Rice bank conducted its operation in 2014 and 2015 with a share stock of 70,000 tons to 100,000 tons of rice,
said Mr. Phou Puy, Chairman of the Board of Directors and General Director of Cambodia Rice Bank Plc.He
told this to reporters in a workshop held here last week to launch the principles and the application process for
the opening of rice stock and pawn market.
Establishing the rice stockpiles to only 100,000 tonnes of rice is not huge, but it aims to make such an issue
easier to rice exporters and buyers, and achieve a goal for improving rice stockpiles for being exported in the
next consecutive years, he pointed out.Rice bank, located in Battambang province, is set up as a rice center with
facilities for weighing, drying, packaging and stocking, and also provides common services like buying and
pledging, and other services such as relations of farmers, customers, millers and rice exporters, he said.It is also
important to ensure the quality and the quantity of rice to be exported, he added.
In the next three years, the bank planned to expand rice stock and warehouses in provinces across the country,
the purpose of which is to be available for hundreds of thousands of tons of rice supplies to other services
including rice millers, rice exporters and buyers, he said.

USA Rice Meets with Mexican Authorities on Pallet Regulations

PUERTO VALLARTA, MEXICO -- Last month, USA Rice Federation's Marvin Lehrer met with Arturo Calderon,
Director of Port Inspection of the Ministry of Agriculture to discuss possible new regulations concerning the requirement
that bagged rice entering Mexico from all origins be palletized (see "USA Rice Intervenes to Curb Mexico's Proposed
Palletizing Rule," USA Rice Daily August 5, 2014).


"We are taking improved operational steps to allow for a speedier, less costly inspection at our ports of entry, and this may
require the use of palletization on bagged commodities where we can work with fork lifts," said Calderon. "We will soon
publish regulations in our Federal Register on a country by country and commodity by commodity basis. The regulations
will allow for public comment periods. Input from groups like the USA Rice Federation gives us invaluable input into
logistical issues concerning any change in the inspection procedures. We will take these comments into consideration
prior to final notice.
" Lehrer was in Puerto Vallarta attending the annual Mexican Association of Grain & Oilseed Merchants forum on grain
trade issues between the United States, Canada, and Mexico. U.S. grain shippers, commodity groups, freight companies,
and U.S. and Canadian government officials attended to discuss a range of topics including grain trading, futures markets,
and trucking issues and logistics.Lehrer said USA Rice believes palletization will unnecessarily increase shipping costs
which are unlikely to be able to be passed along to importers and could make U.S. origin milled rice less competitive in
the Mexican market. He said USA Rice will continue to monitor any changes in Mexico's import procedures that could
affect the flow of U.S. origin rice into Mexico and provide comments as necessary.

Rice Bowl Recipe Contest Helps Launch National Rice Month

Contest to find the best rice bowl recipes in the nation. The contest encourages consumers to create delicious

Go online for Kolkata rice bucket challenge
Kolkata, Sep 1 (IANS): Are you ordering groceries online? Think about the underprivileged section of the
society and click to participate in the online rice bucket challenge in Kolkata.Modelled on the popular ALS ice
bucket challenge, the Indian version that encourages people to donate rice instead of dumping water, is
gathering momentum in Kolkata with both online and offline events planned this month.The Indian spin-off
started by Hyderabad-based Manju Latha Kalanidhi involves donating rice to people in need in a country which


is the world's second largest consumer of rice.
The Facebook page of the campaign says: "Desi challenge for desi needs, cook or buy one bucket of rice or
biryani and feed the needy. Tag #RiceBucketChallenge and challenge your friends. Take a picture or video of
your challenge and tag all your friends."The e-grocery store 'Salt n Soap' will flag-off an online campaign to
add to the mass movement in mid-September in Kolkata."Shoppers will be encouraged to pledge a kilogram of
rice when they place their orders. We have tied up with a few NGOs and the rice collected at the end of two-
three weeks will be handed over to them," S. Roy, in-charge of business development at the online portal, told
IANS Monday."We expect to collect around 500 kg of rice," Roy said.
The challenge will also focus at the 'Joy of Giving' week Oct 2-8. But the citizens' initiative will be observed a
week earlier in Kolkata to avoid a clash with the Durga Puja festivities during the first week of October, an
organiser told IANS.According to the venture's Facebook page, over 50 donors lined up Sunday in Girish Park
area to donate 1,500 kg of rice to over 500 recipients. This campaign was spearheaded by city-based
businessman and activist Suraj Chokhani.India's rice stockpile is estimated at 21.2 million tonnes as of July 1,
2014. A report by the International Food Policy Research Institute places India at the 63rd spot among 78
countries in the Global Hunger Index.
The ice bucket challenge is an activity involving dumping a bucket of ice water on someone's head to promote
awareness of the disease Amyotrophic Lateral Sclerosis (ALS), commonly called Lou Gehrig's disease, and
encourage donations for research.The challenge dares nominated participants to be filmed having a bucket of
ice water poured on their heads and then nominating others to do the same.

