Four friends huddled over a cup of coffee in the overcrowded, sweaty, steamy room of Indian Coffee House in Sector

17,
decide to plunge into the unknown, unchartered territories of hosting film screenings of independent filmmakers, film-
making workshops and film-festivals in the city of Chandigarh. First stop: in the basement of Lajpat Rai Bhawan, in Sector
15, a group of students, aged 20 to 50 years, eager to learn all there is about filmmaking from two veterans of the film
school, festival films screened on a white-cloth held taut from one end to another with the help of two solid nails in the
basement in the humid month of August 2012. Since then, 4C has moved to more comfortable locations and acquired
more members, and more film shows: 20 consecutive monthly events, two three-day film festivals, two one day film
festivals for short films.
Cinema in recent times has undergone a radical change in the sheer accessibility of its technology leading to a
proliferation of independent and short films. The aim of 4C is to create a space for this kind of independent/ parallel/
offbeat cinema in the city of Chandigarh and to provide a space for viewing cinema that is not easily available. At the
same time 4C also hopes to create a space for dialogue through the medium of cinema, inviting citizens to engage in
discussions on various events of national and international concerns.
Chandigarh Creative Cinema Circle in association with Chandigarh Sangeet Natak Akademi brings yet another installment
of its annual 3 day film festival from 29

August 2014. Several National Award winning filmmakers, from
various parts of India are participating in this festival . A brief schedule is given below for the whole festival.

Chandigarh Cinema Film festival
DAY-1 -29
th
August, 2014
Inaugural Session: the festival will be inaugurated by screening National award winning film Candles in the wind by
Nandan Saxena & Kavita Bahl.
- Candles in the Wind; 52 Min
Punjabthe food bowl of Indiais in the news for policy-induced non-remunerative agriculture, and escalating farmers
suicide. Men have found escape in death. The spinning wheels lie idle as the widows shoulder the burden of unpaid
debt, while taking care of children, and fields polluted with chemicals. Candles in the Wind witnesses the march of
widows of the Green Revolution as they negotiate the rules of engagement and the politics of domination in their bid
to survive. Their struggle gives us a window into the socio-economic flux in rural Indiaa nuanced understanding of the
silent under currents of a gender-specific struggle in the larger narrative of surviving as a farmer in these times.
- Dammed; 70 Min
Over 11 million Indians have been displaced by large Dams. Onkareshwar Dam wil displace another 50,000 and Sardar
Sarovar over 2,00,000. In September 2012, the NHDC, in-charge of the Onkareshwar Dam, decided to raise the water
level, in defiance of the orders of the High Court. The residents of 30 villages from the reservoir area of the Onkareshwar
Dam sat on a Jal Satyagraha. After 17 days, the state government announced that it would implement the orders of the
Supreme Court of India. The irony was complete. NHDC Limited and its band-wagon of foreign banks and investors have
made 90 per cent profit after paying tax in the last three years. While the corporations make super profits, the poorest
of the poor become orphans of the dams.

In order to promote young amateur cinema, students and budding filmmakers, 4C decided to reserve a prime
slot of the festival for short films made by young enthusiasts. Entries were received from all over India.

- A Ride through the Heart by Pankaj Trivedi; 90 Min
All of us have a vagabond inside us but few recognize their true calling and follow it. Pankaj is one such person
who for the past three years has been travelling across the country, from Arunachal to the Thar. This film
showcases his desire to discover the essence of India, its culture and its natural beauty.

- Biswaprakash by Sushant Mishra (Oriya); 148 Min
Biswaprakash, a young man in his early twenties is a rebel constantly rebelling against the obscure traditional
lifestyle of his family. This multi-layered plot with complex characters fetched National Award in the best film
in the regional category.

DAY-3 31

- Udeek by Gaurav Rana; 30 Min
A story of an Indian Army officer who comes back to his home during vacations. A long tenure of separation
makes him suspect his wife of an extra marital affairs. Film explores how suspicion destroys relationships.
- The Merchant of Death by Rishav Rastogi; 90 Min
The film follows Agasthya Rathore, an ex-crime lord, who gave up his life of terror to live a good, normal life
with his wife- Maya. Their happiness is short lived as his past catches up and Maya is abducted by someone
whom he had wronged once.
- Taakat ki folklore and Delhi NCR ki folklore, Short films by Saif Qidwai; 5 & 15 Min.
- The Sunflower, Short film by Pandit Gaurav Gautam; 15 Min
- Six Strands by Chaitanya Tamhane; 15 Min.
- Phoring by Indranil Roy Chaudhury; (Bengali); 126 Min
An adolescent boy (Phoring for dragonfly) grows up in a back-of the-beyond township in North Bengal. Surrounded by
the lush Doaars in the countryside, the town barely survives the shutdown of a factory. Maladjusted and a born looser,
Phoring fights the voices in his head, called god. A new teacher comes to the school and opens up his mind to new
things.
- Gulabi Gang by Nishtha Jain; 90 Min
In Bundelkhand, India, a revolution is in the making, among the poorest of the poor as Sampat Pal Devi and the fiery
women of her Gulab Gang empower themselves and take up a fight against Gender Violence, caste oppression and wide
spread corruption. The documentary opened to wide critical acclaim and won the National Film award for the best film
on social issues in the year 2014.
