Introduction

Central Silk Board, Ministry of Textiles, Government of India is endowed with the overall
responsibility of developing the silk industry in the country. Research and Training are the key functions of
its major Research Institutes and Regional Stations. Besides, they conduct various training programmes for
the development of human resources. These programmes are well designed to meet the specific needs of
each sector to provide latest information on technologies and the skills to extension personnel and
stakeholders for ensuring effective transfer.

These institutes possess the required facilities for research & training programmes supported by well
equipped laboratories, libraries, class rooms, hostels and qualified faculty. The training courses cover all the
topics from cultivation of silkworm food plants, raising of cocoon crops to production and processing of
yarn and fabric - both mulberry and non-mulberry (Vanya) sericulture. They include regular Post-Graduate
Diploma Course (Mulberry and Non-Mulberry) down to Capsule Courses and other Development Training
Programmes under different schemes. Tailor-made Training Courses on specific subjects are also organized
on specific requests from States. Besides, the Training Division of the CSB Headquarters organizes certain
Specialized Training Programmes for the benefit of various stakeholders. Some of the training programmes
are conducted at their Regional Research Stations too.

The Training Programmes at CSR&TI, Mysore and Training Division of CSB Headquarters confer
to ISO 9001:2008 standards. The course of Post-Graduate Diploma in Sericulture (Mulberry) at CSR&TI,
Berhampore (West Bengal) is affiliated to the University of Kalyani, Kalyani, West Bengal. And, the course
of Post-Graduate Diploma in Sericulture (Non-Mulberry) at CTR&TI, Ranchi (Jharkhand) is affiliated to
Ranchi University, Ranchi, Jharkhand. The details of the Training Programmes conducted by various

About the Course:
The course of Certificate in Sericulture is a coordinated programme of Indira Gandhi National Open University, New Delhi
and Central Silk Board, Ministry of Textiles, Govt. of India aiming to impart scientific knowledge and entrepreneurial skills to the
farmers and technicians involved in mulberry cultivation and cocoon production through silkworm rearing in a Open Distance
Learning Mode. This course is open to both male and female candidates. The teaching-learning process is through self-
instructional learning materials, based on the academic credit system. Self-study, assistance and service are aided by facilities
provided at the IGNOU Programme Study Centres established at different parts of the country. Since Sericulture is wide spread
throughout the country, efforts have been taken for translating the course into 9 (Nine) regional languages for facilitating all the
regions of the country. Presently the course is available in English and Hindi. The said course shall also be available in Bengali
and Malayalam shortly. As of now, 500 candidates have registered under the course from different parts of the country since from
inception fulfilling beyond the target. More Study Centres are in the offing for UP, Bihar, Delhi and North Central Region.

Objectives:
The objective is to strengthen human resource for Sericulture through the intervention of Open Distance Learning (ODL). The

Duration of the Course: A candidate can complete the course within 6 months or 2 Years at the maximum

Learning Material : The printed study material is sent to the students/candidates by post.
Audio-Visual Learning Aids: The learning package also contains audio and video films produced by the University.
These programmes can be heard/ viewed at the study centre during specific sessions, or purchased for use at home.
Counseling: Sessions for counseling are held according to a schedule drawn by the study centre coordinator usually
during week-ends.
TV Counselling and Tele-conferencing: Through Gyan Darshan Channels and EduSat. One Gyan Darshan channel is
available on DTH platform.

Nomination:
1. Capsule Training Programmes: Interested institutions or candidates for capsule trainings may
send their nominations to the institute by Post/Fax/Email etc along with the stipulated course fee in
the form of Demand Draft drawn in favour of Director, CSTRI, Bangalore or deposit by Cash against
receipt. Seats may also be reserved by contacting Training Division over phone: 080-
26282324/26282316 on all working days (Monday to Friday) between 9.45 am to 5.30 pm) and send
the course fee within the reasonable time. The State Sericulture departments may send their
nominations to the Institute along with the stipulated course fee (50% discount is allowed on course
fee for DOS officials) in advance.
2. Need based adhoc/special courses: The sponsoring agencies or a group of candidates may send
their proposal with their specific training requirement and period (dates). Meanwhile, the estimated
training course fee shall be intimated to the agency and training shall commence once the stipulated
course fee is remitted to the Institute.
Admission: admission into the training courses shall be made on first come first served basis only.
Intimation regarding admission of the nominee to the programme shall be communicated as soon as possible
after receipt of nominations along with the course fee.

Persons/Batch: Minimum 5 candidates and maximum 25.

Venue: All training programmes shall be conducted at the Training Division, Room No. 306, 3
rd
floor,
CSTRI, CSB, BTM Lay Out, Madiwala, Bangalore 560 068 from 9.30 am to 5.45 pm.

Certificate: The certification of participation shall be issued to each of the successful candidates on the last
day of completion of the training programme.

Accommodation: Trainees may avail accommodation at CSTRI Hostel at a nominal charge of Rs. 50
(Rupees Fifty) Only per bed in a double bed accommodation on sharing basis.

