1. About YCMOU
1.1 Mission
YCMOU's mission is to become a mass
university to facilitate education for all
To attain this, YCMOU intends to use
open and flexi-learning approaches, local
language, and information & communi-
cation technology.
To fulfill community s academic
aspirations, needs and pursuits in
various streams of liberal, technical and
professional education.
1.2 Establishment & Recognition
YCMOU was established at Nashik by the
Maharashtra Legislative assembly Act no 20/
1989 on July 1
st
, 1989. The university is
recognized by UGC under section 12B.
Jurisdiction
YCMOU jurisdiction, once limited to the
state of Maharashtra at the inception, is
extended in 2003 to suit global operations,
as per amendments in the Act by the
Maharashtra Legislative Assembly.
1.3 Objectives
To make higher, vocational and techni-
cal education available to large sections
of the population.
To give special attention to the needs of
the disadvantaged groups, in particular,
people in rural areas and women.
To relate all courses to the developmen-
tal needs of individuals, institutions and
the State.
To provide an innovative, flexible and
open system of education by using
distance learning methodology and by
applying modern communication
technologies in edcucation.
To provide continuing adult and exten-
sion eudcation. Special attention to be
paid to retraining adults in new skills to
enable them to adjust to a changing tech-
nological environment.
To provide opportunities in post-
graduate studies and research in all
fields of knowledge, especially in educa-
tional technology, distance education and
developmental communication.

1.5 About Open & Distance Learning
(ODL)
Alternative learning systems are essential
since the conventional classroom education
system alone cannot achieve the goal of
education for all. The ODL approach has come
a long way from the old model of correspon-
dence courses and distance learning. We now
talk of open learning, flexi-learning and now
the ICT based learning (virtual learning). The
ODL is essentially a student-centric approach
rather than a teacher-centric one. YCMOUs
motto of Dnyanganga Gharoghari (Taking the
Ganga of knowledge to every home) is an apt
statement of ODL. Education on demand,
learning while working, need based and
feasibility-based learning are the essentials of
ODL. This enables optimal use of existing
educational resources, and saving on costs and
time. ODL reduces unit costs of education
without compromising quality. Countries such
as India will be able to make substantial gains
from ODL in their pursuit of education for all.

2. About Academic Services
Division
The Academic Services Division (ASD) is
one of the important Divisions in the YCMOU.
The Academic Services Division is the
research wing of YCMOU. It promotes
research in the areas of Communication and
Distance Education. This Division offers
Ph.D., M.Phil., M.A., M.Com. and M.Sc.
programmes in the areas of Communication
and Distance Education. Communication has
gained an important place in the modern life.
The recent developments, additions and
contributions in the core subject areas are
effectively disseminated through various
communication media.
Therefore, the YCMOU has rightly
provided an option to carry out research in
the subject area along with its communication
aspect. This is a novel area of applied
research; available to students. In addition,
the UGC has granted an equivalence of two
referesher courses (mandatory for college/
university teachers) to such candidates who
complete M.A./M.Com./M.Sc. in subject
communication area, offered by YCMOU.
Subject Communication and Educational
Communication are the two research areas
useful to students in the conventional stream,
while the third research area 'Distance
Education' is useful to teachers in the Open
Universities and other Distance Education
institutes.
The programme structure of M.A./
M.Com./M.Sc. & M.Phil. comprises two
components, namely, theory and research.
These programmes are presently implemented
at eleven study centres in Maharashtra. The
ASD offers those programmes, by keeping
constant contact with the study centres as
well as students. The ASD, thus offers
administrative and academic support to the
students.
The Ph.D. programme is mainly student-
guide centered. The admission and other
procedures are implemented by ASD. Quality
Assurance is always taken care of at every
stage of the programme. Thus, the ASD offers
the innovative and futuristic research
programmes to deserving students.
3. About Programme
3.1 Programme Structure
' Research in Communication' is a
distinctive feature of this Open University.
Students get an opportunity to do research
work in the field of communication through
open and distance mode of learning.
The M.Phil. Programme of the Academic
Services Division of the YCMOU offers
opportunities for developing research
competency in the fields of communication
and distance education. Initially, the following
degree options are available :
M.Phil. (Distance Education)
M.Phil. (Educational Communication)
M.Phil. (Subject Communication)
The M.Phil. degree in subject
communication can be taken in
conventionally accepted subjects depending
upon the academic background e.g. a student
can choose subject communication (Physics),
or subject communication (Sociology) or
subject communication (Hindi) and so on.
Three Areas of Research
The university has offered three areas of
research for the M.Phil. Programme of
Academic Services Division. They are
interdisciplinary in nature and related to
communication as an organised activity for
educational purpose.