JAKARTA - Indonesia's powerful anti-graft agency will launch a
probe into the nation's subsidised rice scheme unless major flaws are
fixed, threatening moves to expand the role of the state food buying
agency into other staples such as corn, beef and sugar.With nearly a
third of the rice estimated to go missing and allegations of some
rotting before it gets to poor families, the future of the scheme and the
wider issue of food security will be an early policy test for president-


elect Joko Widodo.
Widodo has promised cleaner, more efficient government when he takes office in October and along with fixing
dysfunctional state bodies also faces tough economic decisions such as whether to rein in fuel subsidies that
have blown out the budget.After a year-long review, the anti-graft agency (KPK) had given the state food
buying agency, Bulog, which manages the scheme, until December to fix problems or it will launch a full-scale
probe, said KPK investigator, Roni Dwi Susanto.A probe by KPK into Bulog's flagship rice scheme, which is
known as RASKIN and has an annual budget of about $1.7 billion (S$2.1 billion), could disrupt plans to give
the agency broader power over more commodities in the major food importer.
That would be welcome news for private traders such as Cargill, Olam International and Wilmar International,
which would otherwise face greater competition from an expanded Bulog.As Indonesia's population has risen to
more than 240 million, RASKIN has become one of the world's biggest rice subsidy programmes. It said it
distributed about 3.7 million tonnes of the grain last year to about 16 million families.Bulog Chief Executive
Sutarto Alimoeso conceded that as much as 30 per cent of RASKIN rice went missing, but said the agency had
taken steps to improve the situation such as introducing identity cards for recipients and punishment for traders
who repurchase subsidised rice."Bulog is now transparent," said Alimoeso, whose five-year term is drawing to a
close, but may remain CEO if reappointed by the new president.Investigator Susanto said the KPK has
recommended RASKIN be either stopped or revamped after it found mismanagement, and has said it will
investigate corruption allegations if no action is taken to address the problems before December.
The KPK alleged that some families who received rice re-sold to traders for up to five times the subsidised
price, with the grain then sold back into the programme. Others received less than their entitlement.When rice
reached families, it was often blackened and weevil-infested, KPK investigators said.
TRANSFORMING BULOG

Transforming Bulog into a bigger body to help manage food inflation and boost self-sufficiency was still a
matter of discussion for the next government."Bulog may be better if integrated with other government food
agencies to form a strong body that handles food issues from A to Z," said Arif Budimanta, a food security
adviser to Widodo.RASKIN was introduced more than 10 years ago after the Asian financial crisis, with Bulog
tasked with purchasing rice from local farmers or overseas and then distributing it at a reduced cost to the poor.
Bulog, an Indonesian abbreviation for State Logistics Agency, was launched as a non-profit government agency
in 1967 under late autocratic president Suharto to buy basic commodities for the military.The agency's food
monopolies were mostly phased out under IMF loan conditions during the Asian financial crisis, but from 2000
onwards governments have introduced more protectionist policies and it was made a state-owned enterprise in


2003.Some economists also said Bulog's role should not be extended until the rice programme was operating
well.
"The main rationale for RASKIN is to get rice to poor people who can't afford it, at cheaper prices," said David
Dawe, senior economist at the UN's Food and Agriculture Organisation in Bangkok. "It is pretty widely
acknowledged by Indonesian researchers that (RASKIN) is not delivering that very effectively."

