The Liberal point of view is they can tax it and control it if they legalize it.
My own opinion has always been that it should be decriminalized. I dont really
think people should be in jail. I think there are alternatives and we continue
to look at that in the NDP.
Rafferty said essentially the decision comes down to economics.
Is there a cost-benefit to doing that? Thats one thing to look at, aside from
the fact that people are going to jail that maybe shouldnt be in jail.

"As Justin Trudeau spends his weekend discussing ways to

raise taxes and legalize marijuana, our Conservative
government will continue to focus on creating jobs for
Canadians.
Justin Trudeau has had all weekend to outline a clear plan
for jobs and the economy, and instead has only showcased
his ideas that increase spending, raise taxes, hurt growth
and put us in deficit.
We expect no less from someone who believes the budget
will balance itself."

"The criminalization of marijuana creates ties to other
crime, just as prohibition did with alcohol. This creates an
enormous cost for the justice system, the penal system and
for society as a whole when we criminalize tens of thousands
of our young people. This idea deserves serious study. In the
interim, decriminalization is the least we can do toward
reducing the harm inflicted by our current legislation."

Prof. Neil Boyd What I'm saying is that what we're doing isn't really rational. We
shouldn't try to pretend that the drugs that are illegal are somehow morally tainted
and more deserving of censure than drugs like alcohol and tobacco. I just can't
support that claim. It doesn't make any sense.
Andrew Saxton: You do not agree that marijuana is a currency for...?
Prof. Neil Boyd: It is in some circumstances, and I agree with the minister that
where it is, the law should respond accordingly. If adults are growing marijuana for
their own use or using small amounts of marijuana, that ought not to be subject to
criminal penalty.

Lac-Saint-Louis (Quebec)
Liberal MP Francis Scarpaleggia (Lac-Saint-Louis, Que.) downplayed the significance
of the resolution to support the legalization of marijuana to his partys identity, and
shifted attention to the measures that will give power over policy and leadership
back to members and supporters.
Thats not the defining resolution, Mr. Scarpaleggia said of the marijuana
resolution. Where the party was defining itself was more on constitutional
amendments. This is where we changed ourselveswith they amendments to the
constitution.

Although Mr. Scarpaleggia insisted that the measures will bring significant changes
to how the party operates, he conceded that the hard work for the Liberals is only
beginning. I dont think that that in itself will ensure victory in the next election
its only one piece of the puzzle.

Regina-Qu'Appelle (Saskatchewan)
"Our strategy to get tough on illegal drugs really
concentrates on the traffickers, on the elements that
have relationships with organized crime, with violent
offenders, or with youth," said Andrew Scheer,
Conservative MP for Regina-Qu'Appelle. "It's not anything
out of line with what Canadians want."
Scheer said he believes the bill would make it more
difficult to produce and traffic drugs and be associated
with organized crime.

"The position is that we support decriminalization of possession,
especially in terms of a priority of decriminalize of youth possession,
because in general criminalization is not the way to go. In terms of
youth behavior, at the same time it's the case that some kind of a
study is needed. It's been 40 years since the really good LeDane
commission, and things have changed, understanding science, law
enforcement perspectives have changed and we need to figure out
how to transition so we can get to a decriminalization of possession."