2. Educational Communication
3. Subject Communication
1. Distance Education
This area is related to educational
communication organized in a distance
education stream. It has five characteristics.
They are as follows.
(a) The teacher and the learner are at
distance. They are separated from
each other.

(b) Two-way communication between
student and teacher is possible
through contact sessions and
assignments.
(c) This setting uses different forms of
media such as print, telephone,
audio/video, computer, etc.
(d) Students independent study is
expected in this setting and they can
practice it. Self learning is more
emphasized in this setting.
(e) This setting is student centered. It
has accepted an industrial form of
education and labelled education as
an industry. Major emphasis here is
on developing communication
strategies in distance education.
2. Educational Communication
Like area of Distance Education, the
primary emphasis here is on communication
strategy / media in the setting of conventional
/ formal / nonformal education. This setting
has the following main features :
(a) Face to face teaching,
(b) Fixed organisational set-up,
(c) Pre-determined curricula,
(d) Fixed time schedule and
(e) End examination as the main
feature of evaluation system.
This setting is well known to the majority
of people who have received their education
through the formal system.
3. Subject Communication
It is a novel interdisciplinary area and
aims at developing effective strategies for
communication of specific content area or
messages to the different target groups.
Unlike the first two areas, the primary
emphasis here is on content and not on the
strategies or media. The strategies are
developed and tried out only in the context
of the specific subject or topic.
For example, while teaching a particular
topic like Theory of Intelligence from
Psychology, various effective ways/media/
methods can be searched for taking into
account the special features of the topic
selected. Thus, the primary focus is on the
topic or the content while the media /
strategy/method have subordinate role to
play.
3.2 Details of the Programme
This programme is divided into two parts.
1. Theory courses
(Assignments, Term papers and End
Examination)
2. Dissertation
(Research Seminars and Viva-voce)

Nature of these courses are as follows :
Course - I Research Methods
This course provides a modern
introduction to the various research methods
and equips the student to conduct
independent research.
Course - II Growth and Philosophy of Distance
Education
This course provides a comprehensive
introduction to the principles, practices and
philosophies of the distance education.
Course- III Communication Modes in Education
This course equips the student with the
methodology for developing instructional
materials using various communication
technologies.
Course - IV Instructional Systems Design
This course equips the student with the
methodology for analysing and designing
instructional systems like curriculum.
Course - V Assessment and Evaluation
This course gives an introduction to the
basic principles involved in the assessment
of learners and to the evaluation of projects
and programmes. (The details of the syllabi
are given in appendix 11.2).
(2) Assignments, Term papers and End
Examination
The candidate shall have to complete t wo
s hort as s ignme nt s for each optional course.
Each student shall have to complete one
t e rm pape r for areawise compulsory theory
course. This term paper is required to be
submitted to evaluator appointed by the
university.
Each student shall have to successfully
complete t wo s e mi nar pre s e nt at i ons for
Research Method course. Of these two
seminar presentations, first presentation is
on research proposal and second is of pre-
submission presentation. At second
presentation, soft bound copy of dissertation
is mandatory.
Presentation in both seminars is
compulsory for student.
The YCMOU will organise research
seminars periodically. Whenever student is
ready for presentation (first or second), he/
she has to communicate to Director, Academic
Services Division to seek permission.