Mekong farmers cash in on fragrant rice
SOC TRANG (VNS) The area under fragrant rice varieties in the Cuu Long (Mekong) Delta province of Soc Trang has
increased in recent years, helping farmers improve their lives.Around half the fragrant rice grown in the province is of the
ST variety - from ST1 to ST21 created by local scientists.Tran De, Thanh Tri, and My Xuyen districts and Nga Nam
town account for most of the fragrant rice grown here.In Tra Ong Hamlet in Tran De's Vien Binh Commune, many
farmers have become wealthy growing the grains.Tran Nhenh, who grows ST5 on 5ha in Tra Ong, said his family earned
VND100 million (US$4,700) from each crop."ST5 is planted thrice a year and has consistent yields if proper farming
techniques are used," he said.

ST5, which is resistant to diseases and grows well in saline-affected soil, has an average
yield of eight tonnes per hectare.Before 2000 Tra Ong, which has more than 800 families
of whom 96 per cent are ethnic Khmer, was one of Vien Binh's poorest hamlets with a
poverty rate of more than 50 per cent.Since then transportation and irrigation systems
have been developed here and farmers gradually switched to high-quality rice varieties
like ST5.The poverty rate is now down to 15 per cent and more than 50 per cent of its
people are wealthy
.Duong Thanh Hung, deputy chairman of the Vien Binh Commune People's Committee, said the prosperity was owed to
ST5."Thanks to the planting of ST5, the lives of farmers, especially Khmer ones, have improved significantly."Tra Ong
has set up the May 1 Cooperative with more than 700 households to grow ST5.The co-operative's members have contracts
with food companies to sell their rice and thus have a stable outlet.Tran Hoang Dung, deputy head of the Tran De District
Agriculture and Rural Development Bureau, said from 13 per cent in the beginning, the area under ST rice varieties had
increased to 30 per cent now, with most of it being ST5.
Tran De planned to grow ST5 in all its rice cultivation areas, he said.The grain fetched VND700-1,000 a kilogramme
higher than normal varieties, he said."Traders like ST5 because it has high quality and demand." Farmers who grow ST5
and ST20 in large-scale rice fields have contracts to sell to food companies.To develop the farming of fragrant rice
varieties, local authorities offer training to farmers.Quach Van Nam, director of the province's Department of Agriculture


and Rural Development, said farmers wanted to grow fragrant rice varieties that have guaranteed outlets."We support this
trend and will try to expand this model," he said.
Soc Trang's soil is ideal for growing fragrant rice.Its grains are in much demand in the domestic market and are also
exported to several countries, including China.Soc Trang is the delta's leading province in growing fragrant rice, having
increased the land under these varieties to 83,000ha this year from 57,000ha last year, according to the department.Of this
19,000ha are part of 163 large-scale fields formed by pooling lands belonging to nearly 15,000 families.The National
Office of Intellectual Property awarded the "Soc Trang fragrant rice" trademark to the province's ST varieties in 2011.
In 2011 ST20 won the first price in the " Delicious Rice Viet Nam Brand" contest.

Record-high rice shipments on lower prices

July's rice shipments surged to almost one million tonnes - its highest amount in almost three years -
thanks to lower rice prices, a weakening baht, and a high amount of exports to Africa.
The Thai Rice Exporters Association revealed that rice exports in July reached 941,691 tonnes, the highest
figure since the 1.01 million tonnes in August 2011. The association's president, Chareon Laothamatas, said
exports this year should reach up to 10 million tonnes. Chareon said if the baht did not fluctuate, shipments
should grow continuously in the remaining months following high demand in Africa and the Thai government
releasing rice from stockpiles.
Of the 941,691 tonnes exported in July, 448,652 was white rice that was shipped mainly to the Ivory Coast,
China, and Guinea while 133,010 tonnes was jasmine and 345, 713 tonnes was parboiled.In the first seven
months of the year, exports were up 55.5 per cent year on year to 5.62 million tonnes, while the value increased
20.6 per cent to Bt90.85 billion.Benin received the most rice with 689,329 tonnes followed by China (338,170
tonnes), The Ivory Coast (325,558 tonnes), Nigeria (321,955 tonnes), and Cameroon (281,905 tonnes).
It is thought exports in August could be around 900,000 tonnes because the price is now close to the prices of
Thailand's competitors, while the government has a clear policy that involves gradually selling rice from
stockpiles. Thailand is also negotiating with other countries to sell them more rice, including China, Indonesia,
and Malaysia and is getting more orders from other countries and regions,

