and materials regardless of installation order. No installation shall proceed without all trade coordination.
.4 Make any necessary minor changes or additions to runs of ducts or pipes, etc., to accommodate structural conditions without additional charge or expense to the City of winnipeg.
.5 Alter location of ducts or pipes at the direction of the Contract administrator without charge to the City of winnipeg, so long as the change is made before installation and does not necessitate additional materials.
1.4 Regulations .1 Conform with the requirements of the plans and specifications, the local authorities having jurisdiction, related codes, and the Manitoba Building Code. In the case of conflicting requirements, be governed by the most severe regulations.

1.4 Regulations .2 Furnish certificates that work installed (Cont'd) conforms to requirements of authorities having jurisdiction. All changes and alterations required by an authorized inspector of each authority having jurisdiction shall be carried out without charge or expense to the City of winnipeg.
.3 Provides necessary notices, obtain all permits and pay all fees, in order that work specified may be carried out. Charges and alterations required by Authorized Inspector of any out without charge or expense to City of winnipeg.
1.5 As-Built .1 Maintain project "as-built" record drawings Drawings daily and record accurately significant deviations from contract documents caused by job conditions and changes ordered by the Contract administrator. Mark "as-built" changes in black on reproducible bond of the contract documents. One original drawing copy shall be obtained from the Contract administrator.
.2 Identify each drawing as "Project Record Copy". At all times maintain drawings in good condition and make available for on-site inspection by Contract administrator.
.3 Submit two sets of record drawings on reproducible bond and in electronic format compatible with City of winnipeg's system to the Contract administrator at the completion of the project and prior to final observation and review.
.4 Ensure all change notices, addenda, site instructions, clarifications, etc. are incorporated and detailed on as-built drawings prior to submittal.
1.6 Standard of .1 Standard of Acceptance: Where an item is Acceptance specified by manufacturer and model number, it means that the item meets the specifications in all respects regarding performance, quality of material and workmanship and is acceptable City of Winnipeg Mechanical General Section 15010 Provisions Tender No. 15-2003 Page 4
1.6 Standard of .1 (Cont'd) Acceptance to the Contract administrator without (Cont'd) qualification. Manufacturers listed as "equal" means that the Contract administrator has deemed this manufacturer capable of producing material, fixture or equipment of comparable quality and that the specified item must match the specified model number for performance, approximate dimensions, quality of material and quality of workmanship. If,in the opinion of the Contract administrator, "equal" material submitted for review is not satisfactory, satisfactory material of the equal manufacturer or the specified manufacturer shall be used.
.2 "Alternate" means that the Contract administrator may deem the manufacturer capable of producing substitute material, fixture, or equipment which will fulfill project requirements but may differ in material, quality, performance, characteristics, methods of construction or mode of operation. "Alternate method" means that the Contract administrator may deem the contractor capable of providing a substitute which will fulfill project requirements but may differ in material/methods. If, in the opinion of the Contract administrator, the "Alternate method" is unsatisfactory, installation shall be provided in accordance with materials/methods specified and shown on drawings.
.3 Bidders must base their price on specified manufacturers or listed equals. Alternates, when allowed must be listed on a separate sheet with amount to be added or subtracted for each substitution.
.4 The use of an equal/alternate manufacturer shall in no way relieve Division 15 from the responsibility of furnishing all work that may be required by reason of different space, weight or electrical requirements from that of the specified manufacturer. If, in the opinion of the Contract administrator, such work is necessary and is not carried out in a manner which will ensure satisfactory operation and performance of the equipment, then the specified manufacturer shall be used. 1.6 Standard of .5 Request for review from manufacturers of Acceptance materials, fixtures and equipment who are not (Cont'd) listed as equal and wish to be accorded "equal" status, shall be made at least 15 days prior to close of tender. Such material, fixtures, and equipment shall meet the requirements for an equal as described in the Standard of Acceptance.
All information required by the Contract administrator to evaluate the proposal shall be furnished at the time of the request by proposed manufacturer.
Note: An "equal" request shall contain the following items: .1 performance data (including all horse powers, RPM's, electrical characteristics, etc. -as applicable) .2 shop drawings of the equipment (including all pertinent dimensions, weights, etc. -as applicable) .3 parts lists - where applicable
*failure to include required data may delay/negate review of product.
.6 Review of "alternates" and "alternate methods" shall be made after tenders are opened. Submit all information required by the Contract administrator to evaluate the proposal immediately after the tenders are opened.
.7 A list of mechanical equipment manufacturers to be used on this project shall be submitted to the Contract administrator within thirty (30) days after award of the Contract. This list shall consist of the itemized list submitted at the time of tender amended to include all accepted alternates.
.8 Specified, acceptable and alternate manufacturers shall provide local service representation.
.9 Mechanical systems have been designed with the equipment of the specified Manufacturer. The onus shall be on the Contractor in conjunction with the equal or alternate supplier(s) to ensure that their equipment City of Winnipeg Mechanical General Section 15010 Provisions Tender No. 15-2003 Page 6
1.6 Standard of .9 (Cont'd) Acceptance will meet the required performance (Cont'd) characteristics, electrical characteristics, as well as fit properly into allotted space including allowing for the required access and service spaces. Any additional costs incurred as a result of modifications to the system or room layout, or modifications required by other trades shall be borne by the Contractor.
1.7 Shop Drawings .1 A minimum of seven (7) sets of drawings or sepia, and manufacturers data sheets for all equipment and materials necessary to complete the work of Division 15 shall be submitted to the Contract administrator for his review. This submittal shall include all specified/equal/alternate products proposed for use on the project.
.2 Review of shop drawings is for the sole purpose of ascertaining conformance with general design concept of a piece of equipment. This review shall not mean approval of the detail design inherent in the shop drawings, responsibility for which shall remain with the contractor submitting same, and such review shall not relieve the contractor of his responsibility for errors or omissions in the shop drawings or his responsibility for meeting all requirements of the contract documents. The contractor is responsible for dimensions to be confirmed and correlated at the job site, for information that pertains solely to fabrication processes or to techniques of construction and installation and for coordination of the work of all contractors.
.3 Each drawing shall bear Div. 15 stamp with Firm's name, date of review and shall be initialed by responsible officer of Div. 15. Include name of project, equipment supplier and clause number equipment is specified under. Shop drawings being submitted to Contract administrator for review shall bear in addition to Div. 15 review stamp, the reviewed stamp of any associated contractors which is providing