Presentation programme may be arranged at
study centres/regional centres or at university
headquarter, as per the convenience of
Academic Services Division.
(Details about End Examination and
Evaluation Pattern are given on page 8 to 11.)
(3) Dissertation
Specialization of the M.Phil. degree will
depend upon area chosen for the dissertation.
For the degree in educational
communication, student will be expected to
choose an area related to communication of
educational ideas and may include
examination of curriculum and methods of
teaching.
For the degree in the subject
communication, the student will be expected
to choose an area from his/her own special
subject from the conventional disciplines. It
will be necessary for the topic to be related to
the communication of special ideas in a
subject. For instance, one may decide to
investigate how videos may be used for the
teaching of Physics at a certain level of
education and such a degree can be called
M.Phil. Subject Communication (Physics).
The M.Phil. programme has been planned
in such a manner that the course Research
Methods will equip the students with the
knowledge and skills to conduct research.
Other three courses will enable the student
to examine special subject area from the point
of view of communication of ideas and find
out suitable topics for research.
The YCMOU offers unique opportunity to
conduct research in the area of
communication. The student has two options,
first one pertains to developing a research
product (specially developed for the topic)
while the second refers to the research project,
specially undertaken for the topic. However,
the submission of dissertation (typed report)
for both categories is mandatory.
Research Product
When a product, e.g. a self created
written instructional text or a video film or a
computer - assisted learning material or a set
of testing items, is a part of the research work,
such research involves development of a
product.
It is also necessary for students to submit
a dissertation along with the product
describing features of the processes involved
in developing the research product. Ple as e

not me re l y a c re at e d produc t . In other
words, the students are expected to give the
relevant details of the process involved in a
textual form, even if product is in the form of
a video or an audio programme. Students'
guide will provide the necessary direction in
this regard.
3.3 Opportunities for those holding
these degrees
Persons with the degrees mentioned in
point 3.1 can have excellent prospects in the
conventional educational systems, in the open
and distance education systems as well as in
areas where development of communication
strategies is necessary. It is relevant to point
out that the governments at the Central and
the State level are investing large funds in
the establishment of distance and open
education systems at the school, college and
university levels. Similarly, the distance
education methodology is being increasingly
used in government and private agencies for
training of the staff.
Specifically, the M.Phil. degree can be
useful for the following categories of persons.
(i) Those who wish to teach at the
college or university level.
(ii) Those who wish to get an additional
increment in advance for M.Phil.
degree at the time of appointment
as a lecturer.
(iii) Useful to junior college teachers,
who are eligible for selection grade
for improving the educational
qualification.
(iv) Those who wish to work at open
universities.
At present there are a few number
of open universities in the country
and several conventional
universities have distance education
or correspondence education
centres. There are several

