OUT hosts the launching of HERIN

The

Open University of Tanzania was


the official host in the launching
of the Higher Education and Research Institutions Network (HERIN) that was held
at the ODL Tower in early August.
The Ministry of Communication, Science
and Technology (MoCST) was mandated
to coordinate component 2 of Science,
Education and Higher Education Project
(STHEP) which aimed to interconnect the
Tanzanian Higher Education and Research
Institutions to the National ICT Broadband
Backbone. During phase 1 of implementation, the project aimed to connect 28 institutions and succeeded in connecting 20 of
them, including OUT. The network saver is
hosted at the 6th floor of the ODL Tower.
Following that success, the Ministry officially launched the network
on Tuesday 5th August and OUT hosted the launching event. The
Guest of Honour was the Honourable Minister for Communications,
Science and Technology Prof. Makame Mbarawa. Officials from the
Word Bank the project sponsor, SoftNet the project contractor and
some network users participated in the event.

OUT staff appointed Judge of the High Court


On 13thAugust, 2014 His Excellence the President of the United Republic
of Tanzania by virtue of the powers conferred to him by the Constitution of
the United Republic of Tanzania 1977 appointed Dr. Paul Faustin Kihwelo as
Judge of the High Court.
Dr. Kihwelo was appointed along with other 19 Judges who were sworn on
15th August, 2014 at 11am at the State House in the presence of the Vice
President, Prime Minister, Chief Justice, retired Prime Ministers and other
national leaders including Justices of Appeal and Judges of the High Court.

The appointment was done in consultation with the


Chief Justice of Tanzania upon advice of the Judicial
Service Commission.
For the first time in the history of the judicial appointment the new appointment drew members straight
from the universities as three members of staff from
OUT, Mzumbe and Ruaha Univerity College were appointment. The others composed of members from
various walks of life such as the DPP, Deputy Director
of PCCB, Registrar of Court of Appeal of Tanzania,
Registrar of the High Court of Tanzania, Executive
Secretary Law Reform Commission. Other Judges
were drawn from Attorney General Chambers, PCCB,
private legal practitioners and judiciary.
Up until his appointment Dr. Kihwelo was the founder
Director for the Directorate of Quality Assurance and
Control since July, 2012. He also held various portfolios including Chairperson OUT Tender Board until
13thAugust, 2014, Member OUT Audit Committee
until 13th August, 2014, Board Member OCB, Execu-

tive Secretary Tanzanian Universities Quality Assurance Forum, Secretary General East African Higher
Learning Institution Quality Assurance Network. Previously he held various posts at OUT and outside OUT
including Dean Faculty of Law from 2004 to 2010 and
OUT 20th Anniversary Organizing Committee, Editor Law Reform Journal and Editor of The Lawyer a
Biannual Journal of the Tanganyika Law Society the
national Bar Association for the mainland Tanzania.
Dr. Kihwelo was employed at OUT in August, 2000 in
the rank of Assistant Lecturer and he was active legal
practitioner having been admitted to the Bar on 15th
December, 1999.
The fact that Dr. Kihwelo has moved from the Bar to
the Bench automatically transfers his service from the
OUT to the judiciary until such time that his tenure as
Judge comes to an end. After that time Dr. Kihwelo
will return to active academic life. In his own words
Dr. Kihwelo will remain to be part of the OUT and the
academic fraternity as he undertakes to keep assisting
postgraduate students as his courts diary will permit.

Contributions of OUT software developers recognized

he Open University of Tanzania marked an occasion to recognize its staff who have contribution
in the development of various information systems at
the University.
OUT through the Institute of Educational and Management Technologies (IEMT) has developed and/or
customized a number of Information Systems for various usages such as the Learning Management System
(LMS), Examination Databank System (EDBMS),
Student Academic Register Management Information
System (SARIS), Library Management Information
System (LIBMIS)
Electronic
File
Tracking System
(EFTS) and Human
Resource
Management Information System
(FINMIS).
All
these softwares are
currently
being
used by OUT and
have been proven
to be successfully
by a number of

other Tanzanian institutions.


Seven staff from the IEMT namely, Fratern Hassan,
Said Said, Emmanuel Thoman, Shadrack Mbogela,
Abdillah Abdulrahman, Maria August and Abdulaziz
Mnyengema were awarded certificates of recognition
and cash prizes ranging from TShs six hundred thousand to one million and two hundred thousand.
The colorful recognition event was held on Wednesday 6th August and was officiated by a representative
of Hon. Minister of Communication, Science and
Technology. Officials from various institutions and
organizations
such as the CEO
of e-Government
Agency who is
also the former
DIEMT, Dr. Jabiri Bakari Kuwe
participated in
the event. Dr. Bakaris contribution to the development of OUT
softwares
was
also recognized.

