FAO Global Rice Price Index Increases 2%

The FAO All Rice Price Index increased to around 242 points in August 2014, up about 2% from around 238
points in July 2014 due to increases in Aromatic, Higher Quality Indica and Lower Quality Indica sub-indices.
Lower Quality Indica sub-index recorded highest increase among all sub-indices. It increased by about 7 points
to around 213 points in August 2014, from around 206 points last month. Higher Quality Indica sub-index
increased by about 3 points to around 215 points this month from around 212 points last month. Aromatic sub-
index increased by about 6 points to around 271 points in August 2014 from around 265 points last month.
Japonica sub-index remained unchanged from last month's 263 points.

In
January - August 2014, the FAO All Rice Price Index averaged 236 points, down about 1 point from around
237 points during the same period in 2013. Sub index for higher quality Indica rice prices declined about 7%
y/y, sub index for lower quality Indica prices declined about 15% y/y. Aromatic rice price sub index declined
about 2% y/y. However, sub index for Japonica rice prices increased about 13% y/y.
According to the FAO, export prices of all Thai rice varieties registered increases in August 2014 due to
subdued rice sales in the last two months following the military government's decision to stop rice sales and
review rice stocks. Thai 100% broken prices increased about 4% m/m to around $458 per ton; Thai 5% broken

prices increased about 5% m/m to around $442 per ton; Thai 25% broken prices increased about 9% m/m to
around $408 per ton; Thai parboiled prices increased about 2% m/m to around $452 per ton; Thai A1 Super
increased about 6% m/m to around $343 per ton and Thai fragrant prices increased slightly m/m to around
$1,185 per ton.
Rice export prices increased in Pakistan and Vietnam while they were stable in India and Americas, according
to the FAO.

ton premium on Pakistan 5% rice quoted at around $415 - $425 per ton.
25% Broken Rice
Thailand 25% rice was last quoted at around $350 - $360 per ton, about $50 per ton discount to Vietnam 25%

India broken sortexed rice is quoted at around $345 - $355 per ton, about $15 per ton premium on Pakistan
broken sortexed rice quoted at around $330 - $340 per ton.

India Government Plans Modern Rice Silos to Step
Up Storage Facilities and Trim Costs

The Indian government is planning to set up modern rice silos to enhance storage facilities as well as cut down
costs on labor for loading and unloading (especially in markets, warehouses and at the user end), packaging and
transportation, according to local sources. The rice silos will also help curtailing post-harvest losses resulting
from the government procurement.
The government is kicking off the project by setting up two rice silos at Buxar and Mohania in the Bihar state
on a pilot basis. It is planning to build four storage bins, each with 3,125 tons capacity. The Asian Development
Bank is funding the silo construction under the pilot scheme, said local sources.
The Department of Economic Affairs (DEA) under the Finance Ministry is in the process of documenting for
the pilot project. The Food Corporation of India (FCI) will float tenders for silo construction after an inter-
ministerial group scrutinizes the necessary documents. Experts are expecting that it would take at least 2-3
months before the construction of silos begins officially.
The government is planning to involve private sector also in setting up silos under public-private partnership
(PPP) program. The government is considering build, own, operate (BOO) mode of PPP under which the
private sector will have to arrange everything from land to technical expertise to equipment, according to local
sources.
The government has reportedly taken cues from the Bangladesh government, which is currently setting up six
silos of 40,000 tons capacity each.

Institute at the University of Arizona, as per a report in AFKInsider, said that new information in genetic
mapping helps in crossing Asian and African rice species to develop new varieties of rice which have the good
yield of Asian rice and robustness of African rice.
The International Rice Research Institute (IRRI) says such research has already started benefitting the poor.
Nearly 10 million of poor rice farmers in sub-Saharan Africa and South Asia can now dream of growing
climate-smart rice varieties.Now, the latest variety being talked about is Green Super Rice.' Wing describes
green super rice as a variety that is environmental friendly, consumes less water, fertilizer and can adapt to
average soils while yielding a bounty. New Africa Rice (also known as NERICA) and Green Super Rice will
perhaps give new hope to countries that are fighting against hunger.