opportunities at these existing
organisations since there is a
shortage of people with such
qualifications. States also have plans
to start open schools and open
universities, which may
offer attractive opportunities in
future.
Those who possess the qualification
in Distance Education have bright
future in this area.
(v) Those who wish to conduct research
at the Ph.D. level.
In most universities, M.Phil. is a
necessary/preferred qualification
for conducting Ph.D. level research.
(vi) There are different areas of
communicational Research such as
media research, extension
education, adult education,
community education, etc. Those
who wish to conduct research at
M.Phil. level can work in these areas.
Since the M.Phil. programme of the
YCMOU focusses on the applied aspect of
research, students will be equipped to handle
communication tasks in a variety of areas
including print and non- print media for
related fields. Holders of the YCMOU degrees
may have opportunities in industrial sector
needing persons with skills in print and non-
print communication.
The rules, terms and conditions, fee
structures and all other particulars mentioned
in this prospectus are regarding the three
areas of specialisation mentioned in section
3.1 only (These are applicable to the M.Phil.
programme offered by Academic Services
Division). The rules, terms and conditons, and
other particulars mentioned in prospectus for
M.Phil. programmes of YCMOU other than the
present one do not apply to this programme.
3.4 Transfer of Credit to P.G.
Programme
If M.Phil. student wishes to register
himself/herself for P.G.Programme, there is
a provision for transfer of credit during or
after the completion of M.Phil. Programme.
The credit for the theory courses can be
transferred to our P.G.degrees and students
can submit only the research project and avail
of masters degree.
The U.G.C. has recognised YCMOUs P.
G. degree course in subject communication
as equivalent to two Refresher Courses.
If M.Phil. student wishes to register for
M.Ed. programme, there is a provision for
transfer of credit during or after the
completion of M.Phil. Programme. The credit
for the four theory courses can be transfered
to our M.Ed. programme. In addition to that
student is required to submit the research
project and complete two theory courses
thereby can avail M.Ed. degree.
The option of credit transfer can be
availed up to three years after the completion
of course after which there will be no
opportunity for credit transfer.
The credit transfer facility from PG or
M.Ed. programme to M.Phil. is also available.
In such cases, the student shall be required
to complete the additional tasks. (The existing
as well as revised rules for credit transfer shall
be applicable to each student.)
3.5 Research Guide
The university has exhaustive list of
experts in the specialised fields spread all over
Maharashtra. A research guide will be
selected by student as per the specialisation
and geographical vicinity. Hence, it is
obligatory for the student to work under the
guidance of the selected guide.
The student is expected to select and
finalize the research topic and conduct the
research in consultation with his guide and
conduct the research work to his / her
satisfaction.
Student should select the guide as per
their specialization area. In case, the student
is unable to select the suitable guide, the
university would help him/her to provide the
suitable guide.
Please note that if you have selected
subject communication as the Research Area,
it is essential that the Research Guide should
also possess educational qualification in the

same subject. e.g., if your research topic falls
under Subject Communication (Economics)
then the research guide should be a Ph.D. in
Economics.
It is mandatory that the student must
select the guide, whose name is included in
the guide directory of the University.
4. Admission Procedure
4.1 Eligibility
(a) A masters degree in any subject (M.A. /
M.Sc. / M.Com. / M.Ed. etc.) in second
class from any recognised university or
a deemed university
OR
(b) A Bachelors degree in any subject with
atleast second class and one year post
graduate (intermediate) degree course
(like B.Ed., B.Lib, B.C.J. etc.) and ten
years teaching or administrative or
professional experience
OR
(c) A Bachelors degree in any subject with
atleast second class and one year Post-
Graduate Diploma of a recognized
university and ten years teaching or
administrative or professional experience
OR
(d) A Bachelors degree in any subject plus
a special post selection training
programme after the selection by UPSC/
MPSC or similar bodies and five years
experience
OR
(e) Persons without these qualifications but
with substantial work achievement in a
related field may be admitted on the
consideration of each such case on merit
by the university. Such a category may
include teachers, writers, poets,
independent researchers, journalists,
persons in the media like video
producers or film makers, social workers
and so on. The candidate has to submit
paper on research which she/he is
conducting and give details about her/
his contribution to the related field.

Special Instructions
The first installment of programme fee
should be sent along with the application
form. The fee should be paid through the
Demand Draft (DD) of any nationalised
bank drawn in favour of Fi n a n c e
Offi c e r, YCMOU, Nas hi k payable at
Nashik. The first installment amount is
Rs. 3500/- only.
The demand draft will be returned to the
students who are not selected as per the
university norms.
The fee shall not be returned under any
circumstances, if the selected student
does not wish to secure admission or it
shall not be transfered to any other
programme of the university.
The selected students will have to pay
second installment of Rs. 3980/- within
one month after the receipt of admission
letter.
The amount can be paid in cash at the
YCMOU cash counter, Nashik.