1.8 Temporary Use of .1 Permanent systems and/or equipment not to be Equipment used during construction period, without Contract administrator's written permission.
.2 Heating systems may be used for temporary heating within limitations specified under clause "Temporary Heating". Refer also to "General Conditions".
.3 Equipment used during construction period to be thoroughly cleaned and overhauled. Replace worn or damaged parts so equipment is in perfect condition, to entire satisfaction of Contract administrator and City of winnipeg.
.4 Provide proper care, attention and maintenance for equipment while it is being used. If, in opinion of Contract administrator, sufficient care and maintenance is not being given to equipment and systems, Contract administrator reserves right to forbid further use of said equipment and systems.
.5 Temporary use of equipment shall in no way relieve Contractor of providing twelve month guarantee on all equipment so used. This guarantee period to commence as of date of final acceptance of building by City of winnipeg as interpreted by Contract administrator.
1.9 Electric .1 Electrical equipment shall bear CSA label. Motors and Controls Obtain special inspection labels required by Provincial Authority having jurisdiction for equipment that does not have a CSA label and/or a ULC label.
.2 Conform to requirements of Canadian Electrical Code, local Municipal and Provincial Authorities and specified standards.

1.9 Electric .3 Division 16 provide all power wiring, Motors and Controls connections and other electrical items (Cont'd) required for operation of mechanical systems except for factory installed wiring and equipment on package units provided by Division 15 and as specified under Section 15900.
.4 Division 16 provides and installs motor starters for electric motors except where equipment is furnished with integral starters.
.5 It shall be the responsibility of Division 15 to supply motors with proper voltage characteristics to suit electrical distribution systems and suitable construction such as explosion-proof, dust-proof, part wind starting, etc., as required to suit operating conditions. Division 15 is responsible of complete working installation and must coordinate all electrical and control work.
1.10 Building .1 Refer to Section 15900 for general Control System description.
1.11 Cutting and .1 The Contractor shall provide the General Patching Contractor with the exact location of proposed pipe trenches, roof and wall openings to accommodate both ducts and pipes in order to minimize the cutting and patching required. Cutting and patching of beams, wall, floor slabs and masonry work, including repairs, necessitated by the work of Division 15 will be by the ContractOrs.
.2 Drilling for expansion shields (where permitted) hanger rods, brackets and sleeves shall be the responsibility of Division 15, as well as all costs for drilling, burning and reinforcing steel beams.

