Dear Kiran,

LSY is pleased to offer this cost proposal for the above referenced project. Our cost proposal is
based on the Scope of Services dated J uly 7, 2011, and the assumptions regarding the
hazardous materials survey stated in the Applied Environmental cost proposal (attached) dated
J uly 19, 2011. LSY and its consultants propose to perform the requisite scope of work for a firm
fixed price of $ 88,766. A detailed back up worksheet is attached and provides labor cost
breakdowns for each individual sub-task.

LSY proposes the following team of consultants on the project:

LSY has successfully worked with all of these consultants in the past and we are confident

assigned to the project.

For this effort, I will head up the QA/QC team in terms of overall product quality and will perform
all requisite QA/QC tasks for the architectural effort and the project as a whole. Each of our
consultants have also identified a QA/QC manager for their respective disciplines. They are:

Lead Designer
Mr. Stratton is a registered professional architect with 32 years
experience in building design, construction administration, and project
development for highly-complex technical projects. He is also a LEED
Accredited Professional and his recent LEED project experience includes
the NIH Building 10 E&F Wing Project, NIH Childcare Center, and NIH
Building 4 Renovation.

Design Intent and Philosophy: Mr. Stratton will lead the LSY team in
design to produce spaces that meet client needs at a great value while
enhancing the exciting work and discovery thereby contained in the
spaces we design. The Principals at LSY share the common goal of
creating workspaces and facilities which are both aesthetically pleasing
and functional.

LSY practices a knowledge-based team approach which respects and
encourages client participation. This philosophy is the cornerstone on

Highlighted Experience

Edmund J . Safra Family Lodge, NIH, Bethesda, MD, Principal
Design- the new 35,000 sf Family Lodge provides 34 guest rooms in a
comfortable hotel setting to offer lodging to families and caregivers of NIH
patients and including healing garden, shared kitchen and dining
amenities.

Design Challenges & Resolutions: The Family Lodge is a part of the
large NIH campus and needed to be designed to be sensitive to the
Bethesda campus planning hierarchy and to be contextual to its
immediate historic neighbor, the Convent.

Despite a very tight construction budget, the design effectively uses
traditional building materials and forms to convey the desired residential
image. Multiple value management work sessions were utilized to keep
the project on budget. The project design was delivered to the owner on
schedule. Full 8 X 10 graphics are included in Section 3 Highlighted
Project Examples.


NIH Warren G. Magnuson Clinical Center F Wing
Modernization, Bethesda, MD
Principal-in-Charge / Laboratory Planner- this LEED-slated
250,000 sf incremental renovation converts patient care units to generic
laboratory and support space on floors 3 through 13 and includes a
specialized Laboratory of Pathology. This renovation incorporates a
chilled-beam system.

Design Challenges & Resolutions: This project is a phased renovation
project that is slated for construction to be finished in 2015. Because
research advances quickly, this construction date completion presented
LSY with a challenge to design laboratories for how they will perform in
the future to avoid the lab design being obsolete when construction is
completed in 2015.

LSY developed a POR which intends to consolidate the Laboratory of
Pathology management and clinical functions in multiple phases of an
ongoing wing renovation project. The programming effort required
collecting data from multiple investigators and support staff in order to
develop a program and a subsequent design which support a novel
paradigm in how the laboratories perform their duties in the future. This
LEED-slated renovation also included an innovative chilled beam system.

this project is included in Section 7.


Perimeter Security System, National Institutes of Health,
Bethesda, MD, Principal - Design - The National Institutes of Health
revised its approach to security for the Bethesda campus, which includes
several security enhancements. Three main elements comprise the
campus security plan: a perimeter fence controlling pedestrian and
bicycle access to the campus; a perimeter vehicle barrier system
combining naturally occurring landscape features and engineered
components; and, vehicle control gates, guard booths and crash barriers
at existing street entrances to the campus.

Design Challenges & Resolutions: The Perimeter Security Fences
design needed to be sensitive to the Bethesda campus planning
hierarchy and minimally instrusive while expressing a need for security.

The project design uses a contemporary architectural vocabulary, with a
simple 9 foot fence composed of slender undulating black pickets.
Avoiding the typical reliance on piers or other hierarchical elements, the
design allows the fence to follow the rolling topography of the NIH
campus. Placing the fence within the interior of the campus wherever
possible softens the visual appearance, avoiding a fortified look. The
simplicity of the design blends well with the contemporary entrance gates
and buildings, as well as the more traditional buildings on campus.

