Brewer, Borough President August 17,2014 I am writing to document my experience and knowledge of Ms. Gabriela Rosa. I have known Ms. Rosa since she was elected to the New York State Assembly in 2012. At that time, I was a member of the City Council from the Upper West Side, and as women elected officials we often met at public events. I found her to be welcoming and warm. When I ran for Manhattan Borough President in 2013, she supported another candidate. Despite this, she continued to be professional in her dealings with me and always eager to discuss issues that impacted her community as well as the city as a whole. I found that we have many women friends in common, and they adore her. Whenever she enters a room in her neighborhood of Washington Heights, or at a Dominican American event, the audience is ecstatic. She remembers what individuals are interested in, follows up with their concerns, and has earned a reputation as a hard worker who addresses the issues brought to her attention. The actions that Ms. Rosa pled guilty to on June 27, 2014 are serious and shocked her community as well as the many friends whose respect she earned throughout her public service. However, in my experience, she always exceeded our expectations as a committed and principled official, and one who put the interests of her community above herself. When Ms. Rosa comes before you on October 3,2014, it is my hope that the court will reflect upon my experience with Ms. Rosa, and the unique challenges she and other immigrants confront in their struggle to succeed and have a voice in creating a better life for themselves and their family. I have always been impressed with her professional demeanor as she interacted with her colleagues, with community and religious leaders, and with her constituents. I have been even more impressed to see the love and care she has for her mother, who often her during Session in Albany. AJthough I do not condone what Ms. Rosa did, I believe that she, like so many immigrants. pursued the Great American Dream - and made a mistake in her desperation to achieve it. It is important to realize that even though Ms. Rosa was an eJected official and had the power that goes along with her title as an Assemblywoman, she did not abuse that power. She did not abuse her office nor her staff. She did not partake in bribery, and she did not get rich. MS. Rosa's mistake is only one variety of many examples of the way people can act in pursuit of American citizenship and the Great American Dream. Assemblymember Rosa and I served for two years in the New York State Legislature. I found Ms. Rosa to be an extremely professional and hard working legislator. Assemblymember Rosa represented the district in Manhattan where I grew up. We often discussed her constituent work in northern Manhattan and Washington Heights. From those discussions and her work in the district, I knew her to be a caring and commited advocate for her community. I do not condone Assemblymember Rosa's actions. However, in considering the appropriate sentence, I think the Court should consider the nature of the criminal conduct and the entirety of her professional work. Ms. Rosa is not pleading guilty to the missapropriation of public funds or abuse ofthe public trust. Her crimes, while serious, do not involve matters of public corruption. Her public record, both as a community representative for Assemmblymember Herman Farrell and as an elected official, demonstrate her strong and lasting commitment to her community.