Chicago rough rice futures for Nov delivery are seen 3.5 cents per cwt (about $1 per ton) lower at $12.490 per
cwt (about $275 per ton) ahead of floor trading in Chicago. The other grains are seen lower this morning:
soybeans are currently seen 1.1% lower, wheat is listed unchanged and corn is noted about 0.9% lower. U.S.
stocks rose on Thursday, with the S&P 500 near its record, after the European Central Bank unexpectedly
reduced its key rate and announced plans to purchase asset-backed securities to spur economic growth. The
ECB lowered its benchmark interest rate to 0.05%, and cut its deposit facility to minus 0.2%.
Stock futures had held gains after the August ADP employment report found the private sector added 204,000
jobs last month. Separately, the government reported 302,000 jobless claims were filed last week. Another
report had the U.S. trade deficit narrowing in July to a six-month low as exports rose to a record. The Dow
Jones Industrial Average gained 23.12 points, or 0.1%, to 17,101.40. Within four points of its all-time high, the

S&P 500 advanced 4.61 points, or 0.2%, to 2,005.33, with consumer discretionary the best performer and

Futures Weighed Down by Tumbling Grains as

Chicago rough rice futures for Nov delivery settled 0.5 cents per cwt (about $0.11 per ton) lower at $12.520 per
cwt (about $276 per ton). Rough rice futures were once again weighed down by negative outside markets as
wheat and soy products were hammered by surging US dollar values as the ECB cut interest rates in an effort to
spur growth. The other grains were mostly lower with wheat the only bright spot as prices attempt to recover
from huge losses sustained over previous weeks; soybeans closed about 1.6% lower at $10.0325 per bushel;
wheat finished about 0.3% higher at $5.2525 per bushel, and corn finished the day about 1.6% lower at $3.4650
per bushel.
U.S. stocks rose on Thursday, lifting the Dow and S&P 500 to records, after the European Central Bank

contracts traded on Tuesday. Open interest the number of contracts outstanding on Wednesday increased by
109 contracts to 8,911.

Rain is expected south-west China, western Yunnan and southeast part of South of the Yangtze during the next
three days. The rest of China is expected to receive light rain over the next three days.
Scattered rain is expected in upper Thailand as well as heavy rain across the North, the Northeast and the East
of Thailand during September 4-7. Rice in southern areas of Thailand continued to benefit from more
consistent rainfall in August. Overall moisture conditions remained favourable for rice in northern and north-
eastern Thailand.
Scattered showers are expected across Vietnam on Thursday and Friday. Heavy rain showers over past few
weeks have improved moisture supplies for winter rice in Vietnam but caused flooding in the south, where
precipitation was the highest, and slowed lingering summer rice harvesting there.
Heavy rain is expected in some Indian states such as Rajasthan, Punjab, Gujarat, Haryana, Odisha,
Maharashtra, Bihar, Odisha, and Karnataka during the next three days. Monsoon showers were almost absent
across northern India in August; however, the unseasonably dry conditions have had little effect on irrigated
rice there.
Rain showers are expected in Kashmir, Islamabad, northeast Punjab and Hazara division in Pakistan on
Thursday and Friday. Meanwhile, heavy rain is expected in Lahore, Gujranwala and Islamabad over the next
two days.
Light rain is likely to occur at a few places over Barisal, Khulna, Chittagong & Sylhet divisions and at one or
two places over Dhaka, Rajshahi & Rangpur divisions in Bangladesh on Thursday and Friday.
Scattered showers are expected across Indonesia on Thursday and Friday.
In the U.S., scattered showers are expected across much of the grainbelt on Thursday and Friday. As of August
31, 97% of the U.S. rice crop was at heading stage. Rice producers have harvested 17% of the nations rice
crop, equal to last year. In Arkansas, rice fields were being drained, with some producers gradually increasing
harvest progress.