1.12 Sleeves, .1 Unless otherwise noted, provide pipe sleeves Escutcheons and at all points where pipes pass through walls, Plates floors, partitions and masonry or concrete walls and floors.
.2 Escutcheons and plates: provide on pipes passing through finished walls, partitions, floors and ceilings.
1.13 Hangers and .1 Suitable hangers, supports, sway braces etc., Supports and proper installation methods, shall be provided for suspension or support of piping, ductwork or equipment. (All joist hangers supports to be hung from top chord).
.2 Standard of Acceptance for all hanger components shall be Grinnell or equal as determined by the Contract administrator.
1.14 Piping .1 Piping shall be installed straight, parallel Requirements and and close to walls and ceilings as possible, Installation with specified pitch in conformance to all applicable codes.
.2 Refer to Section 15400 for further requirements.
.3 Drainage: Run piping to main sewers as indicated with uniform grade, in accordance with plumbing code. Trap and vent fixtures as required.
1.15 Ductwork .1 Install equipment and ductwork straight, Requirements and parallel and close to walls and ceiling, with Installation specified pitch in conformance to SMACNA and ASHRAE standards and in conformance to all applicable codes.
.2 Refer to Section 15800 for further requirements.

1.16 Equipment .1 Follow approved manufacturer's Requirements and recommendations regarding safety provisions, Installation installation methods and easy access for inspection, maintenance and repairs.
1.17 Piping .1 Identify fluids in piping with markers Identification showing name, pipe size and service, including temperature and pressure where relevant, and with arrows to indicate flow direction.
.2 Use CGSB 23-GP-3a and CSA B53 colour codings and identification systems, using CGSB 1-GP-12c Colour Coding System Schedule.
.3 Standard of Acceptance: WH Brady identification tapes, bands, markers.
.4 Legends and colour classifications: If differing from Table A in tender specification, submit to Contract administrator for review at least two weeks before ordering material. Match existing identification system.
1.18 Valves and .1 Provide aluminum or lamacoid tags with Controllers stamped code lettering and numbers filled with black paint and secured to items. Use for valves and operating controllers of all systems.
.2 Lamacoid tags shall be 1 1/4" x 1" size to match existing, and be color coded.
.3 Contractor shall prepare a complete list of new valves submitted to City of winnipeg for review. City of winnipeg shall review and advise Contractor of colour and numbering sequence required under this contract.
1.19 Identification .1 Manufacturer's Nameplates of Equipment .1 Provide factory supplied and installed nameplate on each piece of equipment. .2 Provide registration/approval nameplates (ie. CSA, ULC, ASME) in accordance with

.2 System Nameplates .1 Provide labels of approved size and type for each system with tag schedule, designating number, service, function, colour code, normal operating position and location of each tagged item. .2 Identify as follows: equipment type and number, service or areas or zone of building served.
1.20 Tests .1 Notice: Give written notice of date when any and all test will be made, including Piping Pressure test, Drainage Systems, Ductwork, Safety Devices etc. Notice must be received by the Contract administrator 72 hours (minimum) in advance of all testing.
.2 All tests required to secure the approval of the Contract administrator and/or administrative authorities.
1.21 Start-up .1 Clean and degrease piping systems after pressure test are completed and approved, but prior to systems start-up and operation. This applies to all new piping systems and existing systems that are modified (ie. altered).
.2 Give Contract administrator written notice of date of start-up or commissioning of equipment or systems.
.3 Contractor shall be aware that from date of equipment or systems commissioning there shall be a three week stabilization period where contractor shall ensure that all systems are functioning properly prior to contract administrator accepting system commissioning. After the three week stabilization period, provide written confirmation that system status is fully compliant with specifications and site requirements, and is maintaining normal functions. .4 Start-up/Commissioning for high pressure washer shall be performed by the equipment supplier; contractor to bear all associated costs.
1.22 Instruction of .1 Furnish factory trained instructors to Operating Staff instruct operating staff in maintenance, adjustment and operation of mechanical equipment, and also instruct personnel of changes or modifications in equipment made under terms of guarantee to the complete satisfactory of the contract administrator.
.2 Provide instruction during regular work weeks before systems are accepted and turned over to operating staff for regular operation.
.3 Review instruction with City of winnipeg's representative to ensure a thorough understanding of equipment and its operation.
.4 Contractor shall submit to Contract administrator, suitable document signed by City of winnipeg or his representative, stating: .1 City of winnipeg has received satisfactory instruction in operation and maintenance of all equipment and systems. .2 Operation and maintenance manuals have been reviewed with City of winnipeg. .3 Specified spare parts or components have been turned over to the City of winnipeg.
.5 High pressure washer operating instruction shall be performed by the equipment supplier; contractor to bear all associated costs.
1.23 Operation and .1 Submit to the Contract administrator 3 Maintenance Manuals hard-covered binders containing a complete set of manufacturers' operating and maintenance instructions showing all major equipment, and apparatus requiring maintenance for approval. 1.23 Operation and .1 (Cont'd) Maintenance Manuals installation, operation and maintenance and (Cont'd) shall include pertinent information such as detailed drawings and operating curves. Provide a daily, weekly, monthly, and yearly as applicable maintenance schedule. Spare parts, suppliers lists and addresses shall be supplied. Instructions shall be reviewed with the City of winnipegs'representative to ensure a thorough understanding of the equipment and its operation.
1.24 Guarantee .1 Furnish City of winnipeg with manufacturers' guarantees for all equipment.
.2 Provide a one year warranty (minimum) on all equipment, material, workmanship, etc. related to this Division. This one year warranty period shall begin on the same date as Contract administrator's letter of substantial completion.
1.25 Schedules and .1 The mechanical equipment, schedules, have Appendices been listed in the appendix.
1.26 Painting .1 Apply to hangers, supports and equipment fabricated from ferrous metals at least one coat of corrosion resistant primer paint before shipment to job site. All mold steel surfaces and piping shall receive primer coat of corrosion resistant paint including those items which are to be covered with finished painting and/or insulation system containing a vapour barrier.
.2 Touch-up damaged finished equipment surfaces to the satisfaction of the Contract administrator. Use primer enamel to match original. Do not paint over nameplates.