Admission form submitted after the due
date will not be accepted. It is necessary
to enclose attested xerox copies of
educational certificates, caste certificate,
experience certificate; and in case of
married women proof of change of name
as it appears in gazette.
4.3 Duration
4.3.1 The minimum duration of the
M.Phil. Programme shall be of
eighteen months and the
maximum duration shall be of five
years.
4.3.2 The registration of a candidate for
the M.Phil. Programme shall
automatically stand cancelled
after five years from the initial
registration and the candidate
shall have to re-register his/her
name for the course. Only one
opportunity for the re-registration
will be allowed. Student has to re-
register himself within six months
from the date of first/initial
registration.
4.3.3 Re-registration shall be valid for
further three years only.
4.3.4 The re-registered students shall
have to follow the rules,
regulations, fee structure and
syllabi of M.Phil. programme, at
that time.
4.4 Medium
The study materials are in English &
Marathi. The students may choose either
Marathi or English medium to write
answers in examinations or for their product
or project.
5. Registration Procedure
Admission Committee
5.1 For the purpose of selection of candidates
for the M.Phil. Programme, there shall be
a standing committee which will be called
Admission Committee.
5.2 The constitution of the Admission
Committee shall be as follows :

5.3 The Admission Committee shall
scrutinize all the applications for the
M.Phil. Programme and sort out issues
related to eligibility, equivalence,
contribution of a person to the related
field, etc.
5.4 The quota of each eligibility category shall
be according to the guidelines
recommended by the University
authorities time to time as per the
situational demand.
5.5 Within each category, admission will be
given on the basis of merit as decided by
the committee from time to time. The
merit list will be prepared according to
the procedure determined by the
University.
5.6 The reservation for the backward classes
shall be as per the rules of the
Government of Maharashtra.
6. Evaluation Procedure
Award of the M.Phil. degree will depend
upon the students' successful performance
in the assignments, term papers, seminars
presentation, dissertation, end examination
and Viva-voce.

6.1 Evaluation at a Glance
The details of marks and patterns of
assessment allocated for each course are as
follows.
Each course will carry 100 marks.
(a) As s e s s me nt of as s ignme nt
For assessment of short assignments
and term papers, evaluators are
appointed by the university. The
evaluator will check these assignments
and will send back to the students
through correspondence. Students are
required to send the completed
assignment for evaluation directly to the
assigned evaluators by the university.
(b) Pre s e nt at ion of Re s e arc h propos al &
pre -s ubmis s ion
Research proposal and pre-submission
presentations by M.Phil. student in the
seminars will be evaluated by the internal
as well as external experts appointed by
the university. Soft bound copy of the
dissertation is mandatory at the time of
pre-submission presentation. Guide
must be present along with student for
presentations.
(c ) Dis s e rt at ion and Viva-Voc e
The evaluation of dissertation will be done
by external referee as well as internal
referee. The viva-voce shall be organised
in seminar presentation.
The presence of guide is mandatory for
the viva-voce. (The details are given in 6.2.8).
(d) End e xaminat ion
The end examination shall be conducted
once in a year. The end examination of
the M.Phil. theory courses will be of 400
marks. Each theory paper will be of 100
marks comprising two sections. The
students will be required to answer four
essay type questions from section-I and
one application and higher level question
from section-II. All theory papers will be
in Marathi and English. However, the
papers, may be answered in Marathi or
English. Each paper will be assessed by
two examiners.
(e) The weightages given to the assignments/
seminars and end examination in the
final result are as follows :
Solving of the short assignments, term
paper and presentations at the research
seminars - 30%
End examination - 70%
(The Details are given in 6.3).
6.2 The Procedure for Evaluation of
Dissertation
6.2.1 Student will submit three copies
of dissertation in soft bound to
university. The guide will submit
names of three referees in the
confidential envelope.
6.2.2 After the submission of research
dissertation in soft bound by the
student, the scrutiny committee
shall verify the format and
structure of dissertation, as per
the University guidelines. If the
dissertation has format and
structure as per the University
guidelines, then it is accepted for
further processing. In case, if the
format and structure of
dissertation do not meet the
University guidelines, then it is
sent back to the student along
with necessary suggestions. In
such event, the student has to
modify the format and structure
of dissertation, as suggested by
the University, under guidance of
guide.
6.2.3 If minimum conditions of
dissertation have been fulfilled
then six names of referees will be
suggested for evaluation. Of these
6 names, three names will be
suggested by guide and three will
be suggested by Director ASD and
scrutiny committee.
6.2.4 From these 6 names of referees,
Vice-Chancellor will select 3
names in priority as external
referees.
6.2.5 Summary of dissertation will be
sent to referee no.1 selected by
Vice-Chancellor and his
acceptance is invited. After
receipt of acceptance,
dissertation will be dispatched to
internal and external referee.
6.2.6 If the difference in marks of
internal and external referees is

