TECHNICAL SPECIFICATION
A. GENERAL/MISCELLANEOUS

1. Location and Description of Site
Kathmandu City the Capital of Nepal is in Kathmandu district of the Central Region of Nepal.
The project road and accesses lie in the Core Area of the City south of Lekhnath Marg, north of
Tripureshor Kalimati road east of !ishnumati Ri"er and est of Kantipath #ath.
The project area has a tropical monsoon climate. May$%une is hottest ith temperature
reaching &'(&)*C in May and the minimum temperature is '(+*C in the months of ,ec. ( %an.
A"erage annual rainfalls are in the range -)./ mm and mean rainfall in %uly is &01 mm.
2. Contract Docuents
The 2pecifications and !ills of 3uantities 4!536 shall 7e read in conjunction ith the other
Contract ,ocuments. All the documents and draings are to 7e regarded as mutually
e8planatory and in the e"ent of any discrepancy, the Contractor shall immediately inform the
9ngineer of the matter in riting and the 9ngineer ill issue his instructions in the matter.
!. IS" #S" AS$M and AAS%$O Standard
The terms :2, !2, A2TM and AA2;T5 refer to standards issued 7y the :ndian 2tandards
:nstitute, the !ritish 2tandards :nstitute, The American 2ociety for Testing of Materials and
American Association of 2tate ;ighay and Transport 5fficials respecti"ely.

The ork shall agree in all particulars ith the draings. The contractor shall 7e issued ith
to copies of each of the Contract ,raings.
). Ser*ices for Carr+in( Out t,e -or.s
The Contractor shall make his on +. hour arrangements for the security of plants and
materials at site and pro"ide o"erall security at site at his on cost. The Contractor shall make
his on arrangements for +. hours supply of electricity for poer and light for the disposal of
seage and all aste materials during the e8ecution of the <orks and of any other ser"ices
re=uired for carrying out the <orks su7ject to appro"al 7y the 9ngineer>s Representati"e.
The Contractor shall make his on arrangements for pro"iding ade=uate supplies of pota7le
and other ater for use in the construction of the <orks.
All sources of ater and the =ualities of ater ithdran from them shall 7e appro"ed 7y the
9ngineer>s Representati"e and shall 7e such that the re=uirements of the local population in
respect of ater for irrigation, drinking purposes etc. are not interfered ith or prejudiced in
any ay.
/. Sur*e+
The Contractor shall commence detail engineering sur"ey road and access orks of each
stretch, and shall prepare orking draings for the time appro"al of the 9ngineer 7efore
starting the permanent orks.

The contractor shall not recei"e any separate payment for these orks and the cost shall 7e
deemed to ha"e 7een included in the rates for other items.
The Contractor shall not 7e entitled to recei"e additional payment for this training element and
shall include in his rates for his personnel>s time e8pended at the mutually arranged training
lectures.
:f the Contractor considers that unreasona7le instructions are gi"en that in"ol"e him in
unforeseen e8tra costs not co"ered 7y his contractual o7ligations he shall immediately notify
the 9ngineer in riting.
0. Offices for t,e En(ineer1s Representati*e
5ffice of the 9ngineer>s Representati"e shall 7e deemed to include the 9ngineer>s offices and
la7oratory.
#ro"iding and Maintaining 9ngineer>s 5ffice
The contractor shall pro"ide and maintain office for the entire construction period for the use of
9ngineer and his staff in the "icinity of the project area and supply all items listed in this
section. The 9ngineer>s office shall ha"e a net area of appro8imately -1' m

:t is Contractor@s responsi7ility to pro"ide, at all times, sufficient continuous poer for all
lighting and other electrical appliances. 9ach room shall ha"e at least to poer outlets. All
poer shall 7e ++' "olts )' cycles e8cept as otherise specified or directed 7y the 9ngineer.
All rooms shall 7e pro"ided ith sufficient illumination. All the testing consuma7le to 7e used
in the la7oratory shall 7e supplied 7y the contractor for the duration of the contract.

