Terms of Reference (TOR)




General

TeleYemens International Gateway is located in Sanaa, Ghuraff Complex. It provides
access to Internet via Flag and Regional terrestrial cables linking Yemen with Saudi Arabia
and Djibouti in additional to Satellite links. The attached diagram shows the layout of
TeleYemen gateway.

The new VSAT Service Hub (Antenna, hub equipment, NMS etc.) requested for in this
RFP will be located in the same existing TeleYemens international gateway in Ghuraff.

The bandwidth requirement will be provided by TeleYemen through satellite providers.
Leased bandwidth will be in a dedicated full duplex or sharable basis as per customers
requirements.

VSAT Gateway
Proposed VSAT Gateway contents can be as follows;

Terminals (Existing Terminals)

Remote Terminals will be provided by TeleYemen.

Currently TeleYemen operates iDirect 3000, IDirect 5000 Series, Comtech CDM570-L and,
Comtech CDM625-L terminals.

The proposed VSAT Gateway shall enable compatibility with these terminals, however for
SCPC customers; SCPC Line cards should be used.

The outdoor units of each remote station are composed of:
1.2m standard Ku-band (14.0-14.5GHz) antenna
3W standard Ku-band (14.0-14.5 GHz) Block Up-converter (BUC)
Ku-band (10.95-11.7 GHz) Low-Noise Block Down-converter (LNB)

The Bidder should propose equipment sizing at the hub station compatible with these outdoor
units and the specifications above.

Network Management and Trouble Ticket System

The Bidder should propose a Global Network Management System (NMS) to allow
TeleYemen to have the full control over the Network and its components.

The Global NMS should take care of the following aspects of the network:
Fault Recognition and Reporting
Performance Monitoring

The Global NMS should operate in cooperation with the VSAT Gateway NMS and the
Trouble ticketing System.

TeleYemen should have the ability to perform systems status, health and performance
monitoring and alert the responsible Technician on Duty in case of problems.

The Global NMS should enable TeleYemen to manage all faults or performance issues on the
services provided.

The Global NMS should enable TeleYemen to log problems with the provided services
and maintain a fault management audit trail of all activities until service restoration.

The Bidder should also propose a suitable Trouble Ticket System where communication
with users and customers is made easy.
It should support the following features and standards:

Antenna System

The Bidder should propose an antenna system adequately compatible with the remote
terminal equipment as defined in the above sections of the present document.

Preliminary Link Budgets have been conducted based on the capacity described earlier in
this document and it is anticipated that the following antenna shall be required.

The Bidder should quote for the antenna as described below but may propose a different
system and provide appropriate justifications based on Link Budget calculations.

The Bidder should quote for the following systems:

Power Amplifier System

The Bidder should propose a Solid-State Power Amplifier (SSPA) system adequately
compatible with the remote terminal equipment as defined in the above sections of the present
document.

The Bidder should quote for the SSPA as described below but may propose a different system

Cables, Connectors and ancillary RF equipment

The Bidder should include Inter-facility link (IFL) cables and connectors for cabling between
indoor and outdoor units at the hub station. The distance between antenna and rack room will be
a maximum of 30 meters.

The Bidder should also deliver all necessary waveguides to connect the SSPA to the antenna
feed.

The Bidder should deliver a set of Tools and instruments dedicated to the configuration of the
Project to enable TeleYemen to conduct troubleshooting.

The Bidder may propose additional RF equipment to the one specified for TeleYemens
consideration.





Applications

Voice over Internet Protocol (VoIP)

The network should provide VoIP telephony at all the terminals. The VoIP service should
provide Toll quality G.729 Voice (ITU Standard) meeting stipulated QoS requirements. The
network will initially cater to network bandwidth requirement of 20 full-duplex simultaneous
satellite voice circuits (1 x E1) to serve the network voice communications requirements.

The network should implement bandwidth on demand capacity assignments in the return
(terminal to hub) direction based on the signalling exchanged between the hub station VoIP
Gateway and the terminal VoIP equipment. This signalling should be either SIP or H.323
version 4. The network should simultaneously support terminals using SIP-based VoIP
equipment or terminals using H.323-based VoIP equipment.

The network should support Quality of Service provisions to ensure VoIP traffic is
assigned the highest priority over other forms of traffic. The network should have the means to
set limits on the number of simultaneous VoIP circuits supported by the terminal, by a group of
terminals and by the network.