III. Integrated Skill Development Scheme (ISDS) : CSTRI, Bangalore is also implementing GOI
sponsored ISDS in post-cocoon technologies to meet the dynamic needs of the industry and meet the
objectives like increase in employability, raise income level and quality life, expand resource base, motivate
youth/women in technological skills to narrow down skill gap and create avenues for investments. There are
20 different post-cocoon technological training programmes identified by the institute to meet the needs of
the industry, which are related to silk reeling, silk spinning, weaving, wet processing, handicraft making,
knitting and 3-months certificate course in weaving and wet processing.

2. Tasar Seed Production: Model Grainage House, Disinfection and Hygience in grainage house, Seed Cocoon Soring and
Preservation, Dfl preparation, Mother moth examination, Egg washing, Disinfection and Transportation.

3. Tasar Silkworm Disease Containment: Hygience maintenance in host plants and chawki garden, Prevention and control of
the silkworm and host plant disease, Maintenance of microscope, smear preparation, Identification of Pebrine, Polyhedral

The following programmes are region and sector specific and ensure technical as well as
managerial and motivational inputs. They aim at transforming the individuals and preparing them to take up
viable sericulture based business activities. The Entrepreneurship Development Programmes cater to the
specific needs (with pre and post-cocoon themes) of identified prospective entrepreneurs. Bankers
Training Programme sensitize and update the base of commercial and industrial bankers and finance
officers with sericulture knowledge in the field of recent developments in sericulture front and other viable
business options. Technology Up-gradation Programmes ensure the transfer of technology, aiming to fulfill
the needs of entrepreneurs to upgrade and modernize the technologies and skill set. Other in-house Skill
Development Programmes aim at overall development of silk industry.

Training initiative under Integrated Skill Development Scheme (ISDS)

Planning Commission in India had envisioned that if India has to sustain the economic growth and
progress, we must attain a target of skill seeding of desired skills and up-gradation of skills to the tune of
500 million people in India by 2022.

Realizing this, there was a compelling need to launch a world class skill development initiative in Mission
mode that will address the challenges of imparting the skills required by the growing economy. As such,
the Ministry of Textiles, GoI during the XI plan period has launched a focused skill development initiative
entitled Integrated Skill Development Scheme (ISDS) with a primary objective to minimize the gap
between existing and required skilled manpower in Textile sector.

Accordingly, on getting clearance from Govt. of India, Central Silk Board has launched during 2011-12 a
comprehensive project with support from Govt. of India under the umbrella of Integrated Skill Development
Scheme (ISDS) to train around 35000 industry stakeholders in a span of five years. The basic objectives of
CSB ISDS project are:

I. To motivate and impart training to unemployed youth/women in technical & technological skills of
sericulture sector for increasing employability in silk industry
II. To upgrade skill-set for boosting income levels and create avenues for investments & employment
generation in sericulture & allied sectors.

III. To develop master trainers by updating the knowledge & skill on technological advancement and
state-of-the art technologies in Sericulture

Central Silk Board has been implementing a comprehensive scheme with focus on Skill Seeding and Skill
Up-gradation funded under Ministry of Textiles flagship initiative - Integrated Skill Development Scheme
(ISDS). The scheme covers 34,553 beneficiaries in five years with a project outlay of Rs. 39.77 Cr shared
by Govt. of India (Rs. 34.18 Cr - 85.95%) and Central Silk Board (Rs. 5.58 Cr-14.05%)..

CSB implements the scheme through its nine R&D institutes covering all the prominent Seri-
clusters/pockets of India in all sericulture sectors and joined hands with M/s PRADAN - an NGO partner for
assistance in implementing the scheme in Tasar sector:

The scheme covers 66 different courses from all the silk sectors (viz. Mulberry, Eri, Tasar & Muga) and
their related activities falling on the Silk value-chain (from nursery raising, plantation development, silkworm
seed production to quality cocoon production and silk reeling, spinning, weaving to dyeing, printing,
designing, finishing etc.). These courses are conducted for one week to 3 months duration depending on
their nature & inputs.

Eligibility: Any Indian national interested in skill seeding and skill enhancement in sericulture / silk
sector can attend the skill training under the scheme conducted by Central Silk Board. He/She
should be above 14 years of age and should have passed Class V.

General Information
Fees:
For all structured PGDS courses, the fee per candidate is Rs. 10000/- only. 50% concession shall be
granted to the DOS sponsored candidates. 25% concession shall be granted to the candidates sponsored
by NGOs. No concession shall be granted to the open/private candidates.
For all other Structured Courses, 50% concession shall be granted to the candidates deputed by DOSs
and NGOs. However, NGO sponsored candidates shall pay the full course fee for all Capsule Courses.
Adhoc Courses
Customized and Need Based Training Programs are conducted as per the requests of the sponsoring
agencies. It is on actual cost fixed by the concerned institutes and hence, no concession is extended for
Adhoc Courses.
Hostel Facility:
The institutes have good facilities for boarding and lodging. Separate hostels for ladies and gents are
available. They are equipped with furnished rooms besides dining hall, kitchen and visitors room etc. A
Physician regularly visits the hostels and attends the medical / health problems of the inmates. The
hostels are also provided with indoor and out door games/sports.
Accommodation Tariff at the Institutes Hostel is as follows:
a] PGDS Students at CSRTI, Berhampore / CTRTI, Ranchi : Rs.15/- per person / day
b] Farmers Rs.15/- per person / day
c] Overseas Candidates Rs.200/- per person /day.
Food : On equal sharing basis.
