1.0 PURPOSE
This document describes the general isolation philosophy to be applied to the
OCS# 4 PROJECT. The philosophy in this document shall be incorporated into
the P&IDs.
2.0 SCOPE
This philosophy is intended to cover common isolation applications related to
the project. The philosophy covers process and utility piping and equipment
along with instrumentation isolation requirements. It also addresses the
positive isolation requirements for vessel entry etc.
Requirements for ducting systems and piping systems containing air or flue
gases under low pressure are excluded from this philosophy.
3.0 REFERENCES AND GUIDELINES
This philosophy should be read in conjunction with the following general
standards and guidelines:
Engineering Standards ES-50.03 and ES-50.04
Preparation of Piping and Instrumentation Diagrams ES-99.02
These standards give additional guidance relating to standard hook-ups and
specific piping requirements, including isolation.
4.0 ISOLATION PHILOSOPHY
The isolation philosophy has been divided into three different sections
covering isolation of;
Equipment, Piping and Valving
Instruments
Utilities
4.1 Equipment, Piping and Valving
4.1.1 Single vs Double Block and Bleed Isolation Valving
The following table details the circumstances when single and double block
and bleed valves are to be used. These circumstances, and the resultant
isolation valving, should be consulted throughout this philosophy, as this

valving will have to be applied in a whole range of contexts from battery
limits to equipment isolation.

4.1.2 Battery Limit Isolation & Tie-in Isolation
All tie-in to the existing and other systems shall be ball valve(s). All tie-in
valves shall have spectacle and bypass ball valves (with spectacle).
Blinds (spectacle) shall be fitted on all Battery Limit (BL) lines. At the blinding
station, the block valve or valves shall be closed and the BL bleeder valve left
open.
Typical sketches for general hydrocarbon, high vapour pressure fluids and for
two-way isolation are given in Figures 1 and 2 below.

Utility streams require flow measurement with totalizing.
4.1.3 Equipment Isolation
Equipment can be isolated for inspection, maintenance etc. However the main
criterion for determining the level of isolation for equipment is whether personnel
will enter into the equipment. Therefore the level of isolation for a large vessel
will be greater than that for a small pump.
4.1.3.1 Equipment Isolation for Personnel Protection
The following shall be incorporated into the design of isolation for any
equipment, which internal access is required.
All vessels, drums and confined spaces shall be designed for positive
isolation by blinding or spool removal.
All inlet and outlet connections except those used for atmospheric
ventilation will be subject to positive isolation.
Vents shall be available on the equipment side of the isolation.
Furnace /Waste heat recovery unit shall be designed for positive
isolation so that human can enter (for inspection and maintenance
purpose) inside the equipment safely during the gas turbine running.
Human shall be able to enter inside the gas turbine exhaust duct (for
inspection and maintenance purpose) safely during Furnace/waste
heat recovery unit running.
4.1.3.2 Equipment Isolation Configurations
This section considers equipment that requires isolation for inspection and
maintenance purposes but does not require internal access. The main
examples of such equipment are

4.1.4 Control Valve Isolation
Block and bypass valves shall be provided as standard for each control valve
installation unless
Identical pieces of equipment or process systems are installed in parallel
enabling on-line maintenance of any one control valve without affecting the
required capacity.
Associated with intermittently operated or non-essential equipment.
In applications where for safety reasons manual operation by means of the
bypass is not desirable.
For applications where it is impractical to operate the process on a manual
bypass valve, no bypass will be provided.
The control valve isolation philosophy shall follow the guidelines for single and
double isolation as per Section 4.1.1. Single isolation is acceptable for control
valves providing that the normal operating pressure is within the specified class
rating. For example, if a control valve in sour service is linking a 600# to a 150#
system, only a single valve isolation is required downstream even though the
isolation valve will be a 600# valve.