1.27 Special Tools .1 Furnish one set of all tools required to service equipment as recommended by manufacturer.
1.28 Excavating .1 Perform all work in accordance with Bedding and Department of Labour regulation and tender Backfilling specification regarding shoring, bracing, underpinning, excavating, bedding, backfilling, etc.
1.29 Shut-Down of .1 The Contractor shall receive written consent Services from the City of winnipeg prior to shutting off any services as may be required to perform the work.
1.30 Deficiency .1 Lists of work deficiencies will be issued at List any time. Rectify work to the satisfaction of Contract administrator immediately. Ensure all contractors are notified of relative deficiencies. Onus is on Contractor to follow-up with written confirmation that all items have been addressed and if not reason and estimated resolution time frame.

1.33 Liability .1 Install work in advance of concrete pouring or similar work. Provide and set pipe sleeves as required.
.2 Install concealed pipes and ducts neatly, close to building structure so furring is minimum size. Pipes, ducts and equipment installed improperly, to be removed and replaced without cost to City of winnipegs.
.3 Protect and maintain work until building has been completed and accepted. Protect work against damage during installation. Cover with floor and wall surfaces resulting from carrying out of work, without expense to City of winnipegs.
.4 During welding or soldering ensure structure is protected against fire shield with fire-rated sheets and galvanized iron sheets. Mount portabe fire extinguishers in welding or soldering areas.
.5 Coordinate work with other sections to avoid conflict and to ensure proper installation of all equipment. Review all contract drawings.
.6 On completion of work, remove tools, surplus and waste material and leave work in clean, perfect condition.

1.35 Welding .1 Do not weld when temp. of base metal is lower Regulations than -17 degrees C except with the consent of Contract administrator. At temp. below 0 degrees C, surface of all areas withing 75mm (3") of point where weld is to be started, is to be heated to temp. at least warm to the hand before welding is commenced. At all temp. below +4 degrees C, operator and work to be protected against direct effect of wind and snow.
.2 Welding performed by welder holding current welder's certificate from Provincial Department of Labour.
.3 Comply with fire protection standard #302 latest revision, for welding and cutting operations, issued by Dominion Fire Commissioner.
1.36 Commissioning .1 Contractor shall be responsible for the & Demonstration performance and commissioning of all equipment supplied under the H.V.A.C. Sections of Div. 15. Commissioning is the process of advancing the installation from the stage of static completion to full working order to specified requirements. It is the activation of the completed installation.
.2 Assign direct overall charge of commissioning to a person (the commissioning coordinator) fully qualified through practical experience and a comprehensive knowledge of the interactive nature of building systems and their controls to understand the complete system and be available to carry the project through total completion. This person, a Principal or an employee of the Mechanical Contractor or hired from an outside source, shall be responsible for Commissioning, Demonstration to the City of winnipeg and Contract administrator and Certifications of Substantial and Total Performance. Commissioning of high pressure washer system shall be by equipment supplier; contractor to bear all associated costs.