The U.S. cash market was slightly weaker today as some sellers came off their price ideas to get some sales on
the books, fearing that prices will go even lower as the bulk of the harvest nears.As of today, most offers could
still be seen around $13.00-$13.33 per cwt fob farm (about $287-$294 per ton) while bids were unchanged near
$12.50-$13.00 per cwt (about $276-$287 per ton) for September-October delivery and there were reports of
small lots trading around $12.75 per cwt (about $281 per ton) for same delivery period.
Meanwhile, the USDA delayed the release of their weekly export sales and shipment data until tomorrow
instead of today due to the Labor Day holiday on Monday.

South Korea Milled Rice Production Reaches 4.23
Million Tons in 2013, Up 6% from Previous Year

South Korea's milled rice production in 2013 reached around 4.23 million tons, up about 6% from around 4
million tons produced in 2012, according to the Ministry of Agriculture, Food and Rural Affairs (MAFR).
The MAFR officials told local sources that the country produced rice worth 8.53 trillion won (around $8.36
billion) worth of rice in 2013, up about 5% from around 8.12 trillion won (around $7.96) worth rice produced in
2012. They noted that the increase in worth of rice produced reflects an increase in prices.Rice accounted for
higher output among all agriculture products, according to the MAFR.
The government is considering to liberalize its rice import market beginning next year and is likely to confirm
the same to the World Trade Organization (WTO) by the end of this month.USDA estimates South Korea's
milled rice production at around 4.23 million tons in MY 2013-14 (November - October), up about 6% from
around 4 million tons in MY 2012-13. It estimates production to decline to around 4.15 million tons in MY
2014-15. It estimates South Korea to import around 410,000 tons of rice in MY 2013-14 and MY 2014-15,
down about 20% from 510,000 tons imported in MY 2012-13.

Van Sillevoldt Rijst BV, The Netherlands, has completed the first Rice Bucket Challenge in Cambodia. The
firm says: "We have explained the Indian initiative to the local
people in Cambodia and donated 100 buckets of rice to Stichting
Scholenproject Cambodja "Rotterdam. We hereby nominate
AFAS Software, Kuehne + Nagel Netherlands and Sawadeeo do
the same for SSCR." Henk Verschoor, Director at Van Sillevoldt
Rijst, a rice importer in Europe, says he is promoting the concept
of Rice Bucket Challenge for the needy not only in Holland but
also through charity organizations in Indonesia, Cambodia and
Uganda. "And with our main suppliers in India, we are trying to
make a small contribution to fighting poverty," he says.
"We have explained the Indian initiative to the local people in Uganda and donated 100 buckets of rice to
Stichting Scholenproject Cambodja Rotterdam. We have also informed our rce suppliers Worldwide to do the
same," Henk adds.

Private Company Creates New Trend in Greek Rice

A private rice production and packaging company in Greece has recently collaborated with a private German
retail chain to market Greek-grown Italian vintage rice variety Sant Andrea to
retailers in Greece and Europe, according to local sources.The Italian variety,
which is famous for making risotto, is being cultivated for the first time by
Greece farmers in about 200 acres (80 hectares) on an experimental basis. The
company is for the first time in its history planning to market the Greek-grown
Italian rice variety to retailers in Greece and across other European countries.
Analysts say this idea by the company would create a new trend in the Greek
rice sector as it would eventually help diffuse Greek rice products easily on
domestic as well as continental markets.
The company is one of the arms of a private Italian group, which specializes in the production and marketing of
rice, pasta and semolina. It has been operating in Greece for about 25 years and produces high quality rice of all
varieties by collaborating with leading producers, importers and distributors of rice worldwide. It produces
about 40,000 tons of rice of all varieties annually and sells them in wholesale packaging of 15 kilograms to 1
ton. Recently it had invested around euro 2.5 million (around $3.28 million) in a new retail packaging unit.