exported 941,000 tonnes of paddy worth of 14.4 billion baht. Charoen Laothamatas, the president of the Thai Rice
Exporters Association, has revealed that the July export figure was the highest level achieved since August 2011.
Meanwhile, the price of 5% Thai white rice has plummeted to 441 dollars a ton which is a lower price than Vietnams
rice quoted at between 445 and 455 dollars a ton. The August export figure is predicted to come in at 900,000 tonnes since
prices of Thai rice have decreased to a highly competitive rate, while the Thai government is negotiating with major
export markets including China and Indonesia to release more of its stock. This years rice exports are thus anticipated be
in line with the target of 10 million tonnes.

Labor shortage dents Thai plans to boost rice exports

Thailand is facing delays in plans to export millions of tons of rice from state stockpiles because of a labor shortage at
ports after hundreds of thousands of foreign workers fled amid fears of a military crackdown on illegal migrants.The
military government has started selling rice from the stockpile amassed during a disastrous and costly subsidy scheme
under the administration toppled by the country's armed forces in a coup in May.
Thailand aims to ship 10 million tons of the grain this year, helping it regain the crown - lost under the subsidy scheme -
of the world's top rice exporter.But shipments of around 500,000 tons have already been delayed due to a labor shortage,
traders said on Thursday. Most of that rice was parboiled grade destined for African buyers, they added. The volume is
equivalent to the combined stockpile held in North Africa.More than 200,000 Cambodians working in Thailand fled in
June as rumors spread of the military enforcing measures to regulate illegal labor, according to the International
Organization for Migration.
Chan Nontakal was one of the Cambodians who fled. He has just returned to his job as a stevedore at the Phra Pradaeng
port around 30 km (19 miles) south of Bangkok, one of Thailand's biggest rice export terminals.I fled Thailand in June
when there were rumors about the army crackdown on migrant workers and that hundreds of those who were illegal
would be in jail for months, said Chan.
He and his crew clambered up steep wooden stairs, hauling 50-kilogram (110-pound) sacks of the grain on their backs
from a barge to a ship destined for the Middle East. The barges bring rice from Thai paddy fields along canals to the


ports.Registered and illegal foreign labor, mostly from Myanmar, Laos and Cambodia, is key to the construction,
manufacturing and fisheries industries in Thailand, Southeast Asia's second largest economy. The migrant workers do the
work most Thais are unwilling to do.The government has denied there was a crackdown and says it has worked to bring
migrants back.
The government has even sponsored busses to bring them back to work since we don't want the disruption to last long as
it will hurt our export sector, said an official at the Ministry of Labor who did not want to be named as she was not
authorized to speak to the media.But many workers have not returned.Only around 50 percent have come back and we
still face a severe lack of labor for rice stevedoring, said Nontawat Na-rasi, the owner of Srichang Crane & Maritime
Co. Ltd., which loads rice for several Thai rice exporters.Around 20-30 percent of stevedoring companies are out of
business due to labor shortages and that will have an impact on rice exports, he added.
The exodus of workers exacerbated an existing labor shortage after two slow years in the export industry following the
introduction of the rice subsidy scheme.Thailand shipped a record 10.6 million tons in 2011, before the subsidy scheme
started.Exports fell sharply in 2012 and 2013 as the government bought rice from farmers at well above market prices,
making the grain too expensive to export and leading to the buildup of an estimated 18 million tons in state
stockpiles.That reduced the need for manpower to load vessels and barges, leading many migrant workers to seek
employment elsewhere even before the exodus in June.The price of common grade Thai 5 percent broken rice had
reached $639 a ton in 2011 after the rice-buying scheme was kicked off, but is currently at $435 a ton - in line with
shipments from other major Asian exporters such as Vietnam and India.

Shipments Pushed Back

Rakesh Sodhia of Fortuna International, which trades several grades of Thai rice, said he was aware of some June
shipments that were delayed to August and September.Thailand exported 4.7 million tons of rice in the first half of 2014
and was hoping an increase in sales in the second half would help it meet the annual target.But delays due to the labor
shortage could see Thailand miss its 10-million-ton export target, traders said.
Rice loading is a labor intensive job and with a labor shortage like this, exports could fall far short of nine million tons,
one Bangkok-based trader said.Stevedore Chan is toiling as part of a five-man crew, much smaller than optimal for the
job, said foreman Tho Sookchan.This is not even half of the manpower we need, he said. Normally, we use up to 20
men to load the sacks onto the ship.