not more than 30, then the total
marks of both referees will be
considered and accordingly
marks will be given to student.
6.2.7 If the difference in marks of
internal and external is more
than 30, then the dissertation
will be sent to the third referee
for evaluation.
6.2.8 The viva-voce shall be organised
in seminar presentation after the
receipt of favourable reports by
the referees & if student has
scored at least 50% marks for
dissertation. This presentation
shall be evaluated by the panel,
comprising the Chairman, Guide,
Local expert and academic
member(s) of YCMOU.
All members of Viva-voce
evaluation committee will
evaluate the performance of
student with the help of a
structured proforma. Such
marks will be aggregated and the
average shall be calculated to
record the viva-voce marks.
6.3 The Standard of Passing
6.3.1 The student must get at least 40%
marks in End Examination and
Assignments of each theory course.
The student must get at least 50%
marks in each term paper, dissertation

6.3.2 If there is a difference of more than 20%
marks (20 marks in case of theory &
30 marks in case of the dissertation)
the concerned paper or the dissertation
shall be referred to a third examiner
appointed by the Vice-Chancellor, from
the panel already prepared.
In such cases, the average of the marks
given by all the three examiners will
be taken both in the case of theory
paper & dissertation. The total marks
assigned for dissertation shall be 300.
6.3.3 The marks of Continuous Assessment
(CA) and End Examination (EE) will be
calculated as per weightage of each
theory course.

6.3.4 The marks given to the dissertation by

composite marks of each paper,
dissertation & the viva-voce will be
calculated.
6.3.7 Percentage of Marks

6.3.8 Gracing for deficiency in minimum
passing, gracing for getting higher class
and condonation will be given as per
University Rules.
The candidates who have secured lower
marks than the minimum passing
marks of 40% in any paper can get
through the examination within six
years from the date of initial
registration. Such candidates will be
permitted to carry on with their work
for dissertation in the meantime & their
result of the whole examination will be
declared according to the standard of
passing.

6.4 Typing and Submission of the
Dissertation
6.4.1 The rules for typing and binding
of the dissertation are stipulated
in the manual (Vidyarthi
Margdarshika) published by the
YCMOU separately.
6.4.2 The M.Phil. candidate shall have
to submit three soft bound copies
of the dissertation. After viva-voce,
the candidate shall improve
dissertation as per the suggestions
(if any) in viva-voce and will require
to submit three copies of hard
bound dissertation to the
university. The result will be
declared only after the receipt of
hard bound copies of dissertation.
6.4.3 As a part of continuous
assessment, the candidate shall
seek guidance for his/her research
work regularly to the satisfaction
of the guide. He/She shall also
submit progress report of the work
after every six months through

6.5 Credit Points
The YCMOU has a credit point system
to indicate the work requirements for a
course. One credit point is equivalent of study
work completed between 30 to 35 hours. The
M.Phil. programme has a total of 64 credit
points. This is expected to take a minimum
of 2000 hours of work spread over 18 months.
Each of the courses has 8 credit points while
the dissertation has 32 credit points.