.4 Commissioning is concluded when systems have been balanced and the installation is in full working order and acceptable for use. The work will include the following: .1 Position all balance dampers in ductwork. .2 make provisions for testing air pressures and flow rates. .3 set up air diffusers, registers and grilles for optimum distribution/comfort. .4 set up and test all alarm and protective devices.
.5 At the conclusion of commissioning, demonstrate the operation of the system. This demonstration shall include: .1 operation of all alarm and protective devices. .2 operation of all equipment and systems under each mode of operating including, but not limited to: automatic controls, radiant heaters, pressure washer system, grease transfer system.
.6 At the completion of commissioning, testing, balancing and demonstration submit the following to the Contract administrator: .1 a letter certifying that all work specified under this contract is complete, clean and operational in accordance with the specification and drawings. .2 record drawings as specified. .3 Provincial Gas Inspection Dept. approval. .4 a letter from the testing and balancing agency certifying that all necessary data for inclusion in operating and maintenance manuals has been received. .5 a list of all alarm and protective devices tested, with the final operating settings. 1.2 Description of .1 Provide insulation on the following systems: System .1 Domestic cold water lines. .2 Domestic hot water supply and recirc. lines. .3 Outdoor air ductwork and plenums. .4 Exhaust and relief air ductwork. .5 Miscellaneous drain lines. .6 The repair and/or replacement of pipe insulation on existing lines connection points. .7 Insulate existing chimney openings, seal water tight above and below roof level.
.2 Provide covering of insulation materials, ie. A.S.J., canvas, aluminum, PVC Jacketing, where specified. *All piping to be insulated waterproof jacket required on all new and existing piping insulation within washbay area. Insulated ducts to be canvas wrapped and mastic coated.

.3 "Finished space": other spaces, including enterable chases, service cores, crawlspace and equipment rooms.
1.5 Samples .1 If requested by administrative authority or Contract administrator, supply complete assembly of each type of insulation system, on 1" plywood board. Affix type written label beneath sample indicating service.
1.6 Shop Drawings .1 Submit shop drawings in accordance with Section 15010.

PART 2 - PRODUCTS
2.1 Materials .1 Meet NFPA Standard 90A-1990, and 255-1990: UL-723-1971 and 465-1972 unless non-conforming materials have been approved by the authority having jurisdication for special applications and meet with the acceptance of the Contract administrator.
.2 Underwriters' Laboratories of Canada label or satisfactory certified report from approved testing laboratory is required to indicate that fire hazard ratings of materials proposed for use do not exceed those specified.
.3 Flameproofing treatments subject to deterioration due to effects of high humidity are not acceptable.
.4 Contract administrator reserves right to demand test samples of insulation systems and individual system components for fire hazard test rating. Be responsible for cost of all testing.
2.2 Compatibility .1 Provide adhesives, sealers, vapour coating, of Components mastics, laggings and bedding compounds, which are compatible with materials to which they are applied. Use components which shall not soften, corrode or otherwise attack other component material in either wet or dry state. Use materials recommended by manufacturer of insulation as suitable for application proposed. Apply all materials within ambient temperatures recommended by manufacturer.
2.3 Standard of .1 Insulation materials: Only materials Acceptance conforming to paragraph 2.1 are acceptable for use on this project.

2.8 Lagging .1 Apply lagging adhesive for lagging canvas to Adhesives insulating or finishing cement on calcium silicate and hard finished cement surface.
.2 Standard of Acceptance: .1 Permastik 2001, or Sealfast 30.36. .2 Provide vapour barrier mastic Benjamin Foster 82-07, Flintkote 230-04 where required.
2.9 Weatherproofing .1 Provide silicone based heat resistant and Moisture Proof caulking, set into fabric reinforcing cloth Caulking extending 75 mm each side of caulk line, at flashings, wherever weather barrier joint is required and at expansion joints.
.2 Nonsetting sealer for sliding insulation surfaces shall meet US Federal Specification, TT-S-0227E; Standard of Acceptance: Tremco (Dymeric); Thiokol.
.3 On exterior of insulated piping, use white petroleum jelly between sliding circumferential surfaces made of 75 mm to 150 mm wide 0.55 mm aluminum bands forming top shield and slip shield. Standard of Acceptance: Vaseline.
2.10 Piping, Duct .1 Piping Note: Runouts - denotes piping 50 mm and Equipment (2") and less in size, 3.6 M (12'-0") or less Insulation System in length.
Use fibreglass with a minimum of nominal density of 88.3 Kg/M3 (5.5 lbs per cubic foot).

