1. GENERAL
1.1 SCOPE
This Technical Specification (Supplement) covers the loadout requirements for hulls,
deck modules, and major subassemblies thereof. This Technical Specification also
contains requirements for the offloading of a Component from a transport vessel onto a
hull, a fixed foundation or some other support.
1.2 DEFINITIONS
The following words used in this SUPPLEMENT have specific definitions as follows:
"Component" shall mean the vessel (combined hull, deck or deck modules), hull,
deck or deck modules, or any subassembly thereof.
"Drawings" shall mean the Approved Drawings and revisions thereof which
define the system configuration in enough detail to allow material order and
construction. Depending on the specification documents invoked by the
CONTRACT, these may alternatively be referred to as Approved for
Construction Drawings (AFC Drawings).
"Fabricator" shall mean the CONTRACTOR or SUBCONTRACTOR who
undertakes the fabrication of the Component under consideration.
Installation Contractor shall mean the CONTRACTOR with responsibility for
the offloading of the Component under consideration and/or the setting of the
Component on the hull, a fixed foundation or some other support.
"Transporter" shall mean the CONTRACTOR with responsibility for the
transportation of the Component under consideration.
1.3 APPLICABLE DOCUMENTS
In addition to conformance with this Technical Specification, Work shall be in
accordance with referenced sections or paragraphs of the following codes, specifications,
publications and standards which shall be a part of this Technical Specification. Where
reference is not limited to a specific section, paragraph, or topic, the entire Applicable
Document shall be considered referenced.

CONTRACTOR shall maintain copies of the referenced or applicable portions of
Applicable Documents at locations readily accessible to work sites.
1.4 CONFLICT RESOLUTION HIERARCHY
In case of contradiction between CONTRACT Articles, AFC DRAWINGS, Technical
Specifications (including this Supplement), or Applicable Documents, the following
resolutions shall apply:
a. In case of contradiction between CONTRACT Articles and AFC Drawings, or
Technical Specifications, the CONTRACT shall govern.
b. In case of contradiction between AFC Drawings and Technical Specification, the
AFC Drawings shall govern.
c. In case of contradiction between any Technical Specification and an Applicable
Document referenced therein, the Technical Specification shall govern, except as
noted below.
d. In case of contradiction between lawful governmental regulations and AFC
Drawings, Technical Specifications, or any referenced Applicable Document, the
governmental regulations must govern if more stringent, regardless of whether
such regulations are included in the referenced Applicable Documents.
g. In case of contradiction between referenced Applicable Documents, the more
stringent requirement shall govern.

2. LOADOUT ENGINEERING AND PLANNING
2.1 SCOPE
Engineering calculations necessary to demonstrate that Component and transportation
equipment is not overstressed or damaged during the execution of the loadout shall
include the preparation of weight, buoyancy and stability calculations for Component.
Complex structural elements shall be analyzed using an appropriate mathematical
structural model and a structural analysis computer program. Criteria and methods used
in the engineering calculations shall be in accordance with API RP 2A.
2.2 LOADOUT DESIGN PREMISE
The Loadout Design Premise shall identify and justify the proposed engineering
assumptions and design criteria. Proposed methods of analysis (e.g. modeling
assumptions and computer program details) shall be fully explained.
2.3 ALLOWABLE STRESSES
Stresses in Components during loadout shall not exceed the allowable values calculated
using the procedures provided by API RP 2A and AISC. Stresses in the transportation
equipment shall not exceed the values set forth by AISC or the vessel's classifying
authority.
A one-third increase in the Component's normal allowable stresses shall not be permitted
for planned loading conditions that are expected to occur during the loadout. A one-third
increase will be permitted for contingency conditions that result from equipment failures
or other potential occurrences that are not planned.
2.4 LOAD CASES TO BE CONSIDERED
Components shall be checked for each stage of the loadout operation. Proposed skidding,
lifting, and ballasting procedures shall be reviewed by registered professional engineers
or equivalent to identify potential controlling support conditions and to evaluate the
effectiveness of the proposed monitoring techniques. The resulting stresses, including
appropriate tolerances for load and/or deflection control, shall be determined for each of
the cases identified. Contingency loading conditions with a reasonable possibility of
occurrence shall also be investigated.
2.5 SPECIAL LIFTING REQUIREMENTS
2.5.1 General
Lift rigging shall comply with the requirements of Section 2.4 of API RP 2A
with the following exceptions when cable laid slings are used:
a. Allowable sling loads shall be established in accordance with Guidance
Note PM20.
b. For four point lifts, slings shall be selectively positioned on the padeyes
based on individually measured lengths. The slings shall be measured
while subjected to sufficient load to ensure that they are straight. Each