Vehicle restraint cables, boulders, and bollards are used in certain areas
as vehicle barriers. They are either screened by the fence or blend into
the landscape. All security barriers and systems are designed to be
minimally intrusive and also to avoid damage to trees and other
landscape resources. The overall design expresses the importance of
the NIH Bethesda campus as the worlds pre-eminent biomedical
research institution while clearly expressing the need for campus security

Heather Johnson has been an integral LSY team member for 10 years.
She specializes in providing services to term contracts and has served
as Project Manager on numerous such contracts including NIH, U.S.
Army Corps of Engineers Baltimore District, Maryland Department of
General Services, among others.

As Project Manager, she will lead the LSY in-house design team and
coordinate the work of all technical consulting resources required for
successful completion of each task order. She will be responsible for all
contractual issues, directing all resources necessary for successful
delivery of each task order.

Mr. Beck is the civil engineering Division Manager responsible for the
technical and administrative direction of site and civil engineering
practices in the mid-Atlantic. With an engineering career that spans
more than 23 years, Mr. Beck has been involved in a broad range of
public and private sector projects. His public sector experience in
infrastructure development projects includes work on military and other
federal facilities, airports, municipal facilities, wastewater treatment
plants, and water treatment plants. Mr. Beck has also been responsible
for civil engineering design necessary to support new educational
facilities, medical facilities, libraries, and jails.

Mr. Beck's relevant project experience includes:

Dulles Trade Center - Commercial/Industrial Subdivision Design,
Loudoun County, VA. 2001 2008 This project for Buchanan Companies
involved planning and re-zoning, engineering, permitting, and
construction management services for the design and development of
the Dulles Trade Center I, II, and III commercial/industrial subdivision in
Loudon County. The project's design elements included the
implementation of sanitary and storm sewer extensions, implementation
of a watermain extension, overall grading and drainage system design,
erosion and sediment control, and stormwater management. Atkins
coordinated with and obtained permits from LCBD, VDOT, Loudoun
Water, USACE and Commonwealth of Virginia. Mr. Beck was the
engineer of record.

Site Plan Design Loudoun County, VA. 1989 2009 Mr Beck has
participated in site and subdivision plan development in Loudoun
County, VA since 1989. Between 2002 and 2009, Mr Beck has served as
the project manager or principal-in-charge for 20 commercial site plans
located in the Route 606 corridor. Several of these projects required
rezoning, proffer development / negotiation and other zoning actions.
Atkins design included water, sanitary sewer, pavement and parking
lots, grading and drainage, erosion and sediment control, landscaping,
stormwater management, and BMP facilities to include bio retention
facilities and low impact design pocket wetlands. PBS&J also prepared
bond documents and easement plats, and served as the owners agent
expediting and securing site-related permits through Loudoun County,
Loudoun Water and Virginia Department of Transportation (VDOT).

Accelerated Plans Review Services, Town of Leesburg, VA. Mr. Beck is
currently the principal-in-charge of an ID/IQ contract providing
professional services for detailed engineering review of the construction
drawings filed in support of land development plans and subdivision
plats submitted to the Town for approval. Reviews are conducted for a
variety of projects, including commercial and residential development, as
well as public improvements.


Cub Run Recreation Center, Fairfax County, VA. Mr. Beck was
responsible for the overall management of the project and as engineer
of record on this project, he was responsible for collecting base
information, developing construction contract documents, and permit
acquisition. This project for Fairfax County involved civil engineering

services to include utility design, grading, landscape, private streets,
parking bays, and layout of the western Fairfax County recreational
facility. The $18.5 million, 65,000-sf RECenter was built on school-district-
owned land adjacent to Westfield High School and included competition
and recreational swimming pools, two multipurpose rooms, and the
largest fitness center in the county's park system.

Nationwide Architectural and Engineering Services IDIQ, National Park
Service (2002-2007). This five-year contract with the National Park Service
(NPS), Denver Service Center, included civil, environmental, cultural
resource, and construction services at facilities nationwide. Services were
provided as a subconsultant for new and existing facilities including
visitor/interpretive centers, administrative facilities, maintenance
facilities, single- and multifamily housing, historic structures, comfort
stations, site development, and campground structures. Mr. Beck
managed the master contract and served as project manager for a
number of tasks.

Barcroft Park Improvements, Arlington, VA Barcroft Park is a 65.5 acre
active recreation park in Arlington County. It features ball fields, courts,
trails, picnic facilities, playground, and a fitness center. The Phase II
improvements consisted of reconstructing and expanding a parking lot
with bioretention stormwater treatment and underground detention.
Two tennis courts and a basketball court were added to the park. Two
pedestrian bridges were required with trails to tie into the park trail
system. A hydrologic and hydraulic analysis was performed on each
waterway. Mr. Beck served as principal on the project.

