UGClets34deemedblacklisteduniversitiesto functionagain University of Grants Commission (UGC), New Delhi, has given ap- proval to 34 blacklisted deemed universities which were previously blacklisted. It has asked them to start functioning again. In 2009, the central government had blacklisted 44 deemed universities across the nation, 34 of which have got an approval from UGC now. Out of the remaining Universities, 7-8 have been blacklisted due to inadequate infrastructure facilities. UGC has created a committee 21 October -2014 Super Student Monthly headed by vice chairman H Devraj that has prepared the list. The Human Resource Development (HRD) Ministry will be sending a show- cause notice to these universities before de-notification. The report will be submitted in Supreme Court on September 30, 2014. Two deemed universities, on the other hand have already approached the court complaining about UGC's failure to follow the inspection process. Nine parameters were taken into consideration when evaluation was being done: whether all their present academic activities and programmes could have been carried out without being a deemed uni- versity; conformity to the provisions of the UGC Act and UGC guide- lines; aspects of governance; quality of and innovations in teaching- learning process; research output; doctoral and other research degree programme; faculty resource, admission processes and award of degrees. The main attraction for such students is the feasibility of admissions, less expensive tuition fee and easy stay. However, the University Grants Commission (UGC) has released a stringent rule in this regard. Foreign students will now have to seek permission from the UGC or the Minister for Human Resources Devel- opment (MHRD) to get admission in Indian colleges/universities. The notification came as UGC lately observed that some universities in India are engaged with foreign universities directly without informing any government authorities. Such universities also provide admission to foreign students directly without any involvement of central offi- cials. Secrecy with admission by them causes damage to the Indian universities and leads to threats for the national security. In order to avoid problems such as these, the UGC has taken stringent measures to not allow any foreign students and Indian universities to get in direct contact with any other universities without its prior permission. Following the norm, no promotional activities abroad will be carried out by any university/affiliated institutions without explicit knowl- edge/advice of local Indian Embassy/High Commission in this regard. The higher educational institutions will also have to take prior permis- sion from the UGC & MHRD before planning any activities, promo- tional or otherwise.