Re=uirements for 5ffice and Testing La7oratory !uilding for the 9ngineer
The contractor shall also supply the necessary e=uipment, supplies and furniture as prescri7ed.
The 7uildings should ha"e telephone connections ith 2T,. The office 7uilding ith all
supplied e=uipment, supplies, and furniture ill 7e the property of the contractor after the
e8piry of the contract period.
The contractor shall pro"ide the facilities and ser"ices such as electricity, sanitary installations,
seage disposal arrangements, 7urner$sto"es, furniture and e=uipment and shall maintain them
all to the satisfaction of the 9ngineer throughout the contract period. All consuma7les to 7e
used for the office e=uipment shall 7e supplied 7y the contractor for the duration of contract.
All facilities shall conform to the 7est standards for the re=uired types. The contractor shall
pro"ide all additional incidentals necessary so that the facilities ill 7e completely ade=uate
and satisfactory in e"ery respect for the intended use. All running cost ill 7e 7orne 7y the
contractor.
All the offices shall 7e regularly and properly cleaned and maintained for so long as they are in
use.
All re=uired e=uipment, shall 7e handed o"er ithin to eeks of the date of order to
commence the <orks 7y the 9ngineer. The Contractor shall pro"ide fully furnished office
7uilding ithin fifteen days of the date of order to commence the ork to the satisfaction of the
9ngineer.
The Contractor shall 7e responsi7le for suita7le access, alkays, near the 7uildings, a garage
ith roof large enough for one car$jeep, and a satisfactory access road to the parking area.
The Contractor shall replace and$or restore to good conditions as directed, any facilities or
parts thereof that 7ecome damaged, orn out, lost or stolen, e8cept through causes due to
negligence of the occupying 9ngineer@s staff. The Contractor shall also pro"ide an ade=uate
stock of all e8penda7le items, such as light 7ul7s, light tu7es, and 7urner$sto"es, toilet paper,
drinking cups, insecticides etc. at all times and shall ensure proper continuing and functioning
of all components and parts of the 9ngineer@s facilities.
3a+ent
The payment for pro"iding and maintaining the 9ngineer@s office inclusi"e of communication
ser"ices cost shall 7e made as lumpsum as =uoted in the !ill of 3uantities and shall 7e paid on
pro(rata 7asis during the entire contract period 7ased on facilities pro"ided and contract
duration of 0 months.

The Contractor shall supply furniture listed 7elo and itemiEed in the !ill of 3uantities.
All furniture, furnishing etc. 2upplied 7y the Contractor and later to 7ecome the property of the
contractor must 7e in good ell maintained and operating conditions accepta7le to the
9ngineer.

in the first eek of the month 7eginning each =uarter. The 9ngineer shall "erify the
in"entory and forard a certified copy to the 9mployer e"ery month.

3a+ent for E8uippin( t,e En(ineer1s Office
The payment for e=uipping the 9ngineer>s office shall 7e made at the monthly rental
rate =uoted in the !ill of 3uantities. This payment ill 7e full compensation for rental
costs for all listed e=uipment and accessories hire.
Office Consua67es and La6orator+ Consua67e Supp7+ and 3a+ent
All consuma7les necessary for office e=uipment operation and office operation such as
stationery, computer ri77on, etc. and la7oratory consuma7les shall 7e pro"ided 7y the
contractor. #ayment for pro"ision of such ser"ices shall 7e compensated at the contract
price per month. This payment ill 7e full compensation for pro"iding all necessary
consuma7le for the 9ngineer>s office and the la7oratory.
c4 3ro*ide La6orator+ E8uipent and $estin( Apparatus
All e=uipment$apparatus as gi"en 7elo necessary for the regular testing of materials
and orkmanship shall 7e pro"ided 7y the Contractor in the Dield La7oratory. All

contract.

The Contractor shall 7e responsi7le for proper maintenance, lighting, poer, ater and
all testing consuma7les for the duration of the contract. La7oratory e=uipment shall 7e
maintained in good orking order for the duration of the contract. Any e=uipment
hich is unser"icea7le shall 7e replaced 7y the contractor.
The la7oratory shall 7e ade=uately staffed and e=uipped so that there shall not occur
any interruption of construction acti"ities resulting from delay in testing. The
la7oratory shall 7e maintained in an orderly fashion to the satisfaction of the 9ngineer.
All sample and records shall 7e preser"ed as per the instruction of the 9ngineer.
The contractor shall make all arrangements for sampling, transportation, and
preparations for regular site la7oratory testing as ell as off(site testing 7y the
9ngineer.
Any cost incurred in tests, hich ould ha"e normally 7een undertaken at site 7ut
undertaken off(site due to late set up of la7oratory at site, shall 7e fully 7orne 7y the
Contractor.
A pro"isional sum is included in the !ill of 3uantities for off site tests.
5ff site tests needed to 7e conducted include 7ut not limited to Los Angeles A7rasion
and crushing "alue tests for chippings and penetration, "iscosity, softening point, flash
and fire point and solu7ility tests in case of 7itumen 7inder.
3a+ent
#ayment for supply, installation, operation and maintenance of la7oratory e=uipment
and testing apparatus shall 7e compensated at the contract price per month. This
payment ill 7e full compensation for pro"iding all listed la7oratory e=uipment and
testing apparatus and carrying out tests, operation and maintenance of all e=uipment

