Frequently Asked Questions Suppliers


Q: Why is Halliburton implementing the TAPFIN managed service provider (MSP)
program?
A: Halliburton has established the new TAPFIN MSP program, HalStaff, to manage
Halliburtons staffing suppliers. This program improves efficiency, process standardization,
transactional reporting and strategic planning, and it provides significant cost savings.
Q: How will a supplier benefit from joining HalStaff?
A: All suppliers who participate in HalStaff may continue to supply Halliburton with
agency/contract labor. Greater visibility in the procurement processes will create greater
business opportunity for suppliers. An automated timekeeping and approval process, and a
more efficient invoicing and payment process, simplify the relationship and save money.
Q: To which contract workers and supplier labor services does this program apply?
A: The program will be implemented in all Halliburton U.S. and Canadian business units and
support groups and will affect all staffing contractors, including payrolled contractors, and
contingent placement services.
Q: What is the timeline for implementing HalStaff?
A: All participating suppliers should be enrolled by the launch date, September 10, 2012.
Q: Once the program is implemented, what type of contact should staffing suppliers have
with Halliburton?
A: Staffing suppliers should direct any questions or issues to the HalStaff team at
halstaff@halliburton.com. The Halliburton program leads may assist in certain cases.
Q: Does a supplier need to invoice TAPFIN or Halliburton?
A: No. Invoices are not needed for any billable hours or expenses but will be standardized using
data and functions in the new online timekeeping and billing system. The HalStaff team will
bill on your behalf. Suppliers will be responsible for ensuring that invoices are not sent
directly to Halliburton for services provided through HalStaff. This will provide a more
efficient invoicing process and will allow access to reportable data for Halliburton and its
suppliers.
Q: Will agency/contract workers be disadvantaged by this program?
A: No. An agency/contractor employees arrangements are purely between contractors and their
agencies. Halliburton and TAPFIN will not get involved in any disputes.
Q: I have agreed to a fixed-price arrangement with Halliburton and have placed contract
workers on-site to produce a specific deliverable. Does this project fall under HalStaff?
A: No. Fixed-price project arrangements are excluded from HalStaff at this time.

Q: I have contract workers who are currently priced at daily, weekly and monthly rates.
Do these workers need to come through the HalStaff program?
A: Yes.

Q: What is the scope of this program?
A: The HalStaff team will coordinate agency/contract staffing needs between Halliburton
management and the suppliers using its Web-based software program. TAPFIN will
coordinate the recruitment, screening, interviewing and orientation of these resources, and it
will help manage the contract- and rate-negotiation processes with Halliburton.
Q: What software tool will be used?
A: A software tool called Fieldglass is used. Fieldglass is a Web-based application licensed by
Halliburton for HalStaff.
Q: How do I access the online program?
A: It is accessed via your Web browser. You will receive the URL along with a user name and
password after the program launches and you have completed all required enrollment
documents.
Q: Will my agency/contract workers have access to the online program?
A: Yes. Agency/contract workers will have access to log their time and expenses.
Q: Will training be available for suppliers and agency/contract workers?
A: Yes. Training will be offered for all users of the tool. You will receive a separate notification
with the training session schedule and instructions for preregistering.

Q: How is this program being supported?

A: Jason Evans is the HalStaff manager who supports you and the Halliburton managers. The
TAPFIN Program Team is available to assist you with the Fieldglass tool and program
processes and to answer any questions. You may reach Jason Evans at

Q: Will the onboarding process be the same with HalStaff?
A: Onboarding requirements will be maintained in the online system, and TAPFIN will assist with
communicating these requirements to the suppliers.