Alexandria Hospital Expansion, Alexandria, VA. This project involved
civil engineering and permitting services of the building expansion.
Services included a site investigation, design development, revisions to
the rezoning plat and special use permit, tree identification, preliminary
stormwater management (SWM)/Best Management Practices (BMP)
analysis, and an entrance permit from the Virginia Department of
Transportation (VDOT). Mr. Beck is the engineer of record.

Fairfax County MSMD Public/Private Maintenance Assessment Project,
Fairfax, VA. The project is designed to significantly enhance the County's
stormwater infrastructure inspection, maintenance, and complaint
response capabilities by providing consulting field teams for facility
inspections and assisting with a significant public education and
outreach campaign along with an enhanced data management
capability to assure a more seamless facility inspection and maintenance
function, and ultimately, improved facility functionality.

Mr. Gleason is a Senior Project Manager with over 29 years of experience
in planning and landscape architecture. His focus includes community-
based master planning and site design. Areas of expertise include site
visioning, consensus building, program development, feasibility studies,
military master planning, public presentations, regulatory review and
approvals. He has a proven track record maintaining excellent client
and community relations. His diverse experience in land planning and
urban design ranges from large mixed-use projects to small in-fill
development from concept to construction.

Mr. Gleason's project experience includes:

Belvoir Master Plan and Program Management, Fort Belvoir, VA.
Member of a design team that developed the Master Plan and Area
Development Plans to add 18,000 new workers and over 3 million SF of
new facilities including a Community Hospital and highly secure DOD
intelligence gathering facilities. Supported Program Manager in the

City of Fairfax-Stafford Property. Project Manager responsible for
developing alternate plans for multi-use athletic field complex and
preparing cost analysis. Due to heavy recreational demand with
minimum developable land, the design for this infill parcel required use
of synthetic fields and site lighting.

American University, Washington DC. Project Manager, provided
design services to construct championship level field hockey and meet
City storm water management requirements. Design required use of
artificial turf surface to support NCAA events, with parking and
pedestrian circulation improvements that aligned with existing campus
facilities and master plan.

Presidents Park Golf Course, Loudoun County. Prepared concept
designs and zoning documents for approval of an executive style golf
course and teaching academy and related facilities. Prepared Special
Exception to allow use in a floodplain.

Town of Strasburg. Prepare park master planning services for an 80-acre
park located along Shenandoah River, assist Town in preparing TEA-21
transportation grants for community trail. Prepared Construction
Drawings for community trail with grant funding. Coordinated trail

Frady Park, City of Falls Church. Prepare site plan to upgrade existing

approvals for filling in a floodplain on site and wetlands disturbances.

reconditioning of entire Barns at Wolf Trap property and will
consolidate administrative functions now scattered throughout the
property. Major modifications replacement of administrative buildings
area with new parking lot. Services include site plan, Special Permit
Amendment Plat, and concept plans, which feature an extensive trails
network, and parking lot for proposed conversion of residence on
property to museum.

Prince William County Regional Park Site Inventory. Prince William
County, Virginia. Prepared a comprehensive site inventory and analysis
to determine development potential of a site for a future 142-acre
regional park. Analysis incorporated features that related to the site
from both engineering and planning aspects. Development
considerations such as vegetation, topography, soils hydrology and
hydraulics, road networks, water and sewer availability, public utilities,
and land use compatibility were graphically depicted and presented to
Park Authority and County Board of Supervisors.

Ballou Park, Danville, Virginia. Project Landscape Architect responsible
for development of a Master Plan to address the renovation and
redevelopment of an existing city regional park. Prepared final plan
documents including recommendations for construction phasing and
development standards for all major capital improvements.

Meadowlark Gardens Arboretum, Master Plan Improvements, Vienna,
Virginia. Assisted the NVRPA with updates to their plan and on recent
zoning approvals for multi- concepts for terraced rock gardens.
Obtained Special Use permit for 10 foot high fence to protect
arboretum's exotic plants from destruction by deer.

Structural Engineer - The Animal Facility Upgrade Project involved architectural, structural and MEP renovations to Research

Laurie A. Sibani, P.E.
MEP Principal in Charge / Lead Electrical Engineer
Laurie is a professional engineer with 16 years of experience and extensive
design experience and project management experience for new construction and
for building renovations for office buildings, mission critical data centers, schools,
and commercial interior fit outs.

Prior to forming L2S Engineering, Laurie was the Electrical Department Director
for one of the largest MEP firms in the Washington, D.C. area. She managed the
electrical staff and the quality of the electrical designs of the studio as well as
acting as a Project Manager and lead Electrical Engineer on larger projects.

