MOTION FOR A RESOLUTION BY

THE COMMITTEE ON
On the question of . Transport is responsible for more than a quarter of
CO2 emissions in Europe, with 71% of this figure coming from cars.
As findings and initiatives such as the EU Transport Scoreboard
show great disparities in energy efficiency, use, and performance
across the EU, how should a comprehensive and coherent EU
transport policy be developed bearing in mind the aims of the 2050
roadmap?

A. Considering that congestion costs the EU 1.3 trillion euros annually, which corresponds to
more than 1% of the EUs GDP and more than the entire EU Budget, as stressed by the
EC on the report Road Transport a change of gear

published in 2012,
B. Alarmed by fact that road transport alone contributes to about 1/5 of the EUs total CO2
emissions according to the report Reducing Emissions from Transport

published by the
EC in July 2014,
C. Recalling the results of Eurostats Report on Passenger Transport

indicating that 84.1%
of passengers transport consists of private vehicles,
D. Observing that cars are responsible for 12 % of total greenhouse gas emissions as
underlined by the European Commission (EC) in the report Reducing CO2 Emissions
from Passenger Cars

published on the 9
th
of july 2014,
E. Keeping in mind fact that the involvement of private companies in transportation differs
between the Member States as shown by the differences in their respective allocation of
national budget to the sector reported on the EU Transport Scoreboard,
F. Taking in consideration that according to Eurostat report 117/2007 on average 25 % of
vehicle-kilometre in freight transport, both national and international, are empty runnings,

G. Taking into account that freight transport grew by 35% between 1996 and 2006, as shown
by the European Environment Agency in its 3/2009 report on transport at crossroads,
with the largest increases occurring the the least energy efficiency transport modes such as
road and air freight transportation,
H. Expressing its appreciation for the aim of 2050 Roadmap to reduce greenhouse gas
emissions to 80% in comparison with 1990 levels,
I. Aware of the positive results, highlighted by the US Public Interest Research Group in
2013, achieved by public transport apps, such as NEDAP AVI, which monitor and control
the movement of vehicle and people,
J. Conscious of the fact that traffic congestion causes an increase of CO2 emission by 300%
yearly according to the International Road Transport Union,
K. Bearing in mind that fine particulates such as PM10 and NOX produced by road traffic
have a major impact on air quality and human health as reported in the document term
2008 by european environment agency drafted in march 2009,
L. Deeply concerned by the disparities in infrastructural networks of different Member States
as shown in the European Transport Scoreboard,
M. Noting that the afore mentioned initiative also reveals a decrease of CO2 emissions in
other energy consuming sectors by 15% between 1990 and 2007 and a contemporary
increase in the transportation sector of 36%,
N. Referring to the research carried out by the Intergovernmental Panel on Climate Change
published in 2011 showing that oil consumes 650 gm CO2 per KW electricity produced
against the 150 gm CO2 per Kw on average produced from solar power,
O. Deeply disturbed by the phenomenon of oil companies buying registered patents in
electric motors technologies with specific reference to companies such as TEXACO which
has bough between 1994 and 2003 the majority of patents by NiMH batteries.






1. Proposes that the EP allocates specific funds for the construction of:
a. Cycling Roads
b. Lanes in cities reserved exclusively to public vehicles as well as non-polluting cars
2. Further supports the implementation of any type of software strengthening the car pulling
system.
3. Recommends that human resources offices in state institutions and private work places
organise car-pulling schedules.
4. Emphasises the need of cooperation between Member States and car-pulling software
developers with the aim to connect each registered drivers account with their driving
licence insuring complete safety for passengers.


5. Calls for further advertisement through TV spots, internet and newspaper articles, of
convenient and affordable modes of transport both public and private with the aim to
reduce traffic congestion
6. Proposes the creation of a european body which will evaluate projects submitted by
developers in the field of public transport software and grant funding and technical
support to those which will be found worthy.
7. Invites the Member States to involve private investors in the public transport system by
renting commuting routes to those who agree to contemporarily develop a number of
other routes, assigned by the state, along with those on which they plan to invest and to
respect the states principles on social equality
8. Endorses the creation of a list of companies cooperating to avoid empty runnings which
will be used by the member states to provide relief on tolling and taxations.
9. Suggest that Member States provide tax relief for companies which can prove to rely for
more than 80% of their exports on efficient modes of transport such as railroad and
shipping.
10. Suggest the promotion of non fossil fuel vehicles by:

a. Reducing taxation and tolling for electric cars
b. Granting permission to electric cars to use the bus lanes
c. Saving parking seats for electric cars only
11. Calls upon the European Parliament to discuss the creation of a coherent, EU-wide
framework for eco-incentives for vehicles with minimum CO2 emissions to be assigned in
case of inefficient vehicles dismantlement.
12. Encourages the EU to invest in buying patents on electric cars technologies and to publish
the related research in order to provide european companies with a chance to further
develop their electric cars designs
13. Calls for EP to introduce and support the idea of a EU wide initiative on incentives to the
combined purchase of electrical vehicles and solar panels, following which with every sold
electric car producers will provide a discount on solar panel purchase in order to
counterbalance the costumers surplus need of electricity which would otherwise have to
be produced utilising fossil fuels rendering the entire process remarkably less efficient from
an economic and environmental point of view.
14. Congratulates and further supports the efforts made in research and development on the
field of alternative forms of vehicle fuels.