accessories and sur"ey orks consuma7les.
Assistance for 9ngineer>s Representati"e
The Contractor ill pro"ide at all times during the continuance of the Contract all such
sur"ey staff including chainmen, staffmen and la7ourers for the e8clusi"e use of the
9ngineer>s Representati"e and his staff as the 9ngineer may deem to 7e necessary for
carrying out his duties in connection ith the Contract at the cost of the Contractor.
The orkmen ill 7e e8perienced in assisting 9ngineer in sur"ey orks and so far as
is possi7le the same staff ill 7e pro"ided throughout the period of the Contract.
2upply of Man #oer for 9ngineer>s 5ffice and his Assistance
:t ill 7e the responsi7ility of the Contractor to supply personnel to the 9ngineer, such
as atchmen, cleaning and orking staff for the 9ngineer>s 5ffice Accommodation and

9. :e,ic7es for En(ineer

comprehensi"ely insured, fuelled, repaired, ser"iced and maintained 7y the Contractor. The
contractor ill pro"ide an accepta7le temporary replacement for the "ehicle or motor(7ike
hen it is not in road orthy condition until the "ehicle or motor(7ike is repaired and returned
for use.
The a"erage estimated running of each "ehicle and motor(7ike are .' km and )' km per day
respecti"ely. The Contractor ill deal ith insurance claims in case of accidents for all of the
a7o"e "ehicles.
Three e8perienced dri"ers ha"ing "alid dri"ing license and e8perience as appro"ed 7y the
9ngineer ill 7e made a"aila7le at all times 7y the contractor to dri"e and look after the
"ehicle.
The "ehicle hire charges shall 7e paid at contract unit price per "ehicle month. The price
entered in the !ill of 3uantities ill 7e full compensation for hire charges including fuelling,
repairing, ser"icing and maintaining the "ehicles. All ta8es, licensing and insurance ill 7e
deemed to 7e included in the entered prices. These prices also include the salary and o"ertime
alloances of the dri"ers.
;. Contractor1s Main Cap
The Contractor shall at his on e8pense pro"ide and maintain his camp, offices, shop and
storage areas all of hich should 7e accessi7le 7y "ehicles. <ithin land leased or 7ought 7y the
Contractor, he shall construct all facilities re=uired 7y himself. The camp should 7e located
ithin the reasona7le distance from the 9ngineer>s office for easy and =uick communication.
!uilding and fittings erected 7y the contractor for his on use ill remain the property of the
Contractor.

1<. Sources of Construction Materia7s
Iarious possi7le stone$sand =uarry sites ha"e 7een o7ser"ed 4only for general information for
the Contractor6 at 2im7hanjyang, ,aman, #alung, 4in Makanpur ,istrict6, ;atti7an,
,akshinkali in Kathmandu ,istrict, Jalchhi and along #rith"i ;ighay up to Malekhu in
,hading ,istrict of Central Region.
Dor the purpose of the Contract, 7orro and =uarry areas ill mean and include all such areas
appro"ed 7y the 9ngineer hich the Contractor may use to e8ca"ate or =uarry materials for
use in the <orks.
;ence, it ill 7e necessary to kno the suita7ility for use of the a"aila7le sources. Ma8imum
utiliEation of local materials ill 7e made and the a"aila7ility of such materials shall 7e
checked 7y the Contractor. 2election of a particular =uarry site depends upon the a"aila7ility of
materials to meet ith the project re=uirements, their =uality$suita7ility and other economic
considerations. Materials appropriate for all types of orks under this contract ill 7e
in"estigated and tested 7y the Contractor.
At the commencement of the <orks, or as soon thereafter as is practica7le, the Contractor shall
su7mit to the 9ngineer for appro"al details of ?(

to pro"ide all the materials re=uired for the <orks, or any other o7ligation under the Contract.
11. =ua7it+ Contro7
Dor ensuring the re=uisite =uality of construction, the materials and <orks shall 7e su7jected to
=uality control tests. The testing fre=uencies set(forth in Ta7le -.+ are the desira7le minimum
and the 9ngineer shall ha"e the full authority to carry out tests as fre=uently as he may deem
necessary to satisfy himself that the materials and orks comply ith the appropriate
specifications.
The sampling and testing of materials and orkmanship shall 7e considered as an inherent part
of the orks and the cost shall 7e deemed to 7e included in the contract price for the rele"ant
item unless specifically otherise pro"ided for in the !ill of 3uantities.
The contractor shall supply all samples of materials for testing and pro"ide assistance, la7our,
technician staff, attendance, transport and other support necessary as may from time to time 7e
re=uired 7y the 9ngineer in taking and packing samples in appro"ed containers, despatching
them for test, preparing them for test, e8amining and testing them and presenting the test
results.
:n the e"ent that sampling and testing is carried out at the manufacturer>s plant or at a
la7oratory other than the site la7oratory, the cost of such sampling and testing or the furnishing
of test certificates shall 7e 7orne 7y the Contractor.

