European Council conclusions
on external relations (Ukraine and Gaza)



Ukraine
1. Recalling the statements o the !ea"s o #tate or $o%ernment on &'raine o 6 (arch an"
2) (ay an" its conclusions o 21 (arch an" 2) June, the *uro+ean ,ouncil once again
stresses its su++ort or a +eaceul settlement o the crisis in &'raine, nota-ly the urgent
nee" to agree on a genuine an" sustaina-le cease.ire -y all +arties to create the
necessary con"itions or the im+lementation o /resi"ent /oroshen'o0s +eace +lan. 1he
*uro+ean ,ouncil su++orts the "i+lomatic eorts -y &'raine, the Russian 2e"eration,
2rance an" $ermany, as 3ell as the 4oint Berlin 5eclaration o 2 July.
2. 1he *uro+ean ,ouncil con"emns the continuation o illegal acti%ities -y arme" militants in
*astern &'raine, inclu"ing the occu+ation o +u-lic -uil"ings, hostage.ta'ing an" arme"
attac's on &'rainian la3 enorcers an" -or"er guar"s. 1he *uro+ean ,ouncil urges the
Russian 2e"eration to acti%ely use its inluence o%er the illegally arme" grou+s an" to sto+
the lo3 o 3ea+ons an" militants across the -or"er, in or"er to achie%e a ra+i" "e.
escalation. 6n this conte7t, the *uro+ean ,ouncil recalls the "ecision o 11 July to e7+an"
the tra%el -an an" asset ree8e 3ithin the *uro+ean &nion to 11 ne3 in"i%i"uals or actions
un"ermining &'raine0s territorial integrity, so%ereignty an" in"e+en"ence. (em-er #tates
also agree" to "iscontinue the a++lication o their agreement o 20 2e-ruary 2014 on e7+ort
licences.
3. 1he *uro+ean ,ouncil regrets that the re9ueste" ste+s it set out in its 2) June conclusions
ha%e not -een a"e9uately ta'en. :s a result, the *uro+ean ,ouncil agrees to e7+an" the
restricti%e measures, 3ith a %ie3 to targeting entities, inclu"ing rom the Russian
2e"eration, that are materially or inancially su++orting actions un"ermining or threatening
&'raine0s so%ereignty, territorial integrity an" in"e+en"ence. 6t tas's the ,ouncil to a"o+t
the necessary legal instruments an" to "eci"e -y the en" o July on a irst list o entities
an" +ersons, inclu"ing rom the Russian 2e"eration, to -e liste" un"er the enhance"
criteria. 6t also as's to consi"er the +ossi-ility o targeting in"i%i"uals or entities 3ho
acti%ely +ro%i"e material or inancial su++ort to the Russian "ecision.ma'ers res+onsi-le or
the anne7ation o ,rimea or the "esta-ilisation o *astern.&'raine. 1he *uro+ean ,ouncil
re9uests the *6B to sus+en" the signature o ne3 inancing o+erations in the Russian
2e"eration. *uro+ean &nion (em-er #tates 3ill coor"inate their +ositions 3ithin the *BR5
Boar" o 5irectors 3ith a %ie3 to also sus+en"ing inancing o ne3 o+erations.

2inally, the *uro+ean ,ouncil in%ites the ,ommission to re.assess *&.Russia coo+eration
+rogrammes 3ith a %ie3 to ta'ing a "ecision, on a case -y case -asis, on the sus+ension
o the im+lementation o *& -ilateral an" regional coo+eration +rogrammes. !o3e%er,
+ro4ects "ealing e7clusi%ely 3ith cross.-or"er coo+eration an" ci%il society 3ill -e
maintaine".
1he *uro+ean ,ouncil recalls that the ,ommission, the **:# an" the (em-er #tates ha%e
-een un"erta'ing +re+aratory 3or' on targete" measures, as it re9ueste" in (arch, so that
urther ste+s can -e ta'en 3ithout "elay. 1he *uro+ean ,ouncil remains committe" to
recon%ene at any time shoul" e%ents so re9uire.
6n line 3ith the +olicy o non.recognition o the illegal anne7ation o ,rimea an" #e%asto+ol,
the *uro+ean ,ouncil re9uests the ,ommission an" the **:# to +resent +ro+osals or
a""itional measures in +articular on restricting in%estments in ,rimea an" #e%asto+ol. 1he
*uro+ean ,ouncil also e7+ects the 6nternational 2inancial 6nstitutions to rerain rom
inancing any +ro4ects that e7+licitly or im+licitly recognise the illegal anne7ation o ,rimea
an" #e%asto+ol.
4. 1he *uro+ean ,ouncil commen"s the eorts o the O#,* an" its ,hairmanshi+ in Oice,
+articularly in acilitating meetings o the ,ontact $rou+ in &'raine, an" its rea"iness to
esta-lish a -or"er.monitoring mission, to 3hich the *uro+ean &nion an" its (em-er #tates
stan" rea"y to consi"er a su-stantial contri-ution.
;. 1he *uro+ean ,ouncil stresses the *uro+ean &nion0s commitment to +ursue trilateral tal's
on the con"itions o gas su++ly rom the Russian 2e"eration to &'raine an" commen"s the
eorts o the ,ommission in that regar". 2in"ing a s3it agreement is im+ortant or the
sta-ilisation o &'raine0s economy an" or saeguar"ing the security o su++ly an" transit o
natural gas through &'raine.
6. 1he *uro+ean ,ouncil stresses the im+ortance o &'raine ratiying the :ssociation
:greement 3ith a %ie3 to its early +ro%isional a++lication. 6t 3elcomes the hol"ing o
trilateral consultations at ministerial le%el -et3een &'raine, the Russian 2e"eration an" the
*uro+ean &nion on 11 July on the im+lementation o the :ssociation :greement. 6n this
conte7t, it also 3elcomes the setting u+ o a consultation mechanism to a""ress +otential
"iiculties resulting rom the eects o the im+lementation o the 5ee+ an" ,om+rehensi%e
2ree 1ra"e :rea on the im+lementation o the 2ree 1ra"e :greement o the
,ommon3ealth o 6n"e+en"ent #tates.

in"iscriminate targeting o ci%ilians. 6srael has the right to +rotect its +o+ulation rom this 'in"
o attac's. 6n "oing so, it must act +ro+ortionately an" ensure the +rotection o ci%ilians at all
times. 6t "ee+ly "e+lores the loss o innocent li%es an" the high num-er o 3oun"e" ci%ilians
in the $a8a #tri+ as a result o 6sraeli military o+erations an" is "ee+ly concerne" a-out the
ra+i" an" "ramatic "eterioration o the humanitarian situation. 1he *uro+ean ,ouncil calls on
-oth si"es to "e.escalate the situation, to en" the %iolence, to en" the suering o the ci%ilian
+o+ulations nota-ly -y allo3ing access to humanitarian assistance, an" return to calm. 1he
*uro+ean ,ouncil 3elcomes on.going eorts -y regional +artners, an" in +articular the
initiati%e launche" -y *gy+t, to esta-lish a cease.ire an" calls on !amas to agree on such
cease.ire. 1he *uro+ean &nion stan"s rea"y to +ro%i"e the necessary su++ort to this en".
1he *uro+ean &nion continues to call or the ull im+lementation o &nite" =ations #ecurity
,ouncil Resolution 1>60 (200?).

/alestinian conlict. 1he *uro+ean &nion reiterates its oer to -oth +arties o a +ac'age o
*uro+ean +olitical an" economic su++ort an" o a #+ecial /ri%ilege" /artnershi+ 3ith the
*uro+ean &nion in the e%ent o a inal +eace agreement.
