The list of 15 sanctuaries includes Nalsarovar situated 67km from Ahmedabad city, and the Wild Ass Sanctuary in Kutch. Nalsarovar was recently declared a 'Ramsar site'. In a letter to all the chief wildlife wardens of the country, the Union ministry of environment and forests has said that "the ministry had given time till July 15, 2013 to all the states for submission of the draft notification for Ecologically Sensitive areas around the National Park and wildlife sanctuaries." The letter is signed by Dr SS Darbyal, additional director general of forests. The letter further states: "It has now been decided by this ministry not to extend the time limit any further and a default area of 10 km from the boundary will be eco-sensitive zone of such protected areas for which proposals have not been forwarded." Out of these, the state government had not sent any proposal for a eco-sensitive zone for 15 sanctuaries. The 'Wildlife Conservation Strategy-2002' that was adopted by the Indian Board for Wildlife envisages declaring the area falling within 10 km of the boundary of national parks and sanctuaries, as eco-fragile zones. Later, in 2005, it was decided to have site specific zones. Earlier this year the Union ministry had cautioned states that had failed to declare eco-sensitive zones around wildlife sanctuaries before February 15, 2013, that it will be forced to act on its own. Later, however, the deadline for sending the proposals was extended till July 15 this year. The MoEF had even warned that it could freeze all the area within 10-km radius of a sanctuary to prohibit construction and other developmental activities in these zones. Gujarat has already declared eco-sensitive zones around four sanctuaries - Girnar in Junagadh, Purna in Dangs, Narayan Sarovar in Kutch and Vansda National Park in Valsad. These sanctuaries include Nalsarovar in Ahmedabad, Marine National Park, Gaga Great Indian Bustard, Khijadia Wildlife (Jamnagar), Barda Wildlife, Hingolgadh Nature Reserve, Rampara, (Rajkot), Jambughoda wildlife (Panchmahal), Jessore Wildllife (Banaskantha), Lala Great Indian Bustard, Kutch Desert Wildllife, (Kutch), Black Buck National (Velavadar), Porbandar Lake (Porbandar), Ratanmahal (Dahod) and Wild Ass wildlife (Little Rann of Kutch). Corruption index is skyrocketing. Unaccountability index is high up nowhere in sight. These are the growth hallmarks of the UPA government. The people of the country are at pains to understand why they have to undergo such hardship to sustain the political ambitions of the government. But they have decided to fight back. They have given up on this corrupt and inefficient government and only see hope and growth in 2014 with Namo.