Thailand to Sell 175,000 Tons of Rice to Indonesias Bulog

Bangkok. The Thai military government has agreed to sell 175,000 metric tons of rice to Indonesias state
procurement body, Bulog, in a government-to-government deal for prompt shipment, a government official and
traders said on Tuesday.Bulogs representatives will come to sign a contract in Bangkok over the next few
days. Some of the rice sold to Bulog was from the government stocks and the rest would be fresh grain
harvested in July, said a senior government official who ask not to be named as he was not allowed to talk to
the media.Traders said the government had negotiated to sell the rice, while exporters will help arrange the
delivery.

Deadline issued on rice to all vendors

The Government warned rice vendor that rice stocks not declared to the
Consumer Affairs Authority (CAA) by September 15 will be noted as
excess stocks and will be confiscated.In a notice issued to rice mill owners,
paddy and rice stock collectors and rice importers, the Ministry of
Cooperatives and Internal Trade said that information on stocks of paddy
and rice in their possession at present must be indicated in a form issued by
the CAA and sent to the CAA before the deadline.
The CAA also said that similar information must later be submitted to the CAA once every two weeks from the
date of the deadline issued this month.The CAA warned that non provision of information and keeping stocks in
the possession of the dealers without providing accurate information will be considered as a declaration that the
dealer does not possess suck a stock.According to the CAA, any rice stock that is hoarded by a vendor either at
his place of business or elsewhere in excess to the stock required for his general business requirement can be
confiscated by virtue of the powers under the Consumer Affairs Authority Act. (Colombo Gazette)
Ghana woos investors to the rice sector
Mr Charles Folikumah, Director of Exports, Ministry of Trade and Industry, has called on Turkish investors to
partner their Ghanaian counterparts to expand rice production for the local and export markets.He said Ghana
had arable land suitable for the cultivation of rice and the introduction of Turkish technology could help boost
production of the cereal.Mr Folikumah, who made the call on the sidelines of the 83rd Izmir international Fair
in Turkey, said this partnership would reduce largely the importation of rice to Ghana.


This will serve as a transfer of technology to commercialise the countrys agriculture to create more jobs and
also reduce rice importation, he said.Ghana currently spends about $600m annually to import rice.The Izmir
fair is aimed at offering businesses and investors across the globe the opportunity to market their products to the
international business community, especially those from Asia and Europe.Ghana Export Promotion Authority
(GEPA) has facilitated the participation of 14 Ghanaian exhibitors in the Izmir International Fair, which runs
from 29th August 29 to September 2.

The Director of Exports urged producers and other stakeholders to make it a point to add value to rice produced
in the country before exporting it.He said Ghanas export strategy was to expand and improve on the quality of
agricultural products.Mr Stephen Normeshie, the General Manager, GEPA, said government had launched the
National Services Strategy to develop the services sector.He said the services sector was one of the areas that
could effectively contribute to the countrys foreign exchange earnings potentials.Areas to look at in the
services sector include medicinal and sports tourism among others, he said.Ghanaian companies participating
in the fair are drawn from the pharmaceutical, food and beverage and the cosmetics industries of the economy.

They include Alagie and Fati's Company, Daysah Ventures, Pure Company, Sea-Freighted Pineapple Exporters,
an association of Ghana (SPEG), the umbrella body of pineapple exporters in the country.The rest are Krypton

KARACHI: Sindh government asked the growers organisations and provincial agriculture department to work out
PC-I separately for fixing governments support price for the cotton and paddy production with its implications on
the government and socio-economic impact on the growers community so that a comprehensive decision in this
regard could be made for the progress of the farmers community.Chief Minister Sindh Qaim Ali Shah at a meeting to
discuss the proposal for fixing the support price of cotton and paddy production said government was representing
the growers, farmers fraternity and always has protected their rights/worked for their progress.