Testing shall 7e conducted in accordance ith the standard of the American 2ociety for Testing
and Materials 4A2TM6 and$or the American Association of 2tate ;ighay and Transportation
5fficials 4AA2;T56, latest edition, and !ritish 2tandard 4!26, Transport and Road Research
La7oratory 4TRRL6, AK, and :ndian 2tandards 4:26. Any de"iations from these standards must
7e appro"ed 7y the 9ngineer.
All sampling and testing shall 7e carried out under the super"ision of the 9ngineer ho shall 7e
gi"en full access to facilities and co(operation 7y the Contractor in the sampling and testing
procedures hether on or off the site.

Construction phase testing shall normally 7e assisted 7y 9ngineer>s personnel. Any testing ork

#rior to 7eginning of construction, the Contractor in "ie of 7etter coordination of ork, shall
prepare a tentati"e =uality control$assurance plan listing the estimated num7ers of tests to 7e
performed and stating criteria for testing fre=uency and sample selection 7ased on the
Contractor>s ork plan. ;oe"er, other routine M2chedules of sampling and testingM shall 7e
esta7lished 7y the Contractor in consultation ith the 9ngineer ithin + eeks of the
commencement of the <orks. These schedules shall ha"e the appro"al of the 9ngineer in
riting. :n addition to the routine tests included in the M2chedule of sampling and testingM the
9ngineer may re=uire such other tests to 7e carried out at any time as he considers necessary
for the proper control of the =uality of the materials and orkmanship.
All materials incorporated in the orks shall 7e ne and of the 7est =uality and description of
their respecti"e kinds. 2imilarly the orkmanship in e"ery case shall 7e of the 7est character
and the hole shall 7e su7ject to the appro"al of the 9ngineer.
12. Contractor1s Mont,7+ 3ro(ress Report
The Contractor shall report monthly progress to the 9ngineer on charts su7mitted in triplicate
and shoing actual ork done superimposed upon copies of the ork programme. ;e shall

furnish an e8planation of any de"iation from the programme stating his proposals for
impro"ing the progress should this 7e lacking in any respect.
1!. -eat,er Conditions
Anless otherise specified all <orks are to 7e carried out in the dry condition and they shall 7e
kept free from ater coming from any source hatsoe"er to the satisfaction of the 9ngineer
and at the Contractor>s e8pense.
All materials shall 7e stored on 2ite in a manner appro"ed 7y the 9ngineer>s Representati"e and
the Contractor shall carefully protect from the eather all ork and materials hich may 7e
affected there7y.
The Contractor shall pro"ide storage of materials to 7e incorporated in the ork to the
satisfaction of the 9ngineer. 2uch storage shall 7e of a kind that shall pre"ent loss of, or
damage to, the materials. The Contractor shall take particular care to ensure the security of
stores containing materials, the loss of hich ould 7e likely to cause significant delay to the
completion of the orks or part thereof.
1&. Disposa7 of Materia7s > -aste
The Contractor shall not dispose of materials of any sort o7tained from ithin the 2ite ithout
the ritten permission of the 9ngineer. The Contractor shall make ade=uate arrangements to the
satisfaction of the 9ngineer for the disposal of all aste, rain and su7(soil ater, seage and
all other aste materials arising from or connected ith the e8ecution of the orks.
1). Daa(e to Ser*ices
The Contractor shall 7e held lia7le for all damage to roads, irrigation ditches, mains pipes,
electric ca7les, lines or ser"ices of any kind caused 7y him or his 2u7(Contractors, if any, in
the e8ecution of the <orks.
The Contractor must make good any damage at his on e8pense ithout delay and, if
necessary, carry out any further repair ork ordered 7y the 9ngineer.
1/. $eporar+ -or.s and Entr+ into 3ri*ate7+ O'ned Land
<here it is necessary to enter on pri"ately oned land for the purpose of making temporary
roads, di"ersions, getting materials or for any other reason, the land oner or occupier shall
first 7e consulted 7y the Contractor and his ritten permission o7tained.
Ander no circumstances shall the Contractor enter upon or interfere ith pri"ately oned land
until such permission is recei"ed and compensation, if any, has 7een paid.
Care shall 7e taken that no unnecessary damage is caused to the land and that all reasona7le
precautions are taken to pre"ent soil erosion. 5n completion of the ork the land shall 7e left in
a tidy condition, to the satisfaction of the 9ngineer>s Representati"e.
No e8tra payment shall 7e made to the Contractor for delays due to negotiations for
compensation or other costs to 7e paid for the use of such land.