Thai Attorney General Delays Prosecution of Ex-
Premier, Seeks More Evidence

The Office of the Attorney General (AG) in Thailand has decided to postpone the prosecution of the country's
former Prime Minister (PM) Yingluck Shinawatra seeking more evidences substantiating charges against her,
according to local sources.
The AG sought more time to investigate the ex-PM's role in the controversial rice pledging scheme. "There is
not enough evidence to take legal action against former Prime Minister Yingluck as accused by the National
Anti-Corruption Commission (NACC)," a spokesperson for the AG office was quoted as saying at a press
conference in Bangkok.
Local sources said the AG office and the NACC will work jointly to gather more evidences before deciding on
the indictment of the ex-PM.The former Prime Minister is facing charges of ignoring warnings against
misdealing in the controversial rice pledging scheme, which brought losses of about 500 billion baht (around
$15.6 billion) to the exchequer. However, she has been maintaining innocence relating to her involvement in the
scheme. If indicted, she could face jail up to 10 years, say local sources.

South Korea Seeks to Purchase 70,366 Tons of Non-
Glutinous Rice in Tenders

South Korea's state run Agro-Fisheries & Food Trade Corporation (KAFTC) has invited tenders to purchase
70,366 tons of non-glutinous rice in two batches for delivery between December 2014 and February 2015,
according to a statement posted on its website today.

In the first batch, the KAFTC is seeking to buy 6,000 tons of short/medium milled rice (Japonica) of any origin
for delivery by December 31, 2014; 10,000 tons of medium milled rice (Japonica) of the U.S. origin for delivery
by December 31, 2014; 3,220 tons of long milled rice (Indica) of Thai origin for delivery by January 31, 2015;
90 tons of long milled (Hom Mali) rice for delivery by December 31, 2014; and 15,000 tons of medium type
brown rice (Japonica) of any origin for delivery by January 31, 2015.
Bids should be submitted for this batch of tenders latest by 2 p.m on September 22, 2014 and electronic bidding
would be held on September 23, 2014 between 10 a.m. to 11:30 a.m. In the second batch, the KAFTC is
seeking to buy 6,000 tons of short/medium milled rice (Japonica) of any origin for delivery by January 31,
2015; 10,000 tons of medium milled rice (Japonica) of the U.S. origin for delivery by January 31, 2015; 10,000
tons of medium type milled rice (Japonica) of the U.S. origin for delivery by February 28, 2015; and 10,056
tons of medium type milled rice of the U.S. origin for delivery by February 28, 2014.
Bids should be submitted for this batch of tenders latest by 2 p.m on September 29, 2014 and electronic bidding
would be held on September 30, 2014 between 10 a.m. to 11:30 p.m.

Thai Inspection Teams Find 78% of Rice Stocks

Based on the findings of more than 2,000 groups who inspected
rice in government warehouses across the country, the
Permanent Secretary (PS) to Prime Minister's Office (PMO)
yesterday revealed that 78% of rice inspected by the teams are
substandard and did not meet specified quality, according to
local sources.The National Council for Peace and Order (NCPO)
carried out a nation-wide quality and quantity inspection of rice
stocks accumulated under the controversial rice pledging
scheme.The PS to PMO, who is also the Chairman of the
subcommittee on rice quantity and quality check, told local
sources that the results are shocking. He added that Thai rice has
so far enjoyed great reputation for its unbeatable quality, but Thais had destroyed all the good name by
themselves. He urged all rice stakeholders to work towards restoring confidence among international buyers
about Thai rice and bringing back the lost reputation for it.
Last month, it was revealed that around 3 million tons, or about 17% of rice, from the Thailand government's
overall stockpile of 18 million tons is not fit for human consumption, and that it can be used for other non-
consumption purposes such as ethanol production, feed meal or for other industrial uses. The inspection teams
estimated losses from spoilt stocks at around 69 - 72 billion baht (around $2.14 - $2.24 billion).