4.1.5 Relief Valves Isolation
4.1.5.1 RV for Services Other than Thermal Relief
An outlet isolation valve with a lock open facility shall be provided for all
relief valves that do not discharge directly to atmosphere.
An inlet isolation valve with a lock open facility shall be provided for all
relief valves except for pumps with an installed standby where the relief
valve is between the discharge block valve and the pump
The isolation valves shall be key locked using a proprietary valve locking
mechanism.
A proprietary key-interlock system shall be specified (for the inlet and
outlet isolation valves for both the service and spare RVs). Where 3-way
valves are used, then the upstream and downstream valves must be
arranged (mechanically linked) to switch simultaneously.
4.1.5.2 RV for Thermal Relief
4.1.5.2.1 Relieving to flare/vent or process
A single block valve with a Locked Open (LO) facility and bleeder shall be
specified for both inlet and outlet lines.
4.1.5.2.2 Relieving to atmosphere
A single block valve with an LO facility and bleeder shall be specified only
on the inlet line. Separate tail pipes shall be provided for each valve.
4.1.5.3 Bypass Line
A bypass line around the relief valve(s) with a single isolation valve shall
be specified only where there is a requirement to vent the gas in the
system to flare/vent and no other connection to flare is provided nearby.

4.1.5.4 Bleeder Valve / Weep Holes
Bleeder valve requirements shall be noted on the RV arrangement,
together with any requirement to vent at a safe location. Weep holes
shall be provided for valves relieving to atmosphere (to prevent rainwater
accumulating), with shielding or diversion for personnel protection as
necessary.
4.1.5.5 RV Arrangement
The arrangement for the isolating valves for spared relief valves and
connections shall be shown in the P&IDs if required and shall be shown
as per the figure below. Isolation valves shall be interlocked.
4.1.5.6 Bonnet Vents
Balanced bellows valves may have a vent connection from the bonnet.
These should be piped to a safe location and should not be provided with
isolation valves.

Notes:
1. From vessel or from piping on vessel without intervening valves.

high- pressure applications, refer to Section 4.1.1.
The interlock shall be proprietary key-interlock system with following
requirement:

Material of the proprietary key-interlock system shall be stainless steel.
- All keys shall be tagged.
For each proprietary key-interlock system, one key shall remain and keep
at the FTP control room , key cabinet(metal) with identification label for
each key shall be provided.
- Key hole shall have water-proof cover.
In addition, a set of master keys shall be provided. This set of keys shall
be valid for all proprietary key-interlock system in this project.

5. Give consideration to whether condensation could occur e.g. in steam
service if valve leaks badly, very hot water will come from the drain.
4.1.6 Isolation of Start-Up Bypasses during Normal Operations
Isolation philosophy for start-up bypass lines during normal operations is as
follows:
Isolation is normally by valve closure for any lines to be used during normal
operation, or in reaction to emergency conditions. The fluid remaining in the
piping shall be left in-situ.
If the fluid has a high pour point, the line should be either; steam traced or
provision made for the line to be flushed to slops and drained down.
Where the line is used only for pre-start-up circulation and flushing, blind
isolation should be provided for closure in normal operation.
A blind shall be installed where leakage through any start-up or bypass line
can cause serious product contamination. Typically a blind inside double
block and bleed arrangement.
4.1.7 Isolation of a Single Train of a Multi-Train Unit
In units which have two or more trains, there is a possibility that one train is
shut down while the other is in operation. Accordingly, isolation philosophy for
one of the two or more trains shall be as follows:

Spectacle blinds with suitable / adequate valving or removable spools shall be
specified where isolation is required when one train is shutdown
Adequate vents and bleeds should be provided for safe installation and
removal of blinds.
4.2 Instruments
4.2.1 Level Instruments
Level isolation requirements shall be detailed on the standard hook-up drawings.
4.2.2 Pressure Instruments
Main Isolation valves shall be per Piping Specification. Screwed instrument
connections may be used downstream of main isolation valve only.
Screwed connections shall not be used for instrument connections in
hydrocarbon service. However, in applications where flanged connections is not
available, the following shall apply:
For sour services and non-sour service in piping class ANSI 600 and above,
pressure instruments may be connected by threaded connections, if no
alternative exists, but only after double block and bleed isolation valves.
For non-sour services in piping class ANSI 300 and below, pressure
instruments may use threaded instrument connections after single block and
bleed isolation valves.
Backwelding of flanges onto instrumentation is not acceptable.
4.3 Utilities

4.3.3 Nitrogen Isolation