He said the co-chairman Pakistan Peoples Party Asif Ali Zardari was also keen to work for the progress of the
growers community.He said during his current visit at China he has discussed many projects of irrigation and


agriculture developments with Chinese government and other organisations.He said it was because of his continued
efforts growers of tail ender were getting irrigation water for their crops.He said in addition to provide incentives,
efforts have been made to provide proper price to the growers for their crops.

Placing example of increase in wheat production, Chief Minister said this step has not only benefited the growers but
also caused bumper crop in subsequent year.About the government support price for the cotton and paddy
production he said since it needed financial resources for implementation as such the agriculture department and
growers organisations should work out PC-I separately.He said before implementing this proposal we also have to
coordinate with the other province instead of taking the decision in isolation.

We are encouraging agriculture sector as it provides maximum income and employment opportunities to the people

Call to make REAP a model to resolve issues facing rice exporters

KARACHI: The Union of Small and Medium Enterprises (UNISAME) felicitated the managing committee
members of the Rice Exporters Association of Pakistan (REAP) on their unopposed election on the committee
for a period of three years in the north and south zone and urged them to make REAP a model association rather
than a social club to resolve the issues of the rice exporters.
President UNISAME Zulfikar Thaver in a statement said that all the 10 members of REAP managing committee
(MC) who have been elected unopposed for the period 2014-2016 were very capable persons of high repute
and integrity. UNISAME expected that they would devote their time and energy for the sector facing many
issues, including prompt closure of troublesome Quality Review Committee (QRC), pending case of
geographical indications (GI) of basmati rice, the deteriorating supply chain, falling export of basmati rice,
implementation of currency swap with Iran, smuggling of rice to neighbouring countries, under invoicing of
rice shipments, lack of access to finance, increasing cost of production, absence of a strong legal committee to
tackle matters of marketing committee and high handedness of officials of tax departments, energy crisis and
last but not the least the law and order situation.

He said three of the four members elected from South Zones corporate class were Rafique Suleman,
Muhammad Raza and Noman Ahmed Sheikh, and they belonged to Karachi, while Abdul Rehman Shah was
elected from Quetta. Four members have been elected from North Zones corporate class and they were Mian


Mohsin Aziz and Chaudhry Khalid Mehmood from Kamoke, M Tayyab Bashir has been elected from Okara,
while Ali Hussam Asghar was elected from Lahore whilst Muhammad Jawed Jilani was elected member from
South Zones associate class who belonged to Karachi. They further said that Mian Shakeel Ahmad, who was
from Lahore, was elected member from North Zones associate class. UNISAME said that Rafique Suleman
who had been the vice chairman before and had a lot of experience in the promotion of exports to China would
once again focus on the promotion of exports to non traditional countries and likewise Noman Ahmad Sheikh
who was the chairman at one time would seriously take up the matter of regaining lost markets of basmati rice.

Nagpur, Sept 1 (Reuters) - Gram and tuar prices in Nagpur Agriculture Produce and
Marketing Committee (APMC) firmed up again on increased buying support from local millers amid weak from
producing regions. Notable rise on NCDEX, weak overseas supply and poor monsoon in this season also said to be the
reasons for upward trend, according to sources.

Rice exports hit 3-year high in July

Thailand exported more rice in July than any month in three years, but the nearly one million tonnes fell short
the industrys peak, the Thai Rice Exporters Association said. The country shipped 941,691 tonnes of rice worth
14.4 billion baht, supported by attractive prices. That fell short, however, of the record export of 1.13 million
tonnes in August 2011.
Association president Chaoren Laothamatas said exports have trended up since June as the price of Thai rice
became compatible to rivals, coupled with clearer policies on the management of the government's
stockpile.Price of Thai 5% broken white rice dropped to $441 a tonne, lower than Vietnam's quoted price of
$445-455 a tonne.Of all exports in July, 448,652 tonnes were white rice shipped to Ivory Coast, Malaysia and
China.Over the first seven months of this year, Thailand exported 5.62 million tonnes, up 55.5% from 3.61
million tonnes in the same period of last year. The value of 90.85 billion baht rose by 20.6% from 75.368 billion
baht.
Thailand's top customers during the period were Benin at 689,329 tonnes (up 55.7%), China at 338,170 tonnes
(up 227.1%), Ivory Coast at 325,558 tonnes (up 68.2%), Nigeria with 321,955 tonnes (up 466.5%) and
Cameroon with 281,905 tonnes (up 190.2%).