Delegation from
Malawi visits OUT

visited OUT to learn and share experiences.
The delegation was led by Dr. Mathilda
Chithila-Munthali who is the Chief Executive Officer of the Malawian National
Council for Higher Education (NCHE).
Others in the delegation were Mr. Owen
Wanda, Deputy Director of Higher
Education at the Ministry of Education,
Science and Technology (MoEST), Mr.
Elias John Kalambe, Board Member and
Chairperson of the Finance Committee
of NCHE, Mr. Chifundo Evance Kazembe, Director of Planning (MoEST),
Mr. Praxton Zozie, Deputy Director of
the Centre for Open and Distance Learning at MZUNI and Mr. Philip Kaunda,
Registrar at LUNANAR.
The delegation arrived at OUT in the
morning of Thursday 7th August and
paid a courtesy call at the VCs office.
Thereafter they were led by their host the
Vice Chancellor to visit the OUT permanent headquarters in Bungo Kibaha,
where they also witnessed the handingover of OUT donated esks to Bungo
Primary School. Later on they visited the
Kinondoni Regional Centre and others
units at the HQ and had a brief meeting
with the OUT Management Team.

Miss Excellence OUT 2014 crowned


Mariam Shaibu Ismail (19) a first year student at the Faculty of Education from the Kinondoni Regional Centre was crowned Miss Excellence OUT 2014 in a colourful pageant that was held on the evening
of Thursday 7th August at the Kinondoni Regional Centre grounds.
The first runner-up was Grace Malago
(19) and the second runner-up was
Happy William (20)
The Guest of Honour to the event was
Hon. Dr. John Samuel Malecela. In
attendance was also a delegation from
the Malawian Ministry of Higher
Education who happened to be visiting OUT on the same day.
This years event, which is the 6th in
the series since Miss Excellence OUT
initiation in 2009, involved participants from Dar es Salaam, Manyara
and Mwanza.
Miss Excellence OUT is an annual
event that aims to attract and motivate young women to join different
programmes at OUT; to promote talented young women at the University
academically and socially; to demystify the notion that OUT is for the older matured people, to market
the OUT programmes and raise awareness to the general public and
to increase the visibility of OUT in the eyes and minds of the public.

OUT participates in the 6th Higher Education Forum and Exhibitions

he Open University of Tanzania was among the


institutions that participated in the 6th Higher
Education Forum that was held from 12th to 15th
August at the Naura Springs Hotel in Arusha.
The guiding theme for this years Higher Education
Forum was Higher Education Beyond 2015 Millenium Development Goals (MDGs): What Next?
The Forum, which was organized by the Tanzania
Commission for Universities in collaboration with
the Committee of Chancellors, Principals and Provosts Tanzania (CVCPT), was officiated by the Hon.
Minister for Education and Vocational Training Dr.
Shukuru Kawambwa.

The forum gathered Higher Education stakeholders


from in and outside Tanzania who to share experience, information and knowledge on how Tanzania
should move the higher education agenda. A range
of themes such as were discussed Skills Development; Partnering in Education, Research and Innovation; Resources Mobilization.
The Vice Chancellor Professor Tolly Mbwette, the
Deputy Vice Chancellor for Resources Management Professor Matern Victor and a team of exhibitors from OUT HQ and Arusha Regional Centre
led by DCM Dr. Harieth Hellar, participated in the
event.

he OUT Regional Centres of Lindi and Dodoma participated in the NaneNane exhibitions that were conducted during the first week
of August and peaked on the 8th of August.

Staff from the two centres displayed OUT materials and explained the OUT programmes and
activities to the visiting public in their respective regions.