Use board and blanket with minimum nominal densities of 48 Kg/M3 (3.0" per cu. foot) and 1.2 Kg/M3 (0.75" per cu. foot) respectively.
PART 3 - EXECUTION
3.1 Preparation .1 Confirm systems have been hydrostatically and pressure tested and are acceptable to the Contract administrator prior to commencement of any work.
.2 Ascertain all surfaces to be covered are clean and dry and all foreign material, such as rust, scale, dirt, etc. has been removed.
.3 Clean and degrease piping, hanger rods, etc., as required to assure proper adhesion of insulation materials.
.4 Ensure all ferrous surfaces have received coat of rust penetrating protective paint before applying any insulation system which includes vapour barrier.
.5 Ensure that insulation is clean and dry during installation and application of all finishes.
.6 Do not apply or finish any insulation if ambient temperture of space is less than 13 degrees C.
3.2 Workmanship .1 Work shall be performed by licensed journeymen.
.2 Install insulation with smooth and even surfaces, with round shapes laid to true circular and concentric shape, shaped to blend with fitting insulation and adjacent covering, with full length section and tight to insulated object. 3.2 Workmanship .3 Apply insulation materials, accessories and (Cont'd) finishes in accordance with manufacturer's recommendations.
.4 Preformed insulation: sectional up to 300 mm (12") ips, sectional or curved segmented above 300 mm (12") ips. With multi-layered insulation, use staggered butt joint construction.
.5 Supports: .1 Where pipe hangers are in direct contact with the pipe, treat pipe hanger and pipe assembly as a fitting. .2 Vertical pipe over 50 mm (2"): use insulation supports welded or bolted to pipe directly above lowest pipe fitting. Thereafter located on 5 M(16'-0") centres (minimum) or at each floor penetration, whichever is less, and at each valve or pair of line flanges. .3 Space insulation and support for movement of piping at least 25 mm (1") where no provision for expansion/contraction has been made.
.6 Secure insulation where provisions are not stipulated in manufacturer's recommendations or otherwise specified. .1 For pipe, ductwork or equipment with 300 mm (12") o.d. or less, including thickness of insulation, secure insulation with wire. .2 For pipe, ductwork or equipment with o.d. of more than 300 mm (12") including thickness of insulation, secure inner layers of insulation with wire and secure outside layer of insulation with straps. .3 For pipe, ductwork, or equipment, of any size, with metal jacketing, secure inner layers of insulation with wire and metal jacket with straps. .4 For Items .2 and .3 above, filament tape may be used in lieu of wire only. .5 Do not compress insulation.
.7 Install insulation expansion joints every 6m (maximum) on expansion loop portion of piping systems and every 15m (50'-0") (maximum) on uninterrupted straight pipe or duct in both horizontal and vertical. Terminate single layer and each layer of multiple layers in straight cut. Leave space of 25mm (1") between City of Winnipeg Insulation Section 15180 Tender No. 15-2003 Page 9
3.2 Workmanship .7 (Cont'd) (Cont'd) terminations. Pack void tightly with glass wool. Protect with stainless steel or aluminum sleeves. Protect vapour barrier insulation as per ASTM C585 with silicone compound or petroleum jelly (Vaseline) between sliding shields.
.8 Penetrations: .1 Pack solid around pipes whether covered, or uncovered where they pass through sleeves, for depth of penetration with mineral fibre insulation. Those with vapour barrier jacket are to have continuous covering. Pipe sleeves to accommodate full thickness of insulation and allow pipe expansion. Provide mastic topping at penetrations through basement walls, equipment rooms, etc. Refer to Section 15010. .2 Duct insulation with vapour barrier shall be continuous, except at fire dampers.
.9 Butt Joints: .1 Place joints on top of duct wherever practical. Butt joints on side of duct for flexible duct insulation. .2 Adhere and seal laps of vapour barrier cover or vapour barrier strip of 100 mm miminum width furnished with insulation, using vapour seal adhesives.
.10 Sagging of duct insulation will not be acceptable.
.11 Stagger both longitudinal and horizontal joints, on duct insulation of multilayered construction.
.12 Piping: .1 For valves, fittings and equipment requiring periodic inspection and/or maintenance of parts and sub-assemblies, listed or shown use factory fabricated easily disassembled insulation. Submit samples for approval for the Contract administrator. List of equipment requiring same: .1 Control valves. .2 Expansion joints. .3 Filters. .4 Pressure regulating valves. .5 Pumps. 3.2 Workmanship .12 Piping:(Cont'd) (Cont'd) .2 Terminate insulation at each end of unions and flanges on low temperature systems, at pipe hangers, and at other points where required, with insulation cement, to CGSB 51-GP-6, trowelled on bevel. .3 Allow for radial expansion of pipe and permit pipe to move longitudinally inside insulation and to expand and contract without opening up joints between sections. .4 Gouge out insulation for proper fit where there is interference between weld bead and insulation. Insulation shall be bevelled away from studs and nuts to permit their removal without damage to insulation, and shall be closely and neatly trimmed around extending parts of pipe saddles, supports, hangers and clamp guides and sealed with insulating cement.
3.3 Insulation .1 Insulate: plumbing and domestic water piping. .1 All domestic hot fittings and equipment. .1 Use either .1 or .2 whichever is longer. .1 From exterior penetration (building insulation location) for a distance of 3 M (10'-0") into interior of building. .2 From exterior penetration (building insulation location), all horizontal piping and vertical drop from horizontal piping to floor penetration. .3 Any horizontal or vertical piping in cold spaces. .2 Fittings: expansion joints, flanges, unions, valve bodies up to gland bonnets. Type: oversided demountable hinged type with metal jackets.
.2 Insulate: heating, ventilating and air conditioning ductwork systems: .1 Outside air intake and combustion air ductwork.