Laurie will serve as MEP Principal in Charge and will also lead the team in

Electrical Engineer for two 113,500 sf office buildings which included the
design of MEP / FP systems for the core and shell design of the Atlantic

requirements and were the first LEED buildings in Loudoun County.

Electrical design included an electric service entrance system; building power
distribution; lighting systems; site/plaza lighting and telecommunications service
entrance systems; fire alarm system; and raceways for telephone and data
communication systems.

Fallsgrove Executive Plaza and Garage Rockville, MD
Project Manager/ Electrical Engineer for this 119,000 sf shell building.
The building included 20,000 sf of retail and 99,000 sf of office space. The
building was designed for a LEED Silver rating.

The electrical design included a 480V, 3 Phase, 4 wire, 4000A service entrance
system; building power distribution; lighting systems; site/plaza lighting and
telecommunications service entrance systems; fire alarm system; and raceways
for telephone and data communication systems.

National Association Of Realtors Headquarters Washington, D.C.
Project Manager/ Electrical Engineer for the design of a 90,400 sf office
building. This project was the first LEED Silver building in Washington, D.C. The
roof terrace includes overhead heaters so that the terrace with its direct view of
the U.S. Capital can be enjoyed all year long. The mechanical system is a floor-
by-floor water cooled self-contained VAV air handling units with shut off VAV
boxes.

Sam Sibani
MEP Project Manager Lead Mechanical Engineer
A Principal of L2S Engineering, Sam is a mechanical engineer with 14 years of
experience including office buildings, mission critical data centers, laboratories
and hospitals.

Prior to joining L2S Engineering, LLC Sam was the Base Building Studio Director
for one of the largest MEP firms in the Washington, D.C. area. He managed the
MEP staff and the quality of the mechanical designs of the studio as well as
acting as a Project Manager and lead Mechanical Engineer on larger projects.

Sam will coordinate the MEP resources for this project and will work closely with
LSY Project Manager, Kevin Clark. He will also lead the team in mechanical

HITT Office Building, Falls Church, VA, Project Manager/ Mechanical
Engineer 3 story 150,000 sf building which includes a cafeteria, fitness center,
paint shop and carpentry shop. The project was designed to obtain a LEED Silver
Rating. The mechanical system consisted of packaged VAV rooftop units with
integral energy recovery wheels for preconditioning of outside air for the office
areas.


T. Rowe Price, Falls Church, VA, Project Manager/ Mechanical
Engineer The build-to-suit office buildings are 166,500 sf and 214,200 sf
respectively. The project was designed for a LEED Silver Certification. The
mechanical systems consist of a condenser water central plant with floor by floor,
VAV self contained units. Separate systems were being used in specialty areas
such as the Data Center and Kitchen/Cafeteria

Radiology Department
Mechanical Engineer Responsible for the Mechanical Design for the
renovation of a 10,000 sf health care space. The new radiology department

Ultrasounds equipment.

National Restaurant Association Washington, DC
Project Manager / Mechanical Engineer This project consisted of the
MEP engineering design services for the 150,000 sf main headquarters.
Mechanical design included is the renovation of the central plant and 7th and 8th
floor existing tenant space. Renovation of the tenant space included replacement
of existing induction system and constant volume air distribution system with
state of the art fan coil unit and variable air volume air distribution system (VAV).
In addition, full capability temperature control for each individual office is provided
for complete comfort to all employees. Central plant renovation consists of
replacement of obsolete chillers and upgrading the cooling system to provide
additional cooling for future expansion.

Urban Land Institute Washington, DC
Project Manager / Mechanical Engineer Mr. McLellan was responsible
for designing the Urban Land Institutes tenant renovation and expansion to
achieve LEED Commercial Interiors Certification. Responsibilities included
performing heating/cooling/ventilation load calculations, sizing and laying out
for medium and low pressure ductwork systems, VAV boxes and diffusers, and
advising owner, architect, and tenant on how to best achieve LEED Commercial
Interiors certification. The upscale facility included open and closed offices,
library, team rooms and large conference room.

services from a grade mounted utility transformer. Also, planning for future

Electrical Reviewer - Responsibilities included Electrical Technical Review
and Oversight for those 161,719 square feet and 172,000 square feet LEED
Silver, office buildings.


Strayer University Herndon, VA
Electrical Reviewer - Responsibilities included Senior Electrical Technical
Review and Oversight for this 105,000 square feet of tenant space for Strayer
University. The space consisted of general office space as well as 6,000 square
feet of classroom area and 900 square feet of server room.
