Integrated Flood Analysis System (IFAS)

Flood Forecasting System Using Global Satellite Rainfall






ICHARM has developed a concise flood-runoff analysis system as a toolkit for more
effective and efficient flood forecasting in developing countries. This system is called
"Integrated Flood Analysis System (IFAS)". IFAS provides interfaces to input not only
satellite-based but ground-based rainfall data, as well as GIS functions to create river
channel network and to estimate parameters of a default runoff analysis engine and
interfaces to display output results. ICHARM has been conducting training seminars for
users to utilize IFAS and to do a co-operative study with local governments,
organizations, etc. ICHARM hopes that IFAS will be widely used as a basic tool for
preparing flood forecasting and warning systems in insufficiently gauged basins.

ICHARM has developed an IFAS-based flood forecasting/warning system.
Reduced calculation time
In the development of the new flood forecasting/warning system, we succeeded to
dramatically reduce IFASs calculation time. The long calculation time had been pointed
out as one of IFASs weaknesses. This drastic time reduction became possible by adding
new functions such as importing and processing rainfall data automatically and
extracting only necessary data. Shortening calculation time is crucial for flood
forecasting systems since river management authorities use them as an assist tool for
decision-making in flood forecasting and warning.
Automatic functions
In countries and areas lacking adequate hydrological information, data downloading is
often disrupted due to poor internet connection and power supply, resulting in failure to
download a long period of satellite rainfall data. In order to solve this problem, we have
added a new function to the system that downloads satellite rainfall automatically every
hour around the clock. The system was equipped with another new automatic function
that also conducts the hourly procedure of importing rainfall data into the run-off
analysis model, calculating the data, and delivering a warning after comparing the result
with the threshold value. Warnings can be displayed on the screen or sent to e-mail
addresses registered in advance.
Three-layer-tank model
In addition to the original run-off analysis model with a two-layer tank, a three-layer-
tank distributed run-off analysis model is also mounted to the system as another
calculation engine to simulate unsaturated layers. This has upgraded the simulation
capability of the system for the long term run-off analysis.
New correction equation
Furthermore, the new system is designed to provide users with an additional correction
equation for satellite-based rainfall along with the original correction equation resulting
from typhoon rain research. Also, the upgraded equations now allow users to set the
correction coefficient freely depending on your needs.
The major features of IFAS ver.1.3 are as follows:

Three-layer-tank distributed hydrological engine for water resources management
Advanced modification method for GSMaP
Discharge data modification method for flood forecasting based on observed discharge
IFAS ver. 1.3 is now capable of:
Factoring in the effect of rainfall loss into the ground
Saving the current state of each tank
Downloading satellite rainfall automatically
Importing and calculating rainfall data and delivering warnings automatically
Exporting rainfall distribution and river discharge for Google Earth-based presentation