After the commencement of the period of defects lia7ility, the Contractor shall do nothing
hich might endanger the safety of the general pu7lic and shall o7ey all instructions of the
9ngineer or any other duly authoriEed persons or authority in this regard.
Throughout the period of ,efect Lia7ility, the Contractor shall notify the 9ngineer of the ork
or operations he intends to carry out on the 2ite and shall o7ey all instructions hich the
9ngineer or the 9mployer may gi"e as to times and manner of orking so that any
incon"enience is kept to a minimum.
19. $eporar+ Di*ersion of $raffic
:n accordance ith the general conditions of contract, the contractor shall su7mit a detailed
programme shoing the order in hich the "arious stretches are to 7e resealed and in doing so,
the contractor shall ensure the uninterrupted flo of traffic and minimum incon"enience to the
pu7lic during the period.
<here"er possi7le, resealing acti"ities shall 7e restricted to ithin half the idth of the
roaday and alloing the remaining portion for use of traffic.
The Contractor shall construct a temporary di"ersion here the road idth does not allo safe
"ehicular traffic. The standard of di"ersion shall 7e suita7le in all respects for the type of
traffic using the e8isting road. ,i"ersions shall 7e maintained in good condition to the
satisfaction to the 9ngineer.
The contractor shall not recei"e any separate payment for construction of di"ersions and shall
7e deemed to ha"e 7een included in the prices of other items.

The contractor shall take all necessary measures for the safety of traffic during constructionL
and pro"ide, erect and maintain such 7arricades including signs, markings, flags, lights and
flagmen as may 7e re=uired 7y the 9ngineer for the information and protection of traffic
passing through the highay section under resealing. !efore taking up any impro"ement ork,
an agreed phased programme for the traffic di"ersion on the highay shall 7e made in
consultation ith the 9ngineer. 5ne ay traffic operation shall 7e esta7lished hene"er the
traffic is to 7e passed o"er a part of the carriageay inade=uate for to(lane traffic ith the
help of flagmen. Dor regulation of traffic the flagmen shall 7e e=uipped ith red and green
flags and lantern$lights. 5n 7oth sides, suita7le regulatory$arning signs shall 7e installed for
the guidance of road users. 5n each approach at least to signs shall 7e put up.
The Contractor shall not recei"e any separate payment for this ork and the cost shall 7e
deemed to ha"e 7een included in the rates for other :tems.
2<. Maintenance of t,e -or.s/$raffic
The contractor shall maintain a through road route on e8isting roads throughout the entire
period of the contract and maintenance period. The routine maintenance of the road includes
7esides others, trimming grass, cleaning all cul"erts, ditches, 7orro pits, drainage channels if
any, remo"al of o7struction in the streams and ater ays and remo"al of slides or other
o7structions on the road to allo free flo of traffic and reinstatement of any damaged
pa"ements, protection and training orks. ,uring construction B defects lia7ility period the
Contractor shall maintain the e8isting pa"ements surfaces, shoulders, R5<, and cul"erts, 7ank
protection and drainage ditches and carry out all ork needed to properly maintain the same.
The Contractor has to perform the ork as often as re=uired to keep the pa"ements, structures
and 7ank protection in good orking order. The contractor shall also maintain roads that he
uses and the use of such roads must 7e identified in ad"ance for 9ngineers> inspection.
#ayment for this item of ork shall 7e made on the 7asis of pro rata physical progress of the
ork accepted e8cept for the last +)N hich ould 7e ithheld until successful completion of
the contract and shall include cost of all e=uipment charges, la7our and materials etc. used
thereof.
21. 3ro*isiona7 Sus
All pro"isional sums are to 7e e8pended in hole or in part at the direction and discretion of
the 9ngineer ith prior appro"al of the 9mployer.
All items included in the pro"isional items, shall 7e supplied or orks e8ecuted at the net cost
ith the su7stantiation of all 7ill, "ouchers and receipts from the 7onafide agents and
authorities. The contractor shall 7e compensated at the rate of -'N of the net costs incurred 7y