Student aid
YCMOU offers financial aid for students
from low-income strata on merit basis.
YCMOU has made a pooled annual provision
of Rs. 15 lakh for this purpose. YCMOU offers
a 50% fee waiver in various programmes for
students in low-income sections of the society.
Students need to apply in specified format
with suitable documents for eligibility.
Sports events
Annual events are organized to offer
sports opportunities for students at regional
and university levels. This will enable them
to qualify for sports events at intervarsity
Ashwamedh (intervarsity event started by
Hon. Chancellor), state and national levels
including AIU events.
Youth festival
Annual youth festivals are held for
performing arts at regional and university
level. The events include elocution, ekankika
(one-act-play), music and dance. This qualifies
them for participation in Indradhanushya
an intervarsity event started by Hon
Chancellor and also national level events
including the AIU-event.
Aavishkar
To promote research activity in the
student community, Aavishkaran
intervarsity event started by Hon. Chancellor
is organized annually. A biannual research
journal is published by YCMOU for students
to carry the research papers.
Samvad : House Journal
"Samvad Patrika" is a monthly house
journal for communication with thousands of
students of YCMOU spread in the entire state.
This carries educational articles and useful
information. This is expected to promote self-
learning and awareness about Open &
Distance Learning.
Virtual learning
The Ahemadabad based ISRO has helped
YCMOU to start a satellite based virtual
learning centres network to assist learning.
This networks 40 VLCs in the state where
students can gather to interact with the
counselors.
NSS
The National Services Scheme (NSS) has
been launched at select YCMOU study centers
for 800 students.

There are a number of open Universities in the country offering various degrees/diploma through
the mode of non-formal education. The Open Universities have been established in the country by
an Act of Parliament or State Legislature in accordance with the provisions contained in Section
2(f) of University Grants Commission Act, 1956. These universities are, therefore, empowered to
award degrees in terms of Section 22(1) of the UGC Act, 1956.
A circular was earlier issued vide UGC letter N.F.1-8/92(CPP) dated February, 1992 mentioning
that the Certificate, Diplomas and Degrees awarded by Indira Gandhi National Open University are to
be treated equivalent to the corresponding awards of the Universities in the country.
Attention is further invited to UGC circular No.F1-25/93(CPP-II) dated 28

July, 1993 (copy
enclosed) for recognition of degrees and diplomas as well as transfer of credit for courses successfully
completed by students between the two types of universities so that the mobility of students from Open
University stream to traditional Universities is ensured without any difficulty.
The UGC has specified the nomenclature of degrees under Section 22(3) of the UGC Act, 1956 to
ensure mandatory requirements viz. minimum essential academic inputs required for awarding such

The University Grants Commission at its
metting held recently considered the relaxation of
conditions for participation of lecturers in the
Refresher Courses/Summer Institutes for
placement in senior scale/selection grade/Reader.
The Commission had constituted a Standing
Committee to look into the matter and make
recommendations accordingly.
On the recommendations made by the Standing
Committee the Commission has taken the following
decisions:
(1) It was decided that the following courses /
programmes will be recognised as equivalent
to Orientation / Refresher Courses :
(a) P. G. Diploma in English conducted by
CIEFL, Hyderabad may be considered as
equivalent to two refresher courses in
English.
(b) P. G. Diploma in Higher Education
conducted by I.G.N.O.U. New Delhi may be
considered as equivalent to one Orientation
Course for teachers of various disciplines.
This course may be considered as equivalent
to two Refresher Courses for teachers of
Education.
(c) The P. G. Diploma in Distance Education of
I.G.N.O.U. may be considered as equivalent
to two Refresher Courses for teachers of
Distance Education in various Universities.

student by the concerned Study Centre. However, it is the responsibility of the
student to obtain the information from the Study Centre Co-ordinator regarding
each activity. (Selection of research guide will be generally made within two months
after the first orientation programme).

7. Viva-Voc e : After receiving positive/favourable evaluation report from Internal
and External examiner on the dissertation submitted by the student.
Not e : 1. The scheduled time-table on a study centre, may be modified. Such changes are
communicated to the students. However, the student should contact the study
centre to get recent information.
2. The existing as well as revised provisions in the University Act, Statutes,
Ordinances, rules as well as other instructions provided by the Academic Services
Division from time to time, shall be binding to all the students.
