DC BICYCLE ADVISORY COUNCIL MEETING MINUTES

May 7, 2014

The 1990 trail plan is in the process of being updated
In that plan, trails were evaluated for condition, safety, connectivity
Also looked at how trails can connect to other regional trails in other jurisdictions
The plans major recommendation was that NPS needed to improve quality of trails and loop them together
11 specific projects were recommended
$3 to $4 million total cost
NPS is going to hire a consultant to update the 1990 plan
Looking to evaluate progress
Network has grown from 70+ miles of trails in 1990 to 140+ miles today
Will look at gap analysis, safety, future trends in use, funding options, etc.
Will include plan for implementation
Will be collaborative process to update plan
Hope to kick off update in fall
Will not have public meeting, but open to input
Jeanie offered to do a ride to look at trails as part of input, Tammy accepted
Plan funded by TA funds, so commuter transportation will be a big focus
Plan will include maintenance strategies, and Randall recommended including DPW and DDOT in planning process
BAC should make sure District agencies are aware of planning process

Looking at ped / bike access issues around the National Mall
Objectives
Identify locations where bikes conflict with other modes
Propose solutions
Fill in gaps in network
Findings
5 sites with low hanging fruit fixes
Signage, pavement markings
3 sites with involving another jurisdiction, like 15th street cycle track connection
4 sites requiring long term planning
Recently did road safety audit for Lincoln Memorial circle
Will be improving 14th Street Bridge access path, including relocating a hated pole in the middle of the trail
Working with DDOT to implement a bicycle wayfinding system
Also looking at CaBi data for Mall visitors there are currently 6 stations
Randall brought up signal prioritization, which is something they're working on
Mike Goodno says 4th Street lanes going across the Mall are going to be striped this year
NPS construction funds are on a 5 year cycle, so using grant funds allow for improvements to get done sooner

FONSI is waiting to be signed, DDOT and FHWA are lead agencies
NPS will also write its own FONSI
DDOT has funding to finish trail design and do construction
Met Branch trail
NPS and DDOT about to sign MOU to proceed near Fort Totten
Can then work on the design of trail
MOU includes maintenance too
Klingle Valley trail
Working with DDOT on new design
At 90% design now
Jameel asked about climbing lanes on Rock Creek Parkway
NPS is rehabilitating Beach Drive now for motorists, but no bike component
Ellen said that BAC submitted comments in support of a climbing lane for the Broad Branch EA
Nick said roadway widening and improvements for Broad Branch would not take place on NPS property
NPS tries to balance resource protection with park access

Submitted comments on requirements for in-building bike parking
Final Rulemaking published within several weeks
Buildings have to comply within 30 days of request
Who is going to enforce new regulations?
Bike Valet
SF passed a law that requires events of a certain size to provide bike valet
Could DDOT do that?
Might not require legislation, just need to get DDOT to promote bike accommodation on special events task
force

Working groups through summer to discuss changes
Would create a department of parking management
Would create transit authority run by a board of directors
Ellen suggests convening BAC meeting before June working groups to discuss

Going to invite MPD to next meeting
Working to systematize reporting
Working to improve education around new facilities

Going to work with ANCs and WABA
Simon Gottleib runs all ANCs and does bi-yearly trainings

Racks were recently relocated at that location

Could incorporate bike access across bridge as part of the EA
Ellen asked Josh if there were any plans done recently for this area
