TITLE : LABOUR AS CONSTRUCTION MAIN RESOURCE:
LOCAL OR FOREIGN LABOUR


























OVERVIEW OF THE TITLE


Construction industry play important role in generating national income. However, there are
several factor influence to rise up construction industry. Low quality and productivity, lack of data
and lack of skilled labour are among the weaknesses occur in Malaysian construction industry
(Laman Web Rasmi Unit Perancang Ekonomi - Isu Dalam Pengurusan Projek Pembinaan Dan
Cadangan Penambahbaikan, 2014).

Labour is an asset to the success of the project in the rapid development of project. The
problem arises when Malaysia lack in human resources of local labour. For contractors to
accommodate this problem, they tend to use the immigrant as an alternative treatment to a labour
shortage in a project run company. With lower wages and willingness to work regardless time or
place, adding more interest for contractor to hiring the immigrant.

In order to provide enough skilled labour, government has established several vocational
institution. The participant will be given training theatrically and practically. This could help in
supplying skilled labour to meet construction industry requirement. However, this field of work is
less popular among youth due to less attractive image which include working environment and
personality (Salleh, 2008).



AIM

The aim of this dissertation is to investigate contractors' preference in selecting their manpower and
the perception of graduates of local vocational institutions on working in construction industry.



OBJECTIVES

The objective of the study are:

1. to investigate the contractors preference in selecting their manpower
either local or foreign

2. to identify the local vocational institutions which produce skilled labour
construction industry

3. To investigate the perception of graduates of local vocational institutions on
working in construction industry









PROBLEM STATEMENT

Manpower is one of the main resource in construction industry. Looking at the current
situation Malaysian construction industry is full with foreign labour. The blame for this problem
cannot be put on the foreign labour themselves. Several parties must be responsible for such
problem.
Contractor is the one who can determine whoever they want to execute the work. They can
choose whether to use local or foreign labour. Capability and ability to execute on site work is a
criteria that employers looking for. But, the main aim for contractor is to make profit from the
project. One of the way to increase profit margin is by reducing the labour wages. Thus most
contractors prefer to use foreign labours with low wages compare to high wages local labours.

Foreigners are more concentrate to their job, when they are given additional work, because
of their urge towards the job and the wages (Charles and Peter, 2012). This is totally opposite of the
local labour, who normally give reasons to avoid from working extra hours. Thus, local labour refuse
the job opportunities due to the contractor try to reduce the wages. Therefore, the degree of
unemployment of local workers increases. Contractor feel more delightful having foreign labour
working for them and that result in local labour not being selected for the job. The increases in the
number of foreign labour lead to more strong competition for jobs which threaten to local labour.

At the same, there are many local vocational institution which provide courses and training
in order to produce skilled labour for construction industry. Pusat Giat Mara, Kolej Komuniti and
Akademi Binaan Malaysia are among institution that responsible in producing skilled construction
labour (Ismail, Hussain and Shaflie, 2010). Based on the number on participant involve in the courses
and training by the institutions, it should be able to cater the demand for skilled labour in
construction industry. For that, Malaysia do not have to invite foreign labour to work in our industry.
But problem occur when local labour refuse to work in construction industry due to wages.

This dissertation is attempts to investigate the contractor preference in selecting their
manpower either local or foreign, to identify the local vocational institutions which produce skilled
labour construction industry and to investigate the perception of graduates of local vocational
institutions on working in construction industry.



SCOPE OF STUDY

The scope of this study has been narrowed down to simply the process of information gathering in
order to conduct the analysis within an appropriate time frame. The scope is limited to:


1. Bumiputera Contractor Class F in Perak

2. Vocational institution Perak







METHODOLOGY

The dissertation will be conducted in several stages to achieve all of the objective. The first
stage would involve identifying the objective and scope of work involved. Once finalised, the second
stage which is literature review will be conducted to find more information related to increment of
foreign labour and local vocational institutions. This stage is done to ensure proper understanding of
the subject matter and to enhance knowledge level. The third stage involve conducting the field
research.

One of the method that will be used in the field research will be interviews with the
contractors and instructor from vocational institutional. An interview check list will be prepared
prior to conduct the interview to avoid missing out on any essential question. Besides that, a
questionnaire survey will also be conducted.

The fourth stage of the study would be compiling all data obtained and conduct an analysis.
The last stage would be presentation of the analysed data and writing a report with conclusion and
recommendation.