sling in a set shall be measured while subjected to the same load. The
longest and shortest slings shall be connected to diagonally opposite
padeyes in such a manner that the differential sling lengths will result in
load being transferred away from the most heavily loaded sling.
c. The "detailed analysis" referenced in Paragraph 2.4.2(e) of API RP 2A
will not be required unless the difference between the sum of the length
of the slings on the two pairs of diagonally opposite padeyes is greater
than either 0.5% of the nominal sling length or 3-inches.
2.5.2 Specific Requirements for Lifting Appurtenances
The structural components of lifting spreader bars or frames, or other apparatus
required for movement or lifting, shall be designed such that their stresses are
less than the API RP 2A basic allowable stresses using a load factor on the lift
weight of 2.0 for lifts made over open water. A load factor of 1.5 shall be used
for lifts made over land locations and sheltered water. No increase in allowable
stresses for impact forces shall be taken.
2.5.3 Specific Requirements for Two Crane Boom Lifts
Any lifting requiring two crane booms shall have detailed lift procedures and
criteria developed and submitted for Approval.
2.6 COMPARISON WITH SHELL STUDIES
Shell may elect to perform loadout analyses similar to those being performed by
Fabricator. The results of the analyses will be compared as a check on the work of both
parties. A joint effort shall be made to determine the reason for any significant
differences. The differences shall be resolved before the loadout procedures are finalized.
2.7 LOADOUT MANUAL
The Loadout Manual generally includes the following:
a. A description of the Component to be loaded out, including estimated
weights and center-of-gravity locations plus any ship loose items
b. An explanation of the organization and responsibilities of the loadout
team.
c. Details of site preparations that are required prior to the initiation of the
loadout operations.
d. Detailed step by step listing of operational procedures, including
engineering drawings that are necessary to explain the operations.
e. Detailed checklists including both operational and safety requirements
for appropriate phases of the loadout operations.

f. Details of vessel preparations required prior to or after the initiation of
the loadout operations.
g. Tidal data along with an explanation of how the tidal conditions will
influence the loadout operations.
h. Details of ballasting operations and equipment.
i. Engineering information on the loadout equipment (including slings),
preferably current certification or inspection certificates.
j. Description of the surveying scheme to be used to monitor the load
and/or deflection tolerances for Component and loadout equipment.
k. Vessel mooring details during and after loadout.
l. Envelopes of safe operation for all major pieces of equipment involved.
m. Limiting environmental criteria for the performance of the work.
n. Contingency and recovery plans detailing the actions to be
taken in the event of equipment failures, deterioration of
weather conditions or other considerations.
o. Notification requirements for external agencies and authorities.
3. ENVIRONMENTAL CRITERIA
3.1 LIMITING CRITERIA
The selection of limiting environmental criteria (wind speeds, seastates, etc.) for the safe
execution of the loadout operations will depend on several parameters, such as the
predicted motion response of the transport equipment, the sensitivity of the operation to
the predicted response, and the probability of exceedance of the controlling
environmental criteria.
The final design or configuration of major loadout equipment whose use is sensitive to
environmental conditions (including but not limited to mooring and lifting systems) shall
be re-analyzed to determine the most severe environment under which these systems can
be safely operated. This information is necessary to precisely define the point at which
operations must be suspended.
3.2 MOORING REQUIREMENTS
The system used to moor the transport equipment during loadout, installation of
seafastening and the time the equipment is being held prior to being called offshore shall
be designed to withstand the environmental loads resulting from a storm with a minimum
ten year return interval for the time of year and location involved.
