(SVREP) organized the Hondo
Voter Registration Education
Project (HVREP) to register
voters in Hondo. HVREP’s goal
is to register several hundred
voters by the deadline for

December 23, 2009.

1974 as a nonpartisan, non-
profit organization dedicated
to increasing the participation
of Latinos and other ethnic

T he federal government is
gearing up for the 2010
census this spring, when it
will attempt to count every
person in the United States.
The process is repeated every
10 years and determines how
many political representatives
a certain area gets and where
over $400 billion in federal
money - for things like Head
Start programs, hospitals,
electrification projects, and
other infrastructure - will be
spent. Racial and gender
information is used to uphold
the Civil Rights Act and anti-
discrimination laws while local
planners use the data for
years to come to decide where
to build new schools, clinics
and economic development
projects.
Poor, people of color, immigrant,
and Democratic areas are all
historically disproportionately
under counted in the census.
An under count leads to less
political representation and
less resources, including federal
and state money, being directed
towards these communities.

Editorial: The State of Hondo
T he unfavorable decision by
the Department of Justice
to clear the recall election of
the Real Change candidates is
a minor setback in the struggle
for equal representation at
Hondo City Hall.
Unfortunately, the establishment
could not stand to take the
defeat of the May 2008
elections, and took it upon
themselves to take advantage
of the system in which they had
designed. The recall proponents
were able to circulate a
flawed recall petition that
was based on false pretenses
and carried out the recall of
Real Change council members,
Chavel Lopez, Lucio Torrez,
and Virginia Gonzales. The
events leading up to the council
members being deposed were
polarizing and unnecessary,
yet it is just part of the struggle
says Chavel Lopez.
“You cannot have progress
without a struggle,” said Lopez
of keeping change coming
and the community moving
forward.
Since the Real Change
campaign launched their
effort to change the face of
Hondo politics in the Spring
of 2008, many successful and
progressive steps towards
an improved Hondo can be
noted. These strides towards
the improvement of local
government will have an
impact for years to come.
After Real Change came into
office in May 2008, city hall
has seen many changes. All
5 of the council members who
were seated before Real
Change became a viable force
are now off the council. Real
Change came into existence
because the previous councils
were unresponsive to the
community’s concerns.
The previous council which
included 4 members who
were involved in the real
estate market, also managed
to inflate the budget by six
million dollars between 2003
- 2008. If that wasn’t reason
enough to vote them out, upon
their defeat in the May 2008
election and their exit from

council, the real estate cartel
decided to throw money at the
city manager with a lucrative
contract, in order to maintain
loyalty from the City Manager-
all at the citizen’s expense.

majority worked diligently,
despite the uncooperative
management and mayor,
to formulate a budget that
would ease the burden on

the ratepayers. The new
majority took into account the
hardship and uncertainty all
the citizens faced in the wake
of the economic downturn the
United States and the World
experienced in late 2008, and
decided to keep City spending
at bay.
Progress can also be seen in the
increased voter participation
of the Hispanic and Mexican
American community. The Real
Change Council has established
a new precedent for future
voter participation and the
way government functions in
Hondo.
Their goals of leading an
inclusive and accessible
government, rather than the
exclusive and disconnected
government of previous Hondo
City Councils, were realized in
their time in office. This was
represented in the fact that
council implemented a policy
that allows citizens to address
council with their concerns
during council meetings by
simply signing up to speak 5
minutes prior to the start of a
meeting.
Real Change also worked
towards fair compensation for
the city workers, by increasing
hourly wages, as well as hiring
a firm to conduct a study that
concluded that City workers
were in fact underpaid. Council
also successfully repelled a
rate increase proposed by the
management. Also, the Real
Change council addressed the
concerns of several incidents
that involved a couple of
Hondo police officers, as they
were held accountable for
their actions.
In addition, Real Change
implemented a host of
community development
projects that focused on the
environment. One of these
initiatives included one of the
most extensive clean ups in
Hondo’s history. The clean up
beautified Hondo by collecting
thousands of tires, which posed
a health risk to citizens, cleaned
up vacant lots, and

recycled hundreds of T.V.’s

The majority vouched for a
plan that would assist low
income residents qualify for a
refund when they buy a new
energy efficient appliance,
thus saving money and
energy for the ratepayers.
Also Real Change allocated
over $275,000 dollars
towards streets and drainage
projects that were much
needed on the north side of
town, and moved to pay off
city debt.
As another indicator of the
support for green jobs and a
clean environment, the Council
passed a resolution against
the ill-conceived project of
expandin the nuclear power
plants by City Public Service
Energy. Council called for
energy efficiency measures
for low-income families as
well as job creation in the
renewable energy sector.
Accomplishments can also be
seen with the moral support
and victory of two Real
Change supporters, Mike
Sanchez and Clyde Haak,
in the May 2009 elections.
It is important to continue the
trend of electing candidates
from our community who focus
on the development of our
community. Presently, the city
is preparing for a January
23rd special election to fill
the three vacancies that were
created by the unnecessary
recall. §
Q & A with Chavel Lopez
I n what is sure to be another
contentious election, six
candidates have filed to run for
Hondo City Council on the January
23rd special election.
While interim city attorney Bobby
Perez has rendered an opinion that
the Real Change candidates are
eligible to run for the vacancies
created if they so desire, only
Lucio Torrez has filed to run.
Virginia Gonzalez declined to
run because she stated that she
wanted to focus on raising her
family. Chavel Lopez, who many
in the community consider the
leader of the former majority, has
also declined to run again.
El Grito has noticed many in the
community are wondering what
the next step is for Mr. Lopez, so
we sat down with him to answer a
couple of questions.

to run in the special elections?
Lopez: I decided against
running because I want to focus
on organizing and developing
leaders at the grassroots level.
They are the experts on the needs
of their community, and they should
have the opportunity to speak for
themselves.
El Grito: What do you think about
the way things turned out?
Lopez: Being in government at the
city level is complicated. It’s not
easy. The opposition has been in
power for a hundred years; we have
to work hard and be organized to
benefit the community that is in the
most need of attention.
El Grito: What do you think the
citizens in our community need to
do to make Hondo better?
The elections represent just
one instance in the struggle
for equal representation in
our local government, and this
victory cannot be ignored. To
put this victory into perspective,
San Antonio had a little over
12% of the voters go out to