SADC Centre conducts SADC ODL capacity building


project summative evaluation workshop

he SADC Centre of Specialization in ODL (Teacher Education) conducted a summative evaluation


workshop at Nashera Hotel, Morogoro from 8-10 August 2014.
Earlier on, in January, 2014 the Centre had conducted
a midterm evaluation workshop to assess the progress
made toward achieving the objectives that were set by
the SADC ODL capacity building project.
The main objective of the project which closed on 31st
July 2014 was to contribute to the development and
deployment of effective, harmonized open and distance learning in order to increase access to quality
education and training and support regional integration across the SADC region.
The purpose of the summative evaluation, therefore,
was to assess the Centres level of performance; improve on the internal processes; and plan for enhanc-

ing Centres competitiveness in the SADC region and


beyond.
Workshop participants included the OUT Vice Chancellor, Prof. Tolly S.A. Mbwette; Deputy Vice Chancellor (Academic), Prof. Elifas T. Bisanda; Deputy
Vice Chancellor (Resource Management), Prof. Marten Victor; representatives from the Ministry of Education and Vocational Training; representatives from
the short course and long term programmes beneficiaries; authors of teaching materials and facilitators;
representatives from OUT faculties and institutes and
the Director of OUT Morogoro Regional Centre.
The workshop was facilitated by Dr. Josephine Yambi
and Ms. Winfrida Malingumu, the Centre Coordinator and Assistant Coordinator respectively. Workshop
participants were provided with short presentations
on topics such as Student and Facilitator Experiences
and the Centres sustainability plans. They were also
involved in group discussions and plenary sessions.

Delegation from VETA visits OUT

delegation of top officials from the Vocational Education and Training Authority (VETA) visited out on a learning and experience sharing tour on
Thursday 28th August.
The delegation was led by the Director General of VETA Eng. Zebadiah S. Moshi.
Others in the delegation were the Director of Assessment and Certification Mr.
Geoffrey Sabuni, Director of Labour Market, Planning and Development Mr.
Enock Kibendela, Director of Vocational Education and Training Mrs Leah Lukindo and several Zonal Directors.
The delegation held a brief meeting with the VC and some members of the Management Team where presentations of the OUT profile and the OUT developed
softwares were made. The delegation was especially impressed by the File Management System and contemplated having a similar system customized for them.
They also visited the Directorates of Examination Syndicate, Undergraduate Studies and Library Services to learn more on various operations of OUT.
During the wrap-up meeting, the two parties discussed plans of establishing a
Memorandum of Understanding considering that the two institutions have already
been working together in various areas. For example the construction of book
shelves at the OUT permanent HQ in Bungo was done by VETA. Teams of representatives from both sides to be led by Prof. Bisanda (OUT) and Mrs. Lukindo
(VETA) were formed to oversee this collaboration.

OUT IEMT recognized for participation


in the CISCO programs

he CISCO Network Academy has recognized the participation of the


Open University of Tanzania Academy- CA for the one year of active
participation and service in the CISCO Networking Academy program. The
Open University of Tanzania Institute of Educational and Management
Technologies have been in full participation in offering various CISCO programs to the Community. The Award was presented by Harbrinder So Kang
the Senior Director CISCO Networking Academy.

Mr. Benjamin Nkilla

The CISCO Networking Academy headquartered in San Jose California


USA, and centres in all continents has also recognized CISCO Instructor Mr. Benjamin Nkilla, who is the CISCO Coordinator at OUT for his
one year dedication and contribution in the CISCO Networking Academy
program. A total of 26 Instructors have been recognized globally for their
contribution that help the CISCO Networking Academy to be the premier
global education program for developing the networking architects of the
future.

Obituary: Professor Kami Rwegasira


OBITUARY: Professor Kami Rwegasira
(66) of the Faculty of Business Management passed away on Saturday 23rd
August, 2014 after a brief illness while
on official duties in Kibungo, Rwanda.
He was born on 25th August, 1948 in Katoma
village, Bukoba and attained his education in
various institutions in and outside Tanzania. He
was a member of academic staff at OUT and an
Emeritus Professor of Finance and Accounting
at the Maastricht School of Management, Maastricht University, the Netherlands.
He has taught globally at various universities and institutions of higher learning in
several countries including
Tanzania, USA, UK, Indonesia, Peru, Brazil and China.
He has published internationally five books and more than
75 scholarly journal articles in
the areas of finance and management.

He is survived by his wife Agnes and sons Manzi


and Tensa.
His body was laid to rest on Wednesday 27th
August at his home village in Katoma, Bukoba,
Kagera Region. Last respects were paid at the
OUT Regional Centre in Kagera, led by the DVCLT&RS Professor Modest Varisanga.
As we mourn his passing away, we still reflect on
his Professorial Inaugural Lecture on Corporate
governance: A Reflexive Mirror Image of Public
and Political Governance (With a
Special Reference to Tanzania)
that he delivered a few weeks
before his passing away.
The late Professor Kami will be
greatly missed by the academic
community in and outside Tanzania for his scholarly contributions.
The Lord gives and the Lord
takes away, may the Name of
the Lord be glorified.