The network should support Voice Activity Detection (VAD) and Comfort Noise
Generation (CNG). The terminals shall automatically redirect unused VoIP capacity to lower
priority traffic during VAD-identified pauses in the VoIP traffic during a call session. The
reassignment of unused VoIP capacity during a session shall take place in either direction.
Comfort Noise Generation shall be provided to the user during pauses in the VoIP traffic.

There should be a VoIP Gateway located at the hub station.

The VoIP Gateway at the hub station should be connected to the 10/100 Base-T IP
network of the satellite communications system to the Public Switched Telephone Network
(PSTN) in Yemen. There shall be one (1) E1 interfaces to the PSTN serving the total 20 full-
duplex simultaneous satellite VoIP channels.

The VoIP Gateway shall support the following VoIP protocols:
SIP
H.323 Version 4

Audio Codecs:
G.729a (8 kbps)

The VoIP Gateway shall support the following signalling schemes:
ETSI ISDN

The VoIP Gateway shall support the following call quality features:

Adaptive jitter removal
Comfort Noise Generation (CNG)
Silence suppression (VAD)
Differentiated Services (DiffServ)
Echo cancellation (G.168 up to 128ms)

The ATA shall support the following Satellite IP network interface:
10/100 Base T

The following voice compression standards shall be supported:
G.729

The following signalling types shall be supported on the IP side
SIP
H.323 Version 4

Fax
The system should support Group 3 fax with T.38.

Video Conferencing
The network should support video conference traffic at all the terminals. The network will
initially cater to network bandwidth requirement of ten (10) full-duplex simultaneous satellite
video conference circuits to serve the network video communications requirements.

The video conference equipment shall provide service over an IP-based network.

The network should implement bandwidth on demand capacity assignments in the return
(terminal to hub) direction based on the signalling exchanged between the hub station video
conference equipment and the terminal video conference equipment. This signalling shall be

either SIP or H.323 version 4. The network should support terminals using SIP-based video
conference equipment or terminals using H.323-based video conference equipment.

The network shall support Quality of Service provisions to ensure video conference

Professional services

Design and Preparation Services

The Bidder should propose a Design Programme including all necessary site surveys,
where applicable, as well as provision of all design documentation to TeleYemen.

Such documentation may include:
Operating Manuals for Equipment
Operating Manuals for Software Systems such as NMS
Production Test Results for Equipment
Interface Control document for VSAT Gateway
Technical drawings of all Equipment
Installation and Troubleshooting procedures
Project implementation schedule and milestones
Others on request

The successful Bidder (Contractor) shall be mandated for a Site Survey at TeleYemen
premises in Sanaa.

TeleYemen is responsible for all civil works relating to installation of outdoor hardware at
the TeleYemen teleport in Sanaa. Such civil works should be conducted in accordance with the
Site Survey Report provided by the Contractor after contract signature and initiation of the
Project.

Implementation Services

The Bidder should propose a complete implementation of the hub station including but not
limited to:
Interconnection to the IP backbone (with support from TeleYemen)
Antenna erection and pointing
Site Commissioning
Frequency allocation and coordination
Cross-polarisation testing
Validation testing of each item and complete system
Other activities on request
Operational and Training Services

The Bidder should provide Training on all delivered systems, including:
VSAT Gateway and NMS
RF infrastructure
Global NMS
Trouble Ticket System
Other systems to be proposed by the Bidder

It is preferable that all training should be conducted concurrently across a period of a
maximum of 12 working days.

The training shall include on-site training (during the commissioning) for up to ten (10)
technicians. The content of training and training material shall be given to the participants should
be clearly explained.
The Bidder may propose additional Operational Training services such as Practice
Troubleshooting sessions (drills) if deemed necessary.

The Bidder should propose on-call remote support with 24/7 helpline for a minimum period
of 6 months after network commissioning for all installed infrastructure.

Legal Interception System

As the legal interception system requirement is a third party requirement and not in the
hands of TeleYemen, it difficult for TeleYemen do provide bidder with initial expected
specifications. However, according to initial requirements mentioned in Section-1 (Summary of
project requirements), bidders can assume a suitable system specifications that will fulfil the
Yemen authorities requirements and for TeleYemen to borne its cost.
It is also expected that, system will support redundancy facilities.

Support and Maintenance Services

The Bidder may propose a support contract (including spares storage and technical
support as a minimum) for a period of 5 years for the network.

In such case, the maintenance and repair philosophy during warranty and maintenance contract
period shall be clearly indicated.