3.5 Ductwork .1 Adhere rigid insulation and flexible insulation for flat portion of duct over 600 mm (24") wide, to duct surface with insulation adhesive and welded pins. Apply adhesive in 150 mm (6") wide strips at 300 mm (12") maximum spacing. Locate welded pins at 300 mm (12") maximum spacing and secure to duct with welding gun. Use minimum of two rows of fastener per side. Use welding procedure which will not distort duct nor burn through or destroy duct finish, but which will develop full strength of pin. Pin sizes shall be as recommended by insulation manufacturer for type and thickness of insulation specified. Impale insulation over pins and secure with suitable speed washers or clips. Remove protruding ends of welded pins flush with washers or clips. Remove protruding ends of welded pins flush with washers. Restore vapour barrier where pierced by pins with patches made from same material as vapour barrier and secure with vapour proof adhesive or use pressure sensitive vapour barrier tape. Where insulation is installed on panels or ductwork with standing seams of flanged joints, insulation shall be butted tightly against and not over seam or flange.
.2 Where rigid fibrous glass duct insulation is used, moulded block or board insulation shall be sized or cut, bevelled and scored to provide complete and tight fit to duct surface.
.3 Adhere and seal laps of vapour barrier jacket or vapour barrier strips of 100 mm (4") minimum width furnished with insulation with vapour proof adhesive.

PART 3 - EXECUTION
3.1 General .1 Copper pipe shall not be buried except where specifically noted on drawings.
.2 All pipe shall be cut accurately to measurements taken at site. All changes in direction made with fittings.
.3 All connections to equipment made with unions or flanges.
.4 Remove valve working parts during installation to prevent damage from heat where brazing, slodering, or welding is used.
.5 Comply with CSA Standard W117.2 "Code for Safety in Welding and Cutting".
.6 Drain pipes dropping into slab on grade shall have sisson joint arranged to take up movement of slab.
.7 Run all piping in accessible pipe spaces in such a way that it does not interfere with free access into pipe space.
.8 Co-operate with all contractor to properly locate all equipment connections.
.9 Provide a shutoff valve on supply connections, at each piece of equipment, along w/ backflow prevention device (at water softener/pressure washer connection).

3.2 Tests and .1 Furnish all labour, materials, instruments, Inspections etc. necessary for all required tests. All work shall be subject to inspection by local plumbing inspector and design authority. At least forty-eight (48) hours notice shall be given in advance of making the required tests.
.2 Tests on plumbing systems shall consist of pressure tests. All leaks shall be corrected by remaking the joints. The systems shall be retested until no leaks are observed. Tests shall be as follows: Sanitary waste system -hydraulic 10 ft. for 8 hours.
.3 All plumbing fixtures shall be tested for soundness, stability of support and correct operation.
.4 No plumbing system or part thereof shall be covered until it has been inspected and approved. If any plumbing system or part thereof is covered before being inspected or approved, it shall be uncovered upon the direction of the Plumbing Inspector or Design Authority.
3.3 Piping .1 All piping systems, including all take-offs Expansion shall be so installed within the building that the piping and connected equipment will in no way be distorted by expansion, contraction or settling.
.2 If circumstances on the job require additional changes in direction from those shown on the drawings, the configuration shall be adjusted to suit at no extra cost.
.3 Anchors shall be installed where necessary to control expansion. Expansion joints or loops shall be installed on hot water and gas distribution piping where required.

