Propose the inclusion of the site in the LDP as a potential additional Business
Site, supported by the following points:
The site has good access via Blackgrange road from Blackgrange
Roundabout and the A907 transport corridor.
The site is not within the green belt.
Accepted that the site is in a flood risk area and adjacent to a Major Hazard
Consultation Zone.
The proposal for the site is primarily focussed around the ability to create a
new rail spur siding with intermodal facilities.
Further gains for Clackmannanshire could be from the development of out
of town retail and hotel facilities.
Biomass generation would be a further potential on site.
Few (if any) business site proposals offer a realistic ability to provide
intermodal facilities that could link to the established rail and roads network.

Modifications sought by those submitting representations:

Request the insertion of land at Bridgend, Blackgrange Road, to the south of
the A907 as a potential additional business site, including commercial,
recreational, retail, hotel facilities, light industrial units, haulage storage, a rail
freight spur and biomass facilities.

Opportunities to mitigate against flooding could be explored and instigated by
way of land engineering and flood defences.

Summary of responses (including reasons) by Planning Authority:

The majority of the site lies within the 1:200 year flood area. The Council
consulted SEPA as soon as the proposal was submitted and their response
was that "We recommend that this site is removed from the plan. Please note
we will object to the site if it is retained in the proposed plan. The site is almost
entirely within in the functional flood plain by our Indicative 1 in 200 flood
outline on Indicative River and Coastal Flood Map (Scotland)...This is
previously undeveloped site and development in areas at risk of flooding
should be avoided." (CD077 & CD079).

This is consistent with their request that a Council owned business site at
Dumyat Phase 2 immediately adjacent this site to the east was withdrawn
from the LDP as it too lay in the same flood area. The Council agreed to this
request on sustainability grounds.

Proposals for retail and commercial leisure in this location would not meet the
tests of LDP Policies EP14 'Retail Network Centre and Hierarchy', EP15
'Promoting Town Centre Regeneration' or EP16 'New Retail and Commercial
Leisure Development'.

No evidence has been submitted that the proposed intermodal facility would
be supported by Network Rail or Transport Scotland and no details of how it
might impact on the current operation of the line have been provided.
Business sites at Alloa West Business Park (B02), Carsebridge South (B03)
and Kilbagie (B11) lie adjacent to the rail line and are allocated business sites
which may therefore be capable of accommodating intermodal facilities
following further studies.

It is considered that these proposals are likely to be constrained by the flood
plain issues, that they are unlikely to accord with retail policies, represent
inappropriate development in the countryside and lack evidence to support
their feasibility. No changes are therefore sought to the LDP.