26 Cleaning .1 Clean all outlets, cabinets, enclosures, tubs and similar electrical equipment of all construction dust and dirt.
.2 At time of final cleaning, clean lighting reflectors, lenses, and other lighting surfaces that have been exposed to construction dust and dirt.
.3 Clean all coverplates and insure all paint is removed from wiring devices, panels, luminaires and other electrical equipment.
27 Guarantee .1 The Contractors shall guarantee the satisfactory operation of all work and apparatus included and installed under this section of the specification.
.2 Replace forthwith at no additional material, or labour cost any part which may fail or prove defective within a period of twelve (12) calender months after the final acceptance of the complete building, provided that such failure is not due to improper usage, or ordinary wear and tear.
.3 No certificate given payment made, partial or entire use of the equipment by the City, shall be construed as acceptance of defective work.
.4 This general guarantee shall not act as a waiver of any specified quarantee for any greater length of time.

28 Cutting and .1 Pay all costs for cutting and patching patching required for the installation of electrical work.
.2 Assume full responsibility for laying out electrical work and for any damage caused by incorrectly located equipment or improper performance of this work.
.3 Study the architectural plans and co-operate with other trades so that the elevation of all outlets shall not necessitate any unnecessary cutting of dados, mirrors, tiles or other construction material. If this is not done, the Contractors may be required by the Contract Administrator to move these outlets at no additional cost to City (including repair).
29 Co-operation .1 Schedule execution of work with associated work specified in other Divisions. Check shop drawings of other sections prior to electrical rough-in to co-ordinate physical and electrical requirements. Adjust as required.
30 Drawings .1 Carefully examine all drawings and specifications relating to the work to be certain that the work under this contract can be satisfactorily carried out and prior to submission of tender, examine the work of the other trades and report at once to the Contract Administrator, any defect, discrepancy, omission or interference affecting the work of section or the warranty of same.
.2 The drawings accompanying these specifications are intended to show the general arrangement and extent of the work to be done, but the exact location and arrangement of all parts shall be determined as the work progresses. The location of the outlets, equipment, etc. as given on the drawings are approximately correct but it shall be understood that they are subject to such modifications as may be found necessary or desirable at the time of installation to City of Winnipeg Electrical - General Section 16010 Provisions Tender No. 15-2003 Page 10
30 Drawings .2 (Cont'd) (Cont'd) meet any structural, mechanical or architectural conditions. Such changes shall be made by the Contractors, as directed by the Contract Administrator without additional charge.
.3 At completion of project, provide a complete print of revisions, changes and conduit location as-built drawings to the satisfaction of the Contract Administrator. Provide dxf files of all changes, revisions, and conduit layouts suitable for printing drawing size reproductions of electrical drawings. Contract Administrator will provide dxf copies of original electrical drawings.
31 Work in Existing .1 Refer to electrical, architectural, and Areas mechanical drawings for work involved in existing building.
.2 Examine the site and local conditions affecting the work to establish all information necessary for the installation. No extra for the installation. No extra compensation will be allowed due to failure to make this examination.
.3 Re-wire, alter, modify, divert and extend existing wiring as herein specified and as may be required to provide and complete, approved and fully operative installation to the satisfaction of the Contract Administrator.
.4 In all areas where existing walls, ceilings, etc. are required to be cut into or removed, or other similar construction or alterations are required, the existing wiring in the areas required to remain in use for any reason, this contractor shall re-route, alter and/or divert all such wiring in these areas in an approved manner, where required in such a manner that the original electrical capacity or characteristics of the existing wiring is maintained to the complete satisfaction of the Contract Administrator.

.5 Cutting and patching necessary for conduit work, etc., shall be as specified in another section of this contract. Routes of conduits, etc. shall be co-ordinated with the Contract Administrator in order to keep such cutting and patching to a minimum. All existing wiring that is required to remain in use and required to be diverted and extended to appropriate existing panelboards, etc., shall be installed in conformance with this specification.
.6 Existing branch circuit wiring within the areas of the renovations which is substandard or does not meet normal requirements, shall be noted and the Contract Administrator advised. All existing circuits which are required to be reconnected shall be free from interconnection (cross connected circuits, i.e. accidentally connected to the conductors of another circuit) and shall conform to the installation tests described elsewhere in this section of the specification.
